Standard Operating Procedures / Protocols for Controlled Crew Change

So far as practicable, all stakeholders concerned should consider applying the protocols to the maximum
extent possible.

This circular supersedes All-Seastaff 0122 which should be removed from the file.

COVID -19 Protocols to be followed


Seafarer Joining a Vessel

• Record temperature daily from Day 5 before travel, report a temperature > 38 oC or COVID-
19 related symptoms immediately to Manning Agency.
• RAT on day 5 before travel
• PCR on day 3 before travel, if not available conduct RAT.
• RAT on day 1 before travel if PCR not done on day 3.
• After undergoing Antigen test, seafarers to maintain self-isolation at home.
• No travel without a Negative test result.
• Maintain a high standard of personal hygiene at all stages such as frequent and thorough
hand washing with an anti-bacterial solution, keeping contact surfaces clean, and avoid
touching face, maintain social distance.
• Procure adequate PPE (FFP2/N95 Masks, gloves, hand sanitizers) for the travel on company
account or obtain from manning office.
• Ensure you have received and understood NSQL COVID – 19 Standard Operating Procedures /
Protocols for Controlled Crew Change.
• Seafarer to inform local manning office if they feel unwell or are experiencing any symptoms
associated with COVID-19 at their place of ordinary residence before leaving to travel to join the
ship, and to ABORT any travel or proceeding with arrangements to join the ship.

Manning Office:
• Manning office to ensure seafarers are familiarized with general information on the coronavirus
(COVID-19) NSQL Standard Operating Procedures / Protocols for Controlled Crew Change.
• Manning office to strictly comply with any requirements for testing and/or vaccination that may
be established by relevant authorities prior to travel, including any requirements to carry
documentary evidence of negative test results and/or vaccinations, particularly those which
may be required by relevant authorities in transit countries and/or the destination country where
the crew change will take place.
• Flight arrangements to be made via shortest route possible and preferably with no transit halts
or long layover at airport.

Manning Office / Agent:


• Arrange an RT PCR test upon arrival in country of joining the vessel.
• Isolate in the hotel (if provided) until RT PCR test result provided, eat in your room.
• Do not mingle with other seafarers joining the vessel.
• The transport to the vessel to be shared with company employees only, wearing N95 masks
and maintaining social distance.
• If showing any symptoms report immediately to the company and agent and await approval to
join vessel.
• Comply with local rules

Joining the Vessel:


• Board the vessel wearing masks, gloves and maintaining social distance.
• Wear mask & gloves and maintain social distance in the transport.

Precautions to be followed for first 5 days onboard


• All on board to maintain social distance from new joiners.
• New Joiners to wear masks and gloves when outside the cabin
• New Joiners to record temperature (Twice Daily, maintain record). If temperature
• >38 Deg C or any COVID-19 symptoms, inform company immediately.
• New Joiners to undergo Rapid Antigen Test (RAT) on day 2, 4 & 5. Report Positive result
immediately.
• New Joiners to clean their cabins for 5 days.
• New Joiners to remain in their cabin unless working.
• New Joiners to eat meals in their own cabin or at different time from present crew.
• Enhanced cleaning and disinfection of high traffic areas, e.g. public spaces, corridors, handrails,
doors knobs, toilets etc.
• Self-monitor your condition against COVID-19 other symptoms.
• Maintain social distancing for during work hrs. (if you had to mix i.e. Emergency or work related
then always stay >2m).
• All COVID-19 preventative measures followed onboard, e.g. hand hygiene, coughing/sneezing

etiquette, no handshakes, use of PPE while interacting with shore personnel.
• Deck Officers to wear surgical mask while on bridge watch.
• Galley staff to wear surgical mask and gloves while in Galley.
• Avoid sharing elevators with another crew onboard.
• With negative RAT test on the 5th day the new joiner can end above precautions from 6th day
and resume normal duties.

Doctor Visit in Port/Anchorage


• Crew must undergo RT PCR or rapid Antigen Test ashore prior returning to the Vessel.
• If test cannot be arranged ashore than person to be tested onboard before allowing inside the
accommodation.

Ship to Ship transfer and Shore - Leave


• Crew must carry out Antigen Tests on both the Vessels (Joining/Leaving), in case of direct
transfer by launch.
• In case of transfer carried out via shore crew must undergo RT PCR or rapid Antigen test ashore
prior boarding the vessel. If test cannot be arranged ashore than person to be tested onboard
before allowing inside the accommodation.
