4428 AT LIPATA PORT, BRGY. LIPATA, SURIGAO CITY,
SURIGAO DEL NORTE

Respectfully submitted herewith is the Complete Staff Work on Administrative

adjudication proceeding conducted on June 8, 2021 and September 2, 2021 by this
office in view of the apprehended and seized of aforementioned forest products and
conveyance at Lipata Port, Brgy. Lipata, Surigao City, Surigao del Norte.

Please be informed that on June 7, 2021w , personnel of DENR CENRO

Tubod, Surigao City Police, Regional Maritime and Philippine Coast Guard intercepted
three Wing vans truck inside the Lipata port, including the ISUZU Wing van truck
bearing plate number NGP 4428 which is subject of this report, that resulted to the
arrest of Mr. Renz Cabayao y Piano and Rogelio Doble.

Those aforementioned apprehended forest products are now deposited at the

compound of CENRO-Tubod, Upper Libas, Tagana-an, Surigao del Norte under the
custody of DMO III Emelito R. Mausisa.

Based on the result of the Administrative adjudication proceeding conducted

thru online via zoom and face to face respectively and presided by CENR Officer Ruel
E. Efren, as the hearing Officer, this office recommends the CONFISCATION of
apprehended and seized fifty one (51) pieces chairs and seven hundred twenty-
seven flitches and lumbers derived from mancono species. Further, the hearing body
agreed to conduct a technical conference regarding to the recommendation of the
conveyance. Based on the result of the said conference held on September 7, 2021,
this body recommends the CONFISCATION of the apprehended and seized and one
(1) unit Isuzu wing van truck bearing plate number NGP 4428 in violation of Sec. 77
of P.D. No. 705 as amended and renumbered by Republic Act 7161 series of 1991.
