overnment has settled the
country`s rst international bond
of US$150 million which was raised in
September 2006.
Prime Minister Commodore Voreqe
Bainimarama says the settlement of the
bond has been facilitated through the
second bond of US$250 million that
government raised recently.
Bainimarama says the settlement made
today along with Fijis current economic
performance sends out a strong
and positive signal to the local and
international markets.
'This settlement confrms Fiji`s ability
to honour its fnancial obligations.
Fiji has not deIaulted in its fnancial
commitments. This track record is I
can say the envy of many countries and
indeed creditors. We have an unwavering
commitment to keep this record intact.
Bainimarama adds the balance
following the settlement of the bond
has been invested into infrastructure
development.
Targeted investment in infrastructure
will not only improve the quality of
the lives of Fijians but facilitate private
sector investment connect rural to the
urban and connect the supplier to the
market.
With the settlement of the bond Fijis
debt to GDP ratio will drop from 58
per cent to 53 per cent and the foreign
reserves remains at $1.6 million as the
bond was placed in the external Sinking
Fund.
The Sinking Fund which now has US$57
million following the payment of the bond
will pay off the 2nd bond when it matures
in March, 2016.

of the Solomon Islands delegation to the
control tower in Nadi.

The comments made by the President of
the New Zealand Law Society, Jonathan
Temm, are obtuse, lack any substance
and it is clear that he is seriously
misinformed on events in Fiji.
This was the response from Attorney-
General and Minister Ior Justice Mr
Aiyaz Sayed-Khaiyum referring to
statements made by the President of the
New Zealand Law Society in an article in
the Fairfax media.
'Temm and members oI the New Zealand
Law Society have been repeatedly
invited to Fiji in order to meet members
of the legal profession, including the
Fijian ChieI Justice in order to decide
for themselves the true situation with
regard to the rule of law in Fiji and the
introduction of modern and just laws.
Instead, Temm prefers to rely on hearsay
and exaggerated opinions, not to mention
untruthful reporting by sections of the
New Zealand media.
Freedom of religion continues to be
respected in Fiji. At no time has anybody
been prevented from attending or entering
or praying, including in churches.
Temm suggests that the four foreigners
including 2 New Zealanders that died
recently were victims of lawlessness
claiming that they died in unexplained
circumstances. This is a lie. Temm
needs to verify his facts simply by
checking with the Police. The hundreds
of thousands of tourists who visit Fiji on
a daily basis will be able to tell Temm
that Fiji is a safe, attractive and peaceful
holiday destination for everybody,
including New Zealanders. The increased
growth in tourism numbers in particular
Irom Australia and New Zealand is a
testimony to this.
If Temm had bothered to investigate
some of these outrageous claims for
himself instead of relying on untruths
Irom sections oI the New Zealand media
or politically motivated individuals from
Fiji, he would know, inter alia, that the
Fiji Law Society has not closed, there
was no arson attack on its premises, no
professors were removed by the Fijian
Government, and all people, including
New Zealanders, have equal access to the
law in Fiji.
'II Temm or members oI the New
Zealand Law Society are truly interested
in knowing the facts about Fiji, I suggest
they take up the Solicitor-Generals
invitation and visit Fiji for themselves.

'Not only Ior educational and health
purposes, but also tourism to Vanua Levu
and the other islands which the ferry will
service.
He said the Goundar family of Levuka
has really made everyone in Lomaiviti
proud of the achievement.
Subarmani Goundar of Goundar Shipping
said the aim of the company was to give
back to Fiji a place they hold very close
to their hearts.
This vessel is for the people of Lomaiviti
the place that instilled in me the good
qualities and taught me the essentials of
life and played a big part in where I am,
Mr Goundar said.
Mr Goundar has been one of the driving
forces in the acquiring of the vessel from
BC Ferries, a company he works for.
He thanked those that helped in the
setting up of the company and getting
the vessel from Canada, saying the
vessel which is equipped with the latest
technological equipments is vital for our
shipping industry.
Equipped with modern facilities I
believe this vessel has taken our services
to the outer islands to another level and a
new era of navigation.
The vessel is a frst oI its kind in Fiji with
world class facilities such as play area
of children, 50 self contained cabins, a
television viewing area, three cafeterias,
and facilities for the people living with
disabilities.
It is the frst vessel to operate in Fiji
which also boasts two elevators.

It is grossly unIair Ior a citizen to be fned
and years later have a case come up in
court.
Queens Counsel Peter Williams said his
client former Prime Minister Mahendra
Chaudhry had paid his due.
High Court Judge Justice Daniel Goundar
heard submissions from legal counsels on
the stay order on tax evasion and money
laundering charges against Mr Chaudhry.
Earlier in the day, Mr Williams said the
money given to Mr Chaudhry was a
donation.
The court was shown receipts revealing
that Mr Chaudhry paid more than $86,000
to the Fiji Islands Revenue and Customs
Authority (FIRCA) last year following a
letter the year before stating his tax was
not up to date.
Queens Counsel Clive Grossman, who
appeared on behalI oI the OIfce oI the
Director of Public Prosecutions, said the
money should have been declared.
He said if a person utilised money or
proceeds of money outside of Fiji that was
money laundering.
Mr Grossman said the Fiji law stated that
money overseas should be brought back.
He said Mr Chaudhry could say that he
thought the money was donated to him by
the people of India and if he committed
the offence, he was guilty of money
laundering.
Justice Goundar asked iI there was any
ground to suggest that Mr Chaudhry was
being singled out from other taxpayers.
Mr Williams said in 2008, the Attorney
General not only rejoiced but also declared
that Mr Chaudhry had been cleared, saying
it was the end of the matter.
He said the promise was made by high
members of authority.
Mr Williams said years after paying his
due, the case had come up not by FIRCA
but by another prosecuting authority.
Justice Goundar will make a decision on
the stay order.

