environment is rapidly
changing and becoming more
complex.
This program focuses on the
Japanese history of counsumer
administration and its
challenges in Tokushima with
university, citizens, and
companies, and be planned to
finally develop and propose an
action plan which resolves
issues related to consumer
administration and local
development in Malaysia in the
organisations to which the
participants belonging.
It is also designed for the
management level personnel
who will be highly expected to
invove in the duties of
national/local goverment and
related organization.
All sessions will be held onsite
and have lectures by Consumer
Affairs Agency and Shikoku
Univ. professors, field trip in
Tokyo and Tokushima, workshop
with students, experience
about Japanese traditional
culture, and participation in
the international consumer’s
forum in October, 2023.
The program is carried out in
English.

(KCCP)
The Japanese Cabinet released the Development Cooperation Charter in
February 2015, stated that “In its development cooperation, Japan has
maintained the spirit of jointly creating things that suit partner countries
while respecting ownership, intentions and intrinsic characteristics of the
country concerned based on a field oriented approach through dialogue and
collaboration. It has also maintained the approach of building reciprocal
relationships with developing countries in which both sides learn from each
other and grow and develop together.” We believe that this ‘Knowledge Co-
Creation Program’ will serve as a foundation of mutual learning process.

Day 0 (Oct-18, Arrival in Japan)


Day 1 (at Head Quarter of Consumer Affairs Agency(CAA), Tokyo)
・JICA Briefing
・Program orientation
・Inspection: CAA, Lecture: “the history and current state in Japan, and its outlook”
Understand the foundations of consumer administration in Japan by visiting
CAA and having a lecture on national policies.

Day 2 (at National Consumer Affairs Center(NCAC), Tokyo)


・Lecture: “Responding to consumer affairs consultation”
Understand the Japanese system of consultation for consumer harm and
recovery support, information gathering based on the cooperation with local
centres.

Day 3 (in Tokushima)
・Experience: “Indigo Dyeing Experience”
Learn about the transition of local industries there and experience indigo
dyeing, a traditional industry in Tokushima Prefecture.

Day 4
・Free learning: Review learnings and experience in Japan.

Day 5
・Lecture: “Learn about consumer administration in Tokushima Prefecture”
Understand the relationship and collaboration between local consumer
administration and regional revitalisation.

Day 6
・Lecture: “Sustainable Business Management”
Learn about consumer-oriented management, the Voluntary Declaration of
Ethical Consumption and consumer education in Tokushima Prefecture.

Day 7
・Inspection: “Zero-Waste Town”
Visit the current situation of regional revitalisation efforts in mid-mountainous
areas, exchanging opinions on population decline, protection of primary
industries and sustainable regional development, and consider the challenges
and solutions for regional management.

Day 8
・Discussion: “Local revitalization through stakeholder collaboration”
Exchange opinions with business managers, government officials, professors
and students, and NPO officials.

Day 9
・Interaction with University Students: “Entrepreneurship Education at Universities”
Deepen understanding of regional revitalisation and regional cooperation
programmes undertaken at universities, and participate in classes on the
theme of supporting young people's entrepreneurship and solving social
problems, and exchange views with university students.

Day 10
・Free learning: Review learnings and experience in Japan.

Day 11
・Interaction with Agri producers: “Tokushima Marche(Street market of agricultural
products)”

Learn about the sixth industrialisation of agriculture and how agriculture and
tourism can work together through a visit to the Tokushima Marche, and
interact with vendors.

Day 12
・Lecture: “Local revitalization of DX/GX society”
Understand the methods of solving local problems using the advances in
digitalisation and learn about actual examples of DX/GX in Tokushima
Prefecture.

Day 13
・ Participation in the Tokushima International Consumer Forum 2023
Consider the challenges of consumer administration and the digital age in the
world widerly, and understand the issues facing ASEAN and the world through
exchanges of opinions with other participants through participation in the
international Forum,

Day 14
・Creating an Action Plan
Organise the similarities and differences between Malaysia and Japan
(Tokushima) in terms of policies and directions towards local administration
and sustainable community development, and summarise the information and
learnings/findings through this program as an action plan.

Day 15
・Presentation of Action Plan
By creating and presenting an action plan, gain knowledge about local
administration and regional revitalization. Also through the evaluation, brush
up the plan to a plan that can actually be used by the organisation in the
future.

Management Members

Shikoku University
Course Leader
Ms. KADO Izumi
Shikoku University, Junior College Professor
She is a leader in consumer education and promotion of women's activities in
Tokushima Prefecture, and is involved in educational activities in many
schools and communities as well as in university classes. In particular, in the
areas of ethical consumption and SDGs education, she established the
Tokushima SDGs Future Council to promote local revitalization through
collaboration among stakeholders. She has also appeared as a commentator
on local TV programs.

