Assam Gramin Vikash Bank and its initiative with special reference to pathsala area
Kisan Credit Card is for farmers. Using this facility farmers are able take loan from any
Nationalized Bank of India. The loan is to fulfill the farmers’ need for agriculture. With the
help of this loan farmers are able to buy everything for agriculture. Day by day the prices of
all the goods which are used in cultivation are rising. Government and agriculture department
are giving pressure to the banks to sanction such loan. Banks need to fulfill certain targets
too.
After introduction of KCC loan, the farmers are able to do the more conveniently. As,
farmers are generally economically weaker, they are not able to buy the inputs which are
required for agriculture. As a result, the production is hampered. If any farmer takes money
from money lenders, they need to bear huge interest. As a result they don’t get any profit.
After introduction of the KCC, the new generation young boys and girls are also getting
inclined towards agriculture. It is a good sign for our country. Because, if a country is strong
in agriculture, then its economy gets stronger.
The Kisan Credit Card has emerged as an innovative credit delivery mechanism to meet the
production credit requirements of the farmers in a timely and hassle-free manner. The scheme
is under implementation in the entire country by the vast institutional credit framework
involving Commercial Banks, RRBs and Cooperatives and has received wide acceptability
amongst bankers and farmers. However, during the last 13 years of implementation, many
impediments were encountered by policy makers, implementing banks and the farmers in the
implementation of the scheme. Recommendations of various Committees appointed by GOI
and studies conducted by NABARD also corroborate this fact. It was, therefore, felt
necessary to revisit the existing KCC Scheme to make it truly simple and hassle free for both
the farmers and bankers. Accordingly, the GOI, Ministry of Finance constituted a Working
Group to review the KCC Scheme.
ORGANIZATIONAL PROFILE
2.1 ABOUT ASSAM GRAMIN VIKASH BANK:
A Regional Rural Bank (RRB) of Assam, Assam Gramin Vikash Bank was established on
12th January, 2006 after amalgamation of four erstwhile Regional Rural Bank namely
Pragjyotish Gaonlia Bank, Lakhimi Gaonlia Bank, Cachar Gramin Bank and Subansiri
Gaonlia Bank . Assam Gramin Vikash Bank’s Head Office is situated at Guwahati ,
Bhangagarh. The motto of the Bank is to fulfill the Rural loan demand and improved the rural
area. Assam Gramin Vikash Bank is separate from other commercial bank, because other
commercial banks are only for their profit but Assam gramin vikash Bank is for the
development the rural area. It covers almost the entire Assam except Karbi Anglong and
Dima Hasao.
2.2 HISTORY OF ASSAM GRAMIN VIKASH BANK:
After Independence the commercial banks and co- operative banks are raising their business.
These types of banks have covered almost all the areas. But they did not fulfill the rural loan
demand. For a strong rural economy, loan and banking services are necessary. For solving the
problem, the Government of India had established the Regional Rural Bank. In 1975 in the
month of October, Government of India has introduced an act of Regional Rural Bank and in
1976 accordingly promulgated an Ordinance which was subsequently replaced by the
Parliament as Regional Rural Banks Act, 1976. These banks are situated in locality and
regional level. These Regional Rural Bank are established under sponsorship of a particular
commercial bank.
Following the Regional Rural Bank Act, 1976; the first Regional Rural Bank of Assam
namely Pragjyotish Gaonlia Bank with Head Office at Nalbari was established. It covered
almost the complete Lower Assam. Second Regional Rural Bank of Assam namely Lakhimi
Gaolia Bank was established in 29th July 1980 and it head office was Golaghat. It covered
half part of Upper Assam. Third Regional Rural Bank of Assam was Cachar Gramin Bank
which was established in 31st March 1981 and its Head Office was Silchar. Cachar Gramin
Bank covered the Borak Valey. Fourth Regional rural Bank of Assam was established in 30 th
March 1982 namely Subansiri Gaonlia Bank and it Head office was in Lakhimpur. It covers
the rest half part of upper Assam. All banks mentioned above were sponsored by United
Bank of India.
The Other Regional Rural Bank of Assam is Karbi Lagnpi Dehangi Bank and its sponsorship
bank is State Bank of India. It covers the Karbi Anglong and Dima Hasao District.
The pro-active attitude and the rural bias of these banks culminated not only in the creation of
thrift habit among the rural masses but also in the dispensation of credit to such people
mostly for priority sector.
The Regional Rural Bank was facing many problems in providing services to customers. For
solving this problem in 2006, on 12th January banks whose sponsor was Unite Bank of India
were amalgamated sponsor bank. The new Bank is named Assam Gramin Vikash Bank and
the Head Office of the New Bank is Guwahati , Bhangagarh , G.S. Road.
The objectives of the amalgamation are:
Better customer services from better infrastructure, modern technology
including implementation of core Banking Solution (CBS), pool of experience
work force, unified publicity and marketing efforts.
Reaping economies of scale with larger area of operation, enhanced credit
exposure limits.
Opportunities for diverse banking activities, leading to hogher business
growth.
Looking back at the post amalgamation period, it is noteworthy that the metamorphosis of the
Regional Rural Banks with different cultures and practices, into a single large entity with
shared culture has been extremely smooth. The advent of Assam Gramin Vikash Bank had a
positive impact, particularly in the areas of Business growth and operational matters.
2.3 VISION:
With the advantage of largest network of branches in the Rural Assam, it is the duty and
obligation to serve the rural masses, the deprived and denied with all banking facilities for
augmentation of agricultural production, upliftment of the downtrodden employment of rural
youth, with commitment of the sacred task of all out development of the Rural Assam. The
bank’s initiatives have strengthened our culture and we aim to be the top class Rural Bank of
the Country, benchmarking ourselves against the best standards and practices in terms of
product offering, service level and professional integrity.
2.4 MISSION:
To financially include as well as spread Banking Literacy to each household of its area of
operation and initiate intervention for economic uplift of the people of Assam through
Agriculture, Micro, Small and Medium Enterprises to accomplish the mandate set out for the
RRBs and thus emerging as a strong vibrant and socially committed ‘Mass – Class Bank.’