Rental car owners are reaping great
benefts Irom the recent increase in tourist
arrivals.
The Attorney General Aiyaz Sayed-
Khaiyum revealed that for the month
oI June, 61,919 tourists arrived on our
shores an increase of 5.6 per cent when
compared to the same month last year.
Mr SayedKhaiyum attributed Fijis
success to new marketing efforts by
Tourism Fiji and Air Pacifc as well as by
major travel operators and hotels in Fiji.
Business is very good and in the past few
months has picked up really well, he said.
For the past couple of years we have seen
an increase in visitor numbers which has
been good for our business also.

Air Pacic says it will continue to uphold
workers rights after being included
in the Essential National Industries
regulations by Government last week.
Air Pacifc Managing Director and CEO
Dave Pfieger says they are committed to
their workers rights, job security and other
employment benefts.
The company announced to its employees
that it will now voluntarily recognize both
of its two labour unions the Fiji Airline
Pilots Association and the Transport
Workers Union.

a gift of electronic voting machines from
the Indian Government for trial and will
receive more if it shows interest in using it

Bainimarama this week and offered Indias

economy are showing positive results

Speaking to a group of investors,
Commodore Bainimarama said,
Reforms that have been implemented
and continue to be undertaken by
Government indicate that Fiji is in
a stable position. You will note that
there has been a further increase in
foreign reserves for the past month and
settlement of the US 150 million dollars
bond raised by the previous government
sends a positive signal to investors.
Prime Minister Bainimarama also
highlighted Fijis presence in the
international community through its
foreign based missions.
Fiji is moving ahead and away from the
Pacifc. We have joined the Non Aligned
Movement (NAM) and we recently opened
missions in Indonesia and South Africa. I
will also be opening a new mission in
Brazil aIter my trip to New York later this
month, he said.
Highlighting interference from
Australia and New Zealand in the
domestic affairs of the country,
Commodore Bainimarama said, Fiji
does not want to be dictated to by
Australia and New Zealand. However,
we still want to maintain a relationship
with them as they remain our biggest
trading partners.
Commodore Bainimarama reiterated that
in 2014 Fiji will hold elections under a
transparent electoral process and that Fijis
new constitution will be tailor made to
beneft Fiji and its people.
Government also continues to invest in
infrastructure such as the road network
system and in doing this hopes to
reciprocate the trust instilled in our country
by investors.

The Pacifc Community in Wellington,
New Zealand has contributed a lot to the
Pacifc Islands rugby teams participating
in the Rugby World Cup in New Zealand.
This is aIter news Irom the New Zealand
Capital confrmed that a donation was given
to the Flying Fijians during a welcome
reception at the Fiji High Commission
in Wellington to boost the national side
preparing for battle against South Africa
on Saturday.
This is apart from their support in terms of
cheering at the match venue and support
during the welcome ceremonies and at
training grounds.
Acting High Commissioner, Mere Tora
confrmed that a donation was made to the
Flying Fijians as a show of support.
A special donation was also made to the
boys Irom the Pacifc Community to show
the support Irom our Pacifc brothers and
sisters, she said.
The support for the Flying Fijians has
been intensifed here in Wellington. We had
about 300 people at our welcome reception
for the team in Wellington.
In attendance were High commissioners and
Ambassadors, members of the diplomatic
corps, mayors and town councilors from
respective town councils and cities in
Wellington, businesspeople, Fiji nationals
and government oIfcials.
Outside the function venue there was huge
crowd of kiwis who were shouting and
cheering for Fiji and were trying to get a
glimpse of the boys or were asking for their
autographs.
All they said that We love Fiji and we are
such a lovely and friendly people.
She said that the gesture would certainly lift
the morale of the players to another level and
also shows the love that people have for Fiji.

Westpac Stadium will rock with Fijian
supports from all works of life at Wellington

Moves are underway to get the Historical
Port Town of Levuka listed onto the
UNESCO World Heritage Listing.
Mr Ron Van Oers, Program Coordinator for
Small Island Developing States and World
Heritage Sites Programme is currently in
the country to assess Levuka`s Nominated
Properties including Levuka Town, Draiba
Cemetary, Loreto and Cawaci.
According to Heritage OIfcer, Anaseini
Kalougata from the Department of
National Heritage, Levuka`s strengths and
weaknesses will be reviewed from the World
Heritage Centre Perspective in relation to its
Nomination Dossier submitted in 2011.
Mr. Van Oers will provide expert
technical advice to relevant government
stakeholders on the management of Levuka
in preparation for World Heritage Listing.
As a trained urban planner, he is also
undertaking capacity building training for
building owners in Levuka and will provide
expert advice on the implementation of
the Levuka Management Plan to relevant
government departments and agencies
Ms. Kalougata said.
The oIfcial tour ended on the September 15th.
At the recent 35th session of the World
Heritage committee meeting in Paris Irom June
19th to 29th, 2011, the Department oI National
Heritage sought the assistance of the World
Heritage Centre Ior an oIfcial visit to Fiji to
assist the agencies progressing the nomination
of Levuka with technical expert advice and
capacity building of the local community.
THE National Solid Waste Management Strategy 20112014
was launched with aims at preserving Fijis environment and
its uniqueness.
Speaking at the launch, Minister for Local Government,
Urban Development, Housing and Environment, Colonel
Samuela Saumatua said pollution and litter is a major
environmental issue in Fiji.
As we all know pollution and litter cuts across all sectors
and I do not need to tell you of our collective challenge
to minimize and fully control its prevalence around us,
Colonel Saumatua said.
Colonel Saumatua said the document is a bold step towards
responsible waste management for Fiji.
The strategy provides a medium to long term program
addressing waste management issues in Fiji, to avoid or
minimize the adverse effects of improper waste disposal, he
said.
The strategy is a holistic integrated approach to waste
management and recognizes that waste management should
be extended to rural communities.
Colonel Saumatua concluded that the ultimate goal will be a
reduction in the amount of uncollected garbage.
The implementation of this strategy and enforcement of
legislation is expected to signifcantly reduce the amount oI
rubbish, incidences of littering and burning of waste.

