EXECUTIVE SUMMARY

Public health administration is the application of administrative process and methods which are
used in carrying out the objectives of health in an organized community. Management is
commonly viewed as consistent of much function. There is no consensus among various writers
of management for function.
Organizing: “Any collection of persons, materials, procedures, ideas or facts so managed &
ordered that in each case the combination of all makes a meaningful whole that at achieving
organization objectives.”
Staffing: It is the process of acquiring, deploying, and retaining a workforce of sufficient
quantity and quality to create positive impacts on the organization's effectiveness.
Directing: Directing means making decisions and issuing orders and instructions. Direction
embraces those activities which are related to guiding and supervising subordinates.
Controlling: It consists of verifying whether everything occurs in conformities with the plans
adopted, instructions issued and principles established. It ensures that there is effective and
efficient utilization of organizational resources so as to achieve the planned goals.
Coordinating: It is an art of convincing and act of influencing other and putting them together in
achieving the objective or goal.
Recording and Reporting: Record is the document that memorializes and provides objective
evidence of activities preformed, events occurred, result achieved, or statements made. The act
of entering or recording documents set down in writing or the like, as for the purpose of
preserving evidence.
Budgeting: It is the key to financial management. Budgeting means fiscal planning, control and
accounting.

CHAPTER I
INTRODUCTION
1.1 Background
JANTRA is a non-profitable, service-oriented and result oriented non-government organization
established under Social Welfare Act of Nepal. JANTRA is affiliated with Research Institute of
Tuberculosis/Japan Anti-Tuberculosis Association. JANTRA is leading and pioneer NGO in the
field of public health issues especially in Tuberculosis focusing to Urban and hard to reach areas
of Nepal. Primary beneficiaries of the JANTRA are poor, ultra-poor, marginalizes, underserved
and deprived population who are living far from the accessibility health service. Japan-Nepal
Health and Tuberculosis Research Association (JANTRA) is a non-profitable, result based and
non-government organization. JANTRA is affiliated with Research Institute of Tuberculosis
/Japan Anti-Tuberculosis Association, Japan as a sister organization in Nepal. JANTRA has a
track record (10 years) of working at grass-root levels with the poorest and marginalized people
including slum and semi-slum population. From the beginning, it has highlighted Urban TB
Control and started providing service in slum and semi-slum areas. JANTRA has clear vision
community free of TB, Every person has the right and access to TB care and support, stigma and
discrimination have no place; and all have a better quality of life.
JANTRA has been working in the field of the Tuberculosis Control Program through gap
analysis, designing effective models and mobilizing urban TB volunteers in the Kathmandu
Metropolitan City. JANTRA believes community participation is key to success any public
health interventions. We work in close coordination and collaboration with the National
Tuberculosis Program (NTP), concerning stakeholders and partners. JANTRA is a permanent
member of the Nepal Stop TB partnership (Tuberculosis Control Network). I have chosen this
organization because it has been one of the influential organization among the health sector of
Nepal and it has been focusing on the tuberculosis sector and has some effective results and
projects regarding their mission, vision and goals.

1.2 Objectives of the study
 To analyze the POSDCORB view of an organization.
 To analyze the strength, weakness, opportunities and challenges of an
organization.
 To find out the projects of the organization.
 To find out the administration and functioning of the organization.

The organization was selected randomly by ourselves as per the curriculum of BPH sixth
Semester.

INTRODUCTION OF ORGANIZATION
3.1 Mission
To franchise in the prevention/control of Tuberculosis, Public Health and Social
Development issues in Nepal.
Thematic Working Areas:
 Policy and Advocacy at all level
 Community System Strengthening (CSS)
 Knowledge Management
 Partnership and networking (Nationally and Internationally)
3.2 Objectives and action of JANTRA:
 To enhance collaboration between TB patients, civil society organizations, Research
Institutions, Universities, government agencies.
 To help to care and support for those who are infected and affected by Tuberculosis,
for the purpose of controlling all forms of TB (TB, DR, TB/HIV).
 To reduce stigma and discrimination related with TB and its co-infection.
 To improve community health through designing innovative models and its effective
implementation up to grassroots level by knowing the local context.

