OVERVIEW

The attempt to further education in the new normal paved the way to various
challenges that the Department of Education has never faced before. In the sight of the
implementation of the different learning modalities, perceptible drawbacks propelled the
sector to undertake critical steps to address these concerns. Though modular distance
learning remedies the need to continue, it is bereft of pivotal aspects that constitute quality
education. According to Guffey (2008), communication plays a very important role in
distance learning to provide instructional support and deliver the curriculum to the learners.
In fact, Moore (1989), the pioneer of the principle of transactional communication theory
argued that the centrality of students of the educational process is necessary to the goals of
education. It is well accepted that communication in this testing time suffers due to several
factors. In response to this, though strengthening the communication link between the vital
individuals in the learning process is necessary, it does not solve all the drawbacks. Out of
the junior and senior high schools in the division, Bulanon Farm School is just one that
adapted the modular distance learning for it did not meet the requirements to offer Online
learning to its learners. Among its 1200 registered enrollees in School Year 2021-2022, only
half of them responded that they own a personal phone regardless if it is a basic phone or a
smartphone. Ergo, the school distributes printed and digitized module to the learners.

For two consecutive years, the teachers have employed various means to eradicate
barriers in the learning process. However, the results show small-scale impact among the
students. The danger of communication loss and lack of educational support among the
learners and their parents have become pervasive which in the long run may position the
learning process over the ledge. In the context of Bulanon Farm School, establishing a

strong foundation of communication has become an impediment all along since only a
quarter of its

population have access to low and high internet connectivity. Nevertheless, this project is
merely a response to spreading effects of the conundrum.

In the 21st century, the advent of technology must have bridged the gaps in learning.
From mobile applications, computer software, to several websites that are designed to
promote scaffolded and independent learning. Sadly, this is not the case to all Filipino
learners. The preponderance of those who lack the means for independent learning is
exigent since these students comprise the majority. As found in the consolidated Learner
Enrolment and Survey form, basic phones are mostly utilized by parents and their children
and by happenstance, they own a smartphone, internet connectivity hinders the optimal
utilization. According to Osborne & Oberski (2004), the multidimensional nature of
technology can effectively enhance students’ flexibility. With the demands of the new normal,
flexibility among students is a necessary skill they must embody for them to realize their
optimum potential.

Litchfield et al (2007) discovered that learners develop positive feedback on the use
of mobile devices in education. He then, therefore, suggests that researchers must begin
investigating how mobile learning can be best utilized in teaching and learning. In Bulanon
Farm School, where most students do not enjoy the luxury of midrange and high-end
gadgets, this project aims to offer attainable and feasible learning experience through an
SMS-based software owned and donated licensed software copies by MYBUSYBEE
Corporation.

INNOVATION DESCRIPTION

Project Rise on TechX was conceived through the benevolence of MYBUSYBEE to Bulanon
Farm School. As the first school to utilize the software in the region, it paved the way for the
proponents to rethink to what was perceived that modular distance learning is the most
viable form of education in the context of Bulanon. Generally, it aims to aid schools in
delivering instruction in the new normal through SMS or widely known as text messaging.
This project is directed to address several learning crises that learners experience amid this
global health threat.

According to the news report of the Inquirer, the Philippines lags behind in acting remote
learning problems amidst the pandemic. In their interview with Diosdado Antonio, Education
Undersecretary for Curriculum and Instruction, he acknowledged that traditional learning was
one of the flaws of the Philippine education system. He told the inquirer that traditional
mindsets take time to change. Thus, it is hard for parents and students to adapt without the
ample amount of scaffolding from the teacher. While it is true that learning activity sheets
and self-learning modules were designed as learner centered, the undersecretary pointed
out that the pillars of students learning must be strengthened through support. The problems
narrow down to one crucial factor which is the students’ engagement.

Project Rise on TechX aims to address several concerns on students’ involvement which is
proven as an important ingredient in academic achievement, administrative functions,
information dissemination, and sustainable support to all other programs and activities of
Bulanon Farm School.

The software donated will not just be utilized primarily as information disseminator, but it is
projected to do its optimum usability. The following are its features, function, and impact to
the school:

CURRICULUM CONTEXTUALIZATION

The result of quarterly report on the MPS in the core subjects in the Junior High
School posit a drastic concern in the over-all academic performance of the school in SMEA
report. Though there is a slight increase as per effort of the teachers, the impact seems
inconsequential and ephemeral. The culprit is the fluctuate on students’ engagement. SMS-
based instruction is perceived to bridge the gap between the goal to increase academic
performance and the increase in students’ engagement. One of its features of the SMS-
based services is the easy two-way communication that it could facilitate collaboration and
interaction, accessing, discovering, discussing, and sharing environmental information. The
database accomplished by each subject teacher enables a send-to-all feature in a form of a
full-message SMS-converted lessons, interactive-response quizzes, programmed flash
messages for submission reminders, and text-based feedbacking of students’ progress. All
of these are the constituted ingredients to spiral the records on academic performance.

SOCIAL WELFARE AND ADMINISTRATIVE FUNCTION

Apart from the conversion of Learning Activity Sheets content and micro-activities into sets
of text message, it is beneficial to use the program for information dissemination and
administrative function. As the world continues to discover wonders of technology and
everything is progressing, the social network begins to tighten its grip in the field of
communication. In this time of no turning back, the only way is forward. As stated above, the
advancement in educational technology changed how education transforms daily lives.
However, EdTech must avoid missing one salient factor- the consideration of equity not just
among students but also to the stakeholders. Truth be told that compared to the beauty of
smartphones, SMS-based instruction is posterior in hierarchy of cutting-edge EdTech, but its
equitability among the stakeholders of Barangay Bulanon makes it ideal and efficacious.
Aside from it is cost effective, it has no other dependencies aside from the service providers.

PARTNERSHIP AND LINKAGES

Apparently, the program can simultaneously send text message to thousands of


stakeholders in just a single click. This text blast can save papers and time in spreading
information not limited to announcement, emergency meetings, abrupt cancellation of
classes due to typhoons, and others. Since the program has a flash message feature, it
expands what other information dissemination is capable of. Thus, the goal to increase the

parents’ engagement just made easier. It is well-established that parents’ engagement
warrants a monumental percentage of students achieving success.

Bulanon Farm School was converted to highlight the agricultural and entrepreneurial skills of
developing learners. This project offers an avenue to advertise the products, advocate for
the

activities, and inform the public regarding the school’s output. Through this, BFS’s linkage
will be strengthened.

SUPPORT TO OTHER PROGRAMS

The school has existing innovations and programs which has overcome the test of
time. As part of its sustainable development, Project Rise on TechX aims to aid these
programs, one way or another, be it for curriculum and instruction delivery or learning
environment delivery. Programs such as LibraRead would benefit not just in the system of
lending and returning of books but also in its reading programs. SUMATA and other literacy
and numeracy programs are just some that could benefit the school in over-all. Moreover,
Project Rise on TechX is also being utilized by the students of Special Program for Foreign
Language- Japanese (SPFL).

INNOVATION STATEMENT

Project Rise on Text aims to:

normal and even in face to face classes

SUSTAINABILITY PLAN

The project shall continue to thrive because of the relentless support of


MYBUSYBEE, SDO-Sagay SGOD, the proponents, the faculty and staff of BFS, and of
course the cooperation of the parents and the students. There have been a lot of researches
conducted in the use of SMS-based instruction in locally and internationally. The plan to
sustain the project revolves in the capacity of the teachers who were confidently chosen to
operate the software at the same time contextualize content to manipulate the program to its
best potential.

Through continuous monitoring, troubleshooting, and feedbacking, lapses will be avoided


and solved in short period of time before other concerns emerge.
