(*) With a view to reducing the volume of paper, the MSC and
MEPC agreed that, every uneven session of the Assembly,
whole of the revised Survey Guidelines under the
Harmonized System of Survey and Certification
incorporating all amendments is adopted in a consolidated
version but, every even session of the Assembly, only
amendments to the Survey Guidelines are adopted with the
proviso that a consolidated version of the Survey
Guidelines is prepared by the Secretariat and posted on
IMO web site.

HSSC on vessels flying Panama flag.

• Applicable for all ships entitled to fly the flag of the


Republic of Panama on or after 17 February 2008.

HSSC PROVIDES FOR:

• A one-year standard interval between surveys, based on


Initial, Annual, Intermediate, Periodical and Renewal surveys
as appropriate;

• A scheme for providing the necessary flexibility for the


execution of each survey with the provision that the Renewal
Survey may be completed within three months before the
expiry date of the existing certificate with no loss of its
period of validity;

• A maximum period of validity of five (5) years for all


certificates for cargo ships;

• A maximum period of validity of 12 months for the


Passenger Ship Safety Certificate;

HSSC PROVIDES FOR:

• A system for the extension of certificates limited to three (3)


months to enable a ship to complete its voyage (or one
(1)month for ships engaged on short voyages);
• When an extension has been granted, the period of validity
of the new certificate is to start from the expiry date of the
existing certificate before its extension.
• The main changes to the SOLAS and Load Lines Conventions
are that Annual Inspections have been made mandatory for
Cargo Ships and unscheduled inspections have been
discontinued.
• Other changes refer to Survey intervals and requirements.

• Initial survey

• A complete inspection before a ship is put into service of


all the items relating to a particular certificate to ensure
that the relevant requirements are comply with and that
these items are satisfactory for the service for which the
ship is intended.
• (Applicable to new building ships only)

condition and fit for the service for which the ship is

• Is the same as a Periodical Survey but leads to the issue of
a new certificate (Applicable to all Ships)

 Some Classification Societies or Recognized Organizations


use the term “Special Survey”, “Periodical Survey”,
“Renewal Survey”, “Special Periodical Survey, “Class
Renewal Survey” instead of “Renewal Survey” but is the
same survey.

• Only the Cargo Ship Safety Construction Certificate (CSSC)
will be used as the basis to implement the HSSC considering
that this certificate governs the intervals for the minimum of
two (2) inspections of the outside of the ship’s bottom during
any five (5) period in accordance with SOLAS, Chapter I,
Regulation 10 (a) (v).
• The validity of the current CSSC Certificate will be used as
the official date to start the implementation of HSSC on a
particular vessel

(CSSC) expires first than the other Statutory Certificates

• The other Statutory Certificates, for example: CSSE, CSSR,
ILL, IOPP, IAPP, etc, are also to be re-issued in HSSC format
at the same time when the CSSC Certificate will be issued in
HSSC format.

• The date of validity of the other statutory certificates (CSSE,
CSSR, IOPP, IAPP, etc) will be adjusted to correspond with the
validity date of CSSC Certificate issue under HSSC format.

• If the Renewal Surveys of the other Statutory Certificates


(CSSE, CSSR, ILL, IOPP, IAPP, etc), have been completed
within three (3) months of the completion date of the
Renewal Survey of the CSSC Certificate, then the Renewal
Surveys of the other Statutory Certificates (CSSE, CSSR,
ILL, IOPP, IAPP) can be credited and a general examination
with the scope of an Annual Survey of these Statutory
Certificates and need only be completed pursuant to the
issuance of the HSSC statutory certificates with a validity of
five (5) years.

• The other Statutory Certificates, for example: CSSE, CSSR,


ILL, IOPP, IAPP, etc, are to be renewed in HSSC format with
their validity date limited to the validity date of the current
CSSC Certificate. This will establish a new Anniversary Date
for the other Statutory Certificates (CSSE, CSSR, ILL, IOPP,
IAPP, etc ) so that when the CSSC is renewed , all the other
Statutory Certificates (CSSE, CSSR, ILL, IOPP, IAPP, etc ) will
then be renewed and re-issued with a five (5) validity period
with the same survey due date.

• Harmonized Certificates (full term certificates) are
to be issued only by ICS-Head Office valid for a
maximum validity of five (5) years from the
completion date of the Renewal Survey of Cargo
Ship Safety Construction Certificate (CSSC).

