It is the intention to develop electric locomotives generally similar in structure and construction to WAG7 type and will have regenerative feature. The same design of superstructure, bogie, electrical equipments for traction etc. of WAG7 shall be adopted. The design for regenerative braking shall be proposed by Supplier. ii) The manufacturer/supplier shall provide all the items required for the proper functioning of the locomotive in accordance with the best current practices, whether included in this specification or otherwise. itiThe manufacturer shall furnish the necessary design details, data, calculations and drawings of items to be used in locomotive for evaluation and approval of RDSO. )The items for which RDSO/CLW approved sources are available, they shall be procured from RDSO/CLW approved sources. SCOPE: This specification covers the design, manufacture, delivery, testing and commissioning of 5000 HP, 25 kV, 50 Hz tap changer control electric locomotive designated as WAG7 locomotive with regenerative feature. DEFINITIONS: ‘1 ‘Tenderer'/ Supplier’ means the firm/company submitting the offers for the supply of electric locomotives conforming to this specification. To qualify as a tenderer/supplier, the firm/company shall provide satisfactory evidence acceptable to the purchaser that they either regularly manufacture locomotives of the type offered or capable of manufacturing it 1.2.2 ‘Purchaser’ means the President of the Republic of India as represented by the Railway Organisation entering into the contract. STANDARDS & SPECIFICATIONS: 4.3.1 The International Electro-Technical Commission (IEC) Publications, Indian Standards (IS), Indian Railways Standards (IRS) and specifications as relevant to the various equipments, systems and sub-systems will be applicable. Deviations from these specifications as specified herein and as may be mutually agreed to subsequently between the manufacturers and RDSO will only be towards improving reliability and increasing safety margins. The standards normally refer to are: Indian Railway Standards (IRS) British Standards (8S) International Electro-Technical Commission (IEC). Indian Standards (|S). The locomotive shall be designed to permit its running at 10 km/h in flood water level of 102 mm above rail level. Since the locomotive shall be required to work at a restricted speed of 10 km/h on a flood water level of 102 mm. in areas experiencing heavy rains during monsoon, special care should be taken during manufacture to allow satisfactory running of the locomotive under the above condition vy) Atmosphere during hot Extremely dusty and desert terrain in certain weather areas. vi) Coastal area Locomotive and equipment shall be designed to work in coastal areas in humid and salt laden atmosphere. vi) Vibration The equipment sub-system and their mounting arrangement shall be designed to withstand satisfactorily vibrations and shocks encountered in service to the extent of 3 g as specified in relevant IEC publication unless otherwise prescribed, Prepared by Checked by Issued by fd fe oO Page 10 0f42 | 28-11-2018 ‘Specification No RDSO/2018/EL/Speci0141 23 1 The environmental conditions specified above are for the general guidance of the manufacturerisupplier. SIGNAL & TELECOMMUNICATION INSTALLATIONS: The tracks over which the locomotives will run may be equipped with DC track circuit, 83-1/3 Hz track Circuits as well as track circuits at higher frequencies. Similarly, other devices like axle counters, block instruments, point machines, etc., are also being employed. On the communication network, control circuits, teleprinter circuits as well as VHF/UHF and microwave circuits are employed. Broad details of such equipments used are given in Annexure | Prepared by ‘Checked by Issued bj Page Ti of42 | 28-11-2018 Specification No RDSO/2018/EL/Speci0144 3.0 34 344 CHAPTER 3 PERFORMANCE REQUIREMENTS PERFORMANCE REQUIREMENTS: With line voltage of 22.5 kV AC and half-worn wheels and axle load of 20.5 t, the locomotive shall be capable of the following performance: i) Starting Tractive Effort ii) Continuous Tractive Effort ii) Continuous rated speed iv) Continuous rated power v) Dynamic braking effort vi) Maximum service speed vii) Mechanical arrangement LOAD HAULAGE PERFORMANCE: Starting tractive effort under dry rail condition should be in the region of around 44.01. 30.8t 44 km/h 3675 kw (5000 HP) at rail Around 20 t over the speed range of 25 to 50 km/h. The speed range should be wider depending on the design. 