IS
RA 9003?
Ecological Solid Waste Management Act of 2000

by: Christian Michael A. Villarama

It is an act providing for an ecological solid waste management program,


creating the necessary institutional mechanisms and incentives, declaring
certain acts prohibited and providing penalties, appropriating funds therefor,
and for other purposes.

KEY FEATURES

Establishment of National Solid Waste Management Commission which would facilitate
and regulate the implementation of SWM plans and prescribe policies to achieve the
objectives of this act.

2 Households, institutions, commercial establishments, and agricultural sources


are required to practice at source- segregation.

3 Promote source reduction, recycling, and composting activities as the main


methods of waste minimization or waste diversion.

4 Promote national research and development programs for improved


SWM.

Establishments of materials Recovery Facilities (MRFs) in every
barangay which includes recycling facility, composting facility,
sorting station, and drop-off center.

Incentives, in the form of rewards, monetary or otherwise are provided

RA to individuals and related entities who exemplify outstanding and


innovative projects and technologies in re-use, recycling and reduction.

Compost or bury all garden wastes


COM Place garden wastes in tightly tied plastic bags if to be collected
and transported
POST Drain or dry leftovers
Do not place leftovers in plastic bags
ABLE Place leftovers in covered containers

RE Separate residuals from kitchen wastes and recyclables


Place residuals in old plastic bags, not in sacks or cartons
SID Sharp, pointed objects should be placed and carefully tied
in hard cardboards

Separate white paper from colored paper


RECY Fold carton boxes to save space
Do not let paper wastes get wet since it would then be compostable
CLA Wash or soak plastics, cans, bottles, and glasses in recycled water
Let the plastics dry before placing them in recyclable containers
BLES Fold or cut the steel to save space
Place bottles or glasses in a sturdy container
