Chapter – 1
SPECIAL CONDITIONS OF CONTRACT (Technical)

1. SCOPE OF WORK: Provision of Auxiliary Transformers arrangements at level crossing


gates and associated OHE modification works nearby the proposed signal locations in
view of proposed interlocking of LC gates.

2. The works shall only be executed based on approved Drawing/Layout plan issued by
Railways. The contractor has to submit the proposed arrangements in the relevant
Drawing/Layout/plan with Bill of materials(BOM) and shall get approval from Senior
Divisional Electrical Engineer, Traction Distribution, Madurai. In case of any deviation
required during the execution of work in the approved drawing, the same shall also
got to be approved.

3. All the materials proposed to be used for this work shall be procured as per the
relevant RDSO specification/drawing and shall conform to the relevant IS
specification. The list of Standard/typical Drawings and specifications are given in
Annexure – II.II The contractor should refer the latest version/amendments/correction
slips for those standards/Drawings/Specifications.

4. All the materials/equipments/fittings/components required for the successful


completion of the work shall be procured only from RDSO/CORE approved sources. If
for any item, no RDSO/CORE approved sources are available, the said item
conforming to relevant RDSO specification/drawing shall be procured from other
sources.

5. The whole of the works shall be executed in perfect conformity with the specifications
and drawings. The work should be executed strictly as per the standard design
manual & specification procedure laid down by the original equipment manufacturer
(OEM). In this connection, the contractor may approach the OEM, but no extra
payment will be made for this.

6. RAILWAY SUPPLY ITEMS:


a) The list of Railway supply materials are furnished in Annexure-
Annexure-I. All other materials
required for the successful completion of the work shall be arranged by the
Contractor.

b) All Railway materials to be issued by Railways will be issued to the contractor as


per relevant clauses of this Contract. The contractor shall make necessary
arrangements so as to protect the Railway materials from pilferage/theft/loss and
maintain them in good condition in such a way that while in storage they do not
suffer any deterioration in quality in any manner whatsoever and shall have to
compensate the Railways, in case the materials are considered to have been
damaged, deteriorated, or have come to such a state that the same cannot be
allowed to be installed/used. Railway will not be responsible for any
damage/loss/deficiency/deterioration in quality suffered by the materials issued to
them (Please refer other conditions of contract). The contractor shall maintain
proper account for the materials issued to their workman for installation and the
remaining quantity of the material. All Railway materials shall be exclusively used
for installation/use for the purpose for which it is issued and the contractor shall not
divert/remove the materials issued to Railways for any other work not connected
with this tender enquiry.

c) All Railway supplied materials, will be supplied at nearest TRD depot only. The
contractor has to transport from depot to site.

7. RAILWAY STORES:

a) If any material other than those specified in the Annexure - I is supplied by the
Railway either at the contractor’s request or suo moto in order to prevent any
possible delay in the execution of the works likely to occur due to the contractor’s
inability to make adequate arrangement for supply thereof or otherwise, recovery
will be made from contractor’s bill at the issue rate or market rate prevailing at the
time of supply, whichever is higher plus 5% on account of initial freight and 2 % on
account of incidental charges together with supervision charges at 12.5% of the
total cost inclusive of material, freight and incidental charges. Freight between the
Railway’s source of supply and site of work shall be to the Contractor’s account. For
example:

1. The cost of material - Say Rs. 100.00


2. Initial freight @ 5% - 5.00
3. Incidental charges @ 2% - 2.00

4. Total - 107.00
5. Supervision charges @ - 13.38
12.5%

6. TOTAL - 120.38

b) If, however, the material required by the contractor is not available in Railway’s
stock or the Railway decides not to supply the same, be that for whatever reason,
the Railway shall not be bound to arrange for the supply at cost quoted above, or at
any other cost nor will this fact be accepted as an excuse for delay in execution of
works.

c) If the contractor runs short of materials and such materials are available in the
Railways stock, the materials may be supplied by the Railway suo moto or on loan
basis to the contractor. In case of issue of materials on loan basis, the contractor
will return the same on receipt of the supplies or within 3 months whichever is
earlier. Issue of materials on loan basis is subject to a written request by the
contractor. If the contractor fails to return the materials issued to him on loan basis
within the above mentioned period, recovery will be made from the contractor’s bill
as detailed in clause No.8(a) above.

8. CONTRACTOR’S SUPPLY ITEMS:

a) All the materials required for execution of this work except those specified in
Annexure – I have to be arranged by contractor.

b) The contractor has to make his own arrangements for transporting men &
materials to the site of work

c) The contractor has to make his own arrangements for storing the materials
proposed to be utilized by him. No responsibility will be taken by the Railways for
the loss of contractor’s materials.

d) The contractor should have the expertise and all kinds of special tools/
equipments for execution of the work as per the schedule. The contractor has to
make available all the tools and plants required for executing this work.

9. INSPECTION:

a) The inspecting Officer(s) for this contract shall be RITES or the Engineer in-charge
of this work or his authorized representative, as the case may be. Two weeks
notice must be given by the contractor to the Inspecting Officer to take up
inspection. For the materials of purchase value Rs.5.00 lakhs and above,
inspection shall be done by RITES. For materials of purchase value below Rs.5.00
lakhs, inspection shall be done by the consignee.

b) In special cases where the inspection involves technical expertise or facility, that
is ordinarily not available with the consignee, RITES inspection may be insisted
upon, even if the value of purchase order does not exceed Rs. 5 lakhs.

c) As per the extant standing instruction / policy all OHE items should be inspected
only by RITES/RDSO.

d) Consequence of Rejection: On the materials/equipments/fittings/components


being rejected by the inspecting Officer or his authorized representative, the
contractor shall replace/redo the rejected portion of the work forthwith but in any
event not more than 2 weeks. The contractor shall bear all the cost of such
rejection including freight, unloading etc. The Contractors are not entitled to any
extra time in the completion period on this account.

e) Inspection charges shall be borne by the Railway, whether the inspected material
is finally utilized in the work or not.