Prime Minister Commodore Voreqe
Bainimarama will be attending a United
Nations High-level summit in New York
Irom September 19th to 20th.
The two-day summit focusing on the
theme Addressing desertification, land
degradation and drought in the context
of sustainable development and poverty
eradication will also be attended by
Minister Ior Health, Dr Neil Sharma and
other line ministries.
One of the highlights of the meeting is the
discussion on the prevention and control of
non-communicable diseases (NCDs) with
plenary sessions and roundtable meetings.
Dr Neil Sharma said the 66th session
will address emerging health issues and
country participants are expected to adopt
an action-oriented outcome document that
will shape the international agenda for
NCD commitment.
'NCD is a regional and global priority and
about 30,000 people die every day due to
NCD in the Western PaciIic region, Dr
Sharma said.
The meeting will give world leaders a
platform to disseminate lessons learnt and
highlight national approaches in addressing
NCDs, he said.
The commitments made at the High-level
meeting in New York will be discussed
during the 62nd session of the Regional
Committee for the Western Pacific from
October 10th to 14th in Manila, Philippines.
The meeting is organized by the United
Nations General Assembly and the World
Health Organisation.

People will no longer line up outside the
Australian High Commission in Suva in
the sunny or rainy conditions as the High
Commission has now decided to have a
new visa application process.
A spokesperson at the Australian High
Commission said the Australian government
has announced the introduction of Australian
Visa Application Centers in Fiji.
This system will start from the 26th of this
month with the centre in Suva at the Mid
City Mall operational from that day.
There will be two application centers located in
Suva and Lautoka providing more convenient
access to immigration and citizenship services.
The establishment of a second point in
Lautoka will be a frst in Fiji, providing greater
access to the people in the Western division.
The High Commission said the new
application centers will also offer extended
operating hours. The opening hours will be
8.30am to 4.30pm Irom Monday to Friday.
An application service Iee oI $40 will be
applicable.
The High Commission said all applications
will continue to be assessed and decided by
the immigration section of the Australian
High Commission.

Fijis tourism earnings are expected to
cross the $1 billion projected mark this
year, according to the Reserve Bank of Fiji
(RBF) governor Barry Whiteside.
Mr Whiteside said RBF had initially
forecasted visitor arrivals to grow by about
five per cent.
However, based on the figures we are
getting now, it is showing that the visitor
arrivals are growing at about ten per cent
annual rate.
This augers well for our economy, he said.
Mr Whiteside said that Fijis foreign
reserves which currently stands at $1.6
billion is not expected to fall too far at the
end of the year.
But while he stated the Fijian economy is
doing well, there were risks which could in
fact harm the economy.
It is well-known that oil prices will
remain high and oil is a significant part of
our import bill which is almost 30 per cent.
There is a worry if oil continues to increase
in price.
But by the looks of it, we see prices
holding steady for now, he said.
Mr Whiteside said the other factor was food
prices internationally which remains high.
Fiji, as you know, imports a lot of food
and government is doing a lot to try and cut
back on food importation through import-
substitution, he said.
Fijis health sector will be the biggest
beneficiary of the Fiji-Hungary relations,
the Ministry of Foreign Affairs has
revealed.
This follows a bilateral meeting between
Fijis Foreign Ministry and a visiting
delegation from the Peoples Republic of
Hungary.
A Hungarian delegation led by a special
envoy of the Hungarian President is in Fiji
to enhance bilateral relations between the
two countries and to provide information
on the Hungarian candidature to the United
Nations Security Council in 20122013.

The governor indicated that oil and food
take up a high percentage in Fijis inflation
basket of commodities and as such, impact
largely on Fijis inflation rate.
If you take out these two commodities, the
inflation rate would be around 3.3 percent
as opposed to the 10.4 per cent announced
for August 2011, he said.
RBF had earlier forecasted the inflation
rate to drop to seven per cent by the end
of the year.
With the rate of inflation recorded at 8.8
per cent in May, 10.3 per cent in June and
10.1 per cent in July, and 10.4 percent in
August, one would wonder how RBF
expects this to drop to as low as seven per
cent.
Mr Whiteside side the seven per cent
forecast takes into account some of the
one-off factors put in place last year and
early this year.
One of them was the Fiji Electricity
Authoritys tariff increase on electricity
bill which was a one-off increase and that
will Iall out oI the Iigures in November this
year.
The other was the increase in Value
Added Tax (VAT) and that will fall out of
the figures in February.
So this is why we are forecasting inflation
to reach about seven per cent by the end of
the year, the governor stressed.
In receiving the delegation, Mr Balawa
noted the friendly relations Fiji and
Hungary share and the opportunity to
further develop this relation.
Fiji and Hungary established diplomatic
relations on August 12, 1976 where a joint
communiqu issued by both Governments
stated that, the Governments of the
Hungarian Peoples Republic and the
Government of Fiji, anxious to develop
the friendly relations of their countries
and to promote their cooperation for their
mutual benefit in accordance with the
principles laid down in the Charter of the
United Nations, have decided to establish
diplomatic relations at non-resident
ambassadorial level.
The Hungarian Ambassador to Australia is
also accredited to Fiji.
Mr Balawa and Ambassador Habsburg
discussed areas of mutual cooperation and
especially in the field of health.
Ambassador Habsburg highlighted the
advances that have taken place in Hungary
in combating non-communicable diseases
and how they have shared this experience
with other countries and at the United
Nations.

China President, Hu Jintao announced
China`s fnancial assistance to Fiji oI 40
million RMB during a meeting with the
President oI Fiji, Ratu Epeli Nailatikau in
Shenzhen, China on August 12, 2011.
Ratu Epeli Nailatikau met Mr Hu in a
bilateral meeting in Shenzhen beIore the
opening ceremony oI the 26th Summer
Universiade, the World University Games.
President Hu said Ratu Epeli had placed high
importance on the China/Fiji relationship by
attending the Shanghai World Expo in 2010
and other activities. President Hu said Ratu
Epeli`s presence was critical to the China/Fiji
relationship and it was a boost to the ongoing
relationship between the two countries.
President Hu said China recognised the
importance oI Fiji`s position among other Pacifc
Island countries and that Fiji was the frst Pacifc
country to establish diplomatic ties with China.
The two countries have enjoyed an
ongoing cordial relationship over the
years and have continually made progress
in their bilateral relation.
President Hu said China respected the
sovereignty oI a country and its territorial
integrity irrespective oI its size and status
and that China would always uphold its
policy oI non-interIerence in the internal
aIIairs oI a nation and called upon countries
to treat others with respect.

decomposed body was Iound in mangroves
on September 5.
The media quoted military appointed
Police Commissioner Brigadier-General
Ioane Naivalurua saying investigations
needed to be intensifed and iI there was
any suspect or suspects, they needed to be
brought to justice.
A post mortem could not establish the
cause oI death because oI the advanced
stage oI decomposition her body was in.
He said the woman's Iamily had cremated
the body.
''Even though the Iamily came and have
cremated her, the case is not closed,'' he
told the reporter.