President
Mr. MATSUSHIGE Kazumi
He has been a president of Shikoku university since 2013, after retiring
Kyoto university where he served as the vice president responsible for an
academia-corporate relationship. Now, he is very active to promote the
collaboration between local governments as well as private companies and
university, and SDGs activities including consumer issues. His major is very
broad; an electrical engineering, natural energies, EV(electrical vehicle)
and AI (artificial intelligence), and enjoying various sports such as a golf,
SUP ,and a surfing at a rich-in-nature Tokushima region.

Mr. TONOSAKI Masayoshi, Ph.D.


Faculty of Management and Information Science, Shikoku University
Message: I specialize in the field of business administration at the university.
My research focuses on studying "long-established companies" that have been
in operation for over 100 years. Specifically, I examine small and medium-
sized enterprises in the Shikoku region with a history of over 300 years to
understand the factors contributing to their longevity.
In addition, I also conduct research on the "competitive advantage of
corporate cultivation of shiitake mushrooms through fully controlled plant
factories."

Ms. INAKURA Noriko, Ph.D. in Economics


Faculty of Management and Information Science, Shikoku University
Message: My research concerns inflation and its impact on individuals.
Specifically, I study regional disparities and the heterogeneity of inflation
based on household attributes in Japan. With the prevalence of remote
work, it has become more feasible to work in rural areas. I'm interested in
comparing real wages between rural areas and Tokyo. I am looking forward
to discussing various issues related to prices with the participants!

Mr.YASUNAGA Kiyoshi
Director of Social Collaboration Promotion Section,Shikoku University
Message:Before joining the university, I spent 38 years teaching
agriculture in public schools. Since 2017, I've been working as an associate
professor and staff member at Shikoku University. Currently, I have the
pleasure of serving as the head of the Community Collaboration Promotion
Division. Our division's mission is to connect the university with the local
community, including government, businesses, high schools, and local
residents. We're working together to promote regional development,
preserve local traditions, and make the region a better place to live and
work.

Mr. SATO Masashi


Researcher at Shikoku University
I was born in Tokushima Prefecture in 1953. I studied economic history at
Hiroshima University and Okayama University. After working as a high school
teacher, I worked as a university teacher in Fukuoka and Osaka. I retired as a
university teacher two years ago and returned to Tokushima. Currently, I am a
researcher at Shikoku University and a lecturer in history courses for citizens.
I study the history of Awa (Tokushima) indigo and the regional history of
modern Tokushima, and lecture the results to students and citizens. My hobby
is listening to French music, but lately I've been addicted to Korean dramas.

Mr. SEBE Masahide
Chairman of Japan Blue Kamiita
Japan Blue Kamiita was established in 2016 with the aim of creating a new
flow of people that utilizes the traditional industries and craftsmanship of
Kamiita Town, and achieving regional revitalization. We are engaged in
initiatives that utilize "indigo" for community development and tourism
projects to revitalize Kamiita Town. In particular, we take great pride in our
activities at the Netchu Elementary School. This initiative has gained
attention as a nationwide regional revitalization project that goes beyond
regional boundaries. As the Chairman of Japan Blue Kamiita, I am entering
my eighth year in this role.

Mr. NONOYAMA Satoshi


Chief Executive Officer, pangeae, LLC.
Born in 1969 in Aichi Prefecture, Nonoyama has been fascinated with space
since childhood. As a high school student, he participated in Space Camp at
Marshall Flight Space Center (NASA) and went on to study in the United States
with the goal of becoming an astronaut. After returning to Japan, he worked
in the HR business at Intelligence Corporation. In 2011, he participated in an
internship program with the Cabinet Office and later joined the Ministry of
Internal Affairs and Communications' Regional Revitalization Cooperation Team
before establishing pangeae, LLC in 2016. Pangeae, LLC develops sustainable
tourism businesses using the brand of Kami-katsu-cho. They plan and operate
problem-solving, value-creating programs based on tacit knowledge for
corporate training and school trips.

Mr. MANABE Taichi
Monosus Inc. CDO
Food Hub Project Inc. Co-CEO RichSoil & Co. (the Blind Donkey)
RichSoil & Co. Operations Director Nomadic Kitchen
Taichi Manabe was born in Ehime in 1977. He studied design at a university in
the US. He worked in the advertising industry for 10 years in Tokyo. After
working at JTQ inc, a space design and event company, he joined Monosus inc,
which is a web design company. In 2012, he started Nomadic Kitchen with Yuri
Nomura, an owner of Eatrip and other chefs in Tokyo. In March 2014, he moved
to Kamiyama in Tokushima with his family. In April 2016, he launched Food
Hub Project inc. in collaboration with Kamiyama Town Hall, Kamiyama Tsunagu
Corporation, and Monosus inc., aiming to pass on local agriculture to the next
generation. From April 2021, He has become the co-CEO and operating
manager of the project. This project won the 2018 Good Design Gold Award
(Minister of Economy, Trade and Industry Award).