10. GUARANTEE/ MAINTENANCE PERIOD:

a) The Contractor supply items shall have guarantee period of 30 months after their
delivery or 24 months from the date of placement in service whichever shall be
sooner as per IRS conditions of contract.
The Contractor shall also guarantee satisfactory working of the installations
erected by him, for a period of 24 months from the date of installation/erection
(or) 18 months from the date of commercial operation or from the date of
Provisional Acceptance of each section by the purchaser whichever is earlier. The
guarantee for spares should be coincident with the guarantee for erected
equipment. The said period is treated as the Maintenance period in this contract.

b) For the period of guarantee (Maintenance period) the contractor have an


experienced Engineer and necessary equipment to attend to any defective
installation resulting from defective erection and/or defects in the equipment
supplied by the contractor. This engineer shall not attend to rectification of
defects which arise out of normal wear and tear and come within the purview of
routine maintenance work. The Contractor shall bear the cost of modifications,
additions or substitution that may be considered necessary due to faulty material,
design or workmanship for the satisfactory working of the equipment. The final
decision shall rest with the Divisional Railway Manager (Traction), Southern
Railway, Madurai or his successor (s)/Nominee.

c) During the period of Guarantee the contractor shall be liable for the replacement
at site of any parts which may be found defective in the fittings & Components,
arising from faulty design, materials, workmanship or negligence in any manner in
the part of the contractor provided always that such replaced items are promptly
returned to the contractor if so required by him at his (contractor’s) own
expenses.

In case of type defects in contractor’s equipment and components detected during
guarantee period, contractor shall replace all such items irrespective of the fact
whether all such cost of repairs carried out on his behalf by the purchaser at site.
In such a case, the contractor shall be informed in advance of the works proposed
to be carried out by the purchaser.

d) If it becomes necessary for the contractor to replace or renew any defective


portion of the fittings or components under the para aforesaid then the provision
of the said para shall also apply to the portions of the fittings & components so
replaced and renewed until the expiry of six months from the date of such
replacement or of renewal or until the end of the above mentioned period,
whichever is later. Such extension shall not apply in case of defects of a minor
nature the decision of the Divisional Railway Manager (Traction), Southern
Railway, Madurai or his successor/nominee being final in the matter. If any defect
be not remedied within a reasonable time during aforesaid period the purchaser
may proceed to do the work at the contractor’s risk, and expense, but without
prejudice to any other rights and remedies which the purchaser may have against
the contractor in respect of such defects or faults.

e) Any materials, fitting or components supplied shall also be covered by the


provisions of this paragraph. The liability of the contractor under the guarantee
will be limited to re-supply of equipments, components and fittings.

Such re-supply shall be effected at the contractor’s depot or in the event of


closure of the depot at the stores depot of the Engineer-in-charge of maintenance
of overhead equipment of the section covered by the contract.

f) In the case of materials, components, fittings and equipments supplied by the


purchaser, no liability will rest on the contractor for failures on account of
defective materials or workmanship and for any consequential damages. Such
defective materials if not yet erected on line will be returned by the contractor to
the purchaser and quantities will be considered for the purpose of final
reconciliation over and above allowance.
11. PROVISIONAL ACCEPTANCE:

Provisional Acceptance of the equipments installed at each location/section will take


effect only after successful completion and energization in the respective
location/section. After completion of the work the contractor can seek the provisional
acceptance certificate which shall be issued after the successful completion and its
inspection by the authorized Railway Engineer-in-charge of the work.

12. FINAL ACCEPTANCE:

a) The final acceptance of the entire equipment installed under this contract shall
take effect from the date of expiry of the period of guarantee (Maintenance
period), provided that the Contractor has complied fully with his obligations
against the contract as per the terms & conditions of the agreement.

b) If on the other hand, the Contractor has not so complied with his obligations
against the contract as per the terms & conditions of the agreement, the Railway
may either extend the period of guarantee until the necessary works are carried
out by the contractor or carry out those works or have them carried out suo moto
on behalf of the contractor at the contractor’s expense. After expiry of the period
of guarantee, a certificate of final acceptance shall be issued by the Railway.

13. QUALITY ASSURANCE OF MATERIALS:
a) All the equipments, materials, fittings and components will be subject to quality
control program of the manufacturer, being part of the quality assurance
program of the contractor. The materials may also be inspected by the Senior
Divisional Electrical Engineer/TRD/S.Rly./Madurai (Sr.DEE/TRD/MDU) or his
authorized representative at the manufacturers works or as desired by
Sr.DEE/TRD/MDU. Sr.DEE/TRD/MDU or his authorized representative will have the
right to be present during all the stages of manufacture and shall be accorded all
reasonable facilities for inspection and testing as well as to examine the stage
inspection report of the manufacturer in addition to the quality audit which the
contractor may institute as a part of his program so as to satisfy himself that the
materials are in accordance with specifications, approved drawings and designs
and Railways prescribed quality assurance standards.

b) The following ledgers are to be maintained at site in connection with this Works
Contract:
1. Site Order book -By Contractor.
2. Hindrance Register -By Contractor
3. Material Transaction Register - Both by Railways and the Contractor
4. Cube-testing Register & -By Contractor
5. Daily Progress & Labour Register. -By Contractor.
These registers are to be maintained at site and should be produced during
inspection by officials. The formats for maintaining the above-mentioned
registers are furnished at Annexure III to VII.

