(KCCP)
The Japanese Cabinet released the Development Cooperation Charter in
February 2015, stated that “In its development cooperation, Japan has
maintained the spirit of jointly creating things that suit partner countries
while respecting ownership, intentions and intrinsic characteristics of the
country concerned based on a field oriented approach through dialogue and
collaboration. It has also maintained the approach of building reciprocal
relationships with developing countries in which both sides learn from each
other and grow and develop together.” We believe that this ‘Knowledge Co-
Creation Program’ will serve as a foundation of mutual learning process.

Day 4
・Free learning: Review learnings and experience in Japan.
Day 5
・Lecture: “Learn about consumer administration in Tokushima Prefecture”
Understand the relationship and collaboration between local consumer
administration and regional revitalisation.
Day 6
・Lecture: “Sustainable Business Management”
Learn about consumer-oriented management, the Voluntary Declaration of
Ethical Consumption and consumer education in Tokushima Prefecture.
Day 7
・Inspection: “Zero-Waste Town”
Visit the current situation of regional revitalisation efforts in mid-mountainous
areas, exchanging opinions on population decline, protection of primary
industries and sustainable regional development, and consider the challenges
and solutions for regional management.

・Discussion: “Local revitalization through stakeholder collaboration”
Exchange opinions with business managers, government officials, professors
and students, and NPO officials.

・Interaction with University Students: “Entrepreneurship Education at Universities”
Deepen understanding of regional revitalisation and regional cooperation
programmes undertaken at universities, and participate in classes on the
theme of supporting young people's entrepreneurship and solving social
problems, and exchange views with university students.

Understand the methods of solving local problems using the advances in
digitalisation and learn about actual examples of DX/GX in Tokushima
Prefecture.

・ Participation in the Tokushima International Consumer Forum 2023
Consider the challenges of consumer administration and the digital age in the
world widerly, and understand the issues facing ASEAN and the world through
exchanges of opinions with other participants through participation in the
international Forum,

・Creating an Action Plan
Organise the similarities and differences between Malaysia and Japan
(Tokushima) in terms of policies and directions towards local administration
and sustainable community development, and summarise the information and
learnings/findings through this program as an action plan.

By creating and presenting an action plan, gain knowledge about local
administration and regional revitalization. Also through the evaluation, brush
up the plan to a plan that can actually be used by the organisation in the
future.

Ms. KADO Izumi
Shikoku University, Junior College Professor
She is a leader in consumer education and promotion of women's activities in
Tokushima Prefecture, and is involved in educational activities in many
schools and communities as well as in university classes. In particular, in the
areas of ethical consumption and SDGs education, she established the
Tokushima SDGs Future Council to promote local revitalization through
collaboration among stakeholders. She has also appeared as a commentator
on local TV programs.

Mr. MATSUSHIGE Kazumi
He has been a president of Shikoku university since 2013, after retiring
Kyoto university where he served as the vice president responsible for an
academia-corporate relationship. Now, he is very active to promote the
collaboration between local governments as well as private companies and
university, and SDGs activities including consumer issues. His major is very
broad; an electrical engineering, natural energies, EV(electrical vehicle)
and AI (artificial intelligence), and enjoying various sports such as a golf,
SUP ,and a surfing at a rich-in-nature Tokushima region.

Mr. SEBE Masahide
Chairman of Japan Blue Kamiita
Japan Blue Kamiita was established in 2016 with the aim of creating a new
flow of people that utilizes the traditional industries and craftsmanship of
Kamiita Town, and achieving regional revitalization. We are engaged in
initiatives that utilize "indigo" for community development and tourism
projects to revitalize Kamiita Town. In particular, we take great pride in our
activities at the Netchu Elementary School. This initiative has gained
attention as a nationwide regional revitalization project that goes beyond
regional boundaries. As the Chairman of Japan Blue Kamiita, I am entering
my eighth year in this role.

(2) Selection
Primary screening is conducted at the JICA overseas office (or the embassy of
Japan) after receiving official documents from your government. JICA Center
will consult with concerned organizations in Japan in the process of final
selection. Applying organizations with the best intentions to utilize the
opportunity will be highly valued.
The Government of Japan will examine applicants who belong to the military
or other military-related organizations and/or who are enlisted in the
military, taking into consideration of their duties, positions in the
organization and other relevant information in a comprehensive manner to
be consistent with the Development Cooperation Charter of Japan.

5. Additional Document to Be Submitted by Accepted
Candidates
Inception Report -- to be submitted by October 1, 2023
Accepted candidates are required to prepare an Inception Report. Regarding its
details and information, we will provide them to the participants as the same
time as the notice of acceptance.

6. Conditions for Participation
The participants of KCCP are required
(1) to strictly observe the course schedule,
(2) not to change the air ticket (and flight class and flight schedule arranged by
JICA) and lodging by the participants themselves,
(3) to understand that leaving Japan during the course period (to return to home
country, etc.) is not allowed (except for programs longer than one year),
(4) not to bring or invite any family members (except for programs longer than

3. Travel to Japan
(1) Air Ticket: In principle, JICA will arrange an economy-class roud-trip ticket
between an international airport designated by JICA and Japan.
(2) Travel Insurance: Coverage is from time of arrival up to departure in Japan.
Thus, traveling tive to outside Japan (include damaged baggage during the
arrival fligt to Japan) will not be covered.

4. Expenses
The following expenses in Japan will be provided by JICA

5. Pre-departure Orientation
A pre-departure orientation will be held at respective country’s JICA office (or
the Japanese Embassy), to provide Participants with details on travel to Japan,
conditions of the course, and other matters.
