Note: URDANETA CITY UNIVERSITY
a) History of URDANETA CITY UNIVERSITY (UCU)

Urdaneta City University (UCU) started as a rewarding concept of Dr. Pedro T. Orata, world
renowned educator and a Ramon Magsaysay awardee, to establish a community college. It started
maximizing available resources to provide education to knowledge-hungry youth and young adults,
believing on the principle of education for all. Indeed, its humble beginning contrasts with its
current status as a fast growing and pioneer local university in the province of Pangasinan.

As the first community college in the Philippines, UCU, formerly known as the City Colleges of
Urdaneta (CCU) and Urdaneta Community College (UCC), is a concrete and genuine proof of Dr.
Orata's solid expression of his great love, faith, and concern for the poor but capable and deserving
Filipino youth who cannot afford collegiate schooling in the cities. Believing that the rural people
are entitled to equal opportunities and access to higher education with those in the cities, he founded
Urdaneta Community College in 1966 with the support of Mayor Amadeo R. Perez Jr. and the
Sangguniang Bayan using the proceeds of the 1966 town fiesta celebration. Noteworthy was the
contribution of Dr. Leoncio Ancheta, first dean of UCC who assisted Dr. Orata in laying the
groundwork for the College's formal operations. Patterned after the community colleges in the
United States of America, the College started with an enrolment of one hundred forty-four (144)
students who came from the rural areas. Apparently, most of the first students earned their way
through college by driving tricycles before and after classes, working in the farms, and serving as
part-time maids and salesladies

The College commenced its operation with the provisional permit to open a two-year
General Education course granted by the Secretary of Education on February 4, 1966.
The Secretary further approved the program for Non-formal Education; hence, short-term
courses in agriculture and retail business for adults were also offered to assist students in
enhancing their earning capabilities.

After two years, the first batch of General Education, 84 members, graduated. This paved
the way to the opening of a four-year Education program which was granted in 1968.
Adhering to the philosophy of keeping pace with the changing needs in the academe,
UCC offered courses in Midwifery (1973), Nursing (1975), Computer Education (1990),
Graduate School (1995), Commerce and Accountancy (1996), and Caregiver Training
Program (2002).

d) Past Achievements of the UCU

The Elevated Path The road that leads to greatness starts with a map drawn with
passion, commitment, and hard work. This holds true in an institution that strives to be an
apex of excellence and haven of character-building. In this time of uncertainty, loyalty to
duty, commitment to excel, and devotion to service seem to wane in the boundless sea of
personal interests. In such circumstances, each member of the institution – each
individual’s efforts and dedication – is integral to achieve one greater cause. However,
soaring to the greater heights is never an easy task. It entails challenges to actualize the
founding purpose and development goals of the institution. In its continuous pursuit of
academic excellence and professional competence, the Urdaneta City University launches
the themes for a 6-year plan entitled "The Elevated Path." The Elevated Path is a set of
guiding principles designed to drive the university undertakings, events, programs,
activities, and community members in achieving a common goal. Along with the Vision,
Mission, Goals, and Objectives, and the Four Core Values, The Elevated Path comprises
the Six Noble Principles, namely: Elevating Perspectives, Cultivating Change, Activating
Potentials, Accelerating Progress, Innovating Standards, and Transcending Limitations.
These Six Noble Principles will be a compass for creating plans, setting goals and
objectives, making decisions, and assessing services in the next six years.
e) Present progress/ projects UCU

Book launching. This book is to inspire fellow Urdanetanians in embracing our identity,
history, and culture. Also, don't miss the first "Pinnaglakwan Festival" of the city, to
recognize the hardwork of our farmers, and the fruitful harvest despite the challenging
times. With the theme, "Biyayang kaloob ng Maykapal sa atin, Sama-sama nating
tangkilikin; Maunlad na buhay na mithiin, Sabay-sabay nating abutin," Urdaneta City has
indeed marked another milestone, as we experience these events for the first time. Sama-
sama natin ipagdiwang ang araw ng ating pagkakilala bilang isang siyudad! Urdaneta,
Mayatten Tatta!

a) Name of the historical/ cultural organization/s and year created (Barangay)

Sta Monica was establish year 1920, Sta Monica is a barangay in the municipality of
moncada, Provice of tarlac. The household population of Sta Monica in the 2020
Census was1,768 broken down into 418 households this represented 2.81% of total
population in moncada.

b) Vision, Mission, Goals, and Objectives of your Barangay

VISION
Envisions a Progressive, Healthy, Peaceful community, empowered constituents and
collectively participating in decision making gearing towards good governance.
MISSION
To formulate and enforce Transparent Plans, Programs and Regulations for the
protection of the interest of the community with regards to Environment, Education,
Infrastructure, Health, Social Services, Moral, Financial, Peace and Order.
GOALS/OBJECTIVE
Our major goal is to provide them social, economic, environmental and infrastructure
assistance under the spirit of transperacy and good governance.
