EXECUTIVE ORDER No. 12C, SERIES OF 2022


RECONSTITUTION AND STRENGTHENING OF THE TERESA MUNICIPAL
DEVELOPMENT COUNCIL (TMDC)
WHEREAS, Sec. 106 (a) of the Local Government Code (LGC) of 1991 mandates
that each local government unit shall have a multi-sectoral development plan to be
initiated by its development council and shall assist the corresponding sanggunian in
setting the direction of economic and social development, and coordinating
development efforts within its territorial jurisdiction;
WHEREAS, the recently concluded May 9, 2022 national and local electionsresulted
newly elected municipal officials and their important roleswhich would necessitate
the reconstitution of Teresa Municipal Development council (TMDC);
WHEREAS,the reconstitution and strengthening of the TMDC will pave the way in
fulfilling its mandate as provided for under Article 182 of Rule XXII of the
Implementing Rules and Regulations (IRR) of RA 7160 known as the Local
Government Code of 1991;
NOW, THEREFORE, I, RODEL N. DELA CRUZ, Municipal Mayor of Teresa, Rizal,
by virtue of the powers vested in me by the Local Government Code of 1991 and
existing laws of the land, do hereby order the reconstitution and strengtheningof the
TMDC.

Section 1. Composition of the Teresa Municipal Development Council (TMDC).

The TMDC shall be composed of the following:

Section 2. Functions of the TMDC.

The functions of the TMDC are hereby enumerated below:


1. Formulate long-term, medium-term and annual socio-economic development
plans and policies;
2. Formulate the medium-term and annual public investment program;
3. Appraise and prioritize socio-economic development programs and projects;
4. Formulate local investment incentives to promote the inflow and direction of
private investment capital;
5. Coordinate, monitor, and evaluate the implementation of development
programs and projects, and
6. Perform other functions as may be provided by law or competent authority.

Section 3. Meetings of the TMDC.

The TMDC shall meet at least once every six (6) months or as often as may be
necessary.

Section 4. The Executive Committee. The composition of the Executive


Committee which represents and acts on behalf of the TMDC when it is not in
session, is hereby reconstituted as follows:

Section 5. Powers, Duties and Functions

The TMDC Executive Committee shall exercise powers and perform the following
functions:

1. Ensure that the decisions of the TMDC are faithfully carried out and
implemented;
2. Act on matters that need immediate attention and action of the TMDC
including authority to approve requests for amendments of the Annual
Investment Program (AIP) and other development plans of the municipality,
and
3. Formulate policies, plans and programs based on the objectives and priorities
set by the TMDC.

Section 6. Meetings of the TMDC Executive Committee

The TMDC Executive Committee shall hold its meeting at least once every quarter or
as the need arises. Special meetings may be called upon by the chairperson or by a
majority of its members.
Section 7. Relationship to the Sangguniang Bayan of Teresa, Rizal

The Sangguniang Bayan of Teresa, Rizal shall approve policies, program and
projects proposed by TMDC, prior to submission to the Provincial Development
Council for integration in the Provincial Plan.

Section 8. Sectoral and Functional Committee. The core composition of the


reconstituted Sectoral/Functional Committees shall be as follows:

Other LGU officials and functionaries, national government agencies operating in the
locality, non-government organizations, groups and individuals whose tasks and
concerns/functions and advocacies touch on the particular sector or who have a
stake in local development in whatever capacity are to be called upon as needed.

Section 9. Function of the Sectoral and Functional Committee – The Sectoral


and Functional Committee shall have the following functions.

1. Provide the TMDC with data and information essential to the formulation of
plans, programs and activities;
2. Define sectoral and functional objectives, set targets, and identify programs,
projects, and activities for the particular sector or function;
3. Collate and analyze information and statistics and conduct related studies;
4. Conduct public hearings and consultations on vital issues affecting the sector
or function;
5. Monitor and evaluate programs and projects, and
6. Perform such other functions as may be assigned by the TMDC.

Section 10. Secretariat.

There shall be constituted a secretariat for TMDC responsible for providing technical
and administrative support, document proceedings, preparing reports and providing
such other assistance as may be required by the TMDC. The Secretariat shall
include:

Section 11. Operational Expenses.


The budgetary requirements to be incurred in the operations of the TMDC shall be
charged to the General Fund under the Office of the Mayor.

Section 12. Repealing Clause.

All existing order which is/are inconsistent herewith is/are hereby repealed and/or
modified accordingly.

Section 10. Effectivity.

This order shall take effect immediately.
