Complainant, Kevin Steuck, an Assistant District Attorney, being first duly sworn on oath,
deposes and says that:

Count 1: DISORDERLY CONDUCT

The above-named defendant, on or about Thursday, June 1, 2023, in the City of Green
Bay, Brown County, Wisconsin, while in a public or private place, did engage in abusive,
boisterous, indecent, profane, unreasonably loud, violent or otherwise disorderly
conduct, under circumstances in which such conduct tended to cause or provoke a
disturbance, contrary to sec. 947.01(1) Wis. Stats., a Class B Misdemeanor, and upon
conviction may be fined not more than One Thousand Dollars ($1,000), or imprisoned
not more than ninety (90) days, or both.

Count 2: DISORDERLY CONDUCT

The above-named defendant, on or about Thursday, June 1, 2023, in the City of Green
Bay, Brown County, Wisconsin, while in a public or private place, did engage in abusive,
boisterous, indecent, profane, unreasonably loud, violent or otherwise disorderly
conduct, under circumstances in which such conduct tended to cause or provoke a
disturbance, contrary to sec. 947.01(1) Wis. Stats., a Class B Misdemeanor, and upon
conviction may be fined not more than One Thousand Dollars ($1,000), or imprisoned
not more than ninety (90) days, or both.

Complainant is an Assistant District Attorney with the Brown County District Attorney’s Office
and knows of the above offenses on information and belief based upon:

PROBABLE CAUSE:

The complainant, being duly sworn on oath, swears that he has had the opportunity to review
the police reports from Officers Fischer and Rueckl of the Green Bay Police Department, and

other documents supporting this complaint referenced herein, which are the types of reports
and documents kept in the ordinary course of business, which complainant believes to be
truthful and reliable because they have proven to be truthful and reliable on numerous
occasions in the past.

The complainant further asserts that based upon his review of the referenced reports and/or
supporting documents, the incidents alleged occurred in the City of Green Bay, Brown County,
Wisconsin.

1. Complainant’s review of the report of Officer Fischer, which indicates, in part:

On Thursday, June 1, 2023, I, Officer Grant Fischer, was in full uniformed patrol in the City of
Green Bay as 2B1. At approximately 7:02 PM, I responded to Blaney's Funeral Home at 1521
Shawano Ave. in the City of Green Bay, Brown County, WI for a report of a thirty-person fight. I
activated my emergency lights and sirens and responded from West Mason St. and
Packerland Ave.

Upon my arrival, I noticed a large crowd outside on the west side of the funeral home. Officer
Brenteson was already on scene and was holding onto a male black in gray shorts without a
shirt on, who was later identified as PPP (10/28/2007). PPP was not listening to Officer
Brenteson's commands as he tried to detain him. His mother who was later identified as Zelma
M. Mcgregor (06/13/1986) and PPP's sister, who was later identified as Shamaiya S. Lawrence
(08/13/2002) were both yelling and screaming at Officer Brenteson and trying to pull PPP
back. I immediately told them to step back multiple times. Zelma then put both her arms
around PPP's left arm, preventing Officers from detaining him due to the disturbance. Officer
Brenteson and I were able to walk PPP close to our squad cars. PPP had resistive tension and
was not allowing Officers to place his hands behind his back. I told Zelma that she would be
arrested if she did not let go and she continued to hang onto PPP's arm without listening.
Eventually Zelma let go and Officer Brenteson and I attempted to put handcuffs on PPP.
During this process, I felt resistive tension and PPP was not allowing me to bring his hands to
the small of his back. Once we stepped next to the squad car, I was able to get PPP's left hand
behind his back and he was handcuffed. As I did this, Zelma was trying to pull me off of PPP
by grabbing my right arm. I had to push her back with my right hand as I yelled, "Step back!"
As this occurred, Shamaiya put her body in between PPP's arms and his body to stop Officers
from placing him in a squad. I had to push Shamaiya's head away to get her away from PPP.
Zelma then hugged PPP and would not let Officers put him in a squad car. I was able to peel
Zelma's arm off and Officer Brenteson and I walked him to his squad car. As we opened the
door to put him inside, both Zelma and Shamaiya were pulling on me and I again turned
around and yelled at them to step back. Officers were then able to close the squad car with
PPP inside.

At this time Zelma, Shamaiya and others were yelling at Officers for putting him in the squad
car. At this time, more Officers were arriving to assist. I informed officers who arrived on scene
that we would need to take Zelma into custody for obstructing. When we had enough Officers,
we attempted to take Zelma into custody. She was immediately uncooperative and would not
allow Officers to put handcuffs on her. Shamaiya also started fighting with Officers at this time.
I eventually grabbed her right arm and could feel resistive tension. We then had to lean her
against the front of the squad car. At this time, I heard multiple loud bangs coming from inside
Officer Brenteson's squad car. PPP had started to kick the door from the inside and it was

popping it off its hinges. Officer Rueckl and I were able to fully handcuff Zelma. We then
brought Zelma over to another squad car to put her inside. She still had resistive tension as we
did this and started jerking back and forth because we would not let her talk to her son.
Officers told her to stop multiple times and were able to get her to sit eventually.

Once Zelma was secured, I went to help with crowd control and to get everyone distanced
away from the squad cars. I ended speaking to a witness named KC. KC had been very calm
during the original disturbance and was trying to break the fight up. She informed Officer
Brenteson and I that there was a male who was causing a disturbance during the funeral
service which started the whole fight. She pointed out a male who was in the crowd wearing a
white shirt and black pants with a red hat and bleeding from the face.

Officer Brenteson and I approached this male and asked him what had happened, and he said
he "tripped and fell." Due to his involvement, he was handcuffed and brought to a squad car.
This male was later identified as Anthony Stokes (06/18/1971). I went back and spoke to KC
again to get more information.

Once things calmed down enough in the parking lot and the crowd dispersed, I was able to
attain a statement from KC. In the statement, KC stated that the male who was in the white
shirt and black pants who was bleeding, had originally been sitting in the funeral service and
started yelling things like "that's a lie" and "that's not true" and something "about the devil".
Since he was disrupting the service, he was asked to leave. His friend who was with him then
led him out of the service. However, as he was leaving, he was yelling the whole time. KC then
witnessed people start to leave and follow him out. KC eventually walked out too and saw a
crowd of people around yelling at each other. He saw that the male who had disrupted the
service now had blood on his face. KC said that as the disturbance got worse, Officers then
arrived.

2. Complainant’s review of the report of Officer Rueckl, which indicates, in part:

On June 1, 2023, at approximately 7:02 p.m., I, Officer Rueckl (2D1), while working uniform
patrol in the City of Green Bay, in the County of Brown, was dispatched to Blaney Funeral
Home, 1521 Shawano Avenue, for the report of a disturbance. I heard other officers call out
that they needed assistance as there was a large fight at Blaney Funeral Home with multiple
parties fighting. CAD notes indicated that it was a physical disturbance with approximately 30
people, and officers on scene stated that they needed assistance with multiple other parties.

Upon arrival at the call address, I had gone to the nearby Walgreens lot where Officer
Hermans had called out that he was fighting with an individual. Other officers assisted with
Officer Hermans, and I then made my way over to Blaney Funeral Home where there were
multiple other parties that were yelling and screaming. I asked Officer Grant Fischer what
exactly he needed at this point, in which he stated that a female, Zelma M. McGregor
(06/13/1986), who was screaming profusely in front of officers, needed to go in handcuffs and
would be under arrest for Disorderly Conduct.

I then assisted in crowd control as there were multiple other parties who appeared to be
remaining belligerent in the parking lot of Blaney Funeral Home. Once the predominant
aggressors in the disturbance were arrested, I assisted in having the crowd exit the parking lot
per the request of Blaney Funeral Home. Once the lot of Blaney Funeral Home was cleared

out, I went to the nearby Walgreens in order to attempt to get video footage from the incident in
which Officer Hermans was involved which occurred at one of the entrances to the Walgreens
parking lot. I had taken a look at the video footage at Walgreens and noted that the only
camera outside had faced the Perkins Restaurant and the incident with Officer Hermans had
occurred to the south of that.

Once attempting to get video footage, I then made contact with TRA and had acquired a
written statement from him. TRA stated that on today’s date while at his son’s funeral, the
preacher was speaking in the funeral home. A male in a red hat was speaking over the
preacher and began arguing with another female. Everyone within the funeral home began
telling him to leave, but he was unwilling to. At one point, someone grabbed him and began
pushing him outside. Several younger kids in the funeral began pushing him outside at this
point and were yelling at him to leave. The fight began spreading outside of the front door, and
he felt someone punch him in the back of the head. When he turned to see who it was, he said
chaos broke out and everyone in the funeral home began fighting outside. He saw his nephew
arguing with people and attempted to intervene. People continued to argue and yell and many
other juveniles were fighting. He did not know everyone at the funeral home and looked around
and saw several people throwing fists around the lot. He attempted to break up multiple fights;
however, everyone continued to fight. He stated the first police car showed up and he saw his
nephew get placed in a squad car. At this point, the situation began to calm down with the
police present. He stated that the whole issue stemmed from the guy with the red hat who was
being belligerent inside the funeral home. I then had TRA sign his written statement and ended
my contact with him.

Based on the foregoing, the complainant believes this complaint to be true and correct.