100 km/h Should be such that it should be possible to test the loco at a speed of 110 km/h. The locomotive should be able to start the load on gradient and attain the following balancing speeds indicated in the Table, under all weather conditions .and should conform to the loco performance curve indicated in Annexure IV. (The compensation to be allowed for curve esistance is to be taken as 0.4 kg/tonne per degree of curvature) Axle load and weight of — The locomotive shall consist of 6 axles. The axle load of the locomotive shall be limited to 20.5 t with tolerance of + 2%. The total weight of the locomotive, of the bare bogie frame and of the ballast weight if any, shall be indicated by the supplier. The total weight of the locomotive shall not be outside the range of 123 t + 1%. The locomotive shall be suitable for a test speed of 110 km/h and a maximum service speed of 100 kmv/h with half worn wheels for main line on BG minimum track standards as described in chapter 2 para 2.1 The loco shall be designed to withstand a static buffing load of 400 t. The lateral forces shall be limited to 4.0 t per axle at the max test speed of 110 km/h. Dynamic augmentation should be below 50%, Un sprung mass per axle Un sprung mass per axle shall be limited to 4.3 t. Checked by [Issued by ye [Page IW oF 42 | 28-11-2018 ‘Specification No RDSO/2078/EL/Speci0147 CHAPTER 4 GENERAL DESIGN FEATURE & TECHNICAL REQUIREMENTS 40 4.0.1 4.0.2 4.0.3 44 444 41.2 GENERAL The locomotive shall be manufactured similar to being manufactured by CLW. The manufacturer shall be required to manufacture according to the design being followed by CLW. It shall be the endeavor to use maximum equipments common in AC locos of the same design as being used in CLW manufactured WAG-7 locomotives for the purpose of easy availability of spares and adoption of standard maintenance practices. However, if any equipment specification is not found in consonance of the overall performance parameters of the locomotive or if any other modifications are to be suggested by the manufacturer for improving the loco performance, the manufacturer shall approach RDSO for consideration and approval of the same. No change in specification of any equipment should be done without prior approval of RDSO. However, for minor equipments, the manufacturer shall advise the design details and sub-manufacturer's details to RDSO for approval. The latest version of all the standards /specifications /modifications /SMIs referred in this document shall be followed by the manufacturers. Any subsequent modifications advised by RDSO shall also be implemented during manufacture of the locomotive. The locomotive shall be of Co-Co type consisting of a single body on two high adhesion bogies, each having 3 driving axles. The body shall have two driving cabs, one at either end. The interconnection between the cabs shall be provided through inside the locomotive. Each bogie shall be equipped with three numbers of axle hung nose suspended traction motors and each motor shall independently drive the corresponding axle through a set of pinion and gear. OPERATION OF LOCOMOTIVI Current shall be collected from 25 kV single phase 50 Hz overhead line through AM-12 type or similar pantograph and a circuit breaker mounted on the roof of the locomotive. The incoming 25 KV AC supply is fed to the transformer and thereafter variable voltage obtain through HT tap changer is rectified with the help of silicon rectifier unit and received at the traction motor terminal. Speed regulation shall therefore be obtained by varying input voltage and field weakening of the traction motor with the help of HT tap changer and field weakening resistance. Six traction motors shall work in parallel combination. Prepared by Checked by [___Tssued by Ye e = ee {Page 15 of 42 [26-11-2018 Specification No RDSO/2018/EL/Speci0141 42 4.24 4.2.2 423 ELECTRICAL EQUIPMENT: The electrical equipment shall generally include: i) Components for collection of power from the overhead system. ii) Converter set comprises of main transformer, rectifier, smoothening reactors and voltage control device iii) Auxiliary machine i.e. various rotary and static machine required for offered iv) Traction motor, reverser, main line contactor and field weaker traction equipments. devices etc. v) _ Regenerative braking equipment. vi) vii vii ix) i) Low voltage control equipment, protective devices/relays, etc. i) Sanding control apparatus. ii) Signaling and indicating lamp; and lighting equipment. ) Any other equipment proposed by tenderers for the efficient functioning of the electric system of locomotives. PANTOGRAPHS: i) ii) The locomotive shall be equipped with two pantographs. Normally the trailing end pantograph shall be used. The pantograph selector switch shall be provided in the driver's desk for raising either of the pantographs or