The COVID-19 pandemic, its unprece-
dented negative health, economic, and social
impacts have brought to the open our prepared-
ness and readiness. Leadership at all levels has
been subjected to unforeseen and unexpected
challenges. Yet, life’s precariousness and the
power of the pandemic, to sap our energies,
to drain our efforts, to weaken our resolve,
to dampen our spirits, and paint a grim and
bleak scenario of the present and the future,
have pushed us to be more, to put forward our
remarkable strength, that embodies compas-
sion and determination to come together, to
emerge and to bring out the best in everyone
in times of grave challenges and difficulties.

Live through the stories of heroism, un-


bounded generosity, unwavering dedication,
unflinching commitment to service, unexpect-
ed ingenuity and innovation as we navigate
within and across our shared experiences
from the years 2020, 2021 and early 2022.
These are our stories of hope and resilience.
INTRODUCTION
Local governments are at the forefront in ensuring the safe-
ty and welfare of its people. The LGU’s proximity to the communi-
ty is its leverage and edge in creating meaningful changes, in ef-
fecting policies and in delivering quality services for a better life.

The Southern Leyte Sub-Regional Local Governance Resource Cen-


ter (SL SLGRC), in its consistent efforts to institutionalize and nourish the
culture of learning and knowledge sharing, promotes the development
of knowledge products that are essential in communicating good gov-
ernance initiatives, to improve policy decisions and actions, help ensure
program sustainability, and strengthen multi-stakeholders support.

The uncertainties brought by the pandemic, have solidified the


certitude that leadership and compassion shine the most in the worst
possible times. Rising from the challenges of the COVID-19, the
people of Southern Leyte emerge not only as survivors but heroes.

Within are the various social protection programs, COVID-19


response actions of Southern Leyte, and the deepened col-
laborations made possible through the Sub-Regional LGRC.

This coffee table book offers a glimpse of our shared experienc-

fears, the pains, and the chaos, have courageously stand up, care
and deliver – all because of hope, all because of the certainty that

urambos is a local term that is innate in the cul-
ture of Southern Leyteños which means partici-
patory, consultative and inclusive. It is used in the
COVID19 operation because it signifies convergence

and a localized whole of nation approach in address-
ing the pandemic. The national government agen-
cies (NGAs) operating in the province, local government units
(LGUs), non-government organizations (NGOs), other civil soci-
ety organizations (CSOs), and private sector (business groups,

religious groups, media, academe) have extended time, talent
and treasure in helping Southern Leyte address the problem.

This practice adopts the leaders’ call for a proactive action


that further exemplifies the virtues of being Matino, Mahusay at
Maaasahan. In times of emergencies, what the Southern Leyteňos
need are the leaders who put their Panunumpa sa Katungkulan
BATOK COVID-19: into genuine practice. Consequently, gaining the trust and confi-
dence of the constituents, this practice then translates their will-

Aside from the immediate organization of the Provincial


Inter-Agency Task Force for the Management of Emerging
Infectious Diseases and the Emergency Operations
Center, the Provincial Government also initiated to
organize six important clusters with competent leaders and
supportive members who come from both the government and
non-government sectors. These clusters were organized to fast
track planning and coordination as well as smooth implementation
of all the policies. These are Governance Cluster; Law and
Order Cluster; Health, Medical and Social Services Cluster; Eco-
nomic Cluster; Risk Communication Cluster; and Logistics Cluster

A
CTS Project was the localized ver-
sion of the StaySafe PH - a contact
tracing application that is targeted
for nationwide implementation but found
to have system glitches and difficulty in
using especially the updated version. Be-
cause of this difficulty, it then led to the
partnership between the provincial gov-
ernment and Southern Leyte State Uni-
versity (SLSU) through the university’s
Extension Service Program. With the said
partnership, SLSU was tasked to devel-
op Southern Leyte Automated Contact
Tracing System (SL-ACTS) to facilitate
SOUTHERN LEYTE the province in the localized conduct of
AUTOMATED contact tracing activities that is based
on the prevailing internet strength, the
CONTACT TRACING geographical consideration and the 24-7
SYSTEM (SL-ACTS): availability of technical experts. Opera-

Southern Leyte’s PWD Social Pension Program T his PWD social pension program
of Southern Leyte is support-
ed by Ordinance No. 2019-031 ap-
proved in 2017. It started with only
100 beneficiaries in 2018 and in-
creased year by year until it reach-
es to 2,500 beneficiaries for 2022
with a 15 Million budget.

The pursuit concluded with a draft three-


year CapDev Agenda for both VMLP and
PCL, covering the five significant sec-
tors—social, economic, environment, in-
frastructure, and institutional.

Southern Leyte’s Social Pension Program
LGRC – Southern Leyte LINKS had its pilot
implementation in Padre Burgos, South-
ern Leyte. The project focuses on providing
links and serving as a bridge between LGU
with best practices as a Mentee to its Men-
tor LGU in pursuit of good and excellent
LGU Governance.