Following extensive damage to homes
caused by Tropical Cyclone Tomas on
March 14 2010, Iorty-six Iamilies living
in the worst aIIected areas oI Vanua Levu
now have new homes to live in.
When Tropical Cyclone Tomas crossed
Fiji in 2010, it caused signifcant damage
to homes and crops in the Northern and
Eastern Divisions, and a State oI Natural
Disaster was declared on March 16 2010.
In response to this disaster, Habitat Ior
Humanity Fiji (HFH Fiji) partnered with
the Fijian Government by entering into a
memorandum oI understanding outlining
the role that HFH Fiji would play in
helping to rebuild the area.
The New Zealand Aid Programme
generously responded by providing
signifcant Iunding to HFH Fiji to assist
lower-income Iamilies Irom eleven
villages in the worst aIIected areas oI
Vanua Levu.
The Permanent Secretary Ior Provincial
Development, Lieutenant Colonel Inia
Seruiratu said this is a good example
oI public-private partnership which
Government has been promoting Ior some
time now.
'Government is indeed thankIul to
Habitat Ior Humanity Fiji Ior working in
collaboration with government and other
organisations to assist the needy people
in our society. Government places a lot
oI importance in seeing that people have
better housing. Assistance Irom HFH Fiji
will go a long way in ensuring that the
people aIIected by TC Tomas get their
lives back on track and improve their
living standard, Lieutenant Colonel
Seruiratu said.
Generous Iunding was also provided by
the Bank oI the South Pacifc (BSP) and
the Rotary Club oI Lautoka.
With this Iunding, HFH Fiji worked to
rebuild homes Ior these Iamilies, which
were either completely destroyed or
uninhabitable Iollowing TC Tomas.
These Iamilies were living in either
makeshiIt dwellings or with Iamilies and
Iriends.
With work completed in April this year,
these Iamilies are now living in their own
new homes.
HFH Fiji`s National Director Richard
Counts said all Iamilies assisted worked
alongside HFH Fiji by providing volunteer
labour, lodging and meals.
'Habitat Ior Humanity believes in giving
a hand up, not a hand out, and villagers
played a major role in rebuilding their
own communities, Mr Counts said.
Habitat Ior Humanity New Zealand also
provided generous assistance by sending
34 international volunteers to lend a hand
in rebuilding these homes.
'Through the hard work oI the carpenters,
Iamilies, communities and the international
volunteers, we were able to complete the
46 homes in just over 6 months.
'These Iamilies weren`t able to rebuild
their homes on their own due to their
fnancial hardship, but thanks to the
donors their lives have been changed Ior
the better, Mr Counts said.

The Fiji Court oI Appeal has upheld the
decision oI the Suva High Court in 2008
Ior Iormer Minister, Marieta Rigamoto and
her husband, Robert Rigamoto to pay their
$1.5 million loan with interest.
The Appellants Robert and Marieta
Rigamoto were customers oI the National
Bank oI Fiji Asset Management Bank.
The Bank is a respondent to this appeal.
The Rigamotos obtained certain advances
Irom the bank between 1991 and 1995
which amounts to $404,589.97 and over
the period oI time, interest has built up.
As security Ior the loan they gave in 1991
among other securities a mortgage over
their Ireehold land oI over 64 acres.
The Rigamotos appealed against the
judgment oI the High Court Judge
Justice Jiten Singh in July 2008 where he
had ruled that unless and until the loan
account is settled, the agreed interest on
the loan outstanding would accrue and the
Rigamotos are bound to pay this interest
irrespective oI the Iact whether they have
the ownership or possession oI the Iarm.
The problem between the parties arose
when the Rigamotos in June 1995
transIerred their land title to a Ranjit Prasad
and Rajesh Chand who worked Ior them.
The two Iarm hands have not paid a cent
oI their debt as they did not know that they
were signing a transIer oI land.
By this transaction the Rigamotos have
managed to get out oI their huge debt to
the Bank and which to this day remains
unpaid.
Justice Singh arrived at a fnding that the
debt oI $1,528,336.69 is not seriously
challenged.
Central to all these dealings was one
Visanti Makrava at all material times, the
ChieI OIfcer oI NBF at the time.
He was the Rigamotos close Iriend as
his actions under scrutiny in this case
demonstrate.
Justice Jiten Singh attributed Iraud and
declared the transIer and consequential
mortgage given by them as void.
The Rigamotos appealed on grounds
that the High Court Judge Iailed to take
into account that the interest on the loan
accounts had been Irozen or suspended by
the Bank in 1996.
Today Appeals court Judges, Justice
William Marshall, Justice Kankani
Chitrasiri and Justice Srikandrarajah
Sunaram ruled that all the grounds oI
appeal be dismissed, the orders oI Justice
Jiten Singh in the Court be Iollowed and
the costs oI appeal oI the National Bank
oI Fiji Asset Management Bank also be
paid by the Rigamotos assessed in the
sum oI $2000.

'We have modernized a lot oI laws and one
oI the improvements that government has
made includes the laws to protect investors,
the reIorms that are currently being
implemented are also drawing investor
confdence, Commodore Bainimarama
said.

THE Legal Aid Commission has branched
out Irom Iamily and criminal law.
From last year, the commission started
some work in the area oI civil law.
While the bulk oI the commission's work
is concentrated on Iamily and criminal
law, it is now assisting people in taking out
probates, letters oI administration, draIting
wills and in Fiji National Provident Fund
withdrawals in the absence oI nominations.
Commission director, Sunil Sharma said
they received 37 applications last year and
1896 people sought legal advice on Civil
Law Irom the commission's oIfces.
"Although this represents only 20 per cent
oI the total advice given Ior 2010, which
is 9114, nonetheless this number is set to
increase in years to come," he said.
"The total number oI applications received
Ior civil law Ior 2011 to date stands at 56,
an increase oI 51 per cent Irom 2010, which
is a signifcant increase," said Mr Sharma.
The commission is a statutory body
Iormed under the Legal Aid Act 1996 and
is mandated under the Act to provide legal
services to people unable to aIIord legal
representation.
It gives advice to people, provides legal
representation in court and other related
services.
Mr Sharma says assistance through the
Legal Aid scheme is given to an individual
upon the Iulfllment oI the eligibility
criteria.
The commission's head oIfce is in Suva
with other oIfces in Lautoka, Ba, Labasa
and Nausori.
The Indian government has extended an
invitation to the Fiji government to send a
delegation to India.
The Indian High Commissioner Vinod
Kumar said the delegation will get to see
how diIIerent products are made Irom
coconut amongst other things.

THE Natadola Intercontinental Hotel is
now worth $113million $29 million
more than its valuation last year.
A release Irom the Fiji National Provident
Fund (FNPF) said it had written back $29
million on the asset Iollowing valuations
carried out by two international
companies.
Last year, the Iund announced a write-
down oI $301 million Ior the hotel project
aIter it was built at a cost oI $385 million
but valued only at $84 million.
ChieI executive Aisake Taito said the
Iund had written back assets worth $33.5
million Ior the fnancial year ending June
30 this year, the outcome oI two major
investment rehabilitation projects the
revaluation oI Natadola Intercontinental
Hotel and the sale oI majority shares in
Grand Pacifc Hotel Limited.
The other $4.5 million came Irom the
GPH, which with other FNPF investments
such as the Fiji Malt House and Savusavu
Harbourside had a write-down oI $18
million.
"While we had anticipated that the
investment recovery will take some time,
it is encouraging to see positive results
within the frst year oI the investment
rehabilitation work under the FNPF
reIorms," Mr Taito said.
"The Intercontinental Hotel is perIorming
well with strong occupancy and steady
rates. This has led to its strong cash-
fow position, which together with better
Iorecasts, were the main drivers Ior the
increase in valuations," he said.
Last month, the hotel commenced
servicing the frst $100 million tranche oI
its debt to FNPF aIter it had repaid the $3
million debt Iacility in the 2011 fnancial
year.

University oI the South Pacifc's School
oI Tourism and Hospitality management at
the ongoing tourism symposium.
In a presentation on Increasing Linkages
between Agriculture and Tourism, lecturers
Pasirio Kitione, Dawn Gibson and school
co-ordinator Greg Cornwall said Fiji had
established trial project initiatives that showed
the agricultural sector was able to supply the
hotel industry with its Iood requirements.
"Food that is locally grown, ethnic in
origin, culturally important and completely
Ioreign to the traveller has the potential to
establish a lasting unique experience 'like
no other'," the presenters said.
In their presentation, the team implied
that the use oI local Iresh Iood supplier by
hotels and resorts could generate positive
direct, indirect and induced impacts on
domestic agricultural production and Iarm
incomes where at present most Iood is
imported.
The living standards oI agricultural
communities can thus be greatly improved
by the increased demand Ior their products
which oIIer them an alternative to their
subsistence livelihoods.
"However, such demand will only increase
iI Iarm production meets the requirements
oI local cheIs and Iood and beverage
managers, with relation to type oI produce,
quality, quantity and consistent supply,"
the paper said.
"The residential development at Natadola
is the other area where the Iund will
recover its investment, and the detailed
master plan is close to completion Ior the
frst residential area to be developed,"
said Mr. Taito.
"Final pricing is still under review
however, it is expected that the frst
portion oI the residential area will be
available to the market beIore the end oI
the year." he said.

Fiji is amongst 193 countries that will
meet in New York next week to draw up
strategies to tackle non-communicable
diseases (NCDs).
According to the World Health Organisation
(WHO) statistics, non-communicable
diseases (NCDs) is the leading killer in the
world with 63 per cent oI deaths each year
around the globe is due to NCDs.
Eighty per cent oI deaths due to non-
communicable diseases are actually taking
place in low and middle-income countries
with developing countries hit hardest, and
WHO says the rise in "liIestyle" diseases
can be blamed on tobacco use, poor diet
and the harmIul use oI alcohol, and warns
public policies are needed to prevent them.
For Fiji alone, 82 per cent (stats 2002) oI
deaths are said to be Irom NCDs.
Recently, the premier organization oI the
world has called on the leaders oI countries
that NCDs should be highlighted as it
is threatening the existence oI humans,
especially in the developing countries.
The United Nations in it`s the 66th Session
oI the General Assembly will highlight the
pandemic.
Two days oI the 66th session, which
was opened on Tuesday, will Iocus
on the prevention and control oI non-
communicable diseases which will include
plenary sessions and roundtable meetings.

