BASEMENT STRUCTURE
SAN FERNANDO
NOVEMBER 2014
A) MATERIAL SPECIFICATIONS
This upgrading exercise shall Incorporate the Development of a Basement Infrastructure and a
ground floor level with access points to same to accommodate New Equipment and future room
for further developments.
The successful contractor will be a NOMINATED sub-contractor to the Main Contractor and shall be
bound by the conditions of the Main Contract.
The building will be served electrically from plant rooms located along the north Eastern side on
the compound via the clients existing kiosk located at the front of the compound. The new plant
room will house the following systems:
Client’s Main Transformer No. 2 – this is proposed to be a three-phase FR3 environ temp oil
filled Pad mount transformer with a marine grade paint finish.
Main Low Voltage Switchgear & L.V. Panels
An HV Isolator would also be placed adjacent to the Pad Mounted Transformer.
All associated ductwork and cable tray works will be a part of this contract.
There is a Potable Storage System which will be retained; however a new Fire Storage System
inclusive of the associated pump is being installed. A new sand filter will be also be installed. The
power to the pumps, sand filter shall form part of this contract.
NOTE:
(a) All panels/boards must be in accordance with UL 67.
(b) Shop Drawings must be submitted for approval. UPS Panels must have 200% neutral bar and
200% neutral cable where applicable.
(c) There is a table in the Technical Specification which specifies the Circuit Breaker characteristics
required for different applications. This must be adhered to.
In addition, any circuit breaker feeding Transformers must have an electronic trip with an
adjustable instantaneous trip time delay.
e) Security System
ITEM Description
(a) Feeder HV Cables from Clients Switch Gear to New Client's transformer via New 12KV
Isolator.
(b) Supply and installation of Client's Transformers 1No. 750KVA, Three Phase FR3 fluid filled
Transformer.
(c) Main LV Cables from Client's Transformers to New Main Board.
(d) Supply and Installation of Main Board inclusive of SPD's.
(e) Sub-circuit wiring including conduits, trunking, raceways, cable trays, conductors, outlets,
switches and accessories.
(f) Step-Down Transformers as specified i.e Electrostatic Shielded and “K” factor rated
transformers.
(g) Supply and installation of all new lighting fixtures as specified, including Bulbs, Tubes,
Diffusers, Hangers, Connectors, supports and all related items needed to achieve the
proper and complete operation of the lighting fixtures.
(h) Earthing of various Systems & Lightning Protection System as detailed in the drawings.
(i) As indicated in the drawings Infrastructure for the special System i.e. Conduits, Risers,
Pull Boxes, Trunking / Raceways, Boxes, Accessories and drag-wire to service the
following special system viz:-
• Fire Detection / Fire Alarm System.
• Security System.
• Public Address System
• Access Control Systems
(m) Proper termination of all weather-exposed electrical terminations with safety sealed
connectors or approved equal. Proper sealing off and treatment of all weather-exposed
junction boxes, electrical fittings and accessories etc.
(n) All weather-exposed conduits are to be corrosion treated, including brackets, mounting
bolts & nuts, cable-trays glands and other mounting accessories.
(o) Miscellaneous items viz. Cable Trays, Supports, Fixings, Liaison, Insurances, Working and
As-Built Drawings, Grounding, Testing, Inspection. The testing to include for the testing of
all Circuit Breakers, Ground Resistance Testing and a Thermographic Survey of the
installation after completion. Maintenance, Testing, Commissioning, Inspection Fees and
Liaison with other trades etc. PLEASE REFER TO MAIN CONTRACT PRELIMINARIES.
The Contractor should note that only factory manufactured or trunking, bends, and associated
accessories or Approved Alternate Bends to Factory Standard shall be accepted for the Trunking
installation on this project. A sample of an alternate bend shall be submitted for approval by the
Engineer.
2. Main Transformers:
The transformer is to be 1No. 750KVA, FR3 EnvirotempFluid Filled Transformer
The building is an existing H.V. meter. The incoming supply from T&TEC is at 12,000 Volts.
The 12K.V. metering unit is shown adjacent to the Client’s switchgear. The contractor shall be
responsible for supplying and installing the Client’s main transformer as well as all the H.V.
Cables from clients switch gear located in main switch room at kiosk.
ELECTRICAL CHARACTERISTICS
The Main L.V. Characteristics shall be 480Y/277Volts, 3Phase, and 4Wire, 60Hz Star. All three phase
power loads shall be fed at 480Volts, 4Wire, Star. Lighting systems (except otherwise stated) shall
be rated at 277Volts, 1Phase, Line to Neutral. All convenience outlets (except otherwise stated)
shall be rated at 120Volts, 1Phase, Line to Neutral. This shall be derived from the local step-down
transformers as indicated in the schematic.
MAIN TRANSFORMER
The building shall be serviced with 1No. 750KVA padmount type, FR3 ENVIRO TEMP FLUID filled
transformers as indicated in the electrical schematic and detailed in the specifications. The Primary
System supply voltage from T&TEC shall be 12,000Volts, 3Phase whilst the Secondary derived from
the three phase transformer shall be 480/277 Volts, 3 Phase, 4 Wire, 60 HZ, Star. This contractor
shall be responsible for the supply and installation of the Main Transformers.
a) 480Volts, Delta Primary / 220/127 Volts, 3 Phase, 4 Wire Star Secondary, Dry Type
Electrostatic Shielded, Isolation Transformers for Outlets and Miscellaneous Loads.
Insulation System
The insulation system shall be a U.L. recognized 220oC system. Neither the primary nor the
secondary temperature shall exceed 220oC to any point in the coils while carrying their full rating
of non-sinusoidal load. The maximum hot spot temperature shall not exceed 220oC.
Construction
Cores shall be constructed with low hysteresis and eddy current losses. Core flux density shall be
well below saturation to avoid overheating because of harmonic voltage distortion.
The transformer secondary neutral terminal shall be sized for 200% of the secondary phase
current.
The transformer shall have a full width electrostatic shield. Maximum effective coupling
capacitance between primary and secondary and attenuation of common and transverse mode
noise and transients and sound levels shall be as for Square D Type NL, Westinghouse Transformer
or G.E. brand non-Linear Loads or approved equal.
The successful contractor would be expected to submit the Manufacturers Data Sheet, for the
transformers to be supplied to the job.
The Contract shall refer to the design drawings and accompanying material
specification and bill of quantities for greater details of the above.
In addition to the above, the contractor has to cater in his quotation for the removal of any
electrics and re-installation of same during the construction of the basement structure.
LIGHTING SYSTEM
The Lighting Systems shall include both the
- Internals of the Basement structure
and - External Lighting as detailed.
Refer to the drawings, material specification and bills of quantities for greater details.
