SUBJECT: Voltage Switchgear and Controlgear Assemblies Classified in Accordance with IEC
Publications

Underwriters Laboratories Inc. (UL) has determined there is a need for evaluating Listed and non-Listed
Low-Voltage Switchgear and Controlgear Assemblies to international requirements. Therefore UL
announces its new Classification service to evaluate circuit-breaker enclosures, motor control centers,
panelboards, power outlets and power outlet fittings, modular panelboards, portable power distribution
equipment, portable power distribution units and devices, portable power distribution panels, deadfront
switchboards, switchgear assemblies, metal enclosed low voltage power circuit breaker or termination
boxes to the International Electrotechnical Commission (IEC) Standard, Low-Voltage Switchgear and
Controlgear Assemblies - Part 1: Type Tested and Partially Type-Tested Assemblies, IEC 60439-1.

In order to be Classified in accordance with IEC publications under this service, these products would
be evaluated to requirements in IEC 60439-1. These assemblies may additionally be evaluated to the
applicable Particular Requirements as follows:

14. Development of Requirements to Cover Panelboards for Use with Recreational Vehicles
(RVs) only.

A meeting of the Standards Technical Panel of UL for Power Distribution Equipment, STP 67 was held
on April 17, 2002 at UL’s Melville office. The purpose of the meeting was to discuss various concerns
with regard to products covered by the Standard for Panelboards, UL 67, the Standard for Enclosed
and Dead-Front Switches, UL 98, the Reference Standard for Service Equipment, UL 869A, the
Standard for Dead-Front Switchboards, UL 891, the Standard for Fused Power-Circuit Devices, UL 977,
the Standard for Transfer Switch Equipment, UL 1008, and the Standard for Pullout Switches, UL 1429.

COMMENTS DUE: July 12,2002

Attached as Appendix A is a report of the STP meeting. Attached as Appendix B is the STP
membership roster. Attached as Appendix C is information regarding Working Groups. Attached as
Appendix D is a list of those who attended the meeting. Attached as Appendix E is the Comment

The Chair announced that open participation by STP members was encouraged, and every effort would
be made to afford invited guests and observers the opportunity to comment or provide input. A time
limit was assessed for each proposal item in the agenda, with some flexibility determined by the
development of consensus. The Chair then proceeded to summarize the roles and responsibilities of the
Chair, the Technical Rep, the Secretary, and the STP members.

5. STP OVERVIEW

An overview of the continuous maintenance method of standards development and the role of
Standards Technical Panels (STPs) in the process was presented. The continuous maintenance method
combines UL’s traditional standards making process with ANSI’s consensus process. The common
thread of the methods is the role of a consensus body to establish ANSI recognition of a standard as an
American National Standard.

What is the new Process - The STP process combines UL’s standards development method with the
ANSI consensus method. It features continuous maintenance using STPs rather than Industry Advisory
ConferencesAndustry Advisory Groups (IACsAAGs). It is a method of maintaining ANSI approval where
each proposed revision goes through the consensus process before it is adopted and published.

What is an STP - An STP is a Standards Technical Panel. It replaces IACs and IAGs as the focal
point of UL’s Standards Development Process. For UL Standards that are American National
Standards, the STP will be balanced and will serve as the consensus body that votes on proposals
before they are published.

What about STP Meetings - STP meetings are open. The meetings are for discussion and consensus
building - no formal balloting will be conducted at meetings. No Quorum is needed and no formalized
parliamentary rules apply. Generally the Chair is responsible for calling a meeting but STP members
may submit requests to the Chair for a meeting. Meetings can be held to discuss proposals or to
resolve comments submitted as a result of balloting.

Attendance at Meetings - It is recognized that not all STP members can attend all meetings due to
other commitments or due to resource limitations. Therefore attendance at meetings is not a
requirement for membership. There are no quorum requirements, and no formal voting takes place at
meetings.

Presentation of Proposals - Proposals may be submitted to UL at any time by anyone. Proposals


must have rationale and specific text. Proposals will be sent to the STP for comment, balloting, or
discussion at a meeting. Incomplete proposals will be returned to submitter for completion. Technically
flawed proposals will be discussed with submitter for possible rework or withdrawal.

Techniques for Handling Proposals at Meetings - Identify areas of agreement when the various
viewpoints are presented, and then discuss any of the differences that may exist. Through discussion
and negotiation, STP members achieve general agreement on a resolution of the differences. An
informal straw vote can be taken by a show of hands to determine which direction has the most
support. The Chair can form a working group of interested parties and assign them the responsibility for
developing a single proposal for consideration by the STP.

