This measure was DEFERRED during the 50th Regular Session held
last December 7, 2020.
Yes, for the period of discussion. Cerritos Holdings & Development Corporation
was able to comply and submitted all necessary and mandatory requirements
prescribed in the issuance of a certificate of exception for the construction of additional
three (3) floors with penthouse to existing five (5) storey residential/commercial building
located at Barangay Pag-asa, Quezon City. Thus, the project will contribute to the
continuous development of the areas as it is within the CBD Knowledge Community,
district based on the Quezon City Comprehensive Land Use Plan to 2015 and 2025.
Before we proceed with your motion, I would just like to clarify that in the project
evaluation, it’s as built 9-storey residential/commercial building with two (2) basement
floor parking. So, this is for 9-storeys or 8-storeys, 5 existing and 3 additional? So, 9-
storeys, originally. Ang nakalagay kasi dito sa title natin is three (3) floors with
penthouse to existing five (5) storey. Pero sa project evaluation, it is mentioned that it is
a nine (9) storey residential/commercial building.

lang talaga s’ya, kasama na iyong basement.
So, itong nasa project evaluation has yet to be revised for it to reflect eight (8)?
Ma’am, kasi isinama nila iyong ano, iyong pinakataas, Ma’am, iyong pinaka-roof,
kaya naging nine (9). Pero, originally, eight (8) lang talaga s’ya. So, your observation is
tama po ito dahil na-reassessed po nila; bali, nine (9) po lumalabas kasama iyong
basement, at saka iyong additional floors.
Alright. Let us just put on record that all mandatory and documentary
requirements are complete and fully submitted. Please, confirm.

Madam Chair, all the necessary and mandatory requirements have been
submitted including the Letter of Intent to our Majority Leader Franz Pumaren, including
the LONO, including the Business Permit.
During the Committee on Laws, their AVP for Gaming, Ms. Rosalie Habon, was
present. So, she was questioned thoroughly, also, by the Committees.

Motion to lift from the table PR21CC-516. Hearing no objections, you may
proceed.
This is a resolution asking our Supreme Court to look into the findings of the
District Investigation and Detective Management Division of Quezon City. And as
reported to the QCADAC regarding the drug offenders, so have availed the plea
bargaining on two or more separate cases. Plea bargain as part of the judicial system
has many benefits. It reduces costs; bring cases to a speedy conclusion; reduces of
backlog cases; help bring those guilty of crimes to justice; and decongest the
overpopulated jails. However, the plea bargain, if abused and misused, will be
detrimental to the purpose.

Yes. What is tabled right now is not a resolution urge Congress to amend the
law that would grant … on the system or the mechanism of plea-bargaining agreement.
I’m very concerned, Your Honor, because I was one of the authors in Congress
wherein, we institutionalized plea-bargaining agreement as one of the mechanisms in
declogging the court. Well, what I think, stipulated in the proposed resolution is to
clarify on how we would be able to avail of it right now because, as of now, there is no
entity that would certify if such plea-bargaining agreement has already been
accommodated. Because part of the law, Mr. Presiding Officer, to declog drug cases is
to avail of the plea-bargaining agreement, but this is not totally absolute, there are a lot
of conditions. One condition there is, number one, the weight of the drugs that were
confiscated, ‘no, there is leverage or cap. Then second, it could be only avail of, once,
du’n po nagkakagulo, ‘no, ‘yung certification. So, that resolution would be help a lot in
determining the availability of that mechanisms, so that we would be reducing the
clogging of the Court, as far as drug cases are concerned. Am I correct?
With that, Your Honor, I think, it is much amplified, ‘no, and we agree on the
direction of the resolution. And if there are no more discussions, I move that we
terminate the period of discussions, Your Honor.
Yes, Madam Presiding Office, no objection, and we will submit the amended
version before we confirm this proposed resolution.

Thank you. In order to prevent the high risk of community spread of the virus in
public transportation, the national government issued guidelines for public transportation
operators, such as limiting the number of vehicles available as well as its passengers’
seating capacity. This led to a gap in public transportation for thousands of citizens who
depend on public transit for their daily commute.
It is thus important to leverage the use of bicycle as one form of response to the
impact of COVID-19 pandemic.
This measure, therefore, urges the city government through Honorable City
Mayor Josefina Belmonte to develop a … and implement a city-wide plan that will
promote the use of bicycle amid the COVID-19 pandemic.
We laud the efforts of the city government in the beginning of the implementation
of the first phase of a bike lane project for the cyclists in the city and the distribution of
the free bicycle helmets done last October.
Of course, we would like to laud, of course, this resolution urging the city
government to implement measures that will promote the use of bicycles, which is
aligned with the vision of our beloved mayor who even before the pandemic has
expressed the desire of our city being a walkable and bikeable city. So, we will support
this. I just like to ask if this has been seen by the Committee Chair on Transportation?
And, I’m sure you have had some discussion on the said matter. Are there any
other comments from the rest of the Body?

may I appeal that considering that item no. 8 and 9 are of the same nature. It refers to a
resolution that would authorize the city mayor to acquire certain properties for socialize
housing project, I move that the two measures be tackled jointly. Item 8 and 9, Your
Honor.
Your Honor, PR-586 and PR-587, Your Honor, would reflect the intention of the
city government to acquire certain properties for socialize housing project. One of the

signature projects of the Honorable Mayor is to build houses that would provide a
decent living condition to our residents. And one of the identified sites is one in Bagong
Silangan, and the other one, also, is nearby the same barangay in Sitio Veterans. The
same has been retted, Your Honor, inspected by our Urban Poor Affairs Office. And the
two resolutions, Your Honor, have been approved at the Committee on Urban Poor and
the Committee on Housing.
With that, Your Honor, I move for the approval of the two measures.
Alright. I was supposed to ask Councilor Winne if the executive was consulted,
and if this is part of the plan, but that has been duly answered because the UPAO has
inspected in the Committee level.
I supposed we have had the guests from the executive who have manifested that
this have been included in the plan for socialize housing.

Brothers Foundation will be donating sixty-five (65) computer units (laptops) with an
estimated value of Two Million Two Hundred Eighty Thousand Pesos
(PhP2,280,000.00) to the Quezon City Government.
The civic spirit and generosity of Gokongwei Brothers Foundation during this time
of the COVID-19 pandemic are greatly appreciated by the Quezon City Government.

to the Quezon City Government, but this time, they will be donating computer laptops in
aid of our COVID-19 activities against this virus.

Okay. Madam Presiding Officer, for the period of discussion, many of us have
observed and experienced the negative effects of COVID-19 on a macro level.
Philippine economy has suffered its deepest contraction in 29 years after the GDP
shrunk by 16.9% and 11.5% in the second and third quarters of this year. As
consequence, unemployment has risen significantly.
In a news article dated October 15, 2020, DOLE stated that around 3.5 million
workers have been displaced by the pandemic. And similarly, in a GMA Public Affairs
report dated December 9, 2020, it was reported that the whole Metro Manila has
suffered the highest unemployment rate at 12.4%.
Taking everything into perspective, though the immediate efforts then of the
national government to provide cash subsidy to informal workers was a welcome
development, a more comprehensive and pro-active approach must be taken to avoid
this looming economic meltdown and the potential worsening impacts this could have to
our communities.

that you had mentioned for sure has already, also, ballooned at this point, and a lot of
sectors have been hit, but sabi nila ‘yung first jobbers, young people, maybe your age

CPCLO or Critical Patient Care and Life Options Respiratory and Equipment
Services is a legal company engage in providing general pulmonary services and
quality pulmonary equipment and supplies. And it’s capable and willing to enter into a
contractual arrangement to provide the hospital with the requirements they need.
Respiratory Specialists, implement civil works and upgrade the facilities, carry out
repairs, rehabilitation and maintenance of the machines and equipment at no extra cost
to the hospital and provide management and operations of respiratory units at a very
reasonable service rates for indigent Philhealth members and pay patients of Quezon
City.
Madam Chair, this measure is in compliance with the DOH requirements for a
level-3 hospital that’s why truly there’s a need to pass a measure at such. And with
that, I would like to appeal to my colleagues to support the said measure.

item No. 7, particularly No. 2, Informational Matters. It says here as part of the agenda,
December 14 agenda, a copy of the order signed by a certain Judge regarding the
petition for the cancellation of title and issuance of a writ of possession in favor of – I
don’t know if it’s in favor or against – Laverne Realty & Development Corporation,
represented by John Jerry Catolos, Petitioner.
Your Honor, there are a lot of properties that has been subject to auction by the
name of the Catolos. In fact, several properties in my district has been the subject of a
lot of demolition here in Commonwealth, here in Barangay Culiat, and another one in F.
Carlos, in Apolonio Samson.
All of these, Mr. Presiding Officer, has been with a lot of controversy because
most of the properties that they won in the bidding are occupied; it’s a densely
populated community with a lot of informal settlers.
So, with this one, Mr. Presiding Officer, I wish the City Secretary could provide
this representation with all the papers pertaining to the signed documents, so that we
will be able to study the matter thoroughly, Mr. Presiding Officer.
With a strong request, Your Honor, that they may make representation with the

plan, the Quezon City Government seeks to collaborate with the organizations, cause-

technologist, organized groups in communities. And to tap the expertise and
experiences of natural/organic and sustainable urban agriculture practitioners, to share
new technologies and practices towards attaining food security.

So, I would like to commend the Honorable Proponent for this very laudable
measure na alam naman natin talagang kailangang-kailangan dito sa ating barangay
Tandang Sora na ating distrito.
Mr. Proponent, ano ang pleasure ng ating mga tiga-Barangay Tandang Sora,
with regard to this ordinance?
Yes. We have written the barangay council of Barangay Tandang Sora and they
have unanimously approved the said resolution. And may I state here, in fact, they
have submitted or passed a Barangay Council Resolution No. 32, S-2020, a resolution
requesting Honorable Councilors of District VI for the ordinance declaring January 6 of
every year as Tandang Sora Day in Barangay Tandang Sora, District VI, Quezon City.
I have here the copy. They have stated in the whereases, stating that it is
important to celebrate our heroine in this barangay, signed, approved, the second day
of March 2020, approved by Barangay Captain Ulanday, Kgd. Apo, Kgd. Hernandez,
Kgd. Alcantara, Kgd. Heronimo, Kgd. Sevilla, Kgd. Aquino and Kgd. Erwin Rey Medina,
together with its SK Chairwoman Carion Lumibao. I have here the resolution.
At the same time, we have requested the opinion of our City Department of
Education, under the City Schools Division Office, and Ma’am Jenilyn Rose B. Corpuz,
CESO VI, of the Quezon City Division Superintendent, have expressed her approval
and together with the letter stating that they have been in … with approval with the said
resolution, and to declare that Tandang Sora be celebrated every 6th of January in this
barangay.

I’d like to commend the honorable proponent for this legislative measure. And
without having to brag, I would like to say that this is fitting and proper and for the
record, Tito Jorge Banal was the … is the only living male awardee of Melchora Aquino
Tandang Sora Award. The first awardee is Rosa Rosal, the second awardee is the late
Fiscal Leah Castelo, and the third awardee is Jorge Banal, but I have not been honored.
But for this day alone, I would like to commend the Honorable Proponent because
Melchora Aquino surely deserves recognition, and so, may I second the motion.
Nagkaroon ako ng award when the late Justice Leonor Luciano was the
Chairman of the Awards Committee, and was given the award by then Vice Mayor
Ismael Mathay.
Hah … hindi po iyon. Kaya nga tuwing sine-celebrate diyan, hindi ako naiimbita,
kasi hindi nila naaano sa record iyon, I’m the only male recipient, at may mga nag-

Coun. Jorge Banal as the recipient of Tandang Sora Award, after Majority Floor Leader,
and the name of all the District VI Councilors since they belong to the Tandang Sora

Corpuz, certified that all the papers required have been properly complied with. With

documents have already been checked and double checked by the BCRD, ‘no, and

by Ordinance No. 2556, S-2016, otherwise known as An Ordinance approving the
schedule of Fair Market Values of lands and basic unit construction, cost of building,
and other structure for the revision of real property assessment in Quezon City pursuant
to the provision of Local Government Code of 1991 under Republic Act 7160 and its
Implementing Rules and Regulations and for other purposes.
Honorable Chair, ngayon po’y napunta po tayo ng pandemic, talaga naman pong
for the year 2020 hindi na po malaman ng sambayanang taga-Lungsod Quezon kung
ano po ang kanilang gagawin at hindi pa tayo nakaka-recover. At alam naman po natin

tinaas pa po natin ‘yung … meron pa po tayong ginawang amnesty on the delinquent
real property taxes. Hence, dito naman po sa ating regular collection ng real property
taxes ay atin pong ine-extend until December 2022 ‘yun pong imposition ng ating
Ordinance No. 2556. At kahit na po ito ay atin pong ma-extend up to December 31,
2022, ang Quezon City po at its present rate of collection, ay kayang-kaya po na ma-
sustain ang ating mga pagkakagastusan.

riding public or any activity around Quezon City.
No, this is for public transportation operating within Quezon City, including but
not limited to buses, jeepneys, tricycles, taxis and the like must comply with the
following minimum health protocols.
Ang health protocols po natin wearing face mask and face shield by all persons
in the vehicle; physical distancing of at least one meter between each person; regular
disinfection of all high touch surfaces, seats, armrest, handles while the vehicle is in
operation. Applicable regulations of LTFRB, Department of Transportation, Department
of Health and other relevant agencies shall be deemed incorporated into the above
minimum requirements.
Ang duration po natin dito is the ordinance shall remain effective until the City
Mayor on the recommendation of the City Health Department determines the
emergency public health measures contained are no longer necessary.