The contractor shall quote for supply and installation of the lighting fixtures as specified and as
indicated in the drawings. Fluorescent fixtures utilizing high frequency electronic ballasts and
energy efficient T5HO -54Watts fluorescent tubes will be used. The fixtures to be installed are
specified in the schedules in the drawings and technical specifications. The contractor shall submit
a sample of each fixture type for approval by the Architect before bulk ordering / purchase. The
contractor’s quote shall cater for the installation charges inclusive of all wiring and support
systems, etc.
Contractor shall refer to the drawings; material specification and bills of quantities for
greater details.
SUBCIRCUIT WIRING
The contractor shall be responsible for the supply and installation of all the subcircuit wiring
associated with the building, as detailed in the drawings. The works shall include all conduits,
trunking, raceways, cable trays, receptacles / outlets switches, all accessories and conductors
commencing from the various distribution panels, as indicated in the drawings. The contractor’s
scope shall include the sub-wiring to accommodate the power for the Air Conditioning System. In
Addition, the scope of work shall also include for the wiring to the lighting fixtures as detailed in
the drawings.
CONDUCTORS
The conductors to serve the lighting systems, convenience outlets, computer power, air
conditioning control systems shall be of the stranded copper, P.V.C. insulated, 600Volts rated and
current capacity compatible with the load being fed and associated circuit breaker. This is detailed
further in the technical specification.
The contractor shall provide samples of the cable Tag and Tag information for approval prior to
installation.
The current ratings and other characteristics shall be as indicated in the drawings and
specifications.
EARTHING SYSTEM
The drawings detail the various items included in the Earthing system. The contractor shall ensure
that the Earthing leads are provided in accordance with the design; the electrodes, Earthing bars
etc. are also provided such that the total system would comply with the code and this
specification. In addition, it is important that the computer power system be provided with an
“Isolated Ground” as indicated previously. The grounding system shall be done in accordance with
National Electrical Code Article 250 and IEEE Standard 142-1991.

Details of this system are also indicated in the drawings. For the reinforced concrete structures the
air terminations and peripheral tapes / conductors should be connected to the steel reinforcing
bars in those locations requiring down conductors. The systems shall be earthed at the points
indicated with the connection points to the electrodes readily available to permit testing on an
annual basis. The test points shall be readily identified. The Lightning Protection System shall be
done in accordance with the B.S. Code of Practice CP 326:1865 and BS 6651:1990.
• The successful contractor upon completion shall also be required to hand-over to the engineer
two (2) sets of bound catalogues / brochures of the equipment used.
• The contractor's scope shall also include the submission of a "Preventative Maintenance
Procedure" for the equipment supplied, with a list of spares and source of supply for them.
• The contractor's quote must include cost towards the maintenance of the system during the
defects liability period of twelve (12) months. The contractor shall note that the Maintenance
Period commences at the time of Issue of the General Contractor’s Practical Completion
Certificate.
QUOTATION
The contractor shall use the attached material / labour breakdown and summary sheets as a guide
for the submission of his quote. The onus is on the contractor for the correctness of all quantities
etc. In addition, the contractor must submit a schedule of rates for all categories of workers to be
utilized on this project. Pricing for the installation must include for all preliminaries, profits, and
overheads.
SAFETY PROCEDURES
The contractor’s quote must cater for the cost associated with the adherence to and
implementation of ALL necessary safety procedures during the period on site. The preferred
contractor would be requested to submit his firm’s safety procedures before any recommendation
for award is made.
WIRING GENERAL
All wiring other than armoured cables shall be in raceways (conduits/trunking). This includes all
control, fire alarm, voice/data, security/surveillance systems, lighting and outlets.
CABLE TRAYS/TRUNKING/RACEWAYS/SUPPORTS
The contractor's quote shall include for all:-
• Cable Trays
• Trunking
• Raceways
• Supports
necessary for the fixing/laying/proper installation of all cables, conductors, equipment, light
fixtures.
The ground floor ceiling space will be used as a return plenum for the Air Conditioning. Therefore
all electrical sub circuit wires are to be routed in metal raceways which include EMT Conduit, Metal
Trunking and Metal Flex Conduit. The light current cables for the voice/data, fire alarm and security
will be plenum rated; these would be installed on cable trays. No PVC Conduit shall be installed in
the ground floor ceiling space. NB this requirement is for the ground floor ceiling space only; the
first floor ceiling space is not being utilized as a return plenum for the Air Conditioning system.
INSURANCES
The contractor shall include for insurance coverage for:-
• Contractors All Risk
• Public Liability
• Third Party
TESTING
The contractor shall include in his quote for, and ensure that the following tests are carried out:-
1. All Circuit Breakers must be tested in accordance with the UL or CSA Standards.
Test results are to be presented to the Engineer for review. The final accepted results are to
be passed on to the client for their record and future reference the price for this testing shall
be displayed separately – see Bill of Quantities.
2. A Thermographic Survey employing the use of an approved Thermal Imaging Camera eg.
Raytheon Explore IR, Flir T400 or equal, shall be performed on all Boards, Panels, Busducts,
and Terminations. Terminations shall include HV and LV Terminations on the main
transformers and all dry-type step-down transformers on the floors.
The results shall be presented in a format which shall provide ease of interpretation and must
include a digital photograph of the specimen under study and electrical parameters relevant
for interpretation. The study shall be performed with the system under a minimum of 50% of
This test shall be carried out not later than two (2) weeks after the system is commissioned
and loaded. The price for this testing shall be displayed separately as per Bill of Quantities.
3. The contractor shall in addition to the above be responsible for the testing and certification of
the complete installation. The certificate of approval shall be passed on the Engineer for
forwarding to the client.
PROGRAMME
This contractor shall be prepared to work along with the other sub-contractors to meet the Main
Contractors Programme. This may mean night time and weekend work. All such overtime work
shall be included in the tender price.
OTHER TRADES
This contractor shall work along with other trades and make adjustments as necessary to allow for
free passage of other trades work.
MAINTENANCE PERIOD
The contractor's quote shall include for a 12 month maintenance period after handing over. This
include for defective workmanship and the replacement of parts/materials under manufacturer's
warranty.
SAFETY SYSTEMS
The contractor shall carry out all works on site in a safe and efficient manner.
The contractor shall submit a copy of his Company's Safety Operating Procedures with his tender.
PLEASE NOTE THE CLIENTS EXTENSIVE SAFETY REQUIREMENT, WHICH MUST BE ADHERED TO AND PRICED FOR
IN THIS DOCUMENT.
AWARD OF TENDER
The client is not bound in any way to accept the lowest or any tender.

The attached Technical Specification shall form part of the overall specification and the works shall
be carried out in accordance with same.

Conductors
Are either plain annealed copper complying with the requirements of BS6360. The characteristics
included within the following pages are based upon circular stranded conductors although, where
permitted in accordance with the relevant specification, solid aluminium and shaped conductors
can be provided. In such cases these tables should be used as a guide with full details being sought
from our design engineers.
Conductor Screening
Consists of a layer of extruded semi-conducting compound and would generally be applied directly
over the conductor.
Insulation
Consists of cross linked polyethylene (XLPE) which is applied by extrusion to form a compact and
homogeneous layer.
Core Screening
Consists of a semi-conducting layer in combination with a metallic layer, the semi-conducting layer
being an extruded semi-conducting cold strippable compound applied directly over the insulation,
and the metallic part consisting of either copper tapes or copper wires applied around each core or
as a collective screen around the three laid up cores.
The two extruded screens and insulation are applied in a single operation.
Laying Up
The cores of multicore cables are laid up with suitable fillers to form a compact circular assembly.
A suitable binder may be applied.
Bedding
(Inner covering/separation layer) Multicore Cables with a collective screen have a lapped semi-
conducting inner covering. Cables incorporating an armour layer have an extruded separation layer.
Armour
Armouring of single core cables is provided by round aluminium wires. Multicore cables are
armoured with round galvanised steel wires.
Oversheath
Consists of an extruded layer of black PVC compound complying with the requirements of BS6746
for type 9 compound.
Identification
Phase identification is provided by colours.
Marking
The external surface of the cable is identified by embossing.
Bending Radii
During installation LinkeX Cables should not be bent to a radius smaller than that given in the
appropriate table.
B.I.L - 95KV
Frequency - 60Hz.

Cable Testing Facility- Integrated Cable Test/Earth Facility
Extensibility - Modular Construction to enable switch gear to be extended or
modified in the future.
Equipment Description:
The switchgear to be provided shall be of the Outdoor, extensible type.
The assembled board shall be “free standing” with operations carried out at the front of the unit.
The switchboard shall be supplied complete with all busbars, insulators, bolts, gaskets, metering
transformers, operating handles etc.
An Integral Cable Test Facility shall form part of the unit and shall be accessed through interlocked
front access covers.
Each C.B. shall be supplied with a series disconnector with the following defined positions – ON /
ISOLATED / EARTH SELECT. Operation of the disconnector shall only be done with the Circuit Breaker in
the OFF position.
All Drawings, Schematics, Wiring Diagrams, Brochures, Catalogues, Operation and Maintenance
Manuals shall form part of the equipment supply.
Test Requirement:
Each unit shall be subjected to and pass the following tests:-
(i) Power Frequency
(ii) Temperature Rise
(iii) Contact Resistance
(iv) Short Time withstand and peak current tests on main and earthing circuits.
(v) Short Time making and breaking tests including the making test for the earthing switch on
the line side of the breaker.
Ampere Hour Rating : Sized with capacity to ensure proper operation of the Circuit
Breakers during charging of 50% of the Charging Motors at any one
time.

B.I.L. 95KV
Winding Temperature The primary and secondary coils shall have an average winding
temperature rise not to exceed 85°C at rated load in a 40°C maximum
ambient room temperature. The insulating system shall be rated for
continuous full load operation 24 hours a day 365 days a year.
Other Features The contractor shall be in a position to provide upon request the
following:-
- Critical Overall Dimension
- Weight
- Approximate percentage impedance
- Anticipated losses – Iron and Winding
In addition, the successful contractor shall provide the test results of the transformer, typical
brochures of the unit and written warranty.
• The contractor shall supply the Low Voltage Switchboard, Splitter, Sub-Boards and Distribution
Panels complete with Moulded Case Circuit Breakers of Amperage and I. C. rating as indicated in
the Schematic and attached Schedules.
• These shall be constructed in accordance with the latest revised edition of the UL 67 standard
for panel boards and shall have C.T.'s and Digital full function meters as shown on the Schematic
to monitor electrical parameters.
• The meter shall measure true (rms) power, instantaneous demand (kW) and consumption
(kWh).
• The meter shall report the energy variables serially over an RS-485 network using the Modbus
(RTU) protocol, including KW: total, min/max/average and per phase, KWh, KVAR, KVA, Power
Factor, Voltage and Amperage.
• The consumption(KWh) variable shall be stored in non-volatile memory and retained in the
event of a power outage.
• The meter shall directly accept any voltage input from 120V to 600VAC.
• The meter shall be calibrated as a system and be accurate to +/- 1% from 10% to 100% of the
rated current over a temperature range of 0-60 degrees C.
• The Boards and Panels shall be manufactured by E.I.L.; T.Y.E. or approved equal; and shall utilize
moulded case circuit breaker of the Square D, G.E., ABB or approved alternative.
• The Circuit Breakers for the boards and panels shall be rated for 480, 220, 127Volts and as
indicated in the Schedules, shall be tropicalised and ambient compensated to 40oC. They shall
be provided with both Fixed Thermal and Magnetic Trip elements and shall be of the Bolt on
Type.
• The Board and Panels shall be rigidly constructed from Sheet Steel. Material gauge shall
conform to code requirements. No material lighter than 12-gauge shall be used. One coats of
anti-corrosive primer and two coats of pearl grey enamel must be applied to the steel.
• It is important that the construction personnel provide adequate gutter space all around the
equipment.
• The bus bars shall be of copper and shall be calculated on the basis of 1000Amps per square
inch (155Amp/cm2) of cross-section area and shall be rigidly braced to with stand maximum
short-circuit rating available from the transformer.
• The edges of the cabinet shall be turned over. The door shall be provided with a substantial
flush type lock and catch.
The Main Circuit Breaker shall be of the Electronic Trip Moulded Case Type and provided with:-
• A full function Digital Meter to measure Voltage, Amps, PF, Hz. etc. shall be an integral part of
the Main Switchboard. This meter shall be able to interface with the Building Management
System and report these variables serially over an RS-485 network using Modbus (RTU)
protocol.
• The Main Switchboard shall be of the Free Standing Type. The contractor must ensure that the
Board can be accommodate in the Room provided - access into and installation in place.
The successful contractor would be expected to provide all drawings of the proposed Boards,
Splitters and Panels giving:-
• Physical Size
• Layout of breakers
• Fixing Details
• Gutter Space
• C. B. Brand, Sizes and Characteristics
• Any other relevant technical details
• Main protective device shall be fixed low-voltage power air-circuit breakers. Frame
sizes rating of amperage not less than those shown in the Schematic. All breakers shall be
UL listed for application in their intended enclosures for 100% of their continuous ampere
rating
• Where circuit breakers are equipped with current limiters, the combination shall
have short-time ratings in accordance with the characteristics of the limiter selected.
• All ratings shall be tested to the requirements of ANSI C37.20.1, C37.50 and
C37.51 and UL witnessed and approved.
• Main power circuit breakers shall be provided with trip units as specified below.
• Interchangeable rating plugs shall establish the continuous trip ratings of each
circuit breaker. Rating plugs shall be fixed-type as indicated. Rating plugs shall be
interlocked so they are not interchangeable between frames, and interlocked such that a
breaker cannot be closed and latched with the rating plug removed.