Message: Hello everyone. I am in charge of this program management in JICA
Shikoku. This program is one of the issues at the forefront of change, "Local
Governance and Consumer Administration/Education”. Based on the system
and management structure provided by the lecturers, I expect that each
participant will be able to demonstrate his/her knowledge and
understanding. In addition, we have planned that participants can join the
Tokushima International Consumer’s Forum 2023 as an opportunity to share
your leranings with dignitaries from ASEAN and related countries. We hope
that after this enriching program, you will be able to tackle the challenges
in your country in a practical way.

Eligibility and
Procedures

1. Expectations to the Applying Organizations
(1) This course is designed primarily for organizations that intend to address
specific issues or problems identified in their operation. Applying
organizations are expected to use the program for those specific purposes.
(2) This course is enriched with contents and facilitation schemes specially
developed in collaboration with relevant prominent organizations in Japan.
These special features enable the course to meet specific requirements of
applying organizations and effectively facilitate them toward solutions for
the issues and problems.
(3) Applying organizations are also expected to be prepared to make use of
knowledge acquired by the nominees for the said purpose.

2. Nominee Qualifications
Applying organizations are expected to select nominees who meet the following
qualifications.

(1) Essential Qualifications


1) Current Professions and duties: Personnel in national/local government or
governmental organizations in charge of local governance related to the
consumer administration/education. Or, officials who are expected to
tackle the issues involved in the development of local/national policy for
the consumer administration/education.
2) Experience in the Relevant Field: have at least 3 years of experience in
the field of national/local administration or consumer
administration/education, or the current duties are involved in the
consumer administartion.
3) Educational Background: be a graduate of university
4) Technical Requirements:

attachments, and using a web browser.
5) Health: must be in good health to participate in the program in Japan. To
reduce the risk of worsening symptoms associated with respiratory tract
infection, please be honest to declare in the Medical History and the
current health conditions regarding those symptoms (QUESTIONNAIRE ON
MEDICAL STATUS RESTRICTION of the application form) if you have been a
patient of following illnesses; Hypertension / Diabetes / Cardiovascular
illness / Heart failure / Chronic respiratory illness.

(2) Recommended Qualifications


1) Age: between the ages of twenty (22) and fifty (35) years
2) Gender Equality and Women’s Empowerment:
JICA seeks more female applicants due to the past records of fewer
applications from women. JICA is committed to promoting gender equality
and women ’ s empowerment, and provides equal opportunities for all
applicants regardless of their sexual orientation or gender identity.

3. Required Documents for Application


(1) Application Form: The Application Form is available at the JICA overseas
office (or the Embassy of Japan)
* If you have any difficulties/disabilities which require assistance, please
specify necessary assistances in the QUESTIONNAIRE ON MEDICAL STATUS
RESTRICTION (1-(c)) of the application form. Information will be reviewed
and used for reasonable accommodation.
(2) Photocopy of Passport: You should submit it with the application form if you
possess your passport which you will carry when entering Japan for this
program. If not, you are requested to submit its photocopy as soon as you
obtain it.
* The following information should be included in the photocopy:
Name, Date of Birth, Nationality, Sex, Passport Number and Expiry Date

4. Procedures for Application and Selection

(1) Submission of the Application Documents

JICA overseas office (or the Embassy of Japan).
(All required material must arrive at JICA Center in Japan by August 18,
2023)

(2) Selection
Primary screening is conducted at the JICA overseas office (or the embassy of
Japan) after receiving official documents from your government. JICA Center
will consult with concerned organizations in Japan in the process of final
selection. Applying organizations with the best intentions to utilize the
opportunity will be highly valued.

The Government of Japan will examine applicants who belong to the military
or other military-related organizations and/or who are enlisted in the
military, taking into consideration of their duties, positions in the
organization and other relevant information in a comprehensive manner to
be consistent with the Development Cooperation Charter of Japan.

(3) Notice of Acceptance


The JICA overseas office (or the Embassy of Japan) will notify the results not
later than September 1, 2023.

5. Additional Document to Be Submitted by Accepted
Candidates
Inception Report -- to be submitted by October 1, 2023
Accepted candidates are required to prepare an Inception Report. Regarding its
details and information, we will provide them to the participants as the same
time as the notice of acceptance.