14. SAFETY MEASURES:


MEASURES:
a) The work should be carried out in the presence and under the guidance of the
authorized representative of the Senior Divisional Electrical Engineer/TRD,
Southern Railway, Madurai. (Sr.DEE/TRD/MDU), who is the Engineer-in-charge of
the work.
b) The programme and method of work will be furnished by the contractor, well in
time, and will be approved by the Engineer-in-charge.
c) The contractor shall take all precautionary measures in order to ensure the
protection of his own personnel moving about or working on the Railway premises,
but shall then conform to the rules and regulations of the Railway, if and when, in
the course of the works there is likely to be any danger to persons in the
employment of the contractor due to running traffic while working in the Railway
siding and premises. The contractor shall apply, in writing, to the Railway to
provide flagmen or lock-out men for protection of such persons. The Railway will,
however, decide as to whether it is necessary to post such flagmen for various
types of work and also the number of such men required to protect the gang or
gangs of contractor’s staff working at site. The Railway shall remain indemnified
by the contractor in the event of any accident occurring in the normal course of
work arising out of the failure of contractor or his men to exercise reasonable
precaution at all places of work whether or not the Railway decides to post
flagmen at any particular site of work. The flagmen will be appointed by the
Railway and no expense on this account will be charged from the contractor.

d) Blasting of rock for foundation work shall be done only after due notice is given to
the Railway and time/s and date/s for blasting operation agreed to by the Railway.
Blasting, if required to be done in the vicinity of the track, shall not be undertaken
until the Railway’s flagmen on duty take necessary steps to protect trains and the
track is adequately protected by the contractor against damages by blasted rock.
The contractor shall follow detailed instructions, which will be issued to him
regarding blasting operations in the vicinity of tracks.

e) The contractor shall ensure the unauthorized, careless or inadvertent operation of
switchgear, which may result in accident to staff and/or damage to equipment,
does not occur.

f) The work is to be executed without causing damage to the existing arrangements


of OHE/other railway properties at site. Defect/damages caused, if any, due to
contractor’s work at site, it should be rectified at the cost of the contractor.
g) The execution of the work should in no way impede normal running of train
services or shunting operation.
h) While undertaking digging work in the vicinity of underground Signalling, Electrical
and Telecommunication cables, special care shall be taken by the Contractor to
ensure that no damage to these cables are caused due to their work. In case of
any cable damage, the cost of the loss (either direct or indirect) caused by the
damage shall be borne by the Contractor. The direct loss includes the cost of the
cable damaged including the cost of restoration and indirect loss may include the
resultant loss caused due to the dislocation in traffic and the cost of the other
equipments damaged which have direct connection with the damaged cable etc.

i) The contractor shall not permit their staff to work on the posts carrying overhead
conductors or any other current carrying parts unless he had received in writing
the permit to work from the authorized Railway representatives. He shall have to
ensure that the supply lines are dead and earthed before commencing the work
on the overhead conductors or any other current carrying parts.
j) The Tenderer/Contractor must ensure the safety of the labourers engaged by him
while executing the work and the Railway will not be responsible for any injury
sustained by the labourers due to any accident or any other fatalities. The
labourers should be fully aware of all the safe working practices on 25 kV AC
Traction.
k) The contractor shall obtain special permit from the Railway to enable his workers
to work at, to bring to or to take materials from work spot.
l) The work should be carried out without any interference to the normal working of
Railway track & structure. The contractor shall be responsible for any loss to
Railway and public property and if it occurs during the course of execution, then
the Railway reserves the right to have the damages made good by the contractor

m) The contractor shall be responsible for the safe custody of all equipment till
provisional acceptance. Should the situation warrant posting of armed guards for
protection from thefts, the same will be provided by the Railway, at his own cost
and at his discretion. The contractor shall apply to the Railway explaining the
circumstances under which posting of armed guards is considered necessary by
him. At the same time, the details of the requirement and the number of personnel
of armed guards, where and when required, shall also be furnished.

n) During stringing operations, every care shall be taken to prevent conductors


hanging low over tracks on which traffic block has not been given. All conductors
shall be pulled out before traffic block is cleared so that such conductors do not
infringe with moving traffic.

o) The contractor shall abide by all Railway regulations and Indian Electricity Rules,
1956 in force for the time being and ensure that the same are followed by his
Representative, Agent or sub-Contractor or workmen.

p) The contractor has to make his own arrangements for storing and security of the
materials proposed to be utilized by him as well as the railway materials loaded in
the vehicle. The Railways will take no responsibility for the loss of contractor’s
materials.

q) In case of theft(s) or accident(s), railways shall not take up any responsibility or


role in dealing case with police and insurance authorities. The contractor shall take
responsibility in such cases.

r) On completion of the works, the Contractor shall clear away and remove from the
site all constructional plant, surplus materials, rubbish and temporary works of
every kind and leave the whole of the site and works clean and in a workman like
condition to the satisfaction of the Engineer.

15. LADDER TROLLEYS

a) The contractor may use light ladder trolleys on tracks for carrying out installation
of droppers and adjustments of traction overhead equipment. The ladder trolleys
shall not be more than 200 Kg and should be capable of being removed from the
track easily and quickly.

b) Ladder trolleys shall be used with caution. They shall not be put on track/s until
the Railway’s flagmen are on duty to protect the trolleys and the Railway’s
representative authorizes in writing for the trolleys to be put on the track/s.
Ladder Trolleys shall be promptly removed on instructions from the Railway’s
representative and well in advance of trains. No claim shall rest on the Railway in
the event of a ladder trolley being run over by a train

16. TRAFFIC BLOCKS / POWER BLOCKS

a) The Railway will make arrangement to obtain traffic blocks (herein after referred
to as “blocks”) necessary for the running and / operation of work trains and light
ladder trolleys and track lorries for works to be carried out along or adjacent to
the track. The contractor shall, however carry out maximum amount of work
possible without blocks. Works such as grouting of traction masts, muffing, and
erection of brackets shall invariably be done without traffic blocks. Installation of
droppers and adjustment of traction overhead equipment may also be permitted
to be carried out with light ladder trolleys protected by banner flags in
accordance with general and subsidiary Rules of Indian Railways, under power
block, if necessary.

b) The requirement of power block for the work shall be ascertained by the
contractor in consultation with Railway Site in-charge and the power block
requirement thus finalized shall be submitted at least 5 days in advance. Railway
Engineer in-charge is empowered to take a decision as to whether power block is
required or not irrespective of the availability of clearance actually available at
site and any such decision shall be binding on the contractor.

c) Blocks will normally be granted during day light hours; if however, it becomes
absolutely necessary, block may be granted during night also. The contractor
shall confirm that he will equip himself to carry out all construction work during
night blocks, efficiently, by suitable special lighting equipments without any extra
cost, if required to do so. The blocks granted will ordinary be on one track at a
time over a distance covered by one or two consecutive block sections. In case of
blocks to be granted after sunset, the contractor will be informed at least 7 days
in advance.

The duration of blocks, normal and maximum, which would ordinarily be granted
on different tracks and in different section, during day and / or night time. Blocks
shall not be availed of by the contractor when it is not possible for him to
complete the specified work within the block period granted by the Railway.

d) The contractor shall be levied with penalty as per Railway’s prescribed rules in
case of power block/ Line block burst as decided by Engineer in-charge.

18.. COMPETENT SUPERVISORS

a) The erection of all equipment according to the specification will be done by the
contractor at his cost. For this purpose, the contractor shall employ competent
representatives to supervise the erection of the equipment and the carrying out
of the works at all stages. The said representatives shall be present at site during
working hours and any written orders or instructions which the Railway’s
Engineers may given to the said representatives of the contractor shall be
deemed to have been duly given or communicated to the contractor.

b) The contractor or his representatives will accompany the Railway’s Engineers on


inspection or proceed to their offices whenever called upon to do so.

c) The contractor’s representatives shall give necessary direction to his workmen


and ensure that they execute their work in sound and proper manner. He shall
employ only such supervisors, workmen and laborers for the execution of any of
the works as are careful and skilled in their respective trades and callings, If and
whenever required by the Railway’s the contractor shall submit a correct return
showing the names of all personnel employed by him for the contract. In the
event of the Railway’s Engineer being of the opinion that the contractor is not
employing a sufficient number of competent staff as is necessary for the proper
execution of the works within the time prescribed the contractor shall forthwith
on receiving intimation to this effect take on the additional number of staff as
advised by the Railway’s Engineer.

19. RELEASED MATERIALS:

All the Released/Retrieved materials shall be handed over to Railway after stacking at
a convenient place at the nearest Electrical Traction (TRD) Depots as directed by the
Engineer in charge at free of cost. For every contract, a dumping spot should be
identified as per the instruction of concerned SSE/TRD and the debris should be
dumped there only.

20. PENALTY CLAUSE:


CLAUSE

In the case of bursting of power block, shortfall in work, skipping of work, non-
performance/poor workmanship or non-adherence of terms & conditions the Senior
Divisional Electrical Engineer, Traction Distribution or his representative shall decide
the quantum of penalty commensurate with the nature and offence and
inconvenience caused to the Railway.

21. PAYMENT CLAUSE:


No advance payment shall be made to the contractor. However, on account payment
will be made against receipt of materials at Purchaser depots, depending upon
availability of storage space Each Claim for ONA payment will be subjected to the
approval of Sr. Divisional Electrical Engineer, Traction Distribution, Madurai. Progress
payments for completed portions of work will also be arranged as per provision under
this clause.

Subject to any deductions or recoveries which the purchaser be entitled to make
under the Contract, the contractor shall unless otherwise agreed to be entitled to get
the following payments subject to conditions stipulated in subsequent paragraphs.

i) Payments for Designs and Drawings:

Payments for designs and drawings shall be made on the basis of prices included in
Schedule of work. Payment shall be made in two installments; the first 50% will be
paid on submission of approved design & drawing and balance 50% on submission of
as erected/completion drawing (3 sets plus one set of tracing and one set on CD).

ii) Payment
Payment for supply of materials:

a) Payment shall be made for supply of equipment, components, fittings and materials
required for the erection of the work in schedule as described below. No payment
shall be made on supply of concreting materials. Payments made for supply will be
subsequently be adjusted against progress payments [both supply and erection] and
against payments on provisional Acceptance. A standing indemnity bond in the
approved form given in tender paper shall cover payments.

b) Payments for equipments, components, fittings and materials required for execution
of the work will be made up to 85% of the supply value of the item indicated in the
tender schedule to the contractor subject to complying the following:

(i) Supplier’s Challan.


(ii) Inspection certificate granted by the Purchaser’s representative/RITES/RDSO.
(iii) Certificate of receipt of materials in good condition at Contractor’s depot duly
accepted by the Purchaser’s Engineer.
(iv) Indemnity Bond
(v) The contractor should furnish a Bank Guarantee for 15 % of the amount claimed
under sub-para (b) above along with invoices. The Bank Guarantee shall be in the
prescribed form issued by State Bank of India or by any Scheduled/Nationalized Bank
duly conforming to the requirements specified and valid for one year beyond the date
of completion of work. In the event of extension to the time of completion the
contractor shall extend the validity of the Bank Guarantee. The Bank Guarantee will
be released as and when the recoveries/adjustments are completed. In case the
contractor is unable to furnish the Bank Guarantee, equivalent cash would be held by
the purchaser from the payment due to the contractor.

c) Limit for payments for supply of materials: The total ‘on account’ payment for supply
of materials shall not exceed 85% of the value of the materials required for
completion of the work. Payment for supply of materials against an item in the
schedule shall be made only after receipt of the full set of materials against that
item. ‘On account' payments will commence only when the designs and drawings are
approved by the Purchaser.

iii) Progress payment for supply:

a) 85% of supply on receipt of material.


b) 10% of cost of material on successful erection.
c) Balance 5% on cost of material on successful commissioning of work and issue of
PAC.

iv) Payment for Erection:

a) 95 % of erection charges on successful erection of various items.


b) Balance 5% on cost of erection charges on successful commissioning and issue of
PAC.

v) Payment on provisional acceptance:

On completion of the entire work and issue of provisional acceptance certificate, the
contractor will receive balance 5% of price for supply and erection of each item in the
schedule.

vi) Payment for additional supplies:

Normally, the contractor has to supply the materials required for erection of the work.
However, if any materials listed in the schedule of items required for the Railway, the
same may be supplied by the contractor only on receipt of letter for additional supply
from Sr. Divisional Electrical Engineer, Traction Distribution, Madurai. The contractor shall
receive payment for additional supplies on delivery in accordance with conditions
‘payment for supply of materials’ stipulated above.

22. Electrical Contractors


Contractors License:
The contractor should have a valid electrical contractor license for HT/EHT of voltage
equal or more than 25 kV from the concerned statutory authority of any states of India
and the Copy of the same should be uploaded with the tender offer. The electrical license
should be in the name of the firm or in the name of any authorized person of the
tenderer’s firm. It must be ensured that the validity of electrical license should be valid
during the entire contract period duly renewing at appropriate time for extending validity.
If the tenderer hired the electrical licensee, authorization for the same should be
uploaded along with the offer.

Chapter – 3
Explanatory Notes for items described in the schedule of work (i.e, Chapter-
Chapter-2)

SECTION – I – GENERAL

1. Explanatory notes for various items of work included in the ‘Schedule of Work’ are
given below :
2. The basic quantities of components and materials required to make up a unit of work
for selected items are indicated for guidance only. There may be minor variations to
suit erection but no adjustment in prices shall be made on that account. In estimating
the prices for various items or work provision for loss and wastage in transit and
erection should be provided for, over and above the basic quantities of components
and materials required to make up a unit of work, indicated herein except where
otherwise specified for materials supplied by the Railways.
3. In the explanatory notes given in Section-II of this chapter, the term ‘small parts steel
work’ is meant to cover fabricated steel work made from rolled steel sections,
complete with bolts and nuts and washers wherever required for fastening the small
parts steel work to any structural member. The terms ‘attachment’ wherever used is
intended to cover castings, forging, machined welded components or fittings which
are attached directly to a structural member, or mounted on small parts steel work
and shall include bolts and nuts fastening the attachment to the structural member
of small parts steel work.
4. In the explanatory notes given in section-II of this chapter, the term ‘bimetallic
connection’ is meant to cover any connection between a copper conductor and an
aluminum conductor. The clamps used for such connections shall be made of a
suitable aluminium alloy or copper alloy and the copper/ aluminum conductor shall
be wrapped with a bimetallic aluminium/ copper strip to prevent direct contact
between aluminum and copper.
5. Special notes for measurements are included in section-II of this chapter under
various items wherever necessary.
6. In the case of wires, conductors, etc. the prices for erection shall include any
assembly work to be done in the contractor’s depot prior to erection at site, such as
fabrication of dropper etc. to shapes and sizes required.

03: [Item No 3(c)] - Supply and Erection of fabricated and galvanized small parts
steel work:

The price shall cover the cost of supply and erection of the above steel works including
fasteners which are to be supplied by the contractor as per the approved designs and
drawings.
For standard fabricated steel work for which RDSO’s approved drawings are available, the
weight of steel work as specified in RDSO’s drawing shall be considered for payment.
However, in case the unit sectional weight of any member indicated in RDSO’s drawing is
not in conformity with the unit sectional weight as per the latest IS specification the weight
of the fabricated steel work, shall be calculated on the basis of latest IS specification and the
same will be considered for payment.
For the non standard fabricated steel work, the calculated weight to be considered for
payment under this item shall be included in the relevant drawing based on latest IS
sectional weight at the time of submitting the designs for approval of the Railways. All types
of Drop arms with accessories, Pedestal Insulator outrigger (with mast/structure) and feeder
super (individual or on portal) mast, 3121 will only be paid under this schedule. Other small
parts steels provided if any are considered in the schedule of works other than 3 (c).
Note for items 3 (a), (b) & (c)
For the purpose of payment against items 3 (a), (b) & (c) weight for structures or fabricated
steel work will be calculated according to the weight of black steel given in section books for
the lengths of various members shown in the approved drawings. There will be no addition
for increased weight due to galvanizing or painting or weld material or reduction for holes or
screw cuts. If the weight of structure received by the contractor is less than the weights
specified for the standard mast, payment shall be made for less weight only.

PART- C - OTHER ITEMS

2(a)(i)]:
(i)]: Concrete for foundation and plinth in hard soil

The price shall cover excavation, supply and handling of all materials and accessories,
temporary arrangements for excavation in hard soil and in concrete/ masonry drains/ walls
requiring use of chisel and hammer under item 2(a)(i) shoring wherever necessary, casting
concrete including frame work wherever necessary, tamping of concrete, grouting of masts
and finishing the top of concrete foundation or anchor blocks. Wherever under ground
cables or pipes are met with, the contractor should arrange to excavate with due care so as
not to damage the U.G. cables/ Pipes and arrange for slight deviation of the U.G. cable to the
extent necessary to cast foundation and protect the cables using PVC / RCC pipes of
adequate thickness and length as approved by the Railways’s Engineer. The price also
includes dismantling of all connected temporary arrangements, back filling with earth and
compacting the same to the required height and width as per drawing to ensure safety of
foundation, confining the exposed height of foundation block to within 10 cm and removal of
spoil.

The Railways’s engineer shall certify where use of chisel and hammer has been necessary.
The price shall also include the cost of cement. ISI branded ordinary Portland cement of 43
grade/53 grade shall be used as decided by the Railways considering the requirement at
site.

Note:
1. Generally, all the foundations should project 50 to 100 mm above the surrounding
ground level.
2. In case the step distance (distance between existing rail level & top of foundation) is
more than 500 mm for regulated OHE & 400 mm for unregulated OHE, the super
block of sufficient height may be cast such that the distance between top of finished
super block to rail level may not be more than 500 mm. In no case, the portion of
mast/OHE structure below the rail level shall be more than 1.850 Metres.
3. The top of foundation/muff should be sloped down towards outside track.
4. Ensure that at least 100 mm concrete padding is available below the bottom end of
mast when grouted.
5. To suit site conditions, foundations may be partially exposed, but not more than 500
mm above ground level.

Notes for measurement for items 2(a)(i)


1. The payable volume of the foundations under item 2(a)(i) shall be the designed one
as shown in the drawings for which the hole has been chiseled irrespective of the
actual configuration assumed by the latter.
2. The depth of the excavation shall be measured from the formation level to the
maximum excavated point.

Sl. No. 05: [Item No 2(b)]: Concrete for foundation and plinth in other than hard soil and rock

The price shall include all works mentioned in item 2 (a) in all classes of soil except hard soil,
concrete or masonry drains &walls and rock.

Notes for items


items 2:
1. A cubic meter beyond the third decimal shall be rounded off to the nearest third
decimal.
2. The price under item 2(a)&(b)shall apply for concreting of all foundations for masts,
gantries, portals, anchor blocks for guy rods, fencing uprights, supporting steel work,
cable trenches and for other civil engineering works, wherever required.

3. For the purpose of computation of volume of concrete and brick work under item 2,
the volume of steel work embedded in the foundation block or muff shall be ignored.
4. The volume of each muff will be included in the volume of concrete for the respective
foundation for purposes of computation of volume of concrete.
5. The prices shall include cost of embedment of drain pipes, conduits for cables or
earthing flats, wherever necessary.
6. The prices under items 2(a) & (b) shall also cover the cost of diversion of
masonry/earth drain, wherever necessary for casting of foundations.
7. In case, the anchor foundation cast becomes redundant due to reasons beyond the
control of Railways, no extra rates are admissible for the Anchor loops embedded in
the anchor foundation.
8. Muffing of OHE mast/structures should be done along with grouting in order to ensure
homogeneous bonding between Muffing and grouting concretes.
9. For all foundation works in OHE/Feeder/PSI works – M-15 concrete shall be used and
for core – M – 20 concrete shall be used.
10. For every 50 m3 of concrete casted, three samples of test cubes of size 15x15x15 cm
shall be made and tested for crushing strength at any government approved
agency/colleges. If any sample test cube fails, the performance of the foundations
will be observed for a period of one year from the date of casting for any crack or
disintegration; if found satisfactory, payment for that batch will be made after the
observation period.
11. If any foundation becomes obsolete due to change in track alignment etc during the
execution of the work, the contractor may be asked to recast new foundation in lieu
of the old. In such cases, the contractor is eligible to get payment for each such
location under item 2.

SPECIAL NOTES FOR CONCRETE ITEMS:


1.0 Soil sampling:
The contractor shall carryout soil pressure tests in accordance with methods
approved by Railway to determine permissible bearing pressure of various
representative types of soil in the presence of the Railway’s representative during
pegging out of site inspection.

The values of such tests shall only be used as accepted by the Railway for design of
foundation. The contractor has to make his own arrangement for testing the same
and the price quoted for preparation of OHE layout plan shall be inclusive of the
same.

2.0 Concreting:

a) All concreting or grouting shall be done in accordance with IS specification. Concreting


for foundation shall be nominal mix of grade M-15 obtained by mixing cement, coarse
aggregate, fine aggregate and water in accordance with properties given vide table –
3 of IS 456-1978 or its latest version. The grouting, muffing, embedding of structures
in foundation, nominal mix of M20 obtained by mixing materials in proportions as
indicated in table-3 of IS 456 – 1978 shall be used.
b) Testing of crushing load: The contractor shall arrange to provide concrete testing
surplus for tests once in every week or as and when required by the Railway, to
determine crushing strength after 7 days or 28 days curing as required. Such
concrete surplus in 15 cms cube shall be indicated with the OHE location number and
date of casting. Testing shall be arranged by the Railways at their own cost. The
crushing strength of concrete shall not be less than the limits given below:-

Note:
(i) Test specimen of work tests shall be taken at the site of work from the mixture of
concrete ready for pouring into foundation hole.
(ii) Tests shall be carried out in accordance with IS: 516-1959 or its latest version.
(iii) Age is reckoned from the date of casting

[Item No.1(a)] - Preparation of designs and drawings for over head equipment and
verification of Purchasers Engineering Plan:

The price shall cover verification of Railway’s engineering track plans indicating the layout of
new lines with respect to the existing lines, which will be issued by the Railways in stages.
The preparation of lay out plans and other design are to be finalized by the contractor in
consultation and in close coordination with the Railways. The contractor may also be asked
to prepare the layout plans based on the site details if the Railways are not able to supply
the Engineering track plan. The price shall include the following.
i) Preparing a detailed Electrification layout plan indicating the existing track and OHE
arrangements with the proposed track and OHE arrangements based on the details
given in the existing OHE layout / proposed alignment track plan/ Site details taken
from the site.
ii) Preparation of cross section drawings and structure erection drawings for each
structure for the new locations as well as for the modified structure locations.
iii) Choice of type and size of foundations to suit the soil and loading conditions, except
for the ones which are considered as ‘Works under other Agencies’
iv) Preparation of long section drawings of overhead equipment, wherever found
necessary, including detailed study of over line structures such as foot over bridges,
road over bridges etc. for maintaining the specified height of contact wire and
requisite clearances.
v) Preparation of other designs and drawings including drawings of small parts steel
work (other than those for which RDSO’s standard drawings are available) and
detailed designs for booster transformer stations and Aux. transformer stations, if
any.
vi) Preparation of revised sectioning arrangement drawings of nearby stations on either
side of the OHE modification location.
vii) Supply of requisite number of copies of all drawings, as soon as the designs are
finalized, for processing for competent authority’s approval and for distribution to
concerned field officials for execution / supervision of the work
viii) Supply of 1 set of originals in good quality tracing paper and 3 sets of copies of all ‘As
erected’ drawings including a soft copy in a CD.
Note: All the designs & drawings shall be done in AutoCAD software and CAD format
of all the drawings shall also to be submitted.
Note for measurements: For the purpose of payment against this item the length of track
shall be measured as under :
1. General:
General By the difference in the chainages of the length under modification as
incorporated in the approved layout plans. However, the contractor has to submit a
LOP of full length (3 km) duly indicating the modification carried out at respective
locations.
2. Turnouts:
Turnouts The track taking off shall be deemed as starting from the toe of the switch
of the Turnout.
3. Cross-
Cross-overs:
overs The length of track shall be taken as the difference in the chainages of
the toes of switches of the two turnouts constituting the crossover.

4. Diamond crossing with or without slips:
slips The two tracks crossing each other shall be
measured independently as per Note No. 1 above, as though there were no crossing.
No extra shall be provided for slip points.
5. Dead ends and tops of loops:
loops The lengths for payment under this item shall be upto
the chainage of anchor mast of the terminating OHE.
6. Feeders and return feeders from grid sub-
sub-station to feeding station:
station This item will also
be applicable independently in case of feeders / return feeders / conductors from grid
sub-station to overhead equipment feeding stations or in the case of feeders /
conductors running on independent structures (not supporting OHE) along or across
tracks.

The length of line to be considered for the purpose of item No. 6 shall be measured,
(i) by the distance between the centre of gantries of the grid sub-station and
feeding stations, in case of feeders / return feeders / conductors from grid sub
station or
(ii) by the distance between the center line of the two structures to which the
feeders / return feeders / conductors are anchored in case of feeders running
along the track, if such feeders / return feeders / conductors are running
completely on independent structures or
(iii) by the distance between the centre of the two structures supporting the OHE
on either side of the first and last independent structure in case of feeders /
return feeders / conductors running along with the track supporting OHE.

and LT supply transformer stations by manual:

The price shall cover the cost for manual erection, alignment and setting before grouting of
individual traction mast and main mast of switching post and booster transformer stations,
including dwarf mast and mast for L.T. supply transformer stations and feeder masts
whether rolled or fabricated including those for head span. Erection of traction mast also
includes removal of bends, if any, in the mast supplied by Railways.
The price shall also include the cost of repairing of platform shelters in case the shelter is
dismantled/removed/damaged during the course of erection of a mast/portal at platforms.
Note for item 3 (a) and 3 (b)
(I) The price for the item 3(a) and (b) shall also includes cost of stenciling of location
number, contact wire height, stagger, implantation and Rail level including
emergency telephone indication on Mast/ Portal uprights in the manner as directed
by the Railways. The price shall also include the straightening of masts/ portal
uprights bent during transit and cutting of masts/ portals to suit site conditions. For
the masts/structures cut to suit site condition, proportionate weight will only be paid.
(ii) For erection under items 3(a)(i) and 3(b)(i), in the vicinity of the electrified running
lines, the contractor shall carry out the work using his own road crane only, without
any extra rates admissible.
(iii) Temporary bonding of structure by means of 2 nos. of 8 SWG wire shall be done
before boom erection, where proper bonding arrangement is not available.
(iv) The masts/portals supplied under item 3 shall conforms to the following :
i) Quality of steel : ST 42-S of IS 226, IS – 2062
ii) Fabricated etc. : IS – 800
iii) Electric arc welding : IS – 816.

For galvanization of the mast, zinc confirming to grade ZN 99.99 and as per IS – 209
and 1966 shall be used. The Masts/ Portals shall be Galvanized as per IS 2629 of
1968. The masts of Zinc coating shall not be less than 610 gms/ sq.m for lightly
polluted area/normal area and 1000 gms/sq.m for marine & chemically polluted area.

The mast/ portals which are not conforming to the standards mentioned above will be
rejected.

(iv) In case of masts erected due to any modifications/alterations and where OHE wiring
is not done, mast number plate and stenciling of number and other parameters as
per RDSO directives have to be provided by the contractor. The cost of such number
plates is included in the schedules of item No. 3.

The price shall cover supply and erection of guy rod assembly of various lengths for traction
masts, feeder line towers or supports complete with mast /structure guy rod anchor fittings,

The price shall not include the cost of supply and erection of a dwarf or stub mast with
anchor plates drilled and welded in position. Such location for anchorage, small parts steel

mast/ structure which is also included in this schedule of work. No extra rates are payable

busbar, Overhead equipment which will be said for under item 15.

The price shall also cover the erection of the complete jumper assembly including
jumper wire. The price shall not however be applicable for jumper connections already
included under items 6(a), 13(a) and 10 but shall be applicable for any jumper connections
in any combination between feeders, L. T. Transformers, dropout switches, Lightning
arrestors for overhead equipments and outgoing busbars for switching stations / booster
stations. Continuity jumper as Boom anchor anticreep will be payable under this item. The
supply of all components and fittings and the erection of all the components and
fittings including the catenary wire for providing double catenary contact wire in place of
catenary under overline structures as per Drg. No. ETI/OHE/SK/446 and ETI/OHE/SK-529
respectively will also be payable under this item treating the double catenary as one jumper
irrespective of its length. The jumper wire shall be of RDSO’s approved supply. (including
aluminum jumper wire of appropriate length). If the Railways desires to go in for fit &
forget type PG clamps, it will be informed to the contractor at the time of execution.

