MASANGCAY Education Program Supervisor VIL Rationale K-12 science education program targets to nurture citizens with sound literacy on science and technology (Corbett et al. 2014; Dayton Regional STEM Center, 2011). As stipulated in DepEd Order No. 21, s. 2019 or Policy Guidelines on the K to 12 Basic Education and emphasized in Science Curriculum Guide, specifically Conceptual Framework, the program is directed to produce individuals with effective communication, critical and creative problem-solving skills, responsible stewardship of nature, innovative thinking skills, and informed decision making, demonstrating scientific inquiry skills, understanding, and applying scientific knowledge and developing scientific values and attitudes (Deped, 2013). These attributes are strongly anchored on the demand of the global criteria of competitiveness - the 21+ century skills as mirrored on UNESCO Report entitled, E2030: Education and Skills for the 21+ Century. In the Philippines, the transition of science education in terms of curriculum necessitates the construction of assessment tools and strategies that can be used in collecting feedback and weighing the effectiveness of teaching methods in science based on the emphasized learning theories and teaching approaches in the science education framework along with the implementation of the K-12 basic education program. res Feedback and assessment work together to create relevant improvement in delivering quality science instruction. DepEd Order No. 8, 2015 or Policy Guidelines on Classroom Assessment for the K to 12 Basic Education Program through Division Memorandum No.154 or Tanaw-Agham 2024: A Division Pedagogical Model in Science defines assessment as a process of gathering quantitative and qualitative data about student learning, before, during and after teaching endeavors. This, classroom endeavor monitors the acceleration of students towards learning. Furthermore, it also gives the teacher sufficient information about modifying and pursuing strategies and techniques that will be employed in the classroom. Assessment results validate whether a certain pedagogical system utilized to transfer course content works or not. In general perspective, assessment effectively provides valid and appropriate feedback to support the continuous improvement of teaching and learning process. Thus, the project eyes on creating division item bank in science across grade levels to increase the magnitude of assessment in establishing a stable and reliable feedback system. VIL. Objectives With the cited situational rationale, the project is governed by its primary aim to craft handbook guide that is contextualized, localized, and applicable to the needs of the teachers in conducting practical and authentic action research. It is also directed to refine the completed action research from the previous endeavor. Explicitly, this venture will realize the following objectives: 1, Develop science tests items that measure scientific cognitive skills of the learners based on the target learning competencies (MELCs) 2. Create division science test item bank for school utilization in making quarterly tests 3. Content and Methodologies For the conceptual considerations and processes, the project adopts the stipulation cited in Division Memorandum No. 16 s. 2023 or Tanaw Agham 2024: Policy Guidelines on The Implementation of Project Atoms (Assessment Tools toward Opportunities and Mastery in Science). In addition, Division Memorandum No. 29 contains all the templates necessary to realize the item development processes. IX. Expected Output ‘The project will be beneficial to participants for they will learn the process of developing science test items. Their immersion in the process will serve as good learning experience to devise other outputs. Their learning based on the core knowledge, skills and values (KSaV) acquired from each phase of development can be a sound foundation to possess high adaptation capability in performing the assigned task based on the activity matrix. Additionally, the devised and validated test items and other related will be a great help to teachers who want to conduct action research. The guide will provide the necessary procedures and steps on how to solve problems systematically. Specifically, the guide can also give specifics on designing action research procedures and innovating teaching and learning and educative processes. Considering the envisioned benefits, the project specifically targets to produce/ create: 1. Project ATOMS Science ‘Test Items (Soft and Printed Copy] 2. Project ATOMS Science Test Item Bank 3.