3.3 Strategies:
JANTRA has encompasses following strategies to implement program in field level to
make program activities efficient and effective. Similarly, staff members of JANTRA fully
consider the value of penny and how to transfer effort towards results:
 Operational mobilization of community and stakeholders
 Partnership and networking for collaborative initiation and resource sharing
 Result based advocacy
 Consistent IEC/BCC to change practice and behavior of target population
 Strengthen local formal and informal health institutions to enhanced quality health
service
 Sharing best practices and knowledge management

3.5 POSDCoRB View


1) Planning
JANTRA aims to reduce stigma and discrimination related with TB and its co-
infection and to help, care and support for those who are infected and lead them dignified
life in a society through provision of proper health care facilities. According to aim,
objective of the project the JANTRA make a different type of planning to achieve their
ultimate goals.
Planning should be done on the basis of allocation of budget, resource availability and
need of infected people and planning may be like as short term and long-term, financial
and tactical planning which includes the various planning process of health camp, mobile
health services, Transit clinics, Vocational training and others.
All the process of planning should be carried out with the coordination with so many
likeminded organizations for the benefit and welfare of the street children.

2) Staffing
At present, there are 26 staffs in the organization, out of which 15 are women and
11 are male. Staffing process includes staff recruitment through the vacancy
announcement, selection process from written exam and interview method and after
selection appropriate training is provided to new employee for providing him/her about
the general knowledge about the organization.
Performance appraisal should be done in the organization for betterment of the employee
and ultimate goals to achieve the organizational goal and objectives. It includes the self-
appraisal, superior appraisal, Peer appraisal are used in the organization.
Staff grievances and negotiations of this organization should be done on the basis of
organization rules and policy.

3) Directing
Directing is a continuous activity as it continuous through life of the organization.
In JANTRA, the manager provides guidance and inspiration to his/her subordinates. The
executive director conducts board meeting timely of different activities. Direction
functions are carried out by managers and an executive at all the levels through the
working of an organization. A subordinate receives instructions from his/her superior
only. Through direction functions/responsibilities are delegate to the subordinates.
4) Coordination
Both vertical and horizontal coordination are presented under intersectoral coordination
between the different departments and sections within the organization. JANTRA also
built strong network with Government Organization, Non-Government Organization, and
INGOs and other social organizations example as: JATA, WHO etc.
5) Reporting
The reporting is done quarterly, biannually and annually depending on the projects. Each
program has its own reporting and recording system as per the need of the program and
the donor agencies.

6) Budgeting
The organization is funded by many bilateral organizations of Japan. In JANTRA,all the
evaluation related to budgeting is carried out by Finance officer. Finance officer carried
out Economic evaluation of the project and organization in terms of cost Benefit analysis,
cost minimization and cost utility analysis.
On the basis of Budget allocation from the funded organization, finance department of the
organization would releases the budget on the different programmes of an organization.

CHAPTER IV
CONCLUSION

 One day’s field visit on practical study about POSDCORB MODEL OF JANTRA (Japan-Nepal
Health and Tuberculosis Research Association) was done to gain knowledge about the
organization. The organization follows POSDCoRB MODEL PLANNING each department has
conducted their respective activities affectively to achieve the goal.
The main objectives of JANTRA is to enhance collaboration between TB patients, civil society
Organizations, Research ,Institution, Universities, Government Agencies, to help to care and
support for those who are infected and affected by tuberculosis for the purpose of controlling all
forms of TB ,to reduce stigma and discrimination related with TB and its infection and also to
improve community health designing in innovative models and its effective implementation up
to grassroots level by knowing the local context.
The JANTRA conduct the programme and activities in a coordinated manner and they usually
have the coordination with IOM, JATA, RTA, WHO, Urban Health Clinic etc.