No.16(a)] - Supply and erection of a structure bond:

The price shall cover supply of all materials including mild steel flat of size 40 x 6 mm
required to provide a structure bond connecting a traction mast or structure to the nearest
non-track circuited rail, or (locations other than earth wire) earth electrode, including all
fasteners at both ends in platforms or in other locations. Bonding should have suitable
insulation sleeve in an approved manner under track circuited rail. The price shall include
shaping, drilling and painting of all materials including the bond. The painting shall be with
one coat of red oxide and a second coat of black bituminous paint. The price shall also
include provision of heat shrinkable PVC sleeve of minimum length of 40 cm for structure
bond under track circuited rail. This would also cover connections to earthing terminals of
equipments, like L.T. transformers, with structures and then to Rails as per relevant
drawing. The rate will be per bond.

The rate includes releasing of existing bond and handing over the same to the concerned
OHE depot in charge. It also includes provision of double cleat arrangements for the bonds
provided in the Platforms. The structure bonds in the PFs are to be buried inside the PF
surface at a depth of 50 mm and to be provided as per the RDSO Drg.No.ETI/OHE/P/700
MoD-F.
Note for

1. The bolts used shall be of size dia 16 x 50/38mm with nut, flat and spring washers and
shall be of RDSO approved make.
2. The bolts & nuts and all types of washers used shall be of materials, Galvanized steel.
3. The OHE traction bonds should be fixed to the rail and connected in such a way that they
do not interfere with tamping tools during tamping. The traction bonds shall be
connected to the rail at a distance of not more than 80 mm from the adjoining sleepers.
4. Drilling of holes, if required in the rails shall be done only with prior approval of SE/P.Way
and drilling should be done in the presence of nominated P.Way Staff only.
5. All holes drilled to the rail shall be chamfered soon after drilling.
6. If new masts/portals are erected or foundation height is increased in the existing masts
by providing super blocks, necessary holes on the same shall also to be provided by the
contractor for connecting the bonds.
7. Relevant drawings showing the fixing arrangement of traction bonds to be followed
strictly.
8. Jointing of flats by welding is only permitted. Bolted joints are not permitted.
9. If old structure bonds, cross bonds/polarity bonds, longitudinal bonds from the existing
line is to be released, no extra payment shall be payable. The bonds so released are to
be accounted properly and handed over to the Railways.

25: [Item No.17(a)] - Supply and Erection of single earth electrode:

The price shall cover supply and erection of an earthing station with a single pipe embedded
into the ground complete with protective concrete box with cover and lugs suitable for
directly connecting two mild steel flats of size 50 mm x 6 mm. The price shall also cover the
connections of the existing steel flats to the earth electrodes as required.
The earth resistance shall be measured and stencilled in the concrete box. Stenciling is to be
done after painting of concrete box and cover with black paint in all four sides. The concrete
Box shall be, as per RDSO’s Design and not to be possible to remove unless otherwise bond
fasteners are removed. The rate includes provision of Charcoal and Salt to a minimum size
of 0.2 x 0.2 x 2.0 mts. in alternative layers irrespective of Soil Condition at Site.

1. The earthing station shall conform to the standards laid down in RDSO Drawing No.
ETI/OHE/P/7020 Mod-B or latest.
2. The earth electrode shall conform to RDSO Drawing No. ETI/OHE/P/7021 Mod-A or latest.

earth bus to earth electrodes and to various floor or wall mounted equipments or structures
to be earthed and also connections to non-track-circuited rails, wherever required. It shall
also cover the cost of making recesses in concrete foundation blocks or floor or cubicles and
covering them up. Welding shall make the connection of earth strips to each other. The
connections of earth strips to various equipments, structures of fencing post shall be made
with G.I. bolts and nuts and spring washers/locknuts. This will be paid per metre length.

on which they are mounted. The price shall cover all fastenings required for fixing the
copper strip along any structure member of the gantry. The flat shall be painted with

General Notes for Item No.31 - Modification to erected

The price under this item shall cover various modifications required to be carried out in a
section of completely erected overhead equipment energized or fit to be energized
certified as such by Railways’ Engineer provided such modifications are not on account
of non compliance of specifications, approved drawings and instructions given by the
Railways for the execution of the work from time to time during the progress of the work.
All the prices are on a flat rate basis and cover only the important and most frequent type of
modifications required to compensate the Contractor for additional work involved. No
payments shall be admissible for other minor modification which may be necessary in the
course of the work. All works originally done shall be paid for at normal rates for Item 1 to 30
of Schedule - 1, as applicable.

In all the following cases, the dismantled equipment, shall be handed over by the Contractor
to the Railways’ Engineer at the Railways Depot as required by Railways’ Engineer. The
contractor shall make his own arrangements to transport the released materials and mast to
the nearest Railways depot as required by the Railways. Further the released materials are
to be cut in to smaller lengths as required by the Railways. Where price under this item are
applicable the Contractor shall finalize the quantities of work jointly with the site
Engineer and stock verifier before taking the work in hand.

The price shall cover transfer of overhead equipment to a bracket assembly on a new
mast or support, and dismantling of the erected bracket assembly from the old mast or
support and release of SPS, DA etc. The dismantled equipment shall be returned to the
Railways along with steel works like MCC, DA and consequent adjustment to the overhead
equipment required, such as, changing the dropper’s leveling etc. No extra rates are
payable for providing new dropper wires, catenary / contract wire clips if any. The
foundations and steel work and bracket assembly for the new mast or structure will be paid
for under appropriate Item 2, 3 and 4 respectively.

However, the dismantling of the TT boom will be paid under item 31(p). The OHE foundation
must be chipped or broken to a depth of 670mm from the tip of the foundation.
All the retrieved mast shall be stacked at the places to the nearest OHE maintenance depot
as decided by the Railway’s Engineer–in–charge of work. On completion of cutting, site
clearance shall be done duly back filling, if there any need be. Any small part steels
available in the mast/structure shall be released safely and handed over to the Railways No
extra rate is admissible for the same.