both of the pantographs at a time. Raising and lowering of pantographs with locomotive in motion will not cause any un-due disturbance to OHE. It shall be possible for each of these pantographs to be disconnected from the roof equipment and earthed in case of damage i) The metallised carbon strips to be used on the pantographs as is being used in IR. The breaker shall be operated by the driver by means of switch located in each cab. The circuit breaker shall have a rupturing capacity of 400 MVA and a continuous rating of 1000 Amps at 25 kV. ii) A suitable interlock shall be provided to trip the circuit breaker in the event of air pressure falling to a value at which a raised pantographs leaves the contact wire. iii) The copper pipe pneumatic connection to the vacuum circuit breaker shall be as flexible as possible. iv) All modifications/SMIs issued by RDSO should be implemented 4.2.4 LIGHTENING ARRESTOR: A gapless lightning arrestor of proven design similar to those working in 3-phase locos shall be provided for protection against the line voltage transients caused by lightning or system switching. It shall conforming to CLW specn. no. CLW/ES/3/0016 latest revision and amendments. 4.2.5 MAIN TRANSFORMER: 43 1 The main transformer shall be of oil immersed type. Oil will be forced-circulated through the windings by an electric pump and cooled in a radiator with a blower set. The transformer will have the following windings on a combined core in the same tank, i) A variable auto transformer winding incorporating various taps connected to the tap changer, the nominal voltage being 22.5 kV and maximum 27.5 kV. li) A fixed ratio transformer, the primary winding of which is connected to the auto transformer tap changer having a variable voltage from 0 to 22 kV. This transformer shall have two separate secondary windings. + No load voltage between the terminals of each secondary at 32 tap under 22.5 kV catenary voltage: 1000 V. * Continuous rating of rectified current: 2x2700 amps * Apparent power for traction on primary: 5400 kVA 82" tap) * Designed power of secondary: 5400 kVA iii) An auxiliary winding design for supplying apparent power of 270 kVA at 2x415 V at line voltage of 22.5 kV. 4.2.5.2 The windings shall be designed to withstand short circuit current corresponding to a flow through its equivalent impedance for a period of 2 second Prepared by | Checked by Issued by ? Le oe | Page 17 of 2 [28-17-2018 Specification No RDSO/2016/EL/Speci0141 4.2.5.3 The transformer shall be designed to confirm to IEC - 60310 and CLW’s specn. no. CLWIES/T22 latest revision. The temperature rise limits on the windings and the oil shall scontespond to IEC-60310 with limit minus 20°C under all condition of operation. 4.2.5.4 The transformer shall be oil immersed and forced oil-cooled by means of an cil circulating pump and a radiator. The oil cooler (radiator) shall be air blast cooled by means of a motor driven blower set. Means may be provided for letting out the oil from the transformer through the floor to the underside of the locomotive, in the event of any fault/electrical disturbance in the transformer causing oil to gush out. 4.2.5.5 The 5400 kVA transformer manufactured by RDSO approved-supplier shall be used which complies with the above specification. 4.2.5.6 Cable head termination as per RDSO specn. no. ELRS/SPEC/BL/0003 (Rev ‘1") or latest shall be used to connect the 25 kV supply from OHE to Transformer. 4.2.6 TAP CHANGER: i) The tap changer shall be of on load type oil immersed with oil circulating pump and filter and shall have 32 running taps controlled by an electro pneumatic servo motor. Bombardier Transportation (BT) tap changer type no. N32 manufactured by the M/s Bombardier Transportation (BT) or similar shall be used. ji) In case of failure of the tap changer control circuit, it shall be possible to operate the electro valve of the tap changer directly from the driver's cab, Also a ‘manually operated handle shall be provided to move the tap changer. iii) A notch repeating device in each cab shall indicate the position of the tap changer. iv) The tap changer shall be complete with switching contactors and resistance. 