Today we are gathered to mark the settlement oI the US 150 million dollars bond
that was raised by the SDL Government in September 2006.
The settlement oI this bond together with our current economic perIormance sends
a strong positive signal to the local and international markets.
This settlement confrms Fiji`s ability to honour its fnancial obligations. Fiji,
Ladies and Gentlemen, has not deIaulted in its fnancial commitments. This track
record is, I dare say, the envy oI many countries and indeed creditors. We have an
unwavering commitment to keep this record intact.
As you are aware recently we raised US 250 million dollars through a bond issue
which was in Iact oversubscribed. OI this US 150 dollars has been directed to meet
the commitmentoI the bond issue oI 2006 while the balance, as stated previously,
will be utilised to invest in inIrastructure. Targeted investment in inIrastructure
will not only improve the quality oI the lives oI Fijians but Iacilitate private sector
investment, connect the rural to the urban and connect the supplier to the market.
With the settlement oI this bond commitment today, our debt to GDP ratio will
drop Irom 58 to 53. Our Ioreign reserves oI $1.6 billion dollars will remain
since the US 150 million dollars was placed in our external sinking Iund. In
Iact our sinking Iund Iollowing the payment oI the US 150 million dollars will
still have a US57 million dollars in it. This balance, which is to be grown is
the maniIestation oI our commitment to prudent fnancial management. It
demonstrates our intention to meet our obligation when the US 250 million dollar
bond issue matures in March 2016.
I wish to thank the team led by the AG and which consisted oI the Governor oI the
Reserve Bank and the PS Ior Finance and their respective support and the GM Ior
ANZ and his Hong Kong-based colleagues Ior the successIul 3 day roadshow in
February/March this year which led to the raising oI the bond issue.
Recently the international rating agency, Standard & Poors (S&P) improved Fiji`s
credit rating in the Iollowing areas:
Foreign currency long term sovereign credit rating was raised to B Irom B minus;
Foreign currency short-term rating was raised to B Irom C; and
The outlook on the Ioreign currency rating was revised to B stable Irom B positive.
These positive ratings are an indication oI the strong perIormance oI the Fijian
economy not withstanding external negative Iorces and the general slowdown in
the global economy. It is also an indication oI the sound and prudent management
oI Government fnances.
Ladies and Gentlemen, my Government as demonstrated through the previous
budgets will in the coming fscal measures maintain the Iocus on consistency,
encourage local private sector investment while enticing Ioreign investment.
The transparent, modern and Iorward looking policies oI my Government
are already paying dividends. We have also sought technical expertise Ior
assistance since it would appear that our GDP is undervalued in particular the
contribution oI the mining and telecommunications sectors. These two sectors
have enormous potential.
The platIorm that has been created and the transparent relationships being developed
between Government, regulatory agencies, the private sector, fnancial institutions,
NGOs and various multilateral agencies augurs well Ior the Fijian economy and our
development partners.
It is imperative that we determine our destiny with the principles I have highlighted
while ensuring that we are able to Iulfll our objectives under the People`s Charter
with the goal oI empowering all Fijians and providing the economic trajectory Ior
sustained economic growth.

Minister Ior Health Dr Neil Sharma, who
will represent Fiji in the session, says the
session will address emerging health issues
and country participants are expected
to adopt an action-oriented outcome
document that will shape the international
agenda Ior NCD commitment.
'NCD is a regional and global priority and
about 30,000 people die every day due to
NCDs in the Western Pacifc region, Dr
Sharma said.
The meeting will give world leaders a
platIorm to disseminate lessons learnt and
highlight national approaches in addressing
NCDs, he said.
The Iour main non-communicable diseases
are cardiovascular disease, cancer, chronic
lung diseases and diabetes, which have
been said to be killing three in fve people
worldwide, and cause great socioeconomic
harm within all countries.
The decision by the United Nations General
Assembly to convene a High-Level
Meeting on NCDs on 1920 September,
2011 presents a unique opportunity Ior
the international community to take action
against the epidemic, save millions oI lives
and enhance development initiatives.

Bank targets 150,000
The launch oI the partnership between the
two mobile companies and ANZ is a step
towards greater fnancial inclusion.
FIJI is on track to reach its target oI banking
150,000 people who do not have bank
accounts, a statement Irom the Pacifc
Financial Inclusion Programme said.
To date, the statement said, 34 per cent or
more than 50,000 oI the "unbanked" have
in the last year acquired access to basic
fnancial services making it easier to save
and access their money.
In November oI 2009, the National Financial
Inclusion TaskIorce (NFIT) enthusiastically
set a vision oI reaching 150,000 oI the
unbanked population by 2014.
Following its inception, the 150,000 target is
being achieved with more Fijians enjoying
basic fnancial services and products on
oIIer via microfnance and commercial
banks, mobile money wallets and insurance
products.
NFIT is an initiative oI the Reserve Bank
oI Fiji and Pacifc Financial Inclusion
Programme, which brought stakeholders
together in 2009 to develop a medium term
strategy Ior fnancial inclusion in Fiji.
In the Pacifc, Fiji is also taking the lead to
improve the fnancial inclusion oI its rural
population.
Financial inclusion means enabling the greater
population, especially low income and rural
households to have access to a wide range
oI fnancial services provided by diIIerent
institutions in a cost eIIective manner.
As explained by Governor Barry Whiteside,
"Financial inclusion is not about giving
handouts to anyone, it's about getting the
people to help themselves."
"The important thing is people are being
empowered and are creating economic
activity, that's how it leads to economic
development," states, Filimone Waqabaca,
Permanent Secretary, Ministry oI Finance
"Microfnance and fnancial inclusion
empowers and enables people to go into
business and in doing so they are addressing
some oI the development goals," Mr
Waqabaca said.
PFIP in collaboration with the TaskIorce
have set up a number oI innovative projects
in Fiji which is gaining rapid success and
global recognition.
These include mobile money projects with
VodaIone's MPAiSA and Digicel Mobile
Money Fiji, FinEd Fiji project, seeking to
introduce fnancial education into both the
primary and secondary school curriculum
Irom Class 1 to Form 6.
And more recently, saving the Department
oI Social WelIare $280,000 annually,
through a partnership with the Department
oI Social WelIare and Westpac to transIer
social welIare clients Irom a voucher-
based system to electronic payment. These
successes have been highlighted in a video
documentary titled Financial Inclusion in
Fiji: A Evolving Story, jointly produced by
the RBF and PFIP.
The video was launched by David Morrison,
executive secretary oI the UN Capital
Development Fund and Barry Whiteside,
RBF Governor at the Reserve Bank.
Upon meeting the stakeholders oI the
National Financial Inclusion TaskIorce,
Mr David Morrison expressed, "The
taskIorce must be commended Ior the great
results achieved in such a short time. I am
impressed and the results and achievement
accomplished so Iar is testament oI the
great coordination role the NFIT plays in
achieving fnancial inclusion in Fiji.
"The UN Capital Development Fund is
interested in replicating Fiji's approach to
other parts oI the globe," Mr Morrison said.
PFIP is a Pacifc-wide program helping
provide sustainable fnancial services to low
income households.

