THE CITIES AND MUNICIPALITIES COMPETITIVENESS INDEX

Overview

The Cities and Municipalities Competitiveness Index is an annual ranking of

Philippine cities and municipalities managed by the Department of Trade and Industry
through the Regional Competitiveness Committees (RCCs). It is a program which
encourages LGUs to gather and submit data which will be used to measure their
performance on four pillars: Economic Dynamism, Government Efficiency, Infrastructure and
Resiliency. Each pillar has indicators which provide a more detailed view of the economic
status of the locality. There are 10 indicators for each pillar, totaling 40 indicators. The data
submitted by the Local Government Units, through the assistance of the Regional
Competitiveness Committees, is used for the final scoring and ranking.

In 2013, a total of 286 LGUs (122 cities and 163 municipalities) participated in the
index. This increased to 535 LGUs(136 cities and 399 municipalities)in 2014, 1120 (142
cities and 978 municipalities) in 2015, 1389 LGUs (144 cities and 1,245 municipalities) in
2016, 1487 LGUs (145 cities and 1,342 municipalities) in 2017 and to 1508 LGUs (145 cities
and 1,363 municipalities) in 2018. Last year, a total of 1518 LGUs (145 cities and 1,373
municipalities) were covered. The increasing participation to the index signifies a higher level
of awareness on the importance of being measured based on the four pillars and a stronger
commitment to improve LGU performance based on the resulting ranking.

The completeness of data that your local government unit will provide will greatly
impact on the index ranking. Through an organized and sustainable way of collecting data
on your city or municipality, you will have them readily available and accessible on a regular
basis. These data may be used not only for the Index but also a tool for local policy making,
development planning, and investment promotion.

To facilitate data collection, we strongly urge you, as a Local Chief Executive, to

consider the following recommendations:

 Appoint a person to facilitate data collection process and notify department heads
concerned
 Ensure permanency of persons in charge of data collectible at your LGU
 Require consistency and strict implementation of the use of the prescribed CMCI
Form and other related forms from your LGU
 Established constant communication among the DTI Regional or Provincial offices for
CMCI updates and other concerns.

About the RCC

Building local competitiveness is critical to enhancing long-term national

competitiveness. In pursuit of this goal, the CMCI project encouraged the creation of
Regional Competitiveness Committees (RCCs) across the Philippines.

As one of the building blocks for national competitiveness, the RCCs are tasked to:

• Create programs/projects to increase regional competitiveness level

 • Monitor LGU competitiveness level in the region
• Conduct promotional activities related to local and regional competitiveness
• Develop regional analysis of competitiveness data and best practices of performing
LGUs
• Collect CMCI data

Currently, there are 16 Regional Competitiveness Committees across the country.

Each RCC works closely with the DTI – Competitiveness Bureau to execute activities aimed
to promote reforms and growth at the regional level. These activities contribute to the overall
competitiveness of the regions, which in turn contribute to diversification of investment and
job opportunities, creation of new wealth, growth of middle class in different parts of the
country, and to the overall attractiveness of the country as an investment site.

Each RCC is composed of members from the public sector, private sector and
academe. It should have one chairman from the public sector and a co-chairman from the
private sector. The public sector is headed by an official from the Regional Development
Council, Local Government Unit, Department of Trade and Industry, or other government
agencies, the private sector may be headed by a representative of a local business club or
chamber of commerce. Academe members may be recruited from reputable universities.

Regional Competitiveness Summit

To recognize the most competitive cities and municipalities, the DTI-CB will be
holding the Regional Competitiveness Summit at the Philippine International Convention
Center (PICC). The summit will highlight the results of the Cities and Municipalities
Competitiveness Index, which targeted to rank over 1,500 local government units across the
country. The DTI-CB hopes that the annual report will enable LGUs to evaluate their
performance yearly and share best practices across the regions. This will also allow them to
benchmark their performance against local and global standards.

Participants

This event will bring together over 1,500 delegates composed of local chief
executives, representatives from the LGUs, delegates from national government agencies
such as the DTI, NEDA, PSA and DILG, academe, private sector, and media.
