EXECUTIVE SUMMARY

Community is an essential place of individuals who are their first need. In a


community there are different activities, programs, and other organizations towards
community development which is very important in a community for the sake of
every individuals who living there. If there are no residents, there is no community
and if there is no community, there are no residents.

As a resident of this community, the municipality of Catarman, I am initiating


to implement activity that is relatively in the environment such tree planting. One of
my first experience activity I did in the community is tree planting in the Barangay
Banihit, municipality of Catarman through the activity of the Municipal Environment
and Natural Resources Office (MENRO) that located in Barangay Acacia, near from
Freedom Park.

Thus, I am implementing tree planting activity in the community by the help


of Department of Environment and Natural Resources (DENR), Municipal
Environment and Natural Resources Office (MENRO), and the residents of every
barangay.

COMMUNITY PROFILE

Northern Samar's capital, Catarman, is home to the University of Eastern


Philippines, a repository of the region's rich history.In PALAPAG one can see the
remnants of a town still steeped with its historicity tied to the SUMUROY REBELLION.
Northern Samar (Waray: Amihanan Samar/Norte san Samar; Tagalog: Hilagang
Samar), officially the Province of Northern Samar, is a province in the Philippines
located in the Eastern Visayas region. Its capital is Catarman and is located at the
northern portion of the island of Samar. Catarman is a coastal municipality in the
province of Northern Samar. It serves as the provincial capital. The municipality has a
land area of 464.43 square kilometers or 179.32 square miles which constitutes
12.57% of Northern Samar's total area. The population of Catarman was seventeen
thousand and five hundred sixty-nine (17,569) people, with a density of 330
inhabitants per square kilometre or 850 inhabitants per square mile.

Barangay Baybay, located after Barangay Talisay. Baybay is a barangay in the


municipality of Catarman, in the province of Northern Samar. Its population was six
thousand and four hundred (6,400). This represented 6.54% of the total population
of Catarman. Ages 1 to 39, 78.31 percentile and ages 40-80, 21.59 percentile.

Barangay Acacia, located at Centra l School. Acacia, formerly Poblacion, is a


barangay in the municipality of Catarman, in the province of Northern Samar. It was
two hundred twenty-three (223) population there. Ages 1-39, 68.8 percentile and
ages 40-80, 38.22 percentile.

Barangay Jose Abad Santos, located along Barangay Talisay. Barangay Jose
Abad Santos, formerly Poblacion, is a barangay in the municipality of Catarman, in
the province of Northern Samar. Its population was two thousand and two hundred
twenty-one (2,221). This represented 2.29% of the total population. Ages 1-39, 76.68
percentile and ages 40-80, 23.33 percentile.

INTRODUCTION TO THE PLAN

Climate change is being experienced globally. One of its effect, as experience


is the intensified rainfall causing some places to be flooded frequently. Philippines
has a rainy season thus flooding is a great challenge both to the government and
constituents. It is being experienced by some provinces of the country and one of
them is the province of Northern Samar and Catarman is its capital town. Catarman,
officially the Municipality of Catarman, is a first class municipality and capital of the
province of Northern Samar, Philippines.

But is the flooding problem being addressed that is flooding has already
stopped, is now becoming less intense or less frequent because of having a drainage
canal. One of the main reason of flooding are lack of planted trees, almost all land
ways are cemented that there is no space to be planted trees, and also the solid
wastes of individuals thrown in their drainage canals. Individuals are the cause of
occurring climate change, many of the barangays still need a considerable to plant
trees to prevent flooding.

It is the purpose of this study to investigate the flood conditions and the
reasons for flooding in Catarman, Northern Samar. Specifically, this study aims to:

1. determine the demographic profile of the barangays;

2. estimate the density of area to be planted in the barangay; and

3. determine the reasons of flooding as experienced by the residents in the


every barangays.

DESCRIPTION OF HOW THE PLAN WAS DEVELOPED

This plan developed by searching the one issue of the community particular the
selected barangays which are Barangay Baybay, Barangay Acacia, and Barangay Jose
Abad Santos. The issue or problem of the selected barangays is having a flood
because of lack of planted trees, trees are one of key to prevent flooding in
community or barangay, and lack of drainage canals. Thus, this tree planting activity
plan is essentially implement towards healthy community development.

INFORMATION OF WHO WAS INVOLVED IN THE DEVELOPMENT OF THE PLAN

Department of Environment and Natural Resources (DENR), Municipal


Environment and Natural Resources Office (MENRO), and the residents of every
barangays are involved in the development of this plan.

The Department of Environment and Natural Resources (DENR) is responsible


for the conservation, management, and development of the country's environment
and natural resources. It shall ensure the proper use of these resources and the
protection of the environment within the framework of sustainable development.
The DENR shall have the primary responsibility of periodically informing all agencies
concerned on current environmental updates, including identifying priority
environmental education issues for national action and providing strategic advice on
the environment.

The MENRO shall take charge of the Municipal Environment and Natural
Resources Office and shall take charge to manage, conserve, preserve, and protect
the environment and natural resources of the municipality and develop plans and
strategies and upon approval, by the mayor, as the case may be implement the
same, particularly those which have to do with environment and natural resources
programs and projects which the mayor is empowered to implement and which the
sanggunian is empowered to provide for under this Code;

a. establish, maintain, protect and preserve communal forests,


watersheds, tree parks, mangroves, greenbelts and similar forest projects and
commercial forest, like industrial tree farms and agro-forestry projects;

b. provide extension services to beneficiaries of forest development


projects and technical, financial and infrastructure assistance;

c. manage and maintain seed banks and produce seedlings for forest and
tree parks;

d. provide extension services to beneficiaries of forest development


projects and render assistance for natural resources-related conservation and
utilization activities consistent with ecological balance; and
e. promote the small-scale mining and utilization of mineral resources,
particularly mining of gold;Coordinate with government agencies and non-
governmental organizations in the implementation of measures to prevent and
control land, air and water pollution with the assistance of the Department of
Environment and Natural Resources.

Punong Barangay should determine the problem and refer it to the
municipality or city to provide a solution and should be given responsibility in getting
the residents to:

a. keep the barangay clean and free of waste;

b. to not pollute the rivers by throwing waste in them and using them as
toilet or for cleaning clothes; and

c. keep the land ways clear and to not have flood.

If some barangay citizens could not be persuaded to do these things, the


Punong Barangay should report them to the municipality and the police for violation
of laws and ordinances, and let these authorities do what is necessary.

INFORMATION ABOUT WHO WILL MANAGE THE IMPLEMENTATION OF THE PLAN

The community Mayor Francisco Aurelio Rosales III will implement this Tree
Planting Activity Plan to start this activity in 24th day of June year 2023, Saturday at
exactly 8:00 o'clock in the morning. He has the power to implement every different
implementation that is why, hoping to implement this essential activity plan.

Engineer Jay Ar Lim will manage this activity plan. He is the Office in Charge in
Municipal Environment and Natural Resources Office (MENRO). He is graduated the
course Bachelor of Science Civil Engineering.

OTHER INFORMATION THAT IS IMPORTANT TO THE PLAN

The community will lessen of keeping flood because of Tree Planting Activity
that implemented by the Community Mayor Francisco Aurelio Rosales III and
managed by Engineer Jay Ar Lim and by the initiatives of residents of every
barangays. Because of them issue/problem of mentioned selected barangays which
are Barangay Baybay, Barangay Acacia, and Barangay Jose Abad Santos towards
healthy community development.