Straw Votes, Comments, and Balloting - A straw vote taken at a meeting is informal, and is used by
the Chair to gauge support. Only STP members may participate in this. If the Chair determines that
there is enough support, the proposal can be sent out for formal balloting. If the Chair determines that
there may not be enough support, the proposal may be sent to the STP for comment.

Meeting Reports - Meeting reports will not be issued as drafts to the STP and do not need approval
from the STP. Depending on circumstances, reports may include proposals discussed at meeting.

Expectations of STP Members - STP members are expected to return ballots in a timely manner,
restrict ballot comments to the requirement being proposed, and not base votes on certification issues.
In addition, STP members may be called upon to help develop proposals to the standard, and provide
input for comment resolution (when needed).

DISCUSSION

A STP member inquired if a submitted proposal is checked for technical accuracy before it is canvassed
with the STP. UL indicated that the proposal would be evaluated by UL before it is canvassed and UL
may contact the submitter for additional information or to suggest changes. However, UL will canvass
the proposal as is if that is what the submitter desires unless the proposal represents a safety risk
in which case UL reserves the right to decline to issue the proposal.

A member inquired about comment resolution, specifically the comments contained in Item 4 of this
agenda. He asked if the comment resolutions would be submitted to the STP for ballot. UL indicated
that unlike the previous standards development process where UL responded to each commentor
individually, under the STP process comments may be resolved as part of comment resolution matrix in
conjunction with the STP meeting. If a negative commentor disagrees with the STP’s resolution then
the distribution of the meeting report represents the recirculation of the negative comment giving
members an opportunity to change their votes. In addition, the negative voter’s right to appeal will also
be described in the meeting report.

A STP member had some concern whether the ”flavor” of the meeting would be properly transmitted to
those members not in attendance. The member noted that there were no general interest members in
attendance and only two users and indicated that it was worthwhile to have representation from these
member categories at the meeting to witness and provide input during the discussions. The member

suggested that the use of teleconferencing or teleconferencing systems such as WebEx may help to
expand participation. UL agreed and indicated that it was open to explore ideas to expand the
participation of the different member categories under the STP.

bulletin proposes to delete transfer switch requirements from UL 67 and UL 98 and reference
the Standard for Transfer Switch Equipment, UL 1008 instead.

UL 98 Enclosed and Dead-Front Switches

The Standard for Enclosed and Dead-front Switches, UL 98 was submitted to the STP for
ballot to obtain ANSI approval on July 18, 2001. The ballot cutoff date was October 17, 2001

7. HARMONIZATION UPDATE

DISCUSSION

UL presented a status of the three harmonization projects for standards under the STP 67 umbrella.
These are the trinational harmonization efforts for the Standard for Panelboards, UL 67, the Standard
for Enclosed and Dead-front Switches, UL 98, and the Standard for Dead-Front Switchboards, UL 891.

UL indicated that a proposed trinational standard for panelboards was issued on January 12, 2000. A
CANENA meeting was held on April 23-25, 2001 to discuss the comments received on this proposal
and comments that CSA and ANCE had received after submitting the draft through their respective
standards development process. Approximately one-half of the comments were resolved at the meeting
and a second meeting was scheduled for August 2001 to resolve the remaining comments. However,
this meeting was cancelled and has not been rescheduled.

A STP member inquired if there is a target date for the trinational standard to be issued. UL indicated
that as of now there is no target date as the remaining comments must be resolved before the process
can move forward. Another STP member stated that there was divergence rather than convergence
at the April 2002 meeting with respect to the resolution of the comments. He indicated that a decision
has to be made to either continue to try to resolve the remaining comments and move forward with the
development of a trinational standard, or to not continue with the process.

UL issued the trinational draft of the enclosed and dead-front switches to industry via UL Subject 98
bulletin, dated September 25, 2000. UL received no comments regarding this draft. However, UL is the
publication coordinator for this effort and received a pre-approval editing (PAE) copy from CSA in
February 2002. UL will submit this markup to the THC for approval of the proposed changes. In
addition, CSA also submitted a proposed amendment for the draft to the THC for approval. The THC
approved the proposed amendment which UL will submit for canvass to the STP separate from the
draft.

A STP member inquired as to how the process of harmonizing standards will fit in with the STP
process. UL indicated that as the THC develops a draft it should be circulated to the STP for comments
which would be sent back to the THC to be used in developing the draft. When the draft is finalized it
is to be subjected to each SDO’s standards development process which in UL’s case would be the STP
process. The THC and STP members work together in resolving any negative comments received as
a result of the STP ballot and public review.

UL also provided an update on the development of the trinational draft for switchboards. The
development of the draft has not been proceeding because there are some related issues with the
panelboard trinational draft which should be resolved first. In addition, a STP member stated that
presently CSA does not have a separate switchboard standard and investigates switchboards using
requirements from a different standard. The member also indicated that CSA would like to develop
a separate standard for switchboards using UL 891 as the baseline. UL indicated that it would
investigate if it could help expedite CSAs adoption of UL’s requirements.

Another member stated as part of an initial review in preparation for the harmonization effort that there
are some requirements in UL 891 which should be revised. Since the harmonization effort is being
delayed the member inquired if it would be possible to propose these changes before the effort is
completed. UL suggested that the member submit the proposed changes to UL for evaluation. If UL
concurs, then UL would issue a proposal bulletin to the STP covering these changes. If UL did not
concur, the member could submit a proposal to the STP.

8. COMMENT RESOLUTION FOR UL SUBJECT 67/98, DATED JUNE 29,2001

UL presented the comments received regarding UL Subject 67/98 Bulletin, dated June 29, 2001 to
the STP for resolution. This bulletin proposed to remove all transfer switch requirements located in UL
--```,,`,``,,```,,``,````````,`-`-`,,`,,`,`,,`---

67 and UL 98 and instead reference UL 1008 for investigating these products. The comment resolution
matrix including all comments received and the comment dispositions is attached as Appendix E.

A commentor expressed concern that the adoption of the proposal would require that the overload
requirements of UL 1008 be applied to products previously covered under UL 98 requiring expensive
retesting which is not necessary. However, UL indicated the intent of applying the requirements of
UL 1008 to double-throw switches intended for use under Article 702 of the National Electrical Code
(NEC) was to have a level playing field by subjecting products which perform the same function to the
same requirements. In addition, before proposing the requirements, an informal review was conducted
and it was determined that based on existing exceptions in UL 67 and UL 98 that no retesting of
presently Listed switches would be required.

A STP member indicated that the endurance test requirements in UL 1008 are significantly different
than in UL 67 and UL 98 and that some changes would have to be made to the test before UL 67 and
UL 98 products could comply. However, UL indicated that the endurance test in UL 98 is a more severe
test and that if a switch complied with UL 98 it would also comply with UL 1008.

Another STP member commented about the 5,000 or 10,000 A short circuit test that is required in UL
1008 and not in UL 98. The member’s company manufactures switches Listed under UL 98 that will not
pass the 5,000 or 10,000 A short circuit test contained in UL 1008. The member stated that these
switches have been produced for over 19 years without any failures or complaints. However, UL
indicated that the switches the member refers to were actually covered under the Miscellaneous Switch
(WPZX) category which is being eliminated. The intent of the proposed revision is to have products
that perform the same function be covered by the same requirements and that is why products that
perform a transfer switch function were moved under UL 1008.

A STP member commented that the products were subject to more stringent requirements in UL 67 and
UL 98 and the proposed revision to UL 1008 leaves it unclear whether these products will have to be
retested to UL 1008 requirements. However, UL indicated that UL 98 products have a ”general use”
rating and it was not the intent of the revision to make UL 98 switches suitable for a ”total system”
rating. A STP member commented that the standard should contain wording that makes this clear. After
some discussion among the STP members it was decided that a working group be formed to develop
proposed requirements that would clarify this issue. It was decided that Arnold Schaeffer would chair
the group and the participants would include Kevin Lippert, Jim Carroll, Stan Pukash, and Jim Erickson.
The working group will develop proposed revisions for the STP to consider. Based on this, it was
decided that the proposed revision to UL 98 would not be adopted at this time, but rather would be
reproposed when the working group issues its proposed revisions.

9. DISCUSSION OF UL SUBJECT BULLETIN 1008, DATED FEBRUARY 6,2002

UL discussed UL Subject Bulletin 1008, dated February 6, 2002 with the STP and the discussion was
led by the STP member who submitted the proposal. A description was provided of the STP member’s
product, which is a transfer switch used to transfer between generator and utility power. The power is
routed from the generator through the supplemental protectors provided with the transfer switch and to

the load. The member indicated that a generator cannot generate more than 12 times its rating in fault
current. A generator of up to 15 Kw could therefore produce up to 720 A in fault current which the STP
member stated is well below the 1000 A proposed requirement for fault current.