• The zone interlocking system shall restrain the tripping of an upstream circuit
breaker, and allow the circuit breaker closest to the fault to trip with no intentional time
delay. In the event that the downstream breaker does not trip, the upstream breaker shall
trip after the pre-set time delay.
• Internal ground fault protection or alarm settings shall not exceed 1200 amperes.
Provide neutral ground fault sensor for four-wire loads.
• The trip unit shall have an information system that utilizes battery backed-up LEDs
to indicate mode of trip following an automatic trip operation. The indication of the mode
of trip shall be retained after an automatic trip. A trip-reset button shall be provided to
turn off the LED indication after an automatic trip. A test push-button shall energize an
LED to indicate battery status.
• A red LED shall be provided on the face of the trip unit and pre-set to flash on and
off when an adjustable high-load level is exceeded. A time-delay shall be provided to avoid
nuisance alarms. The microprocessor-based trip units shall be capable of monitoring the
following data:
1. Instantaneous value of phase, neutral and ground current.
2. Minimum and maximum current values
3. Average demand current.
4. System diagnostic information such as alarms and cause of trip.
5. Approximate level of fault current that initiated an automatic trip operation.
PROTECTION FUNCTIONS
Ballasts shall operate from 50/60 Hz input source of 120 through 277 Volts, and sustained
variations of ± 10% (Voltage & Frequency) with no damage to the ballasts.
Ballasts shall be a high frequency electronic type, and operate lamps at a frequency above 42 kHz
to minimize interference with infrared control systems.
Lamp Current Crest Factor (ratio of peak to RMS current) shall be 1.7 or less in accordance with
lamp manufacturer recommendations and ANSI C82.11-1993.
Ballasts shall tolerate operation in ambient temperatures up to 105°F (40°C) without damage.
Ballasts shall comply with FCC Part 18 Non-Consumer Equipment for EMI (power line conducted)
and RFI (Radiated).
Ballasts shall provide transient immunity as recommended by ANSI C62.41-1991, Location A2.
Ballasts shall operate lamps with no visible flicker (<3% flicker index).
Ballasts shall tolerate sustained open circuit and short circuit output conditions without damage.
Ballasts shall be Underwriters Laboratory (UL 935) listed, Class P, Type 1 Outdoor, and CSA certified
where applicable.
Input current Total Harmonic Distortion shall not exceed 10% for the primary lamp.
Ballasts shall have a Power Factor greater than .98 for primary lamp.
The manufacturer shall provide written warranty against defects in material or workmanship,
including replacement, for five years from date of manufacture.
The manufacturer shall have been manufacturing electronic ballasts for at least 15 years.
Ballasts shall provide starting sequence consistent with ANSI standard C82.11-1993.
The power factor shall be 95% or higher. The lamp crest factor shall not exceed 1.6 for rapid start
ballasts.
The electronic ballast shall be Class "A" sound rated and UL Class P thermally protected.
The ballast shall be provided with an internal fuse to protect the electrical power supply from
internal component failure. The ballast shall also be short-circuit protected in the event of mis-
wiring.

PRODUCT
SURGE PROTECTIVE DEVICE
A. Surge Suppressor
1. SPD shall be listed in accordance with 1449 Second Edition and UL 1283.
2. SPD shall be marked with a short circuit current rating equal to or greater than
available fault currents at the point of installation. (Note: This is 2002 NEC, Article 285.6.
This is the Consultant's requirement, regardless of whether or not the Authority having
jurisdiction adopts the 2002 Code).
3. SPD shall provide surge current diversion paths for all modes of protection; L-N,
L-G, N-G in WYE systems, and L-L, L-G in DELTA systems.
4. Each mode including N-G shall be fused with a UL Recognized 200kA/C surge
rated fuse and incorporate a thermal cutout device. (Note: thermal cutouts protect
against sustained overvoltages).
5. At Service Entrance,a UL approved disconnect switch shall be provided as a
means of disconnect if a 60A breaker is not available.
6. SPD shall meet or exceed the following criteria (based upon exposure level):

B. Options
1. SPD shall be provided with individual suppression modules per phase for ease of

push to test switch shall be provided.
3. SPD shall be provided with 1 set of NO/NC dry contacts.
4. SPD shall be provided with surge event counter.
5. SPD shall be provided with integral disconnect switch when 3-Pole breaker is not
available for connecting the suppressor.
EXECUTION
1. SPD shall be installed per manufacturer’s installation instructions with lead lengths as short
(less than 24”) and straight as possible. Gently twist conductors together.

• Compliance with Standards, Codes, and Regulations: Where Specifications only require
compliance with an imposed code, standard, or regulation, select a product that complies
with the standards, codes, or regulations specified.
• Visual Selection: Where specified product requirements include the phrase"... as selected
from manufacturer's standard colors, patterns, textures..." or a similar phrase, select a
product and manufacturer that complies with other specified requirements. The Architect-
Engineer will select the color, pattern, and texture from the product line selected.
SUBMITTALS
• Submit for approval, all of the items specifically mentioned under the separate sections of
the specification, with information sufficient to evidence full compliance with contract
requirements. Materials, fabricated articles and the like to be installed in permanent work
shall equal those of approved submittals. After an item has been approved, no change in
brand or make will be permitted unless:
• Item delivered has been rejected and substitution of a suitable item is an urgent necessity
or;
• Other conditions become apparent which indicates approval of such substitute item by the
Engineer.
• Forward submittals in sufficient time to permit proper consideration and approval action by
Engineer. Time submission to assure adequate lead time for procurement of contract -
required items. Delays attributable to untimely and rejected submittals will not serve as a
basis for extending contract time for completion.
• The Engineer reserves the right to require additional submittals, whether or not particularly
mentioned in this contract.
• Schedules called for in specifications and shown on shop drawings shall be submitted for
use and information of the Engineer. However, the Contractor shall assume responsibility
for coordinating and verifying schedules. The Architect – Engineer assumes no
responsibility for checking schedules or layout drawings for exact sizes, exact numbers and
detailed positioning of items.
• Submittals must be submitted by Contractor only and shipped prepaid. The Engineer
assumes no responsibility for checking quantities or exact numbers included in such
submittals.
• Submit samples required in quadruplicate. Submit other samples in single units unless
otherwise specified. Submit shop drawings, schedules, manufacturers', literature and data,
and certificates in quadruplicate, except where a greater number is specified.
• Submittals will receive consideration only when covered by a transmittal letter signed by
Contractor. Letter shall contain the list of items, name of project, name of Contractor,
applicable specification paragraph numbers, applicable drawing numbers (and other
information required for exact identification of location for each item), manufacturer and
brand, and any such additional information as may be required by specifications for
particular item being furnished. In addition, catalogs shall be marked to indicate specific
items submitted for approval.
• When tabulations, tables of a series of sizes, dimensions etc. are shown on submittals or
only part of the submittal is applicable for the intended material, product or construction,
the contractor shall highlight the applicable items with a "read-thru" color accentor,
indelible pencil or similar device to avoid confusion and clarify the intent of the submittal.