4.2.7 RECTIFIER: i) Locomotive shall be provided with two sets of air-cooled silicon rectifier connected in Graetz Bridge. Each of these rectifiers shall be supplied by a separate secondary of the main transformer. ii) The rectifier shall be of compact design in accordance with RDSO specn. no. ELRS/SPEC/RSI/0030 (Rev '0’), Dec’03 or latest. Prepared by _ I Checked by = T8ofd2 28-11-2018 ‘Specification No RDSO/2018/EL/Speci0141 4.28 | SMOOTHING REACTOR: Two smoothing reactors of type SL-30 similar to that of WAG-7 loco being manufactured by CLW shall be used incorporating all improvements as per RDSO'S SMI No RDSO/2008/EL/SMV/0240 (REV 0) 4.2.9 TRACTION MOTOR: i) The traction motor shall be series DC pulsating current type similar to HS- 15250-A. The motor shall be so designed as to fit in properly in the bogie having adequate margins and reliability levels, ii) Traction motor armature shall be vacuum pressure impregnated solvent less resin as per procedures adopted for manufacture of traction motors by cLw. i) The motor shall fulfill the following parameters broadly:~ Mounting: Axle hung nose suspended. Rating, One hour: 750V, 960A, 870 RPM, 670 KW. Continuous: 750V, 900A, 895 RPM, 630 KW. Weak field: 40% Maximum permissible ripple at 28% continuous current of 900 A Starting current 1350 A for 2 minutes. Bd.’s letter no. 2002/Elect(TRS)/ 441/1 Pt Ill dt 12-12-2005 Mil) Each locomotive shall be equipped with 2 nos. of traction motor blowers with standard motor of any approved make having air delivery 277.5 m‘/minute as approved by CLW for WAG-SWAG-7 locomotive iv) Two electrically driven axial flow fans, RDSO approved, shall be provided one on pach of the rectifier block for cooling the silicon rectifiers, similar to that of WAG-Y locomotives manufactured at CLW. ¥) One electrically driven centrifugal type blower for cooling of radiator fan similar to WAG7 locomotive being manufactured at CLW shall be provided for cach locomotive. In case of single locomotive under the above condition, the battery shall be capable of providing the necessary power for at least 5 hours in the event of a failure in the battery charging system. The battery shall also be capable of feeding the headlight through inverter/chopper during catenary supply failure. ii) The_battery may be lead acid type and should be as per specn no. PE/EMU/SPEC/0014 ~ 2000 with Amdt. | & II or latest with PPCP containers. 4.213 OIL COOLING RADIATOR: An oil cooling radiator of appropriate capacity shall be provided so as to ensure the temperature of transformer winding within the specified limit. 4.2.14 INDUCTIVE SHUNT AND BRAKING EXCITATION TRANSFORMER: i) Modified induction shunt as being used by CLW shall be used. li) Braking excitation transformer as is being used in WAG7 locomotives at CLW shall be used. 4.2.45 MASTER CONTROLLER AND BL BOX: i) Stick type Master controller conforming to RDSO Specn. no. Alternately LED light as per RDSO specification No. RDSO/2017/ELISPEC/0134 (rev 0) or latest may be provided. ii) LED based flasher lights shall be provided on each end of the locomotive conforming to RDSO specification no. ELRS/SPEC/EL/LFL/O017 Rev ‘1’ — Sept'04 or latest. ili) LED based marker lights shall be provided on locomotive conforming to RDSO specification no. ELRS/SPEC/PR/0022 (Rev ‘1') — Oct'04 or latest. 4.2.19 CONTROL EQUIPMENT: i) Control equipment shall provide facility for driving from either of the locomotive cab. ii) Adequate contro! equipment including gauges, instruments and safety devices shall be provided for safe and satisfactory operation of the locomotive. The equipment shall be arranged so as to be within easy reach of the driver. iii) Microprocessor based control and fault diagnostic system as per RDSO specn. no. ELRS/SPEC/MPC-FDS/0001 (Rev ‘2') - Aug’05 or latest shall be provided for sequential logic control of locomotive and its fault diagnostic. iv) The driving desk shall be provided on the left hand side. Gauges, audio-visual signal and other equipment shall be located in the cab generally as per equipment lay out presently followed in WAG7 class of locomotives by CLW. ¥) Alll the low voltage control apparatus shall be fed at 110 V (nominal) regulated DC. vi) The working of electro-pneumatic and electro-magnetic apparatus shall be satisfactory up to a minimum control voltage of 70 V when the, operating coils are at their rated temperature and a normal air pressure of 5 kg/cm’ vii)In order to ensure maximum reliability of the control equipment, the interlock contacts of the relays and control drums shall be as far as possible be duplicated. Every precaution shall be taken by the manufacturers for the provision of automatic devices to prevent the harmful effect in case of the pantograph momentary losses contact with the contact wire. ix) Contactors, switches and controlling relays in the traction motor circuit shall be of ‘adequate design and so interlocked that incorrect sequence or operation which may give rise to excessive current is avoided. The switches or contactors design to open on load shall be provided with blow out coils and arching horns of sufficient capacity to rupture the full range of working current without