6. Conditions for Participation
The participants of KCCP are required
(1) to strictly observe the course schedule,
(2) not to change the air ticket (and flight class and flight schedule arranged by
JICA) and lodging by the participants themselves,
(3) to understand that leaving Japan during the course period (to return to home
country, etc.) is not allowed (except for programs longer than one year),
(4) not to bring or invite any family members (except for programs longer than

one year),
(5) to carry out such instructions and abide by such conditions as may be
stipulated by both the nominating Government and the Japanese Government
in respect of the course,
(6) to observe the rules and regulations of the program implementing partners to
provide the program or establishments,
(7) not to engage in political activities, or any form of employment for profit,
(8) to discontinue the program, should the participants violate the Japanese laws
or JICA’s regulations, or the participants commit illegal or immoral conduct,
or get critical illness or serious injury and be considered unable to continue
the course. The participants shall be responsible for paying any cost for
treatment of the said health conditions except for the medical care
stipulated in (3) of “3.Expenses”, “Administrative Arrangements”,
(9) to return the total amount or a part of the expenditure for the KCCP
depending on the severity of such violation, should the participants violate
the laws and ordinances,
(10) not to drive a car or motorbike, regardless of an international driving license
possessed,
(11) to observe the rules and regulations at the place of the participants’
accommodation, and
(12) to refund allowances or other benefits paid by JICA in the case of a change
in schedule.

3. Travel to Japan
(1) Air Ticket: In principle, JICA will arrange an economy-class roud-trip ticket
between an international airport designated by JICA and Japan.
(2) Travel Insurance: Coverage is from time of arrival up to departure in Japan.
Thus, traveling tive to outside Japan (include damaged baggage during the
arrival fligt to Japan) will not be covered.

4. Expenses
The following expenses in Japan will be provided by JICA
(1) Allowances for meals, living expenses, outfits, and shipping and stopover.

(2) Expenses for study tours (basically in the form of train tickets).
(3) Medical care for participants who become ill after arriving in Japan (the
costs related to pre-existing illness, pregnancy, or dental treatment are not
included).
(4) Expenses for program implementation, including materials.
(5) For more details, please see “III. ALLOWANCES” of the brochure for
participants titled “KENSHU-IN GUIDE BOOK,” which will be given before
departure for Japan.

5. Pre-departure Orientation
A pre-departure orientation will be held at respective country’s JICA office (or
the Japanese Embassy), to provide Participants with details on travel to Japan,
conditions of the course, and other matters.

JICA and Capacity Development
Technical cooperation is people-to-people cooperation that supports partner countries in enhancing
their comprehensive capacities to address development challenges by their own efforts. Instead of
applying Japanese technology per se to partner countries, JICA’s technical cooperation provides
solutions that best fit their needs by working with people living there. In the process, consideration is
given to factors such as their regional characteristics, historical background, and languages. JICA does
not limit its technical cooperation to human resources development; it offers multi-tiered assistance
that also involves organizational strengthening, policy formulation, and institution building.
Implementation methods of JICA’s technical cooperation can be divided into two approaches. One is
overseas cooperation by dispatching experts and volunteers in various development sectors to partner
countries; the other is domestic cooperation by inviting participants from developing countries to Japan.
The latter method is the Knowledge Co-Creation Program, formerly called Training Program, and it is
one of the core programs carried out in Japan. By inviting officials from partner countries and with
cooperation from domestic partners, the Knowledge Co-Creation Program provides technical knowledge
and practical solutions for development issues in participating countries.
The Knowledge Co-Creation Program (Group & Region Focus) has long occupied an important place in
JICA operations. About 400 pre-organized course cover a wide range of professional fields, ranging from
education, health, infrastructure, energy, trade and finance, to agriculture, rural development, gender
mainstreaming, and environmental protection. A variety of programs is being customized by the
different target organizations to address the specific needs, such as policy-making organizations, service
provision organizations, as well as research and academic institutions. Some programs are organized to
target a certain group of countries with similar developmental challenges.

Japanese Development Experience


Japan, as the first non-Western nation to become a developed country, built itself into a country that is
free, peaceful, prosperous and democratic while preserving its tradition. Japan will serve as one of the
best examples for our partner countries to follow in their own development.
From engineering technology to production management methods, most of the know-how that has
enabled Japan to become what it is today has emanated from a process of adoption and adaptation, of
course, has been accompanied by countless failures and errors behind the success stories.
Through Japan’s progressive adaptation and application of systems, methods and technologies from the
West in a way that is suited to its own circumstances, Japan has developed a storehouse of knowledge
not found elsewhere from unique systems of organization, administration and personnel management
to such social systems as the livelihood improvement approach and governmental organization. It is not
easy to apply such experiences to other countries where the circumstances differ, but the experiences
can provide ideas and clues useful when devising measures to solve problems.
JICA, therefore, would like to invite as many leaders of partner countries as possible to come and visit
us, to mingle with the Japanese people, and witness the advantages as well as the disadvantages of
Japanese systems, so that integration of their findings might help them reach their developmental
objectives.
