1. PURPOSE

This method statement will serve as guidelines to ensure compliance of the materials and
workmanship to the Technical Specifications as part of the project, ILIJAN LNG IMPORT
FACILITY which is located in Brgy. Ilijan, Batangas City, for Civil / Structural Works.

2. SCOPE

The contents of this document are intended to define Sta. Clara International
Corporation's (SCIC) controlling elements during the Civil / Structural Works of Pipe
Bridge Pier 1 / 2 and Abutment at ILIJAN LNG IMPORT FACILITY. This Method
Statement covers the excavation, backfilling, and compaction, rebar, formwork, and
concreting. .

4. ROLE AND RESPONSIBILITIES

4.1 Project Manager - oversees the works and assists the Construction Manager in the
planning and control of the project from inception to completion to meet the project
requirements and at the same ensures that the project is completed on time, within the
budget and to the required quality standards for the satisfaction of the Client.

4.2 Construction Manager - directly reports to the Project Manager and supervises all
operational aspects of site construction and ensures that all operations personnel achieve
planned production in conformity with safety, quality and environmental requirements

4.3 Project Superintendent/Supervisor - managing the site activity works and give
direct orders to foreman.

4.4 Surveyor - is responsible for all survey works and provide the operations personnel
reference points and elevations for construction purposes and check them after
installation. The Surveyor shall provide survey report for every layer of embankment
inspection which shall be attached to the inspection request.

4.5 QAQC Head - responsible for the overall implementation of the Construction Quality
Management Plan. He supervises Civil and Mechanical QC Engineers and ensure proper
documentation and compliance to the project's quality requirement. The QAQC Head
shall also be responsible for:
 Carrying out the statistical analysis of inspection and test results to improve quality
control on site
 Filling and compiling controlled copies of all test reports
 Ensure that all checklist are available and attached to inspection request during
inspection to ensure a smooth process of inspection
4.6 QC Engineer - he is responsible for the Quality of Work at site, conducts Material and
Work Inspection. Directly reports to the QA/QC Head. Report non-conformities and liaise
with client during Joint Inspection.

4.7 Safety Engineer /Officer - he is responsible for the safety of the workforce. Identifies

7. WORK PROCEDURE

7.1. PREPARATORY WORKS

All necessary permits must be obtained prior performing any earthwork.

Setting and Lay-Outing

All alignments, lines and grades shall be jointly established by SCIC and AG&P and the
designated references duly approved and properly marked for site control and reference.
The elevations, coordinates and cut-off references shall be performed in accordance with
the approved plans, profiles, sections and elevations. Modifications can be applied if
necessary with permission and approval by AG&P. A competent and reliable SCIC Field
Surveyor will be made available during the entire execution of the work. His team will be
appointed to establish the true points, bearings, existing elevations and reference points
which will serve as the basis in the entire project execution or implementation. The
Project surveyor on the other hand shall witness the actual survey. Survey points
identified shall serve as the reference points during the implementation of the project and
will be use as a basis in the turn-over.

7.2.EXCAVATION

This Item shall consist of the necessary excavation for foundation of buildings,
mechanical equipment foundations, ponds, tank foundations, culverts, under-drains,
and other structures not otherwise provided for in the Specifications. The backfilling of
completed structures and the disposal of all excavated surplus materials, shall be in
accordance with these specifications and in reasonably close conformity with the plans or
as established by the Engineer.
This Item shall include necessary diverting of live streams, bailing, pumping, draining,
sheeting, bracing, and the necessary construction of cribs and cofferdams, and
furnishing the materials therefore, and the subsequent removal of cribs and cofferdams
and the placing of all necessary backfill.

replace unsuitable material encountered below the foundation elevation of structures.


No allowance will be made for classification of different types of material encountered.
Excavation will be carried out in accordance with the lines, levels, and profiles stated in
IFC drawings.
Excavated material that is suitable for backfilling will be stockpiled in an agreed un-
obstructive location for later use.
Unsuitable and excess material will be removed and disposed off from site to an
approved dumping area.
Prior to commencement of machine excavation adjacent to existing underground
services, locate existing utilities on site based on field, as built drawings, cable detectors,
and site investigation by hand excavation test pits or trench in the immediate proximity of
work shall be made in order to determine the exact location of underground facilities.
Shoring, bracing and protection of excavation to underground services will be carried out
if required, and as per site condition, details of shoring,bracing and protection will be
tailored according to site requirement.
Initial excavation works will be carried out using mechanical equipment till approach
nearly the formation level while to reach the engineering formation level will be achieved
manually using hand tools with non-destructive equipment.
Surveyor will check formation level ensuring conformance to IFC drawing.
All sides of excavation will be formed with slope in ratio 1 : 2 Horizontal :Vertical, if soil
banks are greater than 1.5m. Access and egress to bottom of excavation will be provided
in safe manner in order to facilitate activities of formation level.
In case of rain water accumulation during excavation, provide where required
construction drawings of dewatering system indicating installation layout of well points,
headers, flexible hoses and other accessories.
When the quantity of water present in the excavation is minor, dig a collection sump
below the excavation level, where collected water can be pumped out using an ordinary
suction pump.
When the quantity of water entering the excavation is deemed excessive and continuous
flow is evident, use a dewatering system consisting of well points, multi-dewatering

pumps, headers, flexible connections and cargo hoses. This method will reduce rain
water / seepage and prevent any breakdown of the excavation sides / base due to
turbulence and flow.
Well points will be installed around the excavation at least 1.00 meter away from the
edge. Well point must have sufficient depth to reduce the water level below the required
depth of excavation.
Water removed from the excavation must be disposed of in a suitable manner agreed by
the Customer, i.e. water trucks, canals, collection pits etc.
An ordinary suction pump can also be used when dewatering an area enclosed with
formwork.
Continuously operate dewatering equipment until work within the excavation has been
completed, unless required otherwise by the Civil Supervisor.
Provide a standby pump unit at work site.

7.3. BACKFILL AND COMPACTION

Fill and backfill material will be well graded,free of frozen lumps, organic matter, trash
chunks, of highly plastic clay or other unsatisfactory material and in accordance to IFC
Drawing.
Backfill location will be dry and clear from all foreign matter. Area to back filled will be
clear from stagnant water, loose material or debris. Disturbed soil of sub-grade will be
well compacted.
The fill material will be placed in lifts not exceeding 200 mm ( 8 in ) in loose depth for
mechanical compaction. Fill material will be placed in lifts not exceeding 100 mm ( 4 in )
in loose depth for hand operated compaction.
Fill and backfill adjacent to structures such as retaining walls, pits, and basements will not
be compacted with heavy equipment, but will be compacted by hand operated equipment
to a distance of 1.2 meters or greater beyond the side of the structure.
Great effort will be made to place backfill material symmetrically and in uniform layers to
prevent unnecessary eccentric loading on a structure or foundation.

Field compaction trails will be conducted to determine the most suitable compaction
equipment and water ratio for each condition that is likely to pertain during construction
period.
Compaction shall be done in layer, 200mm for 1 meter below bottom of foundation and
300mm on the succeeding depth. A plate load test shall be done only for those critical
foundation such as large water tank and foundation.

7.4. SCHEDULE
 Earthworks will be extended over the following the following conditions:
 Formation leveling duration for foundations of permanent structures.
 Whole duration of underground piping, ducting, trenching, and cabling works.
 Excavation and Backfilling Area requires sloping for drainage.
 Road and pavement works.

7.5. DEEP EXCAVATIONS

Approved sketch showing the limit of excavation, depth, slopes and steps should be
available on site before starting the excavation for each and every underground structure.
Evaluate and determine the purpose, size of excavation and work to be performed.
Barricade the work place and provide banksman on the perimeter of the area where the
construction work is supposed to commence.
The extent of the portion to be barricaded and cut by asphalt cutter shall be properly on
the ground by a competent surveyor.
Manually excavate the area and exposed any found U/G lines and bring to the attention
of the shift operator in-charge at the area.
Explore the area to a depth of 1.2 meters to ensure the absence of any gas on the newly
excavated depth.
If mechanical excavator is permitted, it must not operate within 3 meters of U/G utilities.

7.6 CONCRETE REINFORCEMENT


Ensure that correct IFC drawings associated with preparation, fabrication & installation of
concrete reinforcement are available to all personnel responsible for work execution.
Check and confirm approved procedures are available to all relevant personnel.
Confirm materials associated with rebar works have been requested are available to all
relevant personnel.
Cut the bars exactly to the lengths indicated on the cutting length schedule, project
drawings and accepted shop drawings using bar cutter. Rebars will not be flame cut.
All reinforcement shall be bent cold. Place and position firmly the rebars and tie at all
intersections at alternate intersections.
Maintain clearances from the forms by means of spacers, or hangers in accordance with
ACI-315 and ACI-318M-83. Maintain the following minimum concrete cover for
reinforcement, unless specified otherwise in the project specifications.

Use 16 gauge galvanized common tie-wire to fasten reinforcing bars. Splices of


reinforcing bars shall be in accordance with the project drawings and specifications.
Ensure that finished installed rebar is free from oil, grease, mud, dust or deleterious
materials that may affect rebar and concrete bond.

Ensure that all testing, inspection and other requirements by the Customer have been
conducted satisfactorily prior to the construction of forms.
Confirm receipt of latest IFC drawings and approved procedure. Also ensure that
relevant personnel have the necessary documents available for reference.
Ensure that all forms are fabricated in accordance with the shapes, lines and dimensions
indicated on the IFC drawings.
Ensure that formworks are provided with adequate safe access to workers and
inspectors. Platforms and walkways shall be provided with handrails when deemed
necessary.
Fabricate forms with sufficient lateral and diagonal bracing, in an way which will resist all
vertical loads, lateral concrete pressures, lateral special loads and displacement.
Ensure that all formworks can withstand vibration works and other loads incidental to the
construction operation.
Forms intended for elevated slabs, beams, canopies and the like should be adequately
shored. Metal frames used for shoring shall not be loaded beyond the safe working load
recommended by the manufacturer.
Install forms for columns with sufficient ties and braces to prevent any lateral movement
and check the plumbness. Ensure that conduits, pipes and spacers between forms, re-
bars and other embedment’s are properly installed before closing forms. Also check
project drawings for conformance.
Provide sufficient braces, spacers and tie rods for wall formworks. Check alignment,
plumbness and all embedment’s against drawing ensuring they have been inspected by
the Customer before closing the forms. Use continuous tie rods with PVC sleeve, PVC
cones and wing nuts for tightening.
For watertight wall enclosures, i.e. sumps and tanks, use tie rods with coupling nuts that
will be installed along the center of forms with wing nuts for tightening.
Conventional forms shall be adapted for pipe bridge abutment and gang form for Pier
1&2 will be utilized for the first to third lift when necessary and succeeding lifts shall be
using Std DAI formwork system (for detail refer Approved Erection Dwg No. 1621-

Scaffolds must be provided for all work access, and inspections which cannot be
performed from the ground or from some other secured platforms where there is a fall
potential in excess of 2 m.
Ladders may be used only for light work of short duration and must be tied or footed
when is used. Scaffolds must be erected, altered or dismantled under competent
supervision and by craftsmen experienced in that type of work. No work shall be
performed using scaffolding which does not display a valid inspection tag.
During the course of work, no changes / modifications shall be made to tagged (certified)
scaffolding unless by authorized personnel after which time the scaffold must be re-
inspected and tagged. All scaffold must be properly braced to ensure stability. Provide
scaffolding or work platforms completely encircling the area of placement with intermittent
tie breaks to ensure that superimposed loads on the scaffold / work platforms cannot pull
down the entire scaffold works. Free-standing scaffold (static and mobile towers) shall not
exceed in height, three (3) times their minimum base dimension. Scaffolds over 25ft must
be guyed or tied to the structure.
Working platforms over 6' - 6" (2.0 m) high must have rigid guard rails 3' - 9" (app. 1.0 m)
high with mid-rails and toe boards or other barriers at least 9" high on all exposed sides of
the scaffold. Guard rails and toe boards must be fixed to prevent outward movement and
must be able to withstand a loading of 600 lb. Platforms shall be tightly planked for the full
width of the scaffold except for necessary access openings.
The ground upon which the scaffold will stand must be levelled off and compacted.
Timber ground upon which the scaffold will stand must be levelled off and compacted.
The size of the sole plates is governed by the ground beneath it. On hard surfaces such
as asphalt or made up ground a 2" x 9" x 6' - 0" board is adequate for supporting two
standards. On soft ground, when applicable, two planks should be placed; one on top of
the other.

All scaffold ladders will be of aluminium, of proper load bearing capacity and free of any

Any scaffolding prior to use, shall be inspected and tagged with "Ready, for Use" (green
"Scaff tag") by the competent person. Inspection shall be carried out using Scaffold
Erection Checklist. Installed "Scaff tags" shall be re-signed by the competent responsible
person upon satisfactory re-inspection of the scaffold structure at a maximum of thirty
(30) day intervals. A scaffolding that does not conform to this procedure or other existing
applicable standards or safety requirements, shall be tagged with red "scaff tag"
indicating "Do Not Use".
Ensure that all co-ordination of center lines, grid lines, plumbness, slopes and control
joints are checked against IFC drawings, and installation tolerances do not exceed the
limit specified in the project documents.
Ensure that all forms are sufficiently secured and fixed, free from play and movements.
Forms should be mortar and paste tight for all concrete construction to avoid loss of
mortar or leakage that will cause voids in the concrete surface.
When required by the Customer, apply an approved oil (release agent) to the form in
accordance with the manufacturer's recommendations, prior to form installation.
Bolts, anchors, dowels, fastenings or any other items to be embedded in concrete shall
be accurately positioned and secured to avoid displacement, prior to concrete pouring.
Wooden templates must be accurately and carefully set for anchor bolts and other such
items.
Install miscellaneous items that are deemed necessary for installation of formworks such
as chamfer strips to exposed corners, construction joints, key ways, expansion joints,
water stops and spacers.
Remove all saw dust, chips, construction debris and other extraneous materials prior to
inspection.
Provide temporary openings where interior area of formwork is inaccessible for clean-out
and for inspection before concrete placement.

Dismantle forms and shoring when concrete has already attained its minimum design
sufficient strength to support its own weight and imposed construction loads. Forms for
columns, walls, side beams and other parts not required for supporting the weight of
concrete will be removed as soon as the concrete has sufficiently hardened to prevent
damage to the concrete surface during stripping operation.
Forms for beams soffits, supported slabs or other parts which support the weight of the
concrete will not be removed until concrete has attained its designed strength. Re-shoring
will be provided when necessary to safely support the structure after stripping the forms.
Forms and shoring materials shall be inspected and promptly after stripping. Protruding
nails, wire ties and other form accessories will be removed to eliminate damage /
personal injury. Undamaged items will be stored for re-use.
Repair and patch-up work after removal of forms and curing for concrete will be carried
out in accordance with procedure.

7.8 CONCRETING
Ensure correct IFC Drawings are available to all personnel associated with concrete
pouring. Confirm procedures are approved and available to the relevant personnel.
Confirm the correct concrete mix and quantities have been requested for the planned
pours. Erect barriers / tapes at the work areas. Submit "Request for Inspection" to the QC
Department indicating scheduled date/time of concrete pouring.

Ensure that areas scheduled for pouring have been inspected and are acceptable for
pouring. Ensure that all areas scheduled to receive finishes have been inspected and are
acceptable (when specified). Inspection shall be in accordance with the Project ITP.
Sampling, testing, evaluation and acceptance of concrete shall be in accordance with the
Project Specifications / ITP, and performed before placement. Testing will be but not

Strength test in accordance with "Method of Sampling Freshly Mixed Concrete ASTM
C173" and tested in accordance with "Test Method for Compressive Strength of
Cylindrical Concrete Specimens ASTM C39".
Air content Test in accordance with ASTM C173 or C23 unless otherwise specified by the
Customer.
Concrete additives required by the Customer, should be mixed as per manufacturer's
recommendations, unless otherwise specified by the Customer. Before concrete pouring
commences, wash with approved water all areas as a means of removing any scale
present on the re-bars and side forms.
When placing fresh concrete on hardened concrete, check all laitance and other unsound
material has been removed by chipping the surface of concrete before additional
concrete is deposited. Clean reinforcement thoroughly of deleterious coatings. Surfaces
to receive fresh concrete such as construction joints are to be free from scale and
properly wetted.
Placing concrete by dropping from a height greater than 1.5 meter is not acceptable.
Place concrete as near as practical to its final position to avoid segregation due to re-
handling or flowing. The use of long troughs, chutes & pipes for conveying from mixer to
the forms are not be used unless permitted by the Customer.
Concreting is to be carried out at such a rate that it remains plastic and flows readily into
spaces between reinforcement. Concrete that has partially hardened or been
contaminated by foreign materials is not to be placed in the structure. Re-tempered
concrete or concrete that has been remixed after initial set shall not be used.

Concreting shall be carried out as a continuous operation until placing of a panel or


section, as defined by its boundaries, or predetermined joints which are made in a
location that will not impair the strength of the structure.
All concrete shall be thoroughly consolidated by concrete vibrator during placement and
thoroughly worked around the reinforcement, embedded fixtures and into corners of
forms.

approximately 18" (0.50m) apart. For each insertion, the duration should be sufficient to
consolidate the concrete but not cause segregation, generally from 5 to 15 seconds.
Spare vibrator shall be kept ready, in case of breakdown.
Concrete will normally be deposited in layers not greater than 350 mm. The layers
should be as level as possible so that the vibrator does not need to move the concrete
laterally which might cause segregation.
Where placement of concrete consists of layers, each layer should be placed while the
preceding layer is still plastic in order to avoid cold joints.
Once pouring is completed, avoid disturbing the newly poured concrete to prevent any
possibility of cracks or impairment of the structure. Curing of concrete is carried out
accordingly.
As soon as concrete has taken its initial set (or in any case not more than 12 hours after
completion of casting) remove protective plastic cover sheeting and commence curing in
the following manner. Wet thoroughly the concrete and overlay with burlap sack.
Continuously wet the burlap sack throughout the curing period. Mmaintain in moist
condition for a period of at least 7 days following placement of concrete.
Repair and patch-up of minor defects will be carried out in accordance with Concrete
Repair Procedure.

8. QUALITY ASSURANCE/ QUALITY CONTROL


All construction materials, equipment and all other specified items to be placed, installed
and will become part of the project package shall be subjected to QUALITY CONTROL in
conformance with the designers Specifications. However, in case of "Approved Equal", a
material sample or brochures will be submitted to respective designer for concurrence and
or approval. Only approved and specified items will be used in this project.

9. ENVIRONMENTAL, SAFETY AND HEALTH (ESH)


ESH plays a very essential part in site operation. SCIC's accident prevention objective is to
continuously provide the safest possible working environment for all site personnel and aims

through continual improvement until the end. ESH awareness shall be kept in mind by all
personnel. The basic ESH rules shall be continuously promoted and executed. These
include, but are not limited to, the following:

 Dress code at site


 Regular safety meetings (Daily Tool Box Meeting, Weekly Safety Meeting, etc.)
 Detecting the risks at job site
 Accident/Incident Reporting
 Proper use of safety gears
 5S of Good Housekeeping

Strict compliance to the Construction ESH Plan shall be adhered to in all aspects of the
works. Wearing of appropriate PPEs will be strictly implemented.
Job Hazard Analysis addressing earthworks activities and associated hazards will be in
place prior to commence works.
Hard Barrier will be installed to prevent entry of workers or equipment with signboard of
No Entry. If excavation of depth more than 1.2meters is required, separate permit will be
required i.e. Confined Space Entry to control possible risk that will arise.

Safety warning sign boards and direction arrows to guide involved vehicles and persons
will be distributed properly in work place.
All necessary personal protective equipment (PPE) will be provided to be worn.
All the people involved will receive HSE induction prior to go to work site.
Tool Box Talk shall be delivered to work force on daily bases prior to start daily task.
The work will be undertaken in accordance to safety procedure plan, safety manual,
safety regulations applicable to the project.