Issue of Statutory Certificates under HSSC

• Anniversary date means the day and the month of each year
which will correspond to the date of expired of full term
certificates.
• Refer to SOLAS, Chapter I, Regulation 2 (n), Load Lines,
Article 2(9) & MARPOL, Annex I, Regulation 1/27.
• In the case of CSSC, IOPP, NLS, IAPP, the Chemical and Gas
Carrier Codes, an Intermediate Survey is to be held in place
of the 2nd or 3rd Annual Survey.
• In the same period of time a Periodical Survey is to be held
within 3 months before or after the 2nd or third 3rd
anniversary date of the full term CSSE Certificate which shall
take the place of one of the Annual Survey.

Issue of Statutory Certificates under HSSC

• In the case of CSSR Certificate only a Periodical Survey is


to be held within 3 months before or after each
anniversary date of the full term CSSR Certificate. Annual
or Intermediate Survey are not applicable for CSSR
Certificate
• For CSSC Certificate two (2) bottom surveys are required
to be held during any five (5) year period.
• Certificates should be endorsed in the space provided on
full term certificates as appropriate
• For Passenger Safety Certificates, a Renewal Survey is
required annually.
• For International Load Line Certificate, an Annual Survey
is required annually.

Periodical Survey of the Outside of the
Ship's Bottom and Related Items

• There is to be a minimum of two (2) examinations of the


outside of the ship’s bottom and related items during each
five-year period of validity of the Cargo Ship Safety
Construction Certificate (CSSC). One such examination is to
be carried out in conjunction with the Renewal Survey of
the CSSC. In all cases the interval between any two (2)
such examinations is not to exceed 36 months.

• “Exceptional Circumstances” means unavailability of dry-


docking facilities; unavailability of repair facilities;
unavailability of essential materials, equipment or spare
parts; or delays incurred by action taken to avoid severe
weather condition.
• Examinations of the outside of the ship’s bottom and related
items of ships is normally to be carried out with the ship in
dry-dock. However, consideration may be given to alternate
examination while the ship is afloat as an In-water Survey,
• Special consideration is to be given to ships of 15 years or
over before being permitted to have such examinations.

• For Oil Tankers, Bulk Carriers, Chemical Tankers, Double Hull


Oil Tankers, Double Skin Bulk Carriers, General Dry Cargo
Ships and Gas Carriers, references and specific instructions
are included on the Unified Requirements concerning Survey
and Certification (UR Z).

• Scope of the survey


• When a ship is in dry-dock or on a slipway, it is to be
placed on blocks of sufficient height and with the
necessary staging to permit the examination of elements
such as shell plating including bottom and bow plating,
stern frame and rudder, sea chests and valves, propeller,
etc.
• The shell plating is to be examined for excessive corrosion
or deterioration due to chafing or contact with the ground
and for any undue unfairness or buckling. Special
attention is to be paid to the connection between the bilge
strikes and the bilge keels. Important plate unfairness or
other deterioration which do not necessitate immediate
repairs is to be recorded.

• Sea chests and their gratings, sea connections and


overboard discharge valves and cocks and their fastenings to
the hull or sea chests are to be examined. Valves and cocks
need not be opened up more than once in a Renewal Survey
period unless considered necessary by the ICS Surveyor.

• Visible parts of rudder, rudder pintles, rudder shafts and


couplings and stern frame are to be examined.

• If considered necessary by the ICS Surveyor, the rudder is


to be lifted or the inspection plates removed for the
examination of pintles. The clearance in the rudder bearings
is to be ascertained and recorded. Where applicable,
pressure test of the rudder may be required as deemed
necessary by the ICS surveyor.
• Visible parts of propeller and stern bush are to be examined.
The clearance in the stern bush and the efficiency of the oil
gland, if fitted, are to be ascertained and recorded. For
controllable pitch propellers, the ICS Surveyor is to be
satisfied with the fastenings and tightness of hub and blade
sealing. Dismantling need not to be carried out unless
considered necessary by the ICS Surveyor.
• Visible parts of side thrusters are to be examined.

In-Water Surveys

• The ICS-Head Office will accept an In-water Survey in lieu


of the Intermediate Docking between Renewal Surveys
required in a five (5) year period on ships where suitable
protection is applied to the underwater portion of the hull.