(ii) SAVINGS BANK DEPOSIT : A savings bank account is meant for the people of the
lower and middle classes who wish to save a part of their current incomes to meet their future
needs and also intend to earn an income from their savings. The bank, therefore certain
restrictions on the savings bank account and also offer a reasonable rate of interest.
(iii) RECURRING DEPOSIT: a variant of the savings bank account is the reccurring
deposit or cumulative deposit account introduced by bank in recent years. This account is
intended to inculcate the habit of saving on a regular basis as an inducement is offered in the
form of comparatively higher rate of interest.
2.9.2 LOAN AND ADVANCE SCHEMES:
The various loan and advance scheme of AGVB are:
(i) MICRO FINANCE (SHG/JLG): This type of loan basically give in small amount.
Which are doing as a self help group or joint liability, they take the micro finance. In India
many poor people are helpful from this loan.
(ii) LOAN FOR AGRIL AND ALLIED ACTIVITIES: Some farmers’ are not able to get
facility from government. But without any support some farmer are not able to do agriculture.
The particular product of AGVB help the farmer.
(iii) OD AGAINST BASIC S.B. ACCOUNT: Customer are who are regular customer of
Bank,then bank give him overdraft facility. Overdraft means customer are permitted
withdraw more than manoy which are deposited in his/her account.
(iv) EDUCATION LOAN :A brilliant student may not able to study for the money. But the
Bank give him education loan and started to counting his interest after 6 month completed of
his couse.
(v) PERSONAL LOAN: Personal loan is for only government employee. The personal loan
not for a particular product.
(vi) HOUSING LOAN: The housing loan is for help the people to buid a house. For a
housing loan customer must to have proper loan. If any customer don’t recover the loan
amount bank seel his house.
(vii)TRADE LOAN: Assam Gramin Vikash Bank help many trader to trade their trade.
AGVB give loan to all type of trader.
(viii) CAR LOAN: Assam Gramin Vikash help to rural people to improving their life. So, it
take a step for giving car loan to people. Assam Gramin Vikash Bank collaborate Tata
Motors.
(ix) SSI AND SME LOAN:SSI loan is small scale industry loan. Like Biscuit bakery,
bamboo product industry this small scale industry.
SME Loan means small and medium enterprise, like whole sale shop is example of Small and
Medium Enterprise.
(X) KISAN CREDIT CARD: Kisan Credit Card is for farmers.Using this facility farmers
are able take loan from any Nationalized Bank of India. The loan is to fulfill the farmers’
need for agriculture. With the help of this loan farmers are able to buy everything for

(xi) PROFESSIONAL AND SELF EMPLOYED LOAN: This type of loan is mainly for
those people who are professional self employed. The professional and self employed loan is
taken by doctor ,C.A , Beutician, Goldsmith, Blacksmith etc. Who are doing their profeesion
in self Bank give them this type of loan.
(xii) SOLAR ENERGY LOAN:Due to the electricity problem some people are start to buy
solar plat. AGVB help to people for buying it.
2.10 OTHER FEATURES AND SERVICES:
(i) ATM: The Assam Gramin Vikash Bank newly launch their ATM facility. The ATM card
is in Rupe techonology. But the have no ATM machine, others Bank ATM are give chance to
withdrawl money with ATM card.
(ii)NEFT: In NEFT system people are trnsfering to money in one Bank another with no
cutting any charge. Due to this facility people are transferring money from AGVB to other
bank.
(iii) Call Deposit: One kind of Banker cheque.
(iv)Bancassurance: The life insurance facility also give by Assam Gramin Vikash Bank.
With collaboration Bajaj Alliance the bank do life insurance of the customer.
(v)Gift Cheque:In many occasion like marriage, anniversary some people are do not want to
carry a heavy goods. So, Bank introducing gift cheque facility. This are cheque which design
like a gift product. When a gift cheque is deposit by people Bank immedietly give the cheque
amount of money the people.

have 7 Regional Office. These are Nalbari, Kokrajar, Guwahati, Silchar, Dibrugarh, Golaghat

iii. The another limitation is the area of the study which faces Bandh given by some particular
groups. So surveying the respondents become difficult.
iv. Another limitation is that almost majority of the farmers surveyed were uneducated. So
the survey was conducted along with a schedule and lot of explanations was given to them to
make it understable, which is a time consuming affair.
METHODOLOGY
4.1 RESEARCH PLAN:
4.1.1 Research Design:

Interpretation: From the above table 5.1 and the figure 5.1 it is found that, male and female
customers of Kisan Credit Card are 86% and 14% customers respectively who availing the
KCC loan.

Interpretation- From the above table 5.2 and figure 5.2 it iss found that 49% of respondents
are doing Kharif cultivation, 24% respondents are doing Robi Cultivation and 27% of are
doing both type of cultivation.

Interpretation- From the above table no 5.3 and figure no 5.3 it has been found that, out of
100 respondents, 74% are doing only Paddy crops, 26% are doing Vegetables and no other
crops are cultivated. So, it can be observed that more number of farmers are doing Vegetables
than the Paddy crops who have taken KCC Loan.
Interpretation- From the above table 5.4 and figure5.4 it has been found that, 2% are
engaged in agriculture from 1-5 years, 20% are engaged from 6-10 years, 12% are engaged
from 11-20 years and 66% are having more than 21 years of experience in agriculture. So it
can be observed that most of the respondents are having more than 21 years of experience in
cultivation.
5.5 RESPONDENTS YEARLY INCOME:
Attempt was made to find out the yearly income of Respondents who has taken KCC loan
(Refer to the question no 5 in the Schedule). The following interpretation have been arrived at
through this analysis.