The Murray Darling carpet python is non-
venomous and can grow to about 2.5 meters.

Police said the snake was not harmed in the
incident and was recovering well.

being a public nuisance.

Mark and Kirstyn Hackett and their two

But their home in Avondale was hit by a
twister, destroying the garage, damaging
the outside oI the house and ripping oII

two fighter jets intercepted a detroit-
bound passenger plane on sunday after
two or three passengers were observed
behaving suspiciously, officials said. it is
believed some sort of sexual activity may
have been involved.
The incident involved Frontier Airlines
Flight 623 Irom Denver to Detroit, where
it landed at around 3.30 p.m. local time.
"Two passengers were observed behaving
suspiciously |..|, spending an extraordinarily
long time in the lavatory," a spokesperson
Ior the airline said. "Authorities were
contacted."
According to witnesses, two men and a
woman seated in the same row repeatedly
went to the plane's bathroom and spent a
long amount oI time there. Law enIorcement
sources told the reporter that the people
were "making out" in the bathroom, and that
some sort oI sexual activity may have been

grandson has lived partly on milk he
suckles directly from a cow since the
boys parents left their rural village in

in Mumbai, the police has stepped up
security at all major airports across the
country on tuesday under a nationwide
alert.
The Intelligence Bureau and the Union
Home Ministry have issued an advisory
directing the police oI all states to remain
on their toes aIter an email was received.
Although it has been Iound that the email
was a hoax, the police are taking no
chances.
The email reminded many oI the high-

Delhi High Court on September 7.
Extra security personnel have been
deployed at sensitive places including,

rammed a stationary train near Arakonam
junction in Tamil Nadu`s Vellore district
Tuesday night, police said. The number oI

accustomed to respect laws.

A 78-yeAr-old Bulgarian man started
off the new school year like hundreds of

Ingredients
500 g tiger prawns
a Iew sprigs oI parsley
4 tbsp melted butter
2 tsp garlic paste
1/2 tbsp mustard paste
1 tbsp lemon juice
8 to 10 peppercorns (coarsely
ground)
salt to taste
Method
1. Clean, de-vein and wash the prawns
well. Drain thoroughly.
2. Wash and dry parsley. Finely chop
the parsley and keep aside.
3. Place prawns, butter, garlic paste,
parsley, mustard paste, lemon juice

microwave bowl.
4. Add salt and mix well. Cook,

4 chicken breast halves, boneless &

2 tablespoons vegetable oil
2 tablespoons soy sauce
1 1/2 tablespoons cornstarch
1 large red bell pepper, cut into squares
1 medium red onion, cut in thin wedges
1 large broccoli spear, separated into
forets
3/4 cup chicken broth
1/4 teaspoon red pepper fakes
2 cloves garlic, crushed
1 small can water chestnuts, drained
Method
1. Cut chicken into cubes. Place the chicken
in a bowl and add 1 teaspoon oI the oil,
1 tablespoon soy sauce and 1/2 teaspoon
cornstarch. Toss to coat chicken. In a small

bowl, combine broth, red pepper fakes


and remaining soy sauce and cornstarch.
2. In a large skillet, heat 1 tablespoon oil
over medium-high heat. Add chicken.
Stir-Iry Ior 2 to 3 minutes or until
chicken is cooked. TransIer chicken to
plate. Add remaining oil, pepper, onion,
broccoli, garlic and stir Iry until onion
starts to wilt. Add water chestnuts and
chicken. Add broth mixture and bring to
a boil. Cook, stirring constantly until the
vegetables are tender-crisp, the chicken
is done and the sauce has thickened a
bit.
3. Serve over hot cooked rice.

Basic Items:
Blouse: The Indian blouse called 'choli is the
traditional attire and is usually worn with the
saree or lehnga. It is essentially a low cut midriII
baring blouse. It could either be sleeveless, halI
sleeves or Iull sleeves. The choli is cut to ft tight.
Petticoat: A petticoat or underskirt is an article oI
clothing Ior women; specifcally an undergarment
to be worn under a saree. The petticoat is a
separate garment hanging Irom the waist. Saree
petticoats usually match the color oI the saree.
Pallu: The Ianciest patterned end or loose end
oI the saree that Ialls on the outside so that the
design can be seen.
Step by step instructions:
Wear a petticoat or underskirt tied tightly by a
drawstring at the waist.
A tight ftted blouse/top needs to be worn beIore
draping a sari.
Now, tuck the frst & upper end oI the sari in the
right hand side at the waistband oI petticoat.
Bring the entire material/sari to right hand side
moving it Irom Iront to back making a round oI
sari around the waist & tucking them properly &
neatly at the waist.
Now, tuck the saree at the centre Iront Ior the
support oI pallu.

And because being a single
parent is an abnormality,

do. You always have to watch your actions
so that it will not have a deterrent eIIect
on your children. You also have to have an
open communication with your children
so that you will always have knowledge
on what is roaming inside their mind.
Since being a single parent is vulnerable to
gossips, we must always be knowledgeable
oI what is happening around us so that it
would not aIIect our children. The biggest
consequence oI being a single parent is
probably its eIIect on the child`s reputation
and emotions.
In a weak Ioundation, the child with
a single parent might notice his or her
diIIerence with other kids. II not properly
talked about, he or she might start thinking
that he or she is diIIerent and it may be a
reason Ior him or her to be disturbed. As a
parent, you must always remind your child

super heroes but they are close to it.

not be close to him. Another one is because

house when you are not around, the kids
might lack the value that parents teach.
Also, because oI your absence, the
children might not respect your authority

work, you might be not around during
special occasions, like the kid`s birthday,

only working with no support, you might
not be able to attend to these and may
cause trouble.

