概述
⽇本在 2019 年是全球第五⼤⽯油消费国和第四⼤原油进⼝国。⽇本还在 2019 年成为全球最⼤的液化天然
⽓ (LNG) 进⼝国和仅次于中国和印度的第三⼤煤炭进⼝国. ⽇本没有国际⽯油或天然⽓管道,完全依赖液化

天然⽓和原油的油轮运输。
⽇本在 2019 年是世界第五⼤能源消费国,尽管在过去⼗年中,⼀次能源消费量逐渐下降。 ⽇本的⽼龄化和

2011 年福岛核事故后,⽇本的能源燃料结构发⽣了变化,天然⽓、⽯油和可再⽣能源在能源消费总量中的份
额有所增加,取代了部分核能份额。⽯油仍然是⽇本最⼤的⼀次能源来源,尽管其在能源消耗总量中的份额
已从 1970 年代的约 80% 下降到 2019 年的 40%(图 1)。⽯油份额的下降归因于结构性因素,例如⼈⼝减
少和⽼龄化、⾼能效措施以及混合动⼒和电动汽⻋⻋队的扩⼤。
煤炭继续占能源消费总量的很⼤份额 (26%)。然⽽,天然⽓作为燃料来源越来越重要,并且已成为替代核能
短缺的⾸选燃料。2019 年,天然⽓占⼀次消费总量的 21%。

2011年地震前,⽇本是世界第三⼤核电消费国,仅次于美国和法国,2010年核电约占该国能源总量的13%。

2016 年美国和欧洲解除对伊朗⽯油出⼝的制裁后,⽇本增加了从伊朗的原油进⼝。然⽽,在美国重新对伊
朗的⽯油出⼝实施制裁且制裁豁免期满后,⽇本从伊朗的⽯油进⼝到 2019 年 6 ⽉停⽌。伊朗在⽇本⽯油进
⼝组合中的份额从 2016 年的 7% 下降到 2019 年的 2%,并被其他中东原油等级所取代。
尽管中东仍然是⽇本原油进⼝的主要来源地,但⽇本在过去⼏年中⼀直试图实现其⽯油进⼝来源的多元化。
俄罗斯东⻄伯利亚-太平洋 (ESPO) 管道全⻓ 2900 英⾥,从⻄伯利亚的泰舍特⼀直延伸到太平洋上的科兹⽶
诺湾⽯油码头,原油在该码头装上油轮。ESPO 于 2009 年开始从科兹⽶诺湾⽤船只向⽇本运送原油。2015

⽇本⼏乎所有的天然⽓供应都依赖液化天然⽓进⼝,是世界上最⼤的液化天然⽓进⼝国,2019 年约占全球
液化天然⽓市场的 22%。