However, another STP member said that a supplementary protector investigated under the Standard for
Supplemental Protectors for Use in Electrical Equipment, UL 1077, has not been evaluated for use as
branch circuit protection. The member stated that there are many other factors other than the current
rating which go into determining the suitability of an overcurrent protector for use as branch circuit
protection. Therefore, the member believes that only a circuit breaker evaluated to the Standard for
Molded-Case Circuit Breakers, Molded-Case Switches, and Circuit Breaker Enclosures, UL 489, should
be used for branch circuit protection.

The STP member who submitted the proposal stated that this product has been Listed and sold for over
20 years without any incidents. However, UL feels that this proposal does not comply with the National
Electrical Code (NEC) as Article 702 permits supplementary overcurrent protection only when the
transfer equipment is located on the load side of branch circuit protection. The manner in which this
product is wired between the generator and the power distribution panelboard in the home leaves the
branch circuit protection out of the circuit and is dependent upon the supplementary protector in the
transfer switch to provide branch circuit protection.

As mentioned in Item 6, the ballot results for this proposal included 11 Yes, 15 No, and 1 Abstention
ballots. After the discussion a straw poll of the STP members was conducted to see if any member
wanted to change their vote. The results of the straw poll was 13 Yes, 14 No, and 1 Abstention ballots.
Therefore, the result is insufficient to affirm the proposal, so as a result, this proposal has failed.

I O . DISCUSSION OF POSSIBLE REVISIONS TO BY-PASSIISOLATION SWITCH LISTING MARK

DISCUSSION

UL discussed the possibility of revising the Listing mark for Automatic Transfer Switch-Bypass/lsolation
Switches to indicate whether the switch is suitable for use on emergency systems. UL had received
inquiries from manufacturers regarding adding this information to the label because some authorities
having jurisdiction (AHJ) do not want to approve these installations because this information is not

included on the label. After a brief discussion UL indicated that an announcement bulletin would be
issued to change the wording on the Listing mark to indicate that the switch is suitable for use on
emergency systems.

11. UPDATES TO THE 2002 NATIONAL ELECTRICAL CODE (NEC) WHICH REQUIRE REVISIONS TO
STANDARDS COVERED UNDER STP 67

DISCUSSION

UL led a brief discussion on several possible changes to standards covered under the STP 67 umbrella
due to changes which were made to the 2002 NEC. It was noted that any revision to the standard due
to any of these NEC changes would be sent for canvass to the STP just like any other proposed
change.

12. DISCUSSION OF THE PROPOSED REVISION TO PARAGRAPH 33.19.1 IN UL 891

DISCUSSION

Power circuit breakers are used in products covered under the Standard for Metal-Enclosed Low-
Voltage Power Circuit Breaker Switchgear, UL 1558 and are required to comply with a 30-cycle short
circuit withstand test. However, in the Standard for Dead-Front Switchboards, UL 891, there are no
requirements to address the breaker’s short time delay settings that may have a time duration longer
than 3 cycles.

In UL Subject 67 Meeting Agenda Bulletin, dated March 25, 2002, it was indicated that a STP member
wanted to discuss the possibility of developing requirements to cover switchboards with a short time
rating. However, at the beginning of the discussion the member stated that was not the intent of the
proposed revision. The member indicated that the intent was to address the situation where a
Low-Voltage AC Power Circuit Breakers (LVPCB) is being used as a feeder device. The member stated
that when LVPCBs are used as main circuit breakers and molded-case circuit breakers (MCCB) are
used as the feededbranch devices there is no safety concern because any downstream fault can be
cleared in a relatively short time period (less than 3 cycles) by fast acting MCCB devices. However,
when a LVPCB is used as a feeder device it could take up to 30 cycles before a downstream fault is
cleared. This, according to the STP member, is a safety concern. The STP member indicated that the
proposed revision is to clarify the test method when testing a LVPCB that is to be used as a feeder
device in a switchboard.

UL stated that MCCBs can also have short time ratings, and as such, UL believes that requirements
should be developed to have switchboards rated with a short time rating. The STP member responded
that while it is agreed that while MCCBs can have short time ratings, MCCBs cannot sustain the high
levels of let-thru energy that LVPCBs can. Therefore, the member believes that the issue of LVPCBs is
a real world safety concern that should be addressed.

After some continued discussion among the STP, it was decided that the STP member would submit
his proposal to be canvassed as a STP member generated proposal. UL indicated that it will investigate
developing requirements to have switchboards with short time ratings.

13. DISCUSSION OF THE DELETION OF THE MISCELLANEOUS SWITCH CATEGORY AND THE
POSSIBLE DEVELOPMENT OF REQUIREMENTