Order
The Uniform Labour Data published by the Board Vide BO read as 1st paper above, was based on
the PWD schedule of rates 2008.
Requests were received from various quarters for the revision of the Uniform Labour Data.
The KSEB Petty Contractors and Contract Line Workers Union had in a representation dated
18.5.2011 (Ref 2), to the Chairman and Secretary of KSEB, requested to reconsider the rates in the
case of 51 items out of the total 322 items in the Uniform Labour data published by KSE Board vide
ref 1. In its order dated 26.07.2011, the Hon. High Court, considering the limited nature of the
relief sought, without going in to the merits of the case, directed the Chairman, KSEB to consider
and pass orders on the above representation. The Chairman, KSEB directed the Member
(Distribution) to conduct a hearing. Accordingly a hearing was conducted in the chamber of the
Member (Distribution) on 26.09.2011 where the representatives of the KSEB Petty Contractors and
Contract Line Workers Union pointed out that labour rate of certain items of works in the labour
data were less than those which prevailed in Ernakulam and other similar Divisions in urban areas.
It was mutually agreed at the hearing that the complaints regarding many of the disputed rates
arose mainly because of the wrong interpretation of the labour data and because some of the field
officers failed to comprehend the Board Order properly and that issuing a detailed clarification note
on the application of Uniform Labour Data would solve most of the issues. Preparation of a detailed
clarification note in Malayalam was entrusted to the Assistant Engineers who were involved in the
preparation of the labour data. Other disputed items were decided to be discussed in the
Distribution Advisory Committee.
Vide Ref 4, the Deputy Chief Engineer, Electrical Circle, Palakkad forwarded a letter from KSEB
Petty Contractors Association, Palakkad District, requesting that the rates for some of the items in
the labour data which are very low, be revised. Their complaints were regarding the rate for
transportation of poles by hand cart (additional rate for 1 km), rates for re conductoring works,
clearing touchings and over hangings on lines etc.
The revision of labour data was discussed in the Distribution Advisory Committee and it was
decided to revise the rates of some of the items. It was decided to separate the different items
clubbed together with a common rate (for eg: TW/PSC/RST/Rail poles, 100 KVA/160 KVA/250 KVA
transformers, V cross arms / channels / angles, rabbit / weasel conductors etc) mainly to facilitate
coding in the SCM software and for accurate material accounting. It was also decided that while the
items were separated, the rates for the different types of poles and different types of transformers
etc also be changed (instead of providing an average value as done earlier), since the manpower
requirement for the separate items are different.
Meanwhile, the Government published the PWD Schedule of rates for 2012 vide Ref 5 and the

Board vide BO read as 6 paper above, adopted this GO with prospective effect.
The uniform labour data is therefore revised incorporating the new rates and also including
modifications suggested by the Distribution Advisory Committee. There are a total of 421 items now
as against the 322 items in the previous labour data.
The Member (Distribution) suggested that the modified Uniform Labour Data, revised by
incorporating the PWD Schedule of rates 2012 and the clarification circular in Malayalam may be
approved.
Having considered the issue in all aspects, the Board hereby approves the modified Uniform Labour
Data (appended as annexure I), revised by incorporating the PWD Schedule of rates 2012 for
implementation in the Distribution wing of KSEB. The clarification circular in Malayalam as promised
at the hearing with the KSEB Petty Contractors and Contract Line Workers Union is also appended
(Annexure II).