Working mothers beware. Sending your
babies to nursery could affect their brain
development and future health.
Many parents believe that attending
nursery may help equip their child Ior the
challenges oI day-to-day liIe.
However, a British psychologist has
warned that toddlers starting at nursery
aIter being at home since birth experience
high levels oI stress in the frst years oI liIe
aIter being cared by strangers.
According to Aric Sigman, a Iellow oI
the Royal Society oI Medicine, this could
raise the odds oI a host oI problems, Irom
coughs and colds in the short-term, to heart
disease in the years to come.
He said that the emphasis on women`s
rights, including the right to return to work
aIter becoming a mother, means that the
potential dangers oI day-care are ignored.
'The uncomIortable question remains:
which is better Ior a young child during
weekdays the biological mother or a paid
care giver at an institution? he added.
In his article, Dr Sigman cites studies that
show higher levels oI the stress hormone
cortisol in children who go to day care.
Though the increase only appears up until
the age oI three or so, Sigman says it is still
important as the brain develops rapidly
during these years.
High leels oI cortisol are linked to lower
resistance to inIection in the short-term and
heart disease in the long-term.
Scientists have found that just a couple
servings of potatoes a day reduces blood
pressure almost as much as oatmeal
without causing weight gain.
Although researchers used purple potatoes,
they believe that redskin potatoes and white
potatoes may have similar eIIects.
'The potato, more than perhaps any other

told on average six years earlier they had
cancer than their older relatives.

hypertensive drugs and still had a reduction
in blood pressure. None oI the study
participants gained weight.

per cent.
Beyondblue director and psychiatrist Michael
Baigent said the number oI Australians who
selI-reported depression in the survey was
slightly above the estimated 14 to 16 per cent
who were clinically diagnosed.
'The likelihood oI someone selI-reporting
depression will vary Irom place to place,
Associate ProIessor Baigent said.
'In Australia there`s been an increased
awareness (about depression) so people
may be more willing to report themselves
as being depressed than other countries
where mental illness has an enormous
stigma associated with it.
The survey also Iound that Australians
were most aIraid oI getting cancer (33 per
cent) Iollowed by dementia (15 per cent)
and heart disease (13 per cent).
But 37 per cent said they did not visit a
doctor when they had health concerns.

Australians are in denial about their
ever-expanding waistlines and claim to

paired opposite each other.
Producer Dinesh Patel confrmed the
news, 'I am proud that I launched

in Contagion, a new thriller Irom
Warner Brothers now on view at
the Empire Oakridge Cinemas,
the Ridge Theatre, Empire Studio
12, Colossus and Cineplex Odeon
Theatres around B.C.
Terror and panic go hand in hand
in Contagion, a superior thriller
laced with intelligent dialogue Irom
Warner Brothers. Topical as hell,
master director Steven Soderbergh
(Che) here combines an A-list cast
with a pretty relevant topic: Health.
And he does so in brilliant Iashion.
Unlike most directors or producers
who routinely open a movie with it`s
name and cast, Soderbergh dispenses
with this tradition. Instead he goes
right Ior the jugular in a slow building
tale oI mishaps, misconnections and
deadly outcomes.
oII the mark are the authorities as the
scientifc and medical community
seem totally caught oII guard. To
make matters worse any solution
to the epidemic that seems to be
spreading seem Iutile at best.
Thrillers oI this sort, and natural
disasters, depend on timing and
build-up. Soderbergh slyly creates
a real Ieeling oI desperation as the
Iate oI the world lies hanging in the
balance. Among those charged with
trying to 'fx the deadly plague like
symptoms are a Iew well-meaning
doctors including Dr. Ellis Cheevers
and Dr. Erin Mears. Both Laurence
Fishburne (The Matrix) and Kate
Winslet (Dream House) stand tall as
noble medical researchers desperate
to fnd a cure.
Humour is lacking in this tense
thriller that harkens back to another
Warner release, Outbreak. British
transplant Jude Law tries to breathe
some liIe as a doubting blogger
but largely gets side-tracked as the
story goes oII on some pretty weird
tangents. But it is nice to see veteran
actor Elliott Gould (M*A*S*H*)
get some screen time as another
doctor trying to save the day.
Good perIormance, a great
atmosphere oI desperate people
trying to survive and smooth
deliveries make Contagion a pretty
disturbing tale oI how Iragile
our inIrastructure can become iI
something dangerous gets out there.
Full circle closure Irom this giIted
director maintains the panic level
and plausible outcomes that are well
refected Irom all parties here.
Connecting the dots is big in
Contagion. People Irom diIIerent
areas oI the world all oI a sudden
start to Ieel sick. First in a bit oI
a bind is a bright blonde woman
named Beth EmhoII. Wait a
minute, we don`t even know the
woman`s name until she`s in all
sorts oI diIfculty well conveyed by
the ever popular Gwyneth Paltrow
(se7en). Good looks can`t mask a
mystery illness as this bright eyed
mom takes sick without warning.
Panic stricken husband can`t make
anything out oI nor can the
medical community until it`s too
late. Action star Matt Damon (The
Bourne Identity) gets short shiIt
here as he doesn`t know what to do
except sit back and watch the tragic
events in his Iamily unIold.
Mitch, however is not alone.
Without warning other isolated
cases oI mystery sick people begin
to surIace around the globe. Slow

way to get to Aurangabad is to Ily Jet

Scotia bank economists say Canada could

There were two magnitude 6.0 or higher
quakes within an hour oII Japan and New
Zealand, a 5.5 shaker in Fiji, and another 4.0
quake oII the west coast oI Vancouver Island.
There are no reports oI any real damage
or injuries Irom any oI the quakes and no
tsunamis. The 4.0 quake near Vancouver
Island was 50 kilometres oII the west coast
at 4 a.m.
'It would be an aItershock oI the 6.3
quake you had the other day, explains

medical breakthroughs to save lives and

The Robert H.N. Ho Research Centre at
Vancouver General Hospital (VGH) will
be home to health proIessionals studying

bone and joint mobility issues. A key aspect
oI the new centre is its Iocus on research in
early detection and prevention oI disease.

The Canadians were up against a howling
wind and a big Tongan team that had seized
the momentum in the World Cup clash.
Trailing 20-13, having led 10-0 until almost
halItime, the Canadians were looking at

Crowley concedes, there would have been
no coming back. So the elation won`t be