• ICS-Head Office under special circumstances will accept


an In-water Survey in lieu of the Intermediate Docking
Survey mandatory between Renewal Surveys required in
a five year period. In-water Surveys is not applicable
under any circumstance for Bulk Carriers & Oil Tankers
exceeding 15 years of age subject to the ESP (Enhanced
Survey Programme).

of Intermediate Docking Survey
under special authorization

• The In-water Survey is to provide the information


normally obtained from a docking survey. Special
consideration shall be given to ascertaining rudder
bearing clearances and stern bush clearances of oil
stern bearings based on a review of the operating
history, on board testing and stern oil sample reports.
These considerations are to be included in the
proposals for in-water survey which are to be
submitted in advance of the survey so that satisfactory
arrangements can be agreed with the ICS Surveyor &
ICS-Head Office.

In-Water Surveys

• The In-water Survey is to be carried out with the ship at


light draught in sheltered water and preferably with weak
tidal streams and currents. The in-water visibility is to be
good and the hull below waterline is to be sufficiently
clean to permit meaningful examination.
The ICS Surveyor is to be satisfied with the methods of
localization of the divers on the plating, which should
make use where necessary of permanent markings on the
plating at selected points.

• The equipment, procedure for observing and reporting the


survey are to be discussed with the parties involved prior to

In-Water Surveys

• The In-water Survey is to be carried out by a qualified diver


under surveillance of ICS Surveyor. The diver is to be
employed by a firm approved as a Service Supplier
according to the Instructive Requirements for Service
Suppliers.
• Refer to the Instructive Requirements for Service Suppliers
I-CI-24 (I)
• Refer in addition to the Statutory Notices No.102/2015
adopted on 08-April-2015 & No.107/2015 adopted on 15-
May-2015.
• If the In-water Survey reveals damage or deterioration that
requires early attention, the ICS Surveyor may require that
the ship be dry-docked in order that a detailed survey can
be undertaken and the necessary repairs carried out
properly.

In-Water Surveys

• Firms, Companies or Independent Divers carrying out in-


water surveys of ships duly approved and recognized by any
IACS member will be accepted by ICS-Head Office.
• The ICS Surveyor is to be satisfied with the method of
pictorial representation, and a good two-way communication
between the ICS Surveyor and divers is to be provided

The last two (2) inspections of the outside
of the ship’s bottom

• Very Important Reminder: The date of the last two (2)


inspections of the outside of the ship’s bottom should be
confirmed by ICS Surveyor and will be recognized by ICS-
Head Office at the time of issuance of full term Cargo Ship
Safety Construction Certificate (CSSC) if an objectives
evidences is received accordingly.

• Objectives Evidences means: Statement issued by a


Shipyard with supported documents, for example: Docking
Report or In-Water Survey Report including reports of
thickness measurements of hull structures and other
technical documentation in relation with the inspections of
the outside of the ship’s bottom.

• The guidelines on the Enhanced Survey Programme (ESP)


during inspections of Bulk Carriers and Oil tankers were
adopted on November 4, 1993 by the Resolution A.744(18)
as amended, and subsequently made mandatory under
SOLAS, Regulation XI-1/2. which entered into force on
January 1, 1996.

The 2011 ESP Code provides requirements for an enhanced


programme of inspections during surveys of single-hull and
double-hull bulk carriers and of single-hull and double-hull
oil tankers, in accordance with the provisions of SOLAS
regulation XI-1/2 and in line with the IACS UR Z10 series.

The 2011 ESP Code provides, in particular, special


requirements for:
• renewal, annual and intermediate surveys
• preparations for surveys
• documentation on board
• procedures for thickness measurements
• reporting and evaluation of surveys.

• SOLAS Regulation XI-1/2 requires that Bulk Carriers and Oil


Tankers be subject to ESP in accordance with Resolution
A.744(18), as may be amended subsequently.
• ESP carried out during periodical survey(1).
• The ESP may be commenced at the fourth (4th) annual
survey and be progressed during the succeding year with a
view to completion by the fifth (5th) anniversary date of the
CSSC.

use the term “Special Periodical Survey” or “Class Renewal
Survey” instead of the term “Special Survey”, but it is the

purpose of ensuring that the hull hatch covers, coamings
and piping are maintained in a satisfactory condition and

• Annual surveys are to be held within 3 months before of
after the Anniversary Date of the CSSC.
