PLANNED EFF PROTEST MARCH

I refer to the protest march the EFF is planning for 20 March 2023.

It is still not clear exactly what to expect on the day, but we can report the following based on information / intelligence
we have received (specific acknowledgement to Topicworx) up to 13 March 2023:

BACKGROUND & CONTEXT:


• Risks areas that are prevalent but not specified yet include:
o Union buildings
o Eskom Head office
o Presidential residence in Pretoria
o Richards Bay port
o Durban port
o Barricading of major routes N1, N2, N3 & N4 (locations of these are not known yet)
o Barricading of routes from/to harbours
o Airlines were issued with a notice to cancel all flights on 20 March, thus anticipate action at airports
o Shops, schools, universities and businesses
• Cape Town executive mayor stated that there will be a zero tolerance toward protest action, this may cause focused
attention by possible protest action activities.
• Protest action will start at midnight 20 March 2023
• Dependent on the protest action on the 20th, there is a plausible risk that the protest may spill over to 21 March

FACTORS TO CONSIDER:
• 21 March is Human Rights Day
• Clear evidence of EFF mobilisation of ground forces
• Public Sector Strike Action
• SAPU (Police Union) strike starts on 17 March (impact on SAPS support during strikes may be impacted)
• NUMSA, UDM, BOSA, IFP & DTA court case on 20 March

GENERAL NOTES
• Multiple demonstrations expected in major cities.
• Barricading of roads and damage to property expected – EFF did warn companies to close doors on 20 March.
• Escalation of violence a possibility if confrontation occur / SAPS seen as acting too heavy handed.
• No indication of what Government is planning to do.
• No indication of what SAPS / SANDF planning to do.
• Clashes expected between Security officers and protesters should business premises be threatened.
• Mining sector – transportation of coal expected to be targeted.
• Racial tensions may occur in CT as well as KZN.

Please urgently engage with our regional operational teams, should you believe you need any additional support during
20 March 2023. As the threat levels increase the access to equipment will become more difficult.