• If submittals samples have been disapproved, resubmit new samples as soon as possible
after notification of disapproval. Such new samples shall be marked “Resubmitted Sample”
in addition to containing other previously specified information required on label and in
transmittal letter.
• All items submitted shall bear at a convenient location a certification by the contractor that
he has reviewed the drawing or item submitted for review and that the material,
equipment or product covered by the submittal is correct for the specified application and
that it is in compliance with the requirements of the Contract Documents.
ACCEPTANCE OF SUBMITTALS
Incomplete submittals and submittals not in compliance with the requirements of this document
and the Contract Documents will not be accepted for processing and returned to the contractor. If
Contractor chooses to proceed with work before acceptance of submittals he does so on an "at-
risk" basis and may be required to rework, correct or alter the affected work at his expense, upon
final acceptance of the related submittals.
In cases of conflict between the action status designation shown on the stamp of the Engineer and
notations on the submittal, the instructions on the stamp shall govern unless the contractor is
notified in writing. The action status designations shall be defined as follows:
"No Exceptions Taken" shall mean the fabrication, manufacture and/or construction may proceed
providing the work is in compliance with the Contract Documents.
"Rejected" shall mean that No fabrication, manufacture and/or construction may proceed and that
the Contractor shall make a new submittal. Items marked "Rejected" shall not be used for any
purpose at the construction site.
Note: Except as to matters of finish, color and other aesthetic matters to be specified or approved
by the Engineer according to the Contract Documents, submittals returned to the contractor with
an "No Exceptions Taken" or "Note Comments" designation do not relieve the contractor from full
compliance with the terms and provisions of the Contract.
The Contractor's submittal and the Engineer's acceptance of Shop Drawings, Product Data, or
Samples for construction activities not complying with the Contract Documents do not constitute
an acceptable or valid request for substitution, nor do they constitute approval.
Space for the Engineer's stamp - Sufficient space should be provided on each drawing submitted
for review to accommodate the stamp(s) of the Engineer. An area 3 inches wide and 4 inches long
is generally sufficient for this purpose.
Certification - The contractor's certification as described herein shall be clearly legible on the sepia
as well as on all prints or copies submitted by the Contractor.
SUBSTITUTION DEFINITION
Changes in products, materials, equipment, and methods of construction required by the Contract
Documents proposed by the Contractor after award of the Contract are considered to be requests
for substitutions. The following are not considered to be requests for substitutions:
• Substitutions requested during the bidding period, and accepted by Addendum prior to award
of the Contract, are included in the Contract Documents and are not subject to requirements
specified in this Section for substitutions.
• Specified options of products and construction methods included in the Contract Documents.
• The Contractor's determination of and compliance with governing regulations and orders issued
by governing authorities.
The contractors attention is directed to the section “PRODUCT SELECTION PROCEDURES” that
govern the circumstances in which substitutions will be entertained.
• Proposed changes are in keeping with the general intent of the Contract
Documents.
• The requested substitution offers the Owner a substantial advantage, in cost, time,
energy conservation, or other considerations, after deducting additional
responsibilities the Owner must assume. The Owner's additional responsibilities
may include compensation to the Architect-Engineer for redesign and evaluation
services, increased cost of other construction by the Owner, and similar
considerations.
• Where a proposed substitution involves more than one prime contractor, each
contractor shall cooperate with the other contractors involved to coordinate the
Work, provide uniformity and consistency, and assure compatibility of products.
3. Provide complete documentation showing compliance with the requirements for substitutions,
and the following information, as appropriate:
• Cost information, including a proposal of the net change, if any in the Contract
Sum.
NOTE: Use the product specified if the Engineer cannot make a decision on the use of a
proposed substitute within the time allocated.
ii. Each drawing shall have marked thereon, proper descriptive title, including project
name, location, project number, manufacturer's number, reference to contract drawing
number, and Specification Section Number.
iv. Submit drawings, ROLLED WITHIN A MAILING TUBE, fully protected for shipment.
vi. When work is directly related and involves more than one trade, shop drawings shall be
submitted to Architect – Engineer under one cover.
2. The most efficient use of the given space and most desirable relative position of
individual pieces of equipment.
Equipment plinths for chillers, pumps, air handlers shall be accurately located and detailed
showing all embedded metal such as holding down bolts, pipes and electrical conduit. The
equipment final layout drawings or revisions thereof which are approved by the Engineer shall be
given to the Main Contractor for provision of Builders’ work items.
Pipework drawing shall be completely detailed and fully dimensioned showing all routes,
penetrations, fittings, valves, weld locations, support and hanger location and type.
Both horizontal and vertical runs shall be similarly detailed. Inter floor supports for main chilled
water risers shall be specified with respect to reaction, spring support type and model, and
method of installation. For chilled water pipes, insulation application and fixing details should be
shown.
The Air Conditioning Contractor shall give to the Main Contractor copies of pipework drawings or
revisions thereof which are approved by the Engineer.
All of the above to be finalized not later than thirty days after receipt of Consultants Design
Drawings.
(b) Wherever in the specifications or upon the drawings the words "directed", "required",
"ordered", "designated", "prescribed", or words of like import are used, it shall be
understood that the "direction", "requirement", "order", "designation", or "prescription",
of the Engineer is intended and similarly the words "approved", "acceptable",
"satisfactory", or words of the like import shall mean "approved by", or "acceptable to", or
"satisfactory to" the Engineer, unless otherwise expressly stated.
(c) Where "as shown", "as indicated", "as detailed", or words of similar import are used, it shall
be understood that the reference is made to the drawings accompanying this contract
unless stated otherwise. The word "provided" as used herein shall be understood to mean
"provide complete in place", that is "furnished and installed".
(d) Shop drawings means drawings, submitted to the Engineer by the Contractor,
subcontractor, pursuant to a construction contract, showing in detail (1) the proposed
fabrication and assembly of structural elements and (2) the installation (i.e., form, fit, and
attachment details) of materials or equipment. It includes drawings, diagrams, layouts,
schematics, descriptive literature, illustrations, schedules, performance and test data, and
similar materials furnished by the contractor to explain in detail specific portions of the
work required by the contract. The Engineer may duplicate, use, and disclose in any manner
and for any purpose shop drawings delivered under this contract.
(e) This contract requires shop drawings, the Contractor shall coordinate all such drawings, and
review them for accuracy, completeness, and compliance with contract requirements and
shall indicate its approval thereon as evidence of such coordination and review. Shop
drawings submitted to the Engineer without evidence of the Contractor's approval may be
returned for resubmission. The Engineer will indicate an approval or disapproval of the
shop drawings and if not approved as submitted shall indicate the Engineer's reasons
therefor. Any work done before such approval shall be at the Contractor's risk. Approval by
the Engineer shall not relieve the Contractor from responsibility for any errors or omissions
in such drawings, nor from responsibility for complying with the requirements of this
contract, except with respect to variations described and approved in accordance with (f)
below.
(f) If shop drawings show variations from the contract requirements, the Contractor shall
describe such variations in writing, separate from the drawings, at the time of submission.
(g) The Contractor shall submit to the Engineer for approval four copies (unless otherwise
indicated) of all shop drawings as called for under the various headings of these
specifications. Three sets (unless otherwise indicated) of all shop drawings, will be retained
by the Engineer and one set will be returned to the Contractor.
(h) Upon completing the work under this contract, the Contractor shall furnish a complete set
of all shop drawings as finally approved. These drawings shall show all changes and
revisions made up to the time the equipment is completed and accepted.
(i) The Engineer's interpretation of the drawings and specifications will be final, subject to the
disputes clause.
(k) Dimensions govern in all cases. Scaling of drawings may be done only for general location
and general size of items.
(l) Dimensions shown of existing work and all dimensions required for work that is to connect
with existing work, shall be verified by the Contractor by actual measurement of the
existing work. Any work at variance with that specified or shown in the drawings shall not
be performed by the Contractor until approved in writing by the Engineer.
INSPECTION OF CONSTRUCTION
(a) Definition. "Work" includes, but is not limited to, materials, workmanship, manufacture
and fabrication of components.
(b) The Contractor shall maintain an adequate inspection system and perform such inspections
as will ensure that the work performed under the contract conforms to contract
requirements. The Contractor shall maintain complete inspection records and make them
available to the Engineer.
(c) Engineer's inspections and tests are for the sole benefit of the client and do not -
1. Relieve the Contractor of responsibility for providing adequate quality control
measures;
2. Relieve the Contractor of responsibility for damage to or loss of the material before
acceptance;
4. Affect the continuing rights of the client after acceptance of the completed work.
(e) The Contractor shall promptly furnish, without additional charge, all facilities, labor, and
material reasonably needed for performing such safe and convenient inspections and tests
as may be required by the Engineer. The client may charge to the Contractor any additional
cost of inspection or test when work is not ready at the time specified by the Contractor for
inspection or test, or when prior rejection makes re inspection or retest necessary. The
Engineer shall perform all inspections and tests in a manner that will not unnecessarily
delay the work. Special, full size, and performance tests shall be performed as described in
the contract.
(f) The Contractor shall, without charge, replace or correct work found by the Engineer not to
conform to contract requirements, unless in the public interest the Engineer consents to
accept the work with an appropriate adjustment in contract price. The Contractor shall
promptly segregate and remove rejected material from the premises.
(g) If the Contractor does not promptly replace or correct rejected work, the Engineer may (1)
by contract or otherwise, replace or correct the work and charge the cost to the Contractor
or (2) terminate for default the Contractor's right to proceed.
(h) The contractor shall be responsible for coordination of the work of the trades,
subcontractors, and material suppliers. The Contractor shall, in advance of the work,
prepare coordination drawings showing the location of openings through slabs, the pipe
sleeves and hanger inserts.
These drawings, including plans, elevations, and sections as appropriate shall clearly show
the manner in which the equipment fit into the available space and how they relate to each
other and to building elements. Drawings shall be of appropriate scale to satisfy the
previously stated purposes. Drawings may be composite (with distinctive colors for the
various trades) or may be separate but fully coordinated drawings (such as sepias or
photographic paper reproducible) of the same scale. Separate drawings shall depict identical
building areas or sections and shall be capable of being overlaid in any combination.
The submitted drawings for a given area of the project shall show the work of all trades
which will be involved in that particular area. Six complete composite drawings or six
complete sets of separate reproducible drawings shall be received by the Engineer not less
than 20 days prior to the scheduled start of the work in the area illustrated by the drawings,
for the purpose of showing the contractor's planned method of installation. The objectives
of such drawings are to promote carefully planned work sequence and proper trade
coordination, in order to assure the expeditious solutions of problems and the installation of
lines and equipment as contemplated by the contract documents.
In the event the contractor, in coordinating the various installations and in planning the
method of installation, finds a conflict in location or elevation of any of the systems with
themselves, with structural items or with other construction items, the contractor shall
bring this conflict to the attention of the Engineer immediately. In doing so, the contractor
Systems installation work will not proceed in any area prior to the submission and
completion of the Engineer's review of the coordinated drawings for that area, nor in any
area in which conflicts are disclosed by the coordination drawings until the conflicts have
been corrected to the satisfaction of the Engineer. It is the responsibility of the contractor to
submit the required drawings in a timely manner consistent with the requirements to
complete the work covered by this contract within the prescribed contract time.
The Contractor is to demonstrate from time to time, as required by the Engineer throughout the
execution of the Engineering Services, that adequate and accurate records are being kept such as
will ensure the ultimate completeness and accuracy of the record documents and that the record
documents are themselves being progressively complied as the work on site proceeds.
• To provide a basis for the correct and efficient operation of the installed plant and
systems.
• To serve as an information base and detailed guide for the effective and efficient
maintenance of each installation.
• To make the most economical use of energy when operating each installation.
• To serve as a basis for staff training in the operation and maintenance of each
installation.
The record documents are to be correlated as that the terminology and the numerical and/or other
references used therein are consistent with a similar to those used in the physical identification of
component parts of the Engineering Services.
• Drawings or sets of drawings to a scale consistent with that used for the Bid Drawings
which are to show the “as fitted” location of the following:
• The location, including level if buried, of Public Services connections incorporated in the
Engineering Services, whether carried out by the Contractor or by the appropriate
Authority, together with points of origin and termination, size and material of pipes and
cables, line pressure, voltage, and/or other relevant information.
• The layout, location and extent of all pipes services showing sizes of all pipes together with
valves for regulating, isolating, draining, venting and other purposes.
• Main and sub-main cables showing origin, route, termination size and type of each.
• Conduits and/or cables for single and three-phase power circuits, lighting circuits and sub-
circuits and all miscellaneous services. The drawings are to indicate the origin, route
termination and size of each conduit together with the number and size of each cable
therein. Further the route of each conduit or cable is to be described, i.e. surface,
concealed, in wall chase, in floor screed, cast in-site, above false ceiling etc.
• Locations of switchboards, distribution boards, switches draw-in boxes, joint boxes, etc.
• The location, identify, size and details of all apparatus served by or associated with each of
the various services. (Information with respect to size and details may be presented in
schedule form subject to the prior consent of the Engineer.)
• The location and identify of each room or space housing plant, machinery and apparatus.
• Lighting conductor air terminals, conductors, each electrodes and test clamps.
• Drawings or sets of drawings to an appropriate scale which are to show the following as
installed:
• The details general arrangement of all equipment in switch rooms, plant rooms, including
the location, identify, size and details of each piece of apparatus. (Information with respect
• The details general arrangement of service subways, trenches, ducts, meter rooms, or other
special sections of the Engineering Services where, in the opinion of the Engineer, the small
scale drawings cannot provide an adequate record.
• The internal wiring of each piece of electrical equipment incorporating the Engineering
Services together with physical arrangement drawings, where necessary, to locate
and identify the component parts.
• In conjunction with schedules of location the detail and reference, voltage and wattage of
all lighting fittings.
• All power and control wiring and/or pneumatic or other control piping including size, type
of conductor or pipes used and identifying the terminal points of each.
• System diagrams, circuit diagrams, wiring diagrams and interconnection diagrams which are
to show:
• The size, type and length (to the nearest metre) of each LV cable, together with the
measured earth fault loop impedance.
• The terminal numbering and cable core identification for all alarm and control circuits.
• A general description of the scope, propose and manner of working of each system or
apparatus forming part of the Engineering Services.
• A detailed description of the scope, purpose and manner of working of each system of
automatic controls and/or monitoring instruments.
• Clear and comprehensive instructions for the starting up, running and shut down of each
system or apparatus.
• Clear and comprehensive instructions for dealing with emergency conditions for each
system or apparatus.
• The names and addresses of suppliers of all major components of the Engineering Services
as may potentially be required to obtain spare parts or replacements.
• Copies of manufacturer’s data are to be supplied with respect to the nature, type and
method of operation of individual pieces of equipment, together with their detailed
maintenance instructions. Such data in the form of individual booklets and the like, is to
GENERAL
GENERAL CONDITIONS
The contractor shall be governed by all general conditions included with these specifications.
Clauses in the Supplementary Technical Specification shall take precedence over similar clauses in
this Technical Specification.
CONTRACT DRAWINGS
The specification is accompanied by plans and details showing the location of all outlets, switch
controls, panels, etc. The drawings and specification are complementary each to the other and
what is called for by one shall be as binding as if called for by the other. Where the required wiring
is not shown on the drawing, or only shown diagrammatically, runs shall be installed in such a way
as to conserve head room, interfere as little as possible with the free use of space and clear
equipment, piping and other wiring. For work involving accurate measurements, such
measurements shall be taken from the building and equipment layout drawings, or on site.
WORKING DRAWINGS
Whenever working drawings are required, this contractor shall at his own expense, prepare such
working drawings, which shall be presented to the Engineer for approval before any work shall be
executed from these drawings.
CHANGES
The right is reserved by the Engineer to make reasonable changes in the design of the work, or to
omit any such part as the Engineer may see fit; in case labour or material is added or deducted
from the work herein specified a fair and reasonable valuation shall be added or deducted from
the contract. The Engineer shall approve any such sums before payment.
RECORD DRAWINGS
The contractor shall in all cases examine carefully the Architects' plans to ascertain whether any
changes have been made in these and other trades plans since the electrical drawings were
completed. The contractor shall obtain an extra set of prints to be kept on site and on which all
changes or additions are to be clearly marked as the job progresses. At the end of the job, the
contractor shall submit to the Engineer a finished set of “as built drawings” in a reproducible form.
WIRING METHODS
CONDUITS
Except where otherwise stated, E.M.T. or P.V.C. Conduits installed in accordance with the conduit
regulations shall be used. Any single run of conduit shall be limited to a maximum of two (2No) 90o
bends or equivalent. Any pull boxes required to accomplish this shall be installed whether shown
on the drawing or not. All conduit runs shall be concealed unless above suspended ceilings. During
construction, all conduits shall be kept clean by sealing the open ends with metal or paper pennies
and bushings. All conduits are to be swabbed clean and dry before wiring is pulled in. Running
threads are not to be used in rigid conduit runs or connections to equipment. Only approved
fittings for rigid conduits are to be used for this purpose.
OUTLET BOXES
Switches shall be mounted at a standard height of 1220mm from the floor and shall be located on
the strike side of doors as finally hung, whether so indicated on the plans or not. Wall outlet boxes
shall be located at a height of 457mm from the floor, except where otherwise noted, directed or
required.
All E.M.T. conduits and boxes shall be galvanized coated by the electrolysis process and shall meet
the requirements of the U.L. or C.S.A. specifications. All flush or surface mounted exterior outlet
boxes and all interior surface mounted ceiling and wall outlet boxes for use with E.M.T. Conduits
shall be galvanized or malleable iron conduit fittings, threaded for conduit connections. Covers for
exterior boxes shall be watertight type complete with gasket.
Attention is called to the fact that the locations of outlets, apparatus or equipment on the contract
drawings are only approximate, outlets shall be installed to clear all duct work and piping. Where
rows of ceiling outlets occur, special care shall be exercised regarding alignment of such outlets.
CONDUCTOR LABELLING/IDENTIFICATION
All cables, with the exception of final sub-circuit wiring or cables that are enclosed in trunking or
conduits, shall be affixed with labels at each end of the cable, either side of wall and floor
penetrations, at approximately 10 meter intervals on route or at convenient inspection points by
means of non releasable plastic straps unless otherwise stated. Labels shall contain the following
information:
• Cable size & Number of conductors: e.g. 4 core x 120mm2 XLPE, SWA
• Cable “To / From” information: From “MDP” to “CSP”
• Length of cable run installed
The contractor shall provide samples of the cable Tag and Tag information for approval prior to
installation.
All cabinet boxes shall be rigidly constructed from stainless steel grade 316 or better. Material
gauge shall conform to code requirements except that no material lighter than No. 12 gauge shall
be used for the main distribution panels as discussed in the ‘General’ section. Electrical distribution
panels rated less than 200Amp can be made from 16gauge stainless steel grade 316 or better.
Corners shall be overlapped or welded. Edges shall be turned over. Fronts shall be cut from single
sheets of stainless steel not less than No. 12 gauge or No. 16 gauge depending on the amperage.
Fronts shall be fastened in place by toggle bolts, or other adjustable fasteners that will allow
levelling and plumbing. Each door shall be provided with a substantial flush type lock and catch.
The Busbars shall be of copper and when not indicated shall be calculated on the basis of
1000Amp, per sq in (155A/cm2) of cross-sectional area. The board and panels shall be arranged for
phase sequence of circuits, with each panel having a separate neutral bar. The neutral bar shall be
provided with as many taps as there are branch circuits. All panels shall carry at least 25% spare
space and capacity. The board and panels shall be so constructed to cater for flush mounting as
called for in the drawings. For flush mounted panels, empty conduits, shall be installed of sufficient
capacity to accommodate the space circuits from the panel to the top of wall or ceiling space and
adequately bushed. Each door shall be provided with a substantial security flush type lock and
catch.
Engraved laminated plastic plates shall also be installed on the front of all panel boards, terminal
boxes, etc. to indicate the panel board name or the name of the system. The actual numbers in the
panel boards should correspond to the circuits on the drawings. Changes to circuit numbering are
to be noted on the record drawings, and corresponding changes are to be made when completing
the panel board schedules.
WIRING DEVICES
SWITCHES
Except as otherwise stated, wall switches for fluorescent lighting shall be rated 20Amp, 120Volts to
ground. Wall switches for incandescent lighting shall be rated 15Amps, 120Volts single pole. For
systems employing 230Volts or 277Volts, Line to Neutral Lighting Fixtures, the Switches shall be
CONVENIENCE OUTLETS
Except as otherwise stated, wall convenience outlets shall be of the flush duplex type rated at
15Amps, 120Volts. For hospital installation the convenience outlets shall be rated for 20Amps,
120Volts. The body of the receptacle shall be made of high heat non-inflammable, non-hygroscopic
moulded compound. They shall be of rectangular paralleled pin flush type; specification grade with
U-ground. Except as otherwise stated the duplex outlets shall carry an integral ground bond.
The quantity and location of outlets for lights, power telephone, etc., are to be shown in the plans.
All outlets shall be accurately and uniformly located with respect to the building details. In
centering outlets, this contractor must take into consideration and allow for overhead pipes, ducts,
etc., and for variations in walls or ceiling finishes, for window trim, panelling, etc. Any inaccuracy
resulting from failure to do this must be corrected by this Contractor without further charge.
Outlets improperly located or not set in accordance with these specifications shall be reset at the
request of the Engineer at no additional charge.
When the interior finish is erected, this contractor shall make any necessary adjustments to his
work so that all outlets shall be properly centered and levelled. The Engineer reserves the right to
alter the location of any electrical outlet a distance of 1524mm without involving an extra charge
provided that the contractor is advised of the change before the outlet is installed.
COVER PLATES
Wall plates shall be supplied and installed for all wiring devices, signal and telephone outlets.
Brushed Aluminum Cover Plates for all receptacles, switches and devices shall be used throughout.
TELEPHONE SYSTEM
The contractor shall install incoming sleeves, telephone cabinets, conduits, boxes with cover plates
in the locations shown in the drawings. Except as otherwise indicated, the incoming sleeves shall
be P.V.C. Grade B type and installed from the telephone draw pit into the building as shown in the
drawings. The cabinets shall conform to the details as specified elsewhere in this specification.
Conduits to telephone points shall be not less than 25.4mm (1") in internal diameter and the
points shall terminate in a 51 x 102mm utility can. The contractor shall install a No 14 steel drag
wire in each conduit and sleeve run to permit easy installation of the telephone services by others.
Not more than six (6) telephone outlets points shall be served by one conduit run from the
telephone cabinet.
EARTHING
ELECTRICAL SYSTEM
The identified neutral wire of interior wiring systems shall be permanently earthed. The earth wire
shall be permanently earthed. The earth wire shall be connected to the supply side of the main
circuit breaker and soldered to an approved earth clamp and securely bonded to driven copper
rods.The size of the earth conductor shall be protected from mechanical damage by rigid steel
conduit to which the conductors shall be securely bonded in each length or connection. Conduit
systems as well as the wire armour of cables shall be securely earthed to the above-described
earth wiring system.
FIXTURES – GENERAL
Lighting fittings described in the Supplementary Technical Specification and shown on the drawings
shall be supplied and installed by the contractor. All fittings shall be installed in the location shown
on the drawings. The fitting shall be properly aligned, levelled and free from warps, dents or other
defects at the time of acceptance. Hangers, frames and supports, shall be installed in an approved
manner. Fittings shall be cleaned and installed complete with lamps or tubes as detailed. At the
time of acceptance of the installation all lighting fittings shall be equipped with lamps of the
correct type and wattage, and shall be functioning correctly. All necessary hangers shall be to the
account of the contractor.
LIGHTING CONSTRUCTION
In addition to a typical brand (or equal) to be supplied as detailed in the legends of the respective
drawings, the fixtures must adhere to the following features:-
• Weatherproof enamel finish, including hangers for weatherproof and vapour light fixtures.
• Fluorescent fixtures to be suitable for operating with Class P Ballasts without trip ping under
conditions of maximum 10% voltage above and below nominal.
• Maximum (100oF) 37.8oC ceiling cavity ambient for recessed mounted units.
• Maximum (80oF) 26.7oC surrounding air ambient for surface mounted units.
• Aluminum to concrete contact surfaces with coating of polyurethane or oil base paint.
• Interior reflecting surfaces of fluorescent fixtures finished with polymerised baked white coating
to achieve a reflection of at least 86%.
BALLASTS
The Ballasts for fluorescent fixtures shall be C.B.M. certified or equal and shall be in accordance
with the following:-
• Class P
• High Power Factor & Supply Voltage
• Except as otherwise stated, all such ballasts shall be of the Electronic Type
• Suitable for operating in minimum 40oC ambient
• Low NEMA rated noise level.
• The characteristics and all other requirements for the ballasts are included in the
supplementary technical specification.
• Offices, administrative areas, maintenance and service areas shall be served with efficient,
moderately cool sources of illumination – Cool White Lamps.
• Conference Rooms, Cafeterias and generally areas where people congregate for discussions
shall be served with efficient sources of illumination conducive to warmer atmospheres - Deluxe
Cool White Lamps.
POWER WIRING
GENERAL
All work shall be carried out in accordance with the local Electrical Code of Practice or in
accordance with the N.E.C. Regulations or equivalent. All equipment and materials shall be of the
approved type.
The contractor shall obtain and turn over to the Engineer at the completion of the work, two (2)
copies of the applicable Final Inspection Certificates for the work of this division.
The contractor shall carry out the following tests. As many tests, as in the opinion of the Engineer,
that are possible shall be carried out. The contractor or his competent representative must be
present when any item of equipment is made alive for the first time.
The measured values in all tests shall be recorded and provided to the consultant for his approval.
The result of ‘check-off’ tests indicating the correct operation of all the equipment; particularly
automatic equipment, shall also be recorded and submitted to the consultant.
All testing shall be of the D.C. type. For these tests, the applied voltage shall be directly measured
by an electrostatic voltmeter or other approved type of instrument.
AT WORKS
All materials and equipment shall be tested in accordance with the appropriate British Standard or
equivalent.
H.V. TESTS
The Busbars, main connections and circuit breakers shall be tested in accordance with the BSS 116
or equivalent.
OPERATION TESTS
The completed circuit in each case shall be checked for operation from each point of control, all
interlocks checked, and circuit breakers, isolators and switches operated at least ten (10) times.
Acceptance shall require successful operation at least ten (10) times in succession. All closing and
tripping coils shall be checked for satisfactory operation at 80% nominal voltage.
PROTECTION
All induction and thermal type relays where used, shall be checked for operation. Under-voltage
protective relays when used shall be tested in accordance with the appropriate B.S. Specification or
equivalent. Current transformers shall be checked for ratio and polarity and magnetization curves
shall be provided on current transformers used for overall and earth fault protection.
INSTRUMENTS
All ammeters and voltmeters shall be tested for correct operation and calibration. The serial
number of the instruments used, their dates of calibration and the names of the calibration
laboratory shall be submitted.
