The Communications Authority of Kenya (the Authority) is established under the Kenya Information
and Communications Act (KICA) 1998, Chapter 411A, with the mandate to regulate the ICT Sector in
Kenya.
The Authority is seeking to recruit highly competent, proactive and self-driven individuals to fill the
following twelve (12) positions:
The Authority offers a competitive package in line with its Human Resource Policies and Procedures
and Public Service Guidelines.
Director level appointments shall be for a five (5) year contract term renewable subject to satisfactory
performance while the position of Deputy Director Human Resource Management shall be for three (3)
years. The rest of the positions will be on permanent and pensionable terms.

Management to join our team. This is a key leadership role responsible for effectively managing
and optimizing the allocation and usage of frequency spectrum resources in Kenya.
Job Summary:
Under the supervision of the Director General, the Director of Frequency Spectrum Management
will provide strategic leadership and technical expertise in managing the allocation, assignment,
and utilization of frequency spectrum resources in Kenya. This role requires a deep understanding
of international best practices, regulatory frameworks, and emerging trends in frequency spectrum
management. The successful candidate will be responsible for formulating and implementing
policies, procedures, and guidelines to ensure efficient and equitable spectrum allocation and
utilization across various communication services and technologies.

Job Summary:
Under the supervision of the Director General, the Director of IT will provide strategic leadership
and technical expertise in managing the Information Technology function of the Authority. This

Job Summary:
Under the supervision of the Director General, the Corporation Secretary and Director Legal
Services will serve as the principal legal advisor to the Authority. This role requires a strong
background in corporate governance, regulatory compliance, and legal affairs. The successful
candidate will be responsible for providing legal guidance, ensuring compliance with relevant laws
and regulations, managing legal risks, and overseeing the company's secretarial functions.
1. Provide legal advice and guidance to the Authority's senior management, Board of
Directors, the Universal Service Advisory Council and other stakeholders on legal and
governance matters.
2. Ensure compliance with relevant laws, regulations, and industry codes, including the
Kenya Information and Communications Act, and other applicable legislation.
3. Establish and manage the Authority’s Register of Codes, Regulations, Rules, Guidelines,
Bylaws and Treaties, while ensuring consistency with each other, and compliance with the
National and County legal frameworks
4. Monitor and analyze legislative and regulatory developments impacting the
communications sector and provide recommendations and updates to the organization.
5. Draft, review, and negotiate a wide range of legal agreements, contracts, and legal

3. Admission to the Kenyan Bar as an Advocate of the High Court of Kenya and holder of a
current practicing certificate.
4. Membership to the Institute of Certified Secretaries of Kenya.
5. Minimum of 12 years of experience in legal practice, preferably in a regulatory or corporate
environment and at least four (4) years in a management role position in the public service
or private sector.
6. Fulfill the requirements of Chapter Six of the Constitution (2010)

Job Summary:
Under the supervision of the Director General, the Director Supply Chain Management will serve
as the Head of Procurement for the Authority to perform the roles of the office as defined in law.

Job Summary:
Under the supervision of the Director, Internal Audit and Risk Assurance, the Deputy Director,
Risk Assurance is responsible for providing independent, objective assurance and consulting
activity aimed at adding value and improving the operations of the Authority. The Auditor will
also evaluate and improve the effectiveness of risk management, control and governance
processes. This role requires expertise in risk management, internal controls, and governance
processes.
1. Advise the Authority on the effectiveness of enterprise risk management strategy and
frameworks.
2. Identify, assess, and prioritize risks across the organization, considering both internal and
external factors.
3. Review risk exposure, identify emerging risks, and recommend appropriate risk mitigation
measures.
4. Assessment of controls over critical IT systems, network and physical components, and IT

1. Assist project audit in carrying out internal audit strategies and executing audit plan for

2. Perform technical audit procedures including identifying risks, developing audit criteria,

participation in internal audit continuous improvement initiatives.
4. Lead and/or participate in project audits and undertake comprehensive planning and risk

Analytics/Forensics is responsible for providing independent, objective assurance and consulting
activity aimed at adding value and improving the operations of the Authority. This role requires
expertise auditing, internal controls, and governance processes with the regulatory environment.
The successful candidate will be instrumental in helping the Authority minimize risks around fraud
and corruption.
1. Conduct fraud risk assessments and identify warning signs of fraud related activities.
