Vision

1. The Municipality’s Development Vision

“Paracale, the mining center of Camarines Norte, is a community of healthy, God-Loving


and empowered people, living in an ecologically balanced, risk resilient and climate change
adaptive and sustainable environment enjoying eco-cultural tourism with adequate and
functional facilities and progressive economy under trustworthy and dynamic leaders”.

2. Role of the Municipality in the Province

The purposeful role of Paracale as the Mining Center of the province is concentrated as
source of mineral requirements of Camarines Norte. Thus, the focus of the municipality is to
ensure, attain, and maintain the quality minerals mined within a certain area while sustaining
the eminence of the environment, as well as the agricultural and touristic components of the
town in order to achieve the agri-ecotourism cum mining development.

As the Mining Center of the province of Camarines Norte, Paracale offers good amount
of minerals like gold, iron, silica, andesitic, diorite, metal rock, alluvium, sandstone, and ultra
basic complex.

In terms of agriculture, the municipality provides mainly coconut and palay. It is also
intercropped with food crops like corn, root crops, vegetables, pineapple, fruit trees, legumes,
bananas, citrus, mango, pili, watermelon, and papaya; and industrial crops like abaka, coffee
and cacao. These minerals and crops are exported and therefore, boost the economy.

In tourism aspect, the development of Pulangdaga, Gumaus, Macolabo and


Paracale/Malaguit river Beaches call many tourists because of their cool, deep and clear waters
and natural characteristics. Also, the church of Nuestra Senora de Candelaria, one of the oldest
churches in the Philippines, more than 4 centuries old, attracts Pilgrims because of its delicate
and strong structure and so as the history it holds. In addition is the Pabirik Festival, also called
as “The Festival of Gold”, swooningmanyvisitors.

B. General Goal, Objectives and Strategies

1. Goal

A community of healthy, God-Loving and empowered people, with risk resilient, climate
change adaptive and sustainable environment having functional facilities and provides
progressive economy managed by trustworthy and dynamic leaders.
2. Objectives

• As a mining center of the province, primary objective is to balance the economy vs the
sustainable environment.

• To assure adequate and functional facilities in support to Social, Economical, Tourism


Infrastructure.

• To assure risk resilient, climate change adaptive and sustainable environment

• To establish empowered people, God loving and healthy community.

• To develop a dynamic leader and to rule the people to the greatest benefit.

C. Alternative Spatial Strategies

As a mean of attaining the vision, alternative spatial strategies were formulated. These are 1)
Trend on the “Agriculture cum Mining Development” (Do Nothing); 2) The Agri-Industrial cum
Tourism Development Strategy; 3) Mining Development Strategy; and 4) Agri-Ecotourism cum
Mining Development Strategy.

1. Trend on the “Agriculture cum Mining Development” (Strategy 1 - Do Nothing)

In consideration to this strategy, it is expected that the municipality will remain mostly
rural and developments are to be seen only in agricultural and industrial areas. Urban areas will
remain unchanged and the list of major urban barangays will still be the same such as
Bagumbayan, Palanas, Poblacion Norte, Poblacion Sur, and Tugos.

Consider Figure 49 Hierarchy of centers for Do Nothing. It is notisable that most barangay
send their product to adjacent Municipality. In terms of agriculture, mostly palay and coconut
farmers are sending their product to municipality of Labo and Vinzons while gold are delivered
to Jose Panganiban. Barangay constituent frome Awitan, Dancalan, Mampungo, Tabas, Bakal,
Malacbang, Dalnac, Maybato as well as Batobalani are buying their priority commodity to
municipality of Labo and Daet.

Given the figure of the total number of populationin 2033 (Table 124), it is expected that
population will balloon to 95,015 with Tugos having the largest population of 14.49% or about
12, 986, and Awitan the least share of 482 or about 0.54% of the total population. In urban
barangay alone, population is projected to be 39,762, and 55,253 in rural barangays.
In agricultural sector, there is a total of 5,298 farmers by 2033 mostly coming from
Batobalani, 8% or about 408, Poblacion Sur has the least share of 0.76% or about 17 agricultural
workers. Calaburnay, Capacuan, Malacbang, Malaguit, Palanas, Poblacion Norte, and Tabas are
considered as large barangays, while Bakal, Casalugan, Dagang, Macolabo, Mampungo,
Pinagbirayan Munti and Talusan are categorized asmedium size, and Awitan is deemed to be a
small barangay.

Under the industrial sector, the concentration of economic activities focuses on both rural
and urban areas that have large deposit of gold such as Sitio Bulaay of Palanas, Sitio Maning of
Brgy. Gumaus, Sitio Koloran and Tapukan of Brgy.Casalugan, Sitio Legua and Guyaman of Brgy.
Tawig, Sitio Haliging Bato of Brgy. Malaguit, and Sitio Sindikado /Culapnit of Brgy.Tugos.There
are 96 industrial establishments in the municipality, 2 of themare engage in quarrying, 3 are
into exploration, 5 concentrate on gold processing and the rest are into rod milling operations,
not to mention the unsafe practices and unpermitted operation (Table 69 and Table 70)

With the current trend, it is projected that mining industry is still the binding workforce
of the municipality. It employs about 10,172 laborers mostly from Bagumbayan, Tugos, and
Gumaus, and only 0.05% or about 5 workers reside in Bakal.

The number of industries shall rise and Paracale is projected to be an all-mining area.

Mining

2.5.1 Mining Situation

Mining areas are located at the northern portion of barangay Bagumbayan


which is currently explored by Unidragon Mining Corporation. It has an
approximate area of 45 hectares and they are extracting ore to be exported.
Another mining area is located within the agricultural zone at barangay Casalugan
and Gumaus which is known as the “maning”. This area is one of the proposal
minahang bayan. Barangay Palanas, Malaguit, Tugos, Tawig Pinagbirayan Munti
having existing mining areras will be included in the proposed minahang bayan.

Table 145 shows the existing mining area in the municipality in which
barangay Bagumbayan having the largest area followed by barangay Palanas and
Gumaus. It also shows the location of the proposed minahang bayan. The sixteen
barangay of Paracale will allocate 20 hectares each as mining areas. Some
barangays will decrease their mining area, others will increase. It shows also the
target mineral deposit like gold, iron, silver, silica sand and others.

Industrial Establishment, Capitalization and Manufacturing Processes

Among the 96 industrial establishments in the municipality, 2 of them are engaged in


quarrying, 3 are into exploration, 5 focused on gold processing and the rest concentrated on
ore rod milling operations.

In ore rod milling, raw materials are sourced out from small scale miners from various
barangays in the municipality. Gold processing plant derived their stuff known as tailings from
small scale industries in different barangays, while barangay Tabas supply the materials for
quarrying where there is a huge concentration of white clay.

Gold is the final product of these industries. Ore rod milling operation has the highest
production output in terms of volume and value which is 89,000 grams with an equivalent value
of 53,400,000. On the other hand, gold processing plant extracted only 35,000 grams having a
value of 21,000,000, which is 39% lower from the production of rod mill. For quarrying, the
volume of production is 1,200 metric tons with a value of 1,440,000. The end products are sold
locally.

4. Revenue Generated from the Industry

The revenue generated from the industry as shown below comes from permit fee. Taxes
and other fees are not included. The municipal local government share is not yet released from
the national government as of this date. It is also noted that in the year 2008-2010, United
Paragon Mining Corporation and Uni-Dragon Mining Corporation is given their permit fee.

The following year, Baotung Minerals, Yao Neng, ParGum, and Bicol Minerals shares the
revenue generation surging increase by 300%.

According to the treasury, revenue generation can be increased by strict implementation


of local code.(Table 71)