the detriment to themselves or to the surroundings equipment and shall be insulated for nominal 1500 V. Alll contact tips, interlocks, pins and plungers shall easily be accessible for maintenance. x) EM contactors type EMC-1.1968, 584, 3PCEM, CLW approved shall be provided in each auxiliary circuit as required by circuit design for smooth operation/isolation of auxiliary machines. EM cotactors should be modified to high capacity as per RDSO modification no .ELRS/MS/0310-2001 (Rev 0) xi) The insulation of control coil of EP & EM contactors shall be suitable for Class F and shall be vacuum pressure impregnated. The coil shall be Epoxy moulded to avoid mechanical damage. The terminals for external connections shall be bedded in the coil itself and shall not be dept loose. xii)The traction motor field shunting resistance shall be substantially constructed of the material approved by RDSO and design for natural ventilation. They shall not be subjected to permanent variation in resistance or deterioration under working condition. The elements shall be supported in such a manner as to prevent breaking due to vibrations xiii) The reverser shall be of adequate design, suitable for 1500 Amp and insulated for nominal voltage of 1500 V, remote controlled and suitably interlocked to ensure that no movement can take place while it is carrying current. Provisions shall be made for manual operation in emergency. Instruments and gauges provided shall include ammeter for traction motor current and voltmeter for traction motor voltage and line voltage. All the gauges and meters shall be as per Railway Board’s letter no. 2002/Elect (TRS)/441/1 Pt Ill dt 12-12-2005 for crew friendly cab. ii) The possibility of providing indication of availability of OHE power supply, through capacitive coupling; means without raising the pantograph may also be considered and included iii)Other instruments and gauges required for compressed air system, air brake system; which are considered necessary shall be provided. iv)For prototype locomotives, it may be required to carry out instrumentation for measurement of energy, power, currents, and voltages at various circuit points. Provision shall be made for this purpose. 4.2.21 PROTECTIVE DEVICES: The following standard protective system for protection of the electrical equipments against abnormal current, excessive voltages earth fault, etc. as well as indication of normal and abnormal conditions so as to ensure safe and correct operation shall be provided. While working in the multiple, the faults in the trailing locomotive shall be indicated in the leading loco. i) Lightening arrestors - ‘See clause 4.2.4 ii) Surge absorbing capacitors: Secondary and auxiliary windings of the main transformer and silicon rectifier shall be provided with surge absorbing capacitors Circuit breaker - See clause 4.2.3 Line overload relays: One line over load relay shall be provided in the power circuit to interrupt the supply in the event of a fault on the HT side of the transformer. v) Earth fault protection: Two earth fault relays, one each in the two rectifier groups shall be provided in the power circuit to interrupt the supply in the event of any earth fault on any of the equipments in the power circuit. Protection of low tension circuits: Surge absorber (LTBA) and switches and fuses shall be provided for the traction motor control, auxiliary control, alarm indication, and lighting and cab fan circuits. Low pressure control governor: When there is insufficient pressure in the control supply system, the electrical contacts in low pressure control governor shall open the high tension circuit breaker, cutting off the supply from OHE. ix) In the event of emergency brake application, electrical contacts shall also be provided to shut off power to the traction motor. x) Other safety devices such as air pressure switches for blowers which are considered necessary shall also be provided. 4.2.22 SAFETY DEVICES: i) The locomotive shall be provided with a manually operated two position earthing switch. The operation of the switch shall enable earthing of the power circuit of the locomotive and attention to the HT equipments by releasing interlocked keys from box fitted to the earthing switch. ii) All safety features in the matter of design construction and materials used shall conform to the best safety standards and shall in particular prevent fires in locomotives. Each cab shall be equipped with two numbers dry chemical based fire extinguisher of 5 kg capacity each iii) All equipments shall be adequately earthed, insulated, screened or enclosed and provided with essential interlocks and keys as may be considered appropriate to