Interpretation- From the above table no 5.5 and the figure no 5.5 it is observed that, 4% of
respondents’ yearly income is below 50000, 63% of respondents’ yearly income is 51000-
Respondents yearly income 100000 and 25% of respondents’ yearly income is 101000-
150000 and 8 % of respondents’ yearly income is above 150000.

Interpretation- From the above table no 5.12(a) and the figure no 5.12(b) it is found that 2%
respondents are approached by Bank employees, 22% of respondents are advised by other
farmers, 1% of respondents are advised by family member and 75% respondents choose
AGVB by their own decision.
5.13 FACTORS THAT ARE IMPORTANT FOR SELLING KCC LOAN IN VIEW OF
RESPONDENTS:
This study is to analysis the factors that are important for selling KCC loan (Refer to question
no 13 in the Schedule). The following interpretations have been arrived at through this
analysis.

Interpretation- From the above table no 5.13 and the figure no 5.13 it has been observed that
for selling KCC, the most important factors is process of getting loan as indicated by WAM
value 2.97, which is followed by 2nd ranked factors i.e. rate of interest with WAM value 2.93.
3rd important factors for choosing KCC loan are loan amount and term of the loan with
WAM value 2.82 respectively. And finally in the 4 th position it is bank services with WAM
value 2.76.

INTERPRETATION- From the above table no 5.14(A) and the figure no 5.13(B) it is found
out that respondents consider bank service as the most satisfactory one as indicated by WAM
value 2.96. In the 2nd position respondents are satisfied with the process of getting loan in
AGVB bank as indicted by WAM value 2.56. In the 3 rd position, respondents are satisfied
with Rate of Interest. In the 4th and 5th position, respondents are satisfied with Loan Amount
and term of Loan with WAM value 1.07 and 1.06 respectively.

Interpretation- From the above table no 5.15 and the figure no 5.15 it has been found that
100% respondents are utilizing the loan amount in their agriculture only. So respondents are
not channeling their loan in other agriculture related activities.

only 15% of farmers’ agricultural condition was good before taking the loan, 65% farmers’
condition was Average and 20% farmers’ condition was bad.

Interpretation- From the above table no. 5.17 and the figure no. 5.17 it has been found that
66% farmers’ condition after taking the loan is good, 27% farmers’ consider it as bad and
7% farmers’ consider it as Average. So it is assumed that from the KCC loan farmers are
improving their agriculture.

Interpretation- From the above table and the figure it is found out that 1% customers have
taken loan from moneylenders and 99 have not.
MAJOR FINDINGS
To analysis the different responses of the respondents of Customer of Assam Gramin Vikash
Bank, following main findings have been found in this study.
1. From the study it has been found that 86% of male respondents are availing
KCC loan. 14% female cultivators are also availing KCC loan from bank.
(Refer to Interpretation no 5.1)
2. Under this study it has been found that, 49% Farmers are doing Kharif
Cultivation. (Refer to Interpretation no 5.2)
3. 66% of respondents have more than 21 years of experience in cultivation.
(Refer to Interpretation no 5.4)
4. 63% of respondents have yearly income within 51000-100000 range. (Refer to
Interpretation no 5.5)
5. 63% of respondents have taken KCC loan from AGVB and 37% have taken
from other Banks. It means most of the respondents are taking KCC loan from
AGVB. (Refer to Interpretation no 5.7)
6. 51% of respondents avail loan from AGVB because they feel it is easy to
transact with AGVB. (Refer to Interpretation no 5.9)
7. From the study it is found that customer of KCC loan are not satisfied with the
loan amount and rate of interest. They want more amount of loan money at
low rate of interest. (Refer to Interpretation no 5.10)
8. 75% of respondents come to AGVB for taking loan on their own decision.
(Refer to Interpretation no 5.11)
9. The most important factors for selling KCC loan as per the view point of
respondents is process of getting loan as indicated by WAM value 2.97. (Refer
to Interpretation no 5.12)
10. From this study it has been found that, respondents are satisfied with the Bank
services as indicated by WAM value 2.96. (Refer to Interpretation no 5.13)
11. 100% respondents are utilizing the loan amount in their agriculture only. So, it
is assumed that almost all farmers are utilizing their loan amount in their
agriculture only. (Refer to Interpretation no 5.14)
12. According to only 15% respondents’ agricultural condition was good before
taking KCC loan. But after taken KCC loan 66% respondents’ agricultural
condition is good. (Refer to Interpretation no 5.15)
13. 66% respondents agreed to the fact that their agricultural conditions have
improved after taking K.C.C loan. (Refer to Interpretation no 5.16)
14. Only 1% farmers have taken money from moneylender for doing agriculture.
So, it can be assumed that most of the farmers are taking agricultural loan
from organized sectors.(Refer to Interpretation no 5.19)
RECOMMENDATIONS
Out of the total respondents only 14% are female respondents. So, number of female
cultivation availing loan are less as compared to male. So, bank can emphasized on
this segment and can come up with special scheames to lure them.
Bank should emphasize on bringing more transparency and simplify the process of
getting loan by reducing the amount of orthodox paper works. Because most of
respondents consider the easy process of getting loan is the most important factor for
getting loan.
Most of the respondents are uneducated and due to lack of awareness many farmers
hasitate to approach bank for loan. So, bank may take initiative to educate the farmers
about the benefits of K.C.C loan, case of getting loan, channelizing the loan etc. ,
Then many reluctant farmers may approach AGVB for K.C.C loan.
1% respondents are availing loan from money lenders out of 158 respondents. So, it
can be assumed that there are still a segment of farmers are availing loan from
unorganized sector due to various reasons. So, bank may target these potential
customers and attract them to avail loan from bank only.
CONCLUSION
This summer training of two month at Assam Gramin Vikash Bank, Barpeta Road Branch
was a successful training and it enriches knowledge to a great extent.
Actually agriculture is a primary factor of a country for its economical growth. Those
countries, whose agricultural condition is not good, need to be dependent on the other
countries for their basic consumption requirement. When a country needs to depend on the
other countries, it faces a fear of domination by the country.
Most of the farmers of our country are very poor. They are engaged in traditional way of
cultivation, without proper knowledge, technology and financial assistance. In our country
farmers’ do not get proper facility for cultivation. In the recent past, the Government and
Banks have taken some steps for helping the farmers. Kisan Credit Card is an innovation for
providing maximum possible assistance to the farmers during their needs. Most of the
farmers are not well educated, so they seek easy ways of transaction, lesser rate of interest,
adequate quantum of finance and timely assistance. Kisan Credit Card is a customized
product to assist the farmers to help them in cultivation and thereby helping in the growth of
the country. AGVB is one of the leading nationalized bank helping in this aspect.
In this project it is evident that the important factors for selling Kisan Credit Card is the rate
of interest and loan amount. It is also found out that customers come to Assam Gramin
Vikash Bank because they feel easy to transact in the Bank. Farmers are also accepting that
they are more successful in agriculture as compare to previous days after availing KCC loan.
Thus conclusion which can be derived from the study is that if bank gives more amount of
money as a loan to farmers then farmers will be much benefited as they will be able to
purchase agricultural products like tractor, pumpset etc and thereby modernize the cultivation
process. Our country primarily depends on agriculture. If our agricultural produce can be
made sufficient then we will not be dependable on other state or country. Farmers will also be
able to purchase agricultural products in order to modernize the cultivation process.
Hopefully, the suggestions and recommendations when implemented will prove to be more
beneficial for the organization.
