2 SBc interface
SBc is a logical interface between the MME and the CBC (Cell Broadcast Center). It is
necessary to trigger the warning message delivery procedure in MME, which is part of
the public warning system (PWS). This document specifies the procedures and the SBc-
AP (application part) messages used on the SBc-AP interface between the MME and the
CBC.
Public warning system in Flexi NS - MME contains two features: ETWS (earthquake and
tsunami warning system) and CMAS (commercial mobile alert system). Both ETWS and
CMAS utilize warning message delivery. In the CMAS feature, there are some additions
compared to ETWS. These include the possibility to send multiple simultaneous
broadcast messages and a procedure to stop the warning message broadcasting.
Properties of the SBc interface are:
• It is a logical connection between the MME and CBC.
• It uses IP as the L3 protocol and stream control transmission protocol (SCTP) as the
transport layer protocol.
• CBC always initiates the SCTP association.
The implementation of the SBc interface is based on 3GPP TS 29.168.
Flexi NS - MME supports the 3GPP TS 29.168 v12.9.0.

3 Protocol and transport
SBc-AP protocol is used to connect MME to CBC. SCTP transfers signaling messages.

• Network layer: The MME supports only IPv4. IPv6 is not supported.
• Transport layer: SCTP is used as the transport layer in SBc-AP messages. MME
supports both local and remote multihoming.

and CBC.

4 SBc interface procedures
Flexi NS - MME supports the following procedures: write-replace warning procedure,
stop warning procedure, and error indication procedure.
4.1 Write-replace warning procedure
The purpose of write-replace warning procedure is to start/overwrite the broadcasting of
a warning message.
4.1.1 Write-replace warning procedure successful operation
The CBC initiates the procedure by sending a Write-Replace Warning Request message
to the MME.
When the MME receives the Write-Replace Warning Request message, the MME
forwards the message to the eNBs belonging to the tracking area as indicated in the List
of TAIs IE.
If the List of TAIs IE is not present in the Write-Replace Warning Request message, the
MME forwards the message to all connected eNBs.
The MME returns a Write-Replace Warning Request Response message to the CBC
immediately after receiving the Write-Replace Warning Request message, without
waiting for responses from eNBs.

4.1.2 Write-replace warning procedure unsuccessful operation
The CBC initiates the procedure by sending a Write-Replace Warning Request message
to the MME.

If the MME cannot process the received Write-Replace Warning Request message, the
MME returns a Write-Replace Warning Response message to the CBC. The MME does
not forward the warning message to the eNBs. The MME indicates a reason for failure in
the cause IE.
If the MME receives a Write-Replace Warning Request including TA list and all of the
tracking areas in the list are unknown in MME, MME responds with an error to the CBC
with cause "Tracking Area not valid". If at least one tracking area in the list is known in
MME, MME accepts the message and forwards the warning message to the eNBs
belonging to the recognized TAs.
4.2 Stop warning procedure
The purpose of stop warning procedure is to stop the broadcasting of the warning
message.
This is only supported when CMAS is activated.
4.2.1 Stop warning procedure successful operation
The CBC initiates the procedure by sending a Stop Warning Request message to the
MME.
When the MME receives the Stop Warning Request message, the MME forwards the
message to the eNBs belonging to the tracking area as indicated in the List of TAIs IE.
If the List of TAIs IE is not present in the Stop Warning Request message, the MME
forwards the message to all connected eNBs.
The MME returns a Stop Warning Request Response to the CBC immediately after
receiving the Stop Warning Request message, without waiting for responses from eNBs.

4.2.2 Stop warning procedure unsuccessful operation
The CBC initiates the procedure by sending a Stop Warning Request message to the
MME. If the MME cannot process the received Stop Warning Request message, the
MME returns a Stop Warning Request Response message to the CBC.

4.3 Error indication procedure
The error indication procedure is initiated by a node to report detected errors in one
incoming message, provided they cannot be reported by an appropriate failure message.
4.3.1 Error indication procedure successful operation
MME receives the SBc Error Indication message from the CBC.

5 SBc-AP messages
The signaling messages that are transferred between CBC and MME are based on
3GPP TS 36.413.
All information elements in the message descriptions are marked mandatory, optional or
conditional.

6.1 Cause
The Cause IE indicates the reason for a particular event for the SBc-AP protocol.

6.2 Concurrent Warning Message
The Concurrent Warning Message Indicator IE indicates to eNB that the received
warning message is a new message to be scheduled for concurrent broadcast with any
other ongoing broadcast of warning messages.

6.3 Criticality Diagnostics
The Criticality Diagnostics IE is sent by the MME when parts of a received message
have not been comprehended or were missing, or if the message contained logical
errors.
When applicable, it contains information about which IEs were not comprehended or
were missing.

6.4 Data Coding Scheme
The Data Coding Scheme IE identifies the alphabet or coding employed for the message
characters and message handling at the UE (it is passed transparently from the EPC to
the UE).

6.5 Extended Repetition Period
The Extended Repetition Period IE indicates the periodicity of the warning message to
be broadcast. If the Extended Repetition Period IE is added to the Write-Replace
Warning Request, MME ignores the value in the Repetition Period and uses the value in
the Extended Repetition Period IE instead.

6.7 Message Identifier
The Message Identifier IE identifies the warning message.

The OMC ID IE indicates the identity of an operation and maintenance center to which
trace records are sent.

6.11 Repetition Period
The Repetition Period IE indicates the periodicity of the warning message to be

6.12 Serial Number
The Serial Number IE identifies a particular message from the source and type indicated
by the Message Identifier and is altered every time the message with a given Message

6.13 Warning Area Coordinates
This parameter is applicable for E-UTRAN only.
The Warning Area Coordinates IE indicates alert area coordinates of a warning
message. The eNB node passes this information to the UE. The UE uses this
information to conditionally display (see subclause 9.1.3.4.2 and subclause 9.1.3.5.2 of
3GPP TS 23.041) the warning message contents.
6.14 Warning Area List
The Warning Area List IE indicates the areas where the warning message needs to be
broadcast.

The Warning Message Content IE contains user information, for example, the message
with warning contents, and is broadcast over the radio interface.

6.17 Warning Type
The Warning Type IE indicates types of the disaster. This IE also indicates that a Primary
Notification is included. This IE can be used by the UE to differentiate the type of alert
according to the type of disaster.
