OPERATION Itis important that transponders be turned ‘on and kept on while taxiing in the movement area so that beacon-based position and ACFT identification data are available to RWSL. REL that are ON (illuminated red) indicate that the RWY ahead is not safe to enter or cross, THL that are ON (illuminated red) indicate that the RWY is not safe for take-off. Red means STOP. Pilots should remain clear of a RWY when REL along their taxi route are illuminated. Pilots should not take-off when THL on the RWY ahead are illuminated. Lights that are off convey ne meaning, The system is not, at any time, intended to convey approval or clearance to proceed ‘onto a RWY or to take-off from a RWY. Pilots remain obligated to comply with all ATC clearance, except when compliance would require crossing illuminated red REL or THL. In such a case, the crews should HOLD SHORT of the RWY for REL or STOP the ACFT for THL (if possible), contact ATC and await further instructions. 26 27 28 29 2.10 If the pilots notice illuminated red REL. and remaining clear of the RWY is impractical for safety reasons, then crews should proceed according to their best judgement of safety (understanding that illuminated REL indicate the RWY is unsafe to cross or enter) and contact ATC at the earliest opportunity. If the pilots notice illuminated red THL and aborting take-off from the RWY is impractical for safety reasons, then crews should proceed according to their best judgement of safety (understanding that illuminated red THL indicate the RWY is, unsafe for take-off) and contact ATC at the eariiest opportunity If the pilots are on short final and notice illuminated red THL, then crews should inform ATC that they are going around because of red lights on the RWY. Pilots are requested when taxiing on the RWY to limit taxi speed to below 25kts so as not to unnecessarily turn on the REL. The RWSL system will be operational 24/7 except for short maintenance periods. The current operational status of the RWSL system will be broadcast on the ATIS.
