MEMORANDUM NO. 2 02 3 - 15

TO ALL ELECTRIC COOPERATIVES

SUBJECT UNAUTHORIZED DEDUCTIONS

A number of complaints and sworn statements have been received by this Office
indicating the periodic deductions from the employees' payroll in favor of certain
private entities.

Pending determination of the propriety of the said deductions and the voluntariness of
the said deductions, all electric cooperatives (ECs) are hereby directed to CEASE
AND DESIST from making further any deduction from EC employees.

Further to the above, all ECs are hereby enjoined to submit to this Office, within ten
(10) days from notice, documents clearly indicating authority from the individual
employee for the EC to deduct from his/her salary in favor of the said private entities.