ensure the protection of the equipments and safety of those concerned with its operation and maintenance. iv) A sensitive and reliable protection arrangement against earth fault shall be provided. Separate earth fault protection shall be arranged for power, auxiliary and control circuits with option of isolation. Isolation of the protection arrangement only for the purpose of moving the train to a station where the locomotive can be changed shall be made available. Locomotive control couplers shall be duplicated to ensure reliability of operation. ¥) Allelectrical circuits shall be fully insulated from the super-structure on both positive and negative sides. The super-structure shall not be used as a portion of an earth return circuit except for the main transformer primary and earth fault detection circuits, vi) Ensuring compliance of fire prevention measures circulated by RDSO’s vide ELRS/PR/0113 (rev ‘0’). ELRS/SPEC/VCD/0025/Rev. ‘2 of May 2004 with latest amendments. The VCD is for monitoring alertness of the engine crew through a multi-resetting system which gets reset by specified normal operation activities of crew, in addition to the acknowledgement of the vigilance check by pressing a push’ button or pedal switch provided for this purpose. Absence of the normal driving functions and the acknowledgement at specified intervals will activate vigilance contro! system to flash an indication which if still not acknowledged will cause audiovisual warning. If audiovisual warning is also not acknowledged, it will result in emergency brake application. This will also take care of problem of operation of locos by unauthorized persons getting into unattended loco cab. This should be designed as a fail safe system INSULATION, CABLES & WIRING: Insulation and protection of equipment: All electrical parts liable to be alive shall be efficiently insulated from earth. Insulators and insulation of all cables, terminals and connections shall have adequate length of creepage surface consistent with the working voltage. All components liable to be connected in the 1500 V circuit must be insulated for this voltage even though they are normally have a lower potential between them or between them and earth. This need not apply to meter shunts, voltmeters, relays and connections which are permanently grounded at one end. It does, however, apply to reverser and other equipment of the power circuit. ii) Cables: E-beam thin walled cables as per RDSO specn. no. ELRS/SPEC/0019 Rev'4’ or latest shall be used for power, auxiliary and control circuit of locomotives. Power, auxiliary and control circuit shall be as being followed by CLW in WAG7 locomotives. Length of power cable shall be kept to the minimum. The power, control and auxiliary cables of RDSO approved makes shall be used. iii) All connections shall be terminated on terminal bars of approved design, provided for the purpose. The terminals and wire/cables ends shall be suitably marked to facilitate correct connections. iv) Use of plugs and sockets will be preferred to terminal boards if it will facilitate main- tenance, and ensure a better layout. v) No cable having a conductor size of less than 2.5 sq.mm. shall ordinarily be used ‘Smaller size cables for internal wiring of panels, control cubicles, consistent with the mechanical and electrical requirements, may be adopted. vi) The layout of the cables shall be such that contamination by oil is avoided vii) RDSO’s SMI ELRS/SMI/0237 (Rev ‘0’) dt 20-1-06 for ensuring transposition of cable 4.2.24 for proper current sharing by cable going from transformer to rectifier. SKDL-4180. 4.3.2 Underframe and superstructure — The underframe and superstructure shall be similar to RDSO layout of 5000 HP tap changer control WAG7 being manufactured at CLW. 4.3.2.1 Design of under frame, body shall be made to safely withstand each one of the following conditions while carrying its loads — i) Multiple unit operation with 200 t draft load applied at the centre buffer coupler and allowing for an increase not less than 50% in the static vertical load to cater for dynamic augment encountered in service. i) Lifting of the locomotive at one end of the head-stock with the adjacent bogie suspended from the underframe and the other bogie resting on rails/ground representing the conditions during re-railing operation after an accident. iii) Lifting of the entire locomotive including the bogies at the jacking pads. iv) Lifting of the entire locomotive without the bogies at the buffer beams. ¥) Stationary locomotive under a squeeze load of 400 t applied at the side buffer/centre draw gear. 43.2.2 The design shall be such that the maximum permissible stresses shall not exceed the endurance limit of the materials for loading conditions specified in clause 4.3.2.1 above and 90% of the yield point stress of the material under other conditions of loading 4.3.2.3 Provisions for lifting of body shall be provided. It should be possible for the bogie to be lifted along with the body when required. 4.3.3 Wheel, axle and axle box arrangement — The wheel axle and axle box assembly shall be according to RDSO drawing no. All brake equipments, except for those necessarily are to be located in driving cabs and on the bogies, shall be provided on tri-plate panel conforming to RDSO's specification no. ELRS/SPEC/EBS/ 0034 (Rev ‘0') — Apri'05. L. type composite brake block should be provided. Corresponding to the maximum brake cylinder pressure, the total braking effort of the locomotive shall work out to about 20% of the adhesive weight of the locomotive. Means shall be provided for adjustment of this brake power. 4.3.8 Sanding equipment — Pneumatic sanding arrangement similar to the one adopted on WAG7 locomotives shall be adopted. 43.9 Air reservoirs —for air reservoirs each of 203 litre capacity shall be used similar to the design being adopted in WAG7 locomotives. 4.3.9 The bogie shall be capable of being run up to a maximum test speed of 110 km/h. The loading shall not exceed 7.67 t/meter, preferably being limited to 6.0 t/meter. The bogie shall be provided with two stage suspension. Adequate damping in both vertical and lateral modes shall be provided. The helical springs used shall be designed and manufactures under maximum fatigue life. Spring stresses under condition of maximum dynamic augment shall be within the endurance limit of the spring material. The horns shall be of sufficient size and power to be distinctly audible at a distance of 1 km from the locomotive. The two homs shall have different tones but shall be in harmony with each other when blown together. Push buttons placed next to each other shall be provided for the operation of either one or both the horns at any time by the driver or his assistant DRIVING CAB: 43.3.1 Locomotive will have ergonomically designed spacious crew friendly driving cabs, one either end as being provided by CLW. The fittings and furnishing shall be of highest quality. The each cab shall be provided with two numbers of comfortable chairs for driving crews. The cab shall be adequately insulated against noise, vibration, heat and ingress of water and dust. Cabs shall be adequately reinforced and connected with main underframe at the cab end. 4.3.13.2 Each cab shall be provided with two nos. cab fans for Driver & Assistant Driver. Air heating and ventilation arrangement shall be provided in the cab space and all instructions related to provision of crew friendly cab as per Rly. RDSO/2007/EL/SPEC/0058 (Rev. 0) of March 2008 or latest. 44 PAINTING OF LOCOMOTIVE: The locomotive should be painted with Polyurethane paints as per RDSO's report no. ELRS/IR/0115 (Rev '0') — Sept’06. 4.5 OPERATIONAL RELIABILITY: In order to avoid immobilization of the loco, while in service between station, layout and design features shall aim at providing adequate redundancy. 4.6 MAINTAINABILITY: Easy access for inspection and maintenance requiring immediate attention shall be given special consideration in the design and layout. 47 MODIFICATIONS: All the modifications/SMIs should be implemented as approved by RDSO/CLW in respect of systems/sub-systems/equipments of the locomotives. The inspection of the locomotive shall be carried out by an Inspecting Officer of the Indian Railways. 5.0.2 The individual equipments systems or sub-systems as may be necessary, shall be subjected to type and routine tests in accordance with relevant IEC and other specifications as per details given in Annexure Il and as modified by test programme to be drawn up by the manufacturer in consultations with RDSO. Type tests of electrical and mechanical equipment shall be carried out by the manufacturer at his own responsibility and cost in the presence of and to the satisfaction of a representative of RDSO. Such tests may include laboratory and field tests. It may be open for RDSO to waive some of the tests in the case of equipments/sub- assemblies where the manufacturer can establish to the satisfaction of RDSO that such tests have already been carried out earlier or where the equipment has been proved in prolonged service. 5.0.3 Some of the tests may be required to be witnessed by the representative of the Indian Railways §.0.4 RDSO may also in addition, require tests on raw materials and components of critical nature, so as to ensure that they meet the performance and reliability stipulations.
