TITLE: EA Pavement Reinstatement Proposal

QUERY:

With reference to the step detail between new and existing paving layers as shown on DWG HE608073-JAC-HPV-
S02_2A_VERGE-DR-CH-0201 the sub-contractor would like to propose the following:

1. Use existing vertical saw cut edge of carriageway which is approximately 500mm deep and butting up the
145mm base layer to this, then planning a 105mm deep x 200mm wide binder step and then subsequently a
further 200mm wide x 40mm step for surface course. By doing so you should still be outside the WTZ of the
new Lane 1. (see attached cross section)

2. Regarding narrow tapered ends, proposal to leave CKD out where there is less than 1.5m working width and
prepare the sub base at 1.5m width, up to where the kerbs theoretically end, then lay a 1.5 m wide strip of
base and binder (which can be compact to the required density). This can then be subsequently saw cut and
broken out to allow the kerbs to be laid after the base/binder in this narrow location.

3. Surface course can then be laid as normal once the kerbs are in place and manholes lifted to FRL.

4. Note, if point 1 is not accepted, there will be a requirement to excavate wider into the existing hard shoulder
and one would need to be mindful of the nearside WTZ. If the surface course becomes much wider, we
would recommend planing out all of the hard shoulder and relaying, rather than having a ½ lane width of
planing and resurfacing.

DESIGNER’S RESPONSE / COMMENTS (WHERE APPLICABLE):

The sub-base/base will also need to be stepped, which would help to remove some of the existing asphalt that’s
breaking away along the saw cut and would leave a minor void/weakness if you paved against it. Is the pavement in
poor condition or this perhaps from having being exposed for a while or from the saw cutting?

SHW 903.32 states ‘Where an existing road pavement is resurfaced, joints in the surface course shall coincide with
either the lane edge, the lane marking, or the middle of a traffic lane, whichever is appropriate’. Therefore the
proposed extent of surfacing is not compliant and it should be take to the middle of the lane or across the full lane,
which is of course a superior solution and we will accept either.

The principle of over constructing the pavement and cutting it back is fine. However, saw-cutting is very rarely
undertaken well enough to not leave a void between kerb and the paved layers. Any infilling of such voids is a
departure, so whilst we like the principle we don’t think it is achievable.
