SINOPEC HEAT STRESS PREVENTION PLAN


1. PURPOSE
This procedure establishes safety and health guidance to personnel to prevent personnel injury
from heat stress.
Under this plan, these procedures would help the company management to assist the people
undertaking the prevention and emergent first aid. That will be useful to reduce the risk of work
which is related to the heat illness (like heat stroke, etc).
2. RESPONSIBILITY
When an activity is defined for a certain position in this procedure, the responsibility remains
with that person although a designee may perform the implementation of that activity. The
appointed designee must report directly to the assigned individual.
2.1 Construction Manager
The Construction Manager has the responsibility for compliance with this procedure and
shall provide the personnel, facilities, and other resources necessary to effectively
implement, administer and enforce this procedure.
The Construction Manager is responsible for the effective dissemination and education of the
requirements throughout the contractor’s and its subcontractor’s organizations.
The Construction Manager shall ensure that all Contractor employees and all lower tier
subcontractors comply and actively participate with its requirements.
2.2 HSE Manager
HSE Manager shall be responsible for the continuous monitoring of the implementation of this
procedure.
HSE Manager will provide feedback on performance and assist Contractor Supervision to plan
and coordinate the work to effectively implement the requirements of the procedure.
2.3 Supervisors
Supervisor shall be thoroughly familiar with this procedure and with their individual
responsibilities regarding its implementation and enforcement.
Supervisor shall ensure that only competent persons are assigned work tasks. This includes
ensuring the worker has the skills, physique and knowledge to safely execute the work task.
2.4 Employees
Employees must know, understand and comply with the health, safety and environmental
requirements of this procedure as applicable to the work they perform.
Employees must report to their Supervisor any equipment malfunction that may effect the safe
operation of the equipment.
Employee could say “NO” to his Directors or Supervisors, whenever the instructions or talks
about task risks and precautions is incomplete or unclear in the toolbox meeting, or the incorrect
orders given by supervisors or foreman (Always, the safety condition is negative)

3. INSTRUCTION
3.1 Heat Stress
Definition -: Heat Stress is the physiological condition of the human body when it is unable to
maintain its normal temperature due to excessive heat input, from internal or external factors.
Employees who have symptoms or conditions of heat stress, heat stroke, and/or heat exhaustion
should seek immediate medical attention from the site medical provider.
3.2 Causes and Symptoms
(see attachment 2 -- Heat Stress Effects And First Aid Measures )
Heat stress may occur any time that work is being performed at elevated temperatures
Heat stress symptoms include fatigue, irritability, anxiety, and decreased concentration, dexterity,
or movement. If the body’s physiological processes fail to maintain a normal body temperature
because of excessive heat, a number of physical reactions can occur ranging from mild to fatal.
Because heat stress is one of the most common and potentially serious problems that workers
encounter, regular monitoring and preventive measures are vital.
Employees must learn to recognize and treat the various forms of heat stress. The subject will be
addressed in the site mobilization safety course for all employees.
4. PREVENTIVE MEASURE & SPECIFIC PLANNING
4.1 Water Management:
Water Quality:
1. Water quality will be analysed and certified by a third party every six months and the same
water should be supplied during the heat season. The certificate should be displayed in the
drinking water stations prominently. This should be recorded and stored.
2. Daily Drinking Water Analysis shall be carried out using suitable water analyzers and results
recorded. Minimum parameters like pH, TDS and Residual chlorine should be included.

3. Portable water containers using Baking Soda (sodium bicarbonate) and sodium hypochlorite
solution for the disinfection of the water storage utensils.

4. Handling and transportation of the drinking water will be done in a sealed manner to avoid
contamination and that too in a dedicated vehicle. All the outlets and inlets of drinking water
should be sealed when not in use.

5. All handling and storage should be done using disposal gloves and sanitizers and following
covid-19 WHO (World Health Organizations) protocols.

Fluid Replacement:
1. A “no water, no work” policy shall be strictly followed throughout the summer season.

2. Water provided should be cold & should be in adequate quantity of 200 ml/per half an
hour per person.
3. An approved electrolyte solution in the appropriate quantity should be provided.
4. Water provided shall be cool, fresh water to all locations in volumes that exceed local
water usage levels at all times.
5. Drinking water will be stored and dispensed in clean, clearly labelled [Drinking Water
Only] containers kept in shaded areas, shall be changed daily, and each cooler/container
should have the date and time clearly marked.
6. Water shall be stored in clean tanks, properly disinfected, and insulated such to avoid
excessive temperatures.
7. Lids must be taped, and date and time of delivery of the water recorded on the tape.
8. Contact details of the water delivery team will be prominently displayed at all the
drinking stations so that shortage or any other issue can be immediately addressed.
4.2 Heat Stress Shelter
At present, we SINOPEC only have one rest shelter, but it is proper for 19 labours on site. Later,
in our plan, we are going to arrange more shelters for coming labours. And, other facilities will
arrive soon. (The electrical fans will be using 2 fans at least for one shelter. And first aid kit
surely will be allocated also.)
In the shelter, the bench or chairs will be erected with scaffolding plank & tube, or we will buy
some other chairs instead.
PPE-Based Control
The following PPEs would be deployed on field as per requirement:
ICE-cooled Jackets -: Dry ice used as coolant in adequate quantity proportionate to the working
hours will be used in the ICE-cooled garments.
Reflective Clothing-: Reflective clothing will be used to reduce the load of radiant heat with
adequate control of internal cooling for the workers. Clothing will be loose fitted to facilitate
cooling through air circulation.
Wetted Clothing-: Wetted clothing may be used in conjunction with the ICE-cooled garments or
reflective clothing.
Recovery Times
Site would have a recovery area which may be required for any heat stress exposure. With proper
engineering controls, nurse attendance and electrolyte supply to effect the recovery time of the
affected person.
4.3 FLAG INDICATION SYSTEM FOR TEMPERATURE
(see attachment 1)
The flag indication system will be used. Flags with different colours show the certain scope of air
temperatures. All the labours and other staffs could see it from the rest shelter or other designated
place.

People will understand quickly what weather today is. And they could get help from this chart
about precaution to be taken next.
Monitoring System
1. All workers would be deployed in buddy system, with agreed ratios of
foreman/supervisor and safety officers at the site.
2. Non-contact thermometer will be handy with the safety officer and the worker will be
removed once he reaches the critical temperature of 36oC.
3. Water supply would be monitored by the safety officer and relevant log sheet recorded.
4. Everyday in the tool-box talks the supervisor/safety officer would ask for symptoms of
heat stress like headache, nausea, dry skin etc and also for vulnerable factors like lack of
sleep, missing breakfast, on-medication, new worker acclimatization etc
4.4 Re-arrangement about working hours & break time.
For avoiding the highest temperature in the day during hot season, SINOPEC will take break
during 12:00 to 15:00, this precaution could reduce the possibility of human heat stroke.
Scheduling the most strenuous work (e.g. confined space entry, heavy manual work etc) will be
done during the coolest times of the day (e.g., early morning and evening/night) post discussion
with operations.
Acclimatization
Deliberate acclimatization will be implemented new employees to work in a hot environment for
progressively longer periods. New employees in jobs where heat levels may produce heat stress
shall be exposed to 20% of normal exposure on day one, with a 20% increase in exposure each
additional day.
4.5 EXTRA
Provide a shaded area for rest breaks. Monitor employees for signs of heat stress. An employee
with high blood pressure must be monitored often, and extra precautions should be taken (e.g.,
drink more water).
Acclimate employees to work conditions by slowly increasing their workloads (i.e., under normal
circumstances, do not begin work activities with extremely demanding tasks).
Provide cooling devices to aid natural body ventilation. An example of a cooling aid is long
cotton underwear that acts as a wick to help absorb moisture and protect the skin from direct
contact with heat-absorbing protective clothing. Because these devices add weight, their use
should be balanced against worker efficiency.
Ensure that adequate shelter is available to protect personnel from heat, as well as rain, which
can decrease physical efficiency and increase the probability of both heat and cold stress. If
possible, set up the command post in the shade.
Maintain good hygienic standards by changing clothing and showering as appropriate. Clothing
should be permitted to dry during rest periods. Employees should immediately report any skin
problems to their supervisor.
5. TRAINING

HEAT STRESS TRAINING is the necessary part of this plan. The training would be given to all
employees by SINOPEC HSSE Dept.
This training would be accomplished by both of SINOPEC staffs and the subcontractor
members. The contents below though not exhaustive are illustrative of the subjects covered:
Definition, illness, symptoms, and treatment of heat related illness, employee
responsibilities and etc. The hazards of heat stress and preexisting medical and health
factors, warning signs, PPE, use of drugs, emergency contact numbers, etc. Only heat-
stress trained workers to be allowed to work on-site.
i. The consumption of daily water drinking during the general work and special
work in the hot environment.
ii. The importance of report given by employee to management, and the details
of the report.
iii. Specific procedure of SINOPEC for responding to heat illness event,
Including the contact of management, emergency treatment, medical service,
etc.
iv. Introduction of SINOPEC clinic and its staffs.
v. First aider training also will include the heat stress treatment.
vi. Heat Stress contents to be discussed everyday in the tool-box talks during
hot season and Ramadan.
vii. Assignment of light work to vulnerable workers like Ramadan-fasting workers,
newly arrived workers, workers on medication or pre-existing medical
condition like hypertension, diabetes etc.
viii. Heat stress related educational information related to heat stress conditions,
illness/symptoms and preventive measures will be displayed on bulletin
boards in rest shelters, bill boards in workers mess hall area, time-card
stamping area, in camp. In addition, distribute heat stress information at
safety meetings/talks, etc., in a form suitable for workers (e.g., laminated
pocket cards).
ix. knowledge of emergency reporting and response procedures, including the
location of the nearest medical facility with a qualified medical doctor.

SINOPEC will utilize physiological monitoring based on “Guidelines for Limiting Heat Strain” to
determine stay-times for individuals performing work in hot weather or impermeable clothing.
These guidelines remove a worker from duty when body temperature exceeds 38.5 degrees C
for medically fit for the work task and acclimatized personnel, or 38 degrees C in medically unfit
for work task, unacclimatized workers. Physiological monitoring may be performed by a
number of means including heart rate monitoring or core temperature surveillance utilizing
tympanic (eardrum) thermometers. These types of monitoring techniques utilize the same
physiological criteria that the widely known but infrequently used Wet Bulb Globe Temperature
(WBGT) index is designed to protect the worker against, however they are both methods that
measure actual heat strain on the worker, not environmental conditions that an acclimatized
worker may or may not experience problems with.
For tympanic monitoring, the worker is simply removed from the hot condition when his core
temperature exceeds the above-mentioned action levels, and when heart rate monitoring is
utilized. The heart rate (HR) is measured by the radial pulse for 30 seconds as early as
possible in the resting period. The HR at the beginning of the rest period should not exceed
110 beats/minute for most individuals. The maximum rate is based on an individual’s base rate,
which varies across the population. If the HR is higher than 110 beats/minute, the next work
period is shortened by 33 percent, while the length of the rest period stays the same. If the HR
still exceeds 110 beats/minute at the beginning of the next rest period, the following work cycle
is further shortened by 33 percent. The procedure should be continued until the HR is
maintained below 110 beats/minute.
