SCOPE OF WORK
1.1 General
1.1.1 The re-development of New Delhi Railway Station project shall be undertaken through this EPC
contract to construct an iconic Railway Station with state-of-art facilities and infrastructure in
accordance with Good Industry Practices and Applicable Laws including sustainable
environment, waste management and cleanliness. The main components of the project include:
Twin Dome Main station building
Linear Station Buildings alongside platform no 1 & 16
Multi modal transit hub on both side of the station,
Railway Housing Type II and III along with Podium
Elevated and on ground Road network
Utilities and Services
Other works as detailed in this Schedule
1.1.2 Schedule C shall be referred duly supplemented by Schedule D for Authority requirements,
outline design & control parameters, specifications and Schedule of finishes.
1.1.3 Design and construction of various works and services as detailed in this Schedule- B is in the
Scope of the present contract.
1.2 Station Building:
1.2.1 Main Station Building: The Station Building shall be constructed on 1,14,775 sqm of land as
earmarked in the Master Plan and shall have a floor area of 2,20,717 sqm approximately. The
Main Station building will be a Twin glass dome structure. The dome shaped roof will have the
maximum height of the dome rising up to about 84 m and 51m for the two crest points
respectively from the Railway Track Level (also referred as +0.00 m level).
The main station building comprises of 6 (G+5) levels. First three levels, i.e. +1.00 m level,
+10.00 m level (Concourse), + 19.00 m level are to facilitate the development for railway
station related facilities such as platform level, arrival and departure concourse including
waiting area and amenities for the public. + 19.00 m level has connection through two skywalks,
one each with two Multi-Modal Transit Hub Buildings on each sides of the Station Building and
the retail area with unpaid concourse to facilitate the non-passenger users.
Next three levels, i.e. + 28.00m level, + 37.00m level and + 46.00 m level are being developed
as part of air space development. This air space development is to facilitatepassengers and attract
non passengers to access commercial areas within the premises of station.
1.2.2 Linear Station Buildings: Apart from construction of the twin dome Main station Building, two
linear station buildings shall be constructed alongside the Platform no 01 & 16 by demolishing
the existing station buildings. Each building will have two floors within overall height of 6.5
from platform level.
Apart from Departure and Arrival lobbies at Ground level these building will house retail shops,
Railway operational areas, waiting rooms and passenger lounges, cloak rooms, service areas
and miscellaneous areas as decided by the Authority.

1.2.3 Construction of Main Station Building and Linear station buildings shall be executed as
described in Annex-BI of this Schedule.
1.2.4 Parcel Facilities shall be constructed as described in Annex-BIII of this Schedule.
1.3 Multi Modal Transit Hub
As part of redevelopment of New Delhi railway station, the station will be well connected with
various other means of transit services to facilitate the arriving and departing passenger to
access and exit station seamlessly. Multi-mode transit hub is planned at either side of the station.
MMTH construction Scope including Parking Facilities & Railway offices is described in
Annex-BII of this Schedule.
1.3.1 Multi Modal Transit Hub -1 (At Ajmeri Gate side)
MMTH at Ajmeri gate integrates public transport in the form of buses, metro, private taxis,
autos, e-rickshaws etc. MMTH-1 consists of two towers (G+7 and G+10 floors respectively)
constructed on combined podium. Ground floor plan includes bus terminal and metro exits and
floors above ground level, up to second floor includes car-parking area and there is provision
of auto and taxis resting and holding areas. Top 5 floors in one tower are for Railway offices
and top 8 floors of another tower are for commercial development.
1.3.2 Multi Modal Transit Hub MMTH -2 (At Paharganj side)
MMTH towards Paharganj side of station shall be of Basement + G+7 floors, Ground floor plan
includes bus halt and floors above ground level up to fourth floor provides for car parking area,
auto and taxis resting & holding areas. Top three floors provide for Railway offices.
1.4 Railway Housing
The Railway housing component comprises of 25 floors of type- II and type III housing. Each
floor consists of 6 units, thus providing total of 300 dwelling units (type-II units – 150 and type
– III units – 150). There will be a combined podium and 2 levels of basement for parking. The
construction of Railway housing shall be executed as described in Annexure-B IV.
1.5 Elevated Corridor & Road Network
The station is well connected with major roads such as Bhavbhuti Marg, Chelmsford Road and
Deen Dayal Upadhyay Marg. Due to the presence of market area, commercial activities and
encroachments, considerable traffic congestion is observed on these major roads. Hence to
provide seamless connectivity to station and to decongest the roads a separate 23 Km-Lane
elevated road network will be constructed for passenger movement. There are four entry ramps
from Basant Road, Chelmsford Road, DDU Marg and Minto Road connecting elevated road for
continuous movement. And there are three exit ramps from elevated road leading to Chelmsford
road, Bhavbhuti Marg and Asaf Ali road.
Apart from the elevated corridors, Basant Road, Chelmsford Road, Bhavabhuti Marg shall be
widened to meet the traffic forecast and integrate seamlessly with the elevated corridor. Road
widening for DDU Marg, Minto Road and Asaf Ali Road is limited to the integration of elevated
ramp with the existing road. Station Road Network shall be undertaken in accordance with and
subject to the terms and conditions specified in Annex-BV of this Schedule-B.
1.6 Other Miscellaneous works
The miscellaneous works are to be done both on Ajmeri Gate side and Paharganj side of the
Station building. The contractor shall design, supply and construct the various works with
approval of Authority. These will include, but not limited to the following
Direct access from the concourse level of Airport Express Metro Station to MMTH 1 ground
level and at elevated road level towards Ajmeri Gate side of the station building, etc.
Development of access roads at grade, landscaping including tree plantation along access
routes
Pedestrian pathways, pedestrian crossings & table top crossings with signals.
Paving of circulating areas as per detailed design
Paved surface parking areas for vehicles, IPTs and NMTs, Buses including pedestrian
connections of these areas with the station building & MMTH.
Arrival /Departure Plazas with canopies, Halt & Go canopies, vehicular holding areas,
Public amenities in circulating areas such as telephone booths, water fountains, street
furniture, street lighting, lighting of all external areas, bicycle lanes and stands etc
Display Boards for Train status & PA system in all circulating areas,
Directional signages, advertisement boards and posts including digital boards.
Entry and Exit Portals to Station Complex with lighting and signage for Station Name.
Smart Station solution and Digital Integration System: The work will include providing
smart station information and management system. This will include digital integration,
content management system and design management. The information pertaining to train
movements, passenger movement, traffic movement within station approach roads etc is to
be integrated to provide solution of circulation management and efficient building
management systems. The provision of display network, signages, station facilities like
VCEs, lighting, HVAC, parking management etc will all be managed by the management
system so created over digital infrastructure.
2. Major Project Components
The Re-development of New Delhi Railway station through this EPC Contract includes design,
construction including all civil, architectural, structural and MEPF works and commissioning of
all components and works as given in this Schedule.
2.1 Station Building and all passenger areas
Twin Dome glass shell roof main station building including concourse areas and floors
above the concourse (Concourse + 04 floors on larger dome of 84 m Height and concourse
+ 02 floors on smaller dome of 51 m height)
Linear Station buildings on both sides along PF no 1 and 16
Parcel offices and associated infrastructure including underground subway at -5 m levelfor
parcel handling on both ends of the platform
All external circulating area including parking etc. Railway/Authority offices, Railway
operation components etc.
MMTH-1 & 2 Buildings including Railway/Authority Offices area above the parking
floors and Skywalks connecting station building to MMTH 1 & 2
Subway (Exit from Platform no. 14, 15 & 16)
Refurbishment of Platforms
Provision of Ballast less tracks on all the railway lines in the platform area
2.2 Bridge and Road Network
All ramps, Elevated roads, bridges & infrastructure including road widening as shown in the
plan including signages, traffic signals, lighting, security camera, etc. (complete on ground
widening and construction of roads, elevated roads) as set forth at Clause 1.5 of this
Schedule.
Underpass below DB Gupta flyover on Ajmeri gate side (dedicated entry road for parcel
movement)
MCD Park with a U-turn at coordinates C-17 and C-18, between Bhavbhuti Marg and Minto
Road (Refer RITES Drawing No. RITES/UT/NDLS/RLDA/2020/10).
Landscaped areas and public greens (Approx. 50,000 sqm area), artwork in and around
station building, Mandatory kiosks
Pedestrian Crossing
• First pedestrian connection is proposed inside station building i.e. on +19 m level.
• Second connection is proposed through departure lobby connecting to elevated road
footpath at + 10 m Level.
All services as provided in Schedule B and Schedule C.
2.3 Railway Housing
Design, Construction, Installation, commissioning and supply of materials for 300 Type II &
III Quarters with total built-up area of 37,184 sq. m including all civil, architectural & all
MEPF works.
2.4 Utilities and Services
Design, supply Construction, Installation, and commissioning of the following infrastructure
work within the scope extent as defined in this Schedule along with connectivity to all proposed
buildings and redeveloped station.
Domestic Potable water network
Waste Water network
Treated water network
Carriage watering arrangement network
Surface water drainage network
Fire detection System, Fire alarm & fire protection systems including fire extinguishers, Fire
hydrant and external Firefighting network
Sewage Treatment Plant
Underground storage tanks for the water supply
Storm water drainage system including Rain Water Harvesting as per applicable norms
Cooling and Ventilation System including Life safety and smoke extract system
Earthing and Lightning Protection System,
Power Distribution System and Lighting System
IT & Data Network System, Public announcement and voice alarm System and Building
Management System.
Security System which includes CCTV system, , Baggage Screening System, Door frame
Metal Detector and Perimeter intrusion system
Train Information Display System,
Master clock system with GPS synchronization and Emergency Telephone system
AV systems at indicated places
OHE works
All other utilities like communication cables, substations street lighting, facade lighting and
other MEPF services including air conditioning systems etc. required for the infrastructure.
2.5 The Contractor shall maintain a constant interface with concerned Authority for the following
works, but not limited to:
Electrical and OHE works
Signalling & telecom works
Integration of station wide IT system with the existing railway system
Track works
Metro systems
2.6 The design and installation of traffic management facilities including IT based system at and
along the Site for smooth operation of road traffic post commissioning as well as during the
construction period including works connected with traffic management.
2.7 Liaising with concerned utility authorities to review the diversion and temporary provision of
utilities during construction. Restoration of utilities and other services disturbed during
construction.
2.8 The Works also includes the demolition of existing buildings and construction of suitable
temporary structures to house such facilities as mentioned in this Schedule - B. The released
materials generated during the execution of the project shall be dealt as per Clause 8.2.1.2 of the
Draft EPC Agreement. The list of released items to be retained by Authority are detailed as
under:

Note:
(i) Released Material other than above shall be taken away and disposed off by the
Contractor as per applicable local by- laws. Released material, like debris &
excavation material, may be used at project site for filling purpose subject to the
condition that it conforms to the specifications as per relevant codes. No other material
may be re-used at the project site.
3.1 Tentative Construction Scheme conceptualized by the Authority assumes the following:
3.1.1 The design and utility shifting phase to effectively commence before the construction of main
components of the project for at least at 4-5 sites and this phase must finish in first six months
after issue of LOA.
3.1.2 The work on MMTH Buildings on both sides shall commence simultaneously.
3.1.3 The work of Railway Housing is independent of the station area works and shall commence
immediately after the design phase.
3.1.4 The work of two linear station buildings (Paharganj side and Ajmeri Gate side) will be taken up
sequentially. When station building on either side (Paharganj or Ajmeri Gate side) is dismantled,
the essential facilities/ services / utilities of that side building shall be shifted to other side station
building to keep the station operational at all times in non-block area.
3.1.5 Signal, Electric & Telecom Cables and equipment: Existing signalling, electric, telecom cables
and equipment are not to be removed or damaged without providing alternative arrangements.
The re-location scheme shall be submitted by the Contractor and approved by Authority before
undertaking any such work.
3.1.6 The work of main station building (up to concourse level) shall be done in Traffic block period.
All the works essential for train operations shall be completed in the respective Traffic block.
a) The yard and Platform lines will be blocked for limited number of platforms so that around
50% platforms remain available for train operations. The traffic blocks including power blocks
when nearly 50% platform lines are blocked, impose heavy repercussions on traffic and train
operations. Such traffic blocks are termed as “Intense Traffic Blocks” and shall not exceed
the stipulated duration of a maximum of 10 months.
b) When yard is blocked partially such that three or more platform lines are blocked but
significantly less than 50% of station platforms, such traffic block periods are termed as
“Planned Traffic Block” and should not exceed the stipulated duration of a maximum of 14
months.
c) Blocking of train operations on individual tracks or platforms upto a maximum of 3 tracks
covering maximum of 2 platforms are termed as “Normal Traffic Block” and will be provided
as per the mutually agreed construction plan and as stipulated at Clause 4.7.5 of Draft EPC
Agreement.
d) The overall “Planned Traffic Block” duration envisaged for the project is 14 (fourteen)
months, which is inclusive of 10 (ten) months duration of “Intense Traffic Block” as depicted
graphically at Clause 3.4.
e) Exceeding duration of Intense Traffic Block will attract penalty at double the rate as stipulated
at clause 4.7.7 of Draft EPC Agreement, while exceeding the duration of Planned Traffic Block
will attract the penalty at the rate stipulated therein. For Normal Traffic Blocks, there is no
specifically stipulated duration and it will be arranged by the Authority as set forth at Clause
4.7 of Draft EPC Agreement and as per the mutually agreed requirements of the Contractor’s
approved Construction Programme.
3.5 The graphical presentation of the activities during traffic block periods is as under:
