Rationale of the Study

The Philippines strongly articulates


through Republic Act (R.A.) 7277,
“Magna Carta for Disabled Persons,” that
all individuals have the right to
receive quality education under
the State.

At present, one of the core principles of R.A. 10533,


“Enhanced Basic Education Act,” is INCLUSION.

Learners with disabilities must have access to regular


schooling, which should accommodate them within a child-
centered pedagogy. Expectedly, learning centers must be
capable of meeting the learners’ needs.

The Starting Point
Purpose of the Study

In 2018, the Department of Education conducted a Roadmap research


project focusing on learners who are Deaf and Hard-of-Hearing (DHH)
to describe accurately the present state of the learning centers that
cater to DHH learners and provide evidence-based inputs for policy
recommendations on the basic education system that promotes
inclusive practices.

The Groundwork
Methodology

A series of regional and nationwide


consultative meetings with internal and
external partners was conducted to
gather data about the present state of
basic education for DHH learners in
public schools.

It translated into a qualitative research document emphasizing the


gaps and priority needs in DHH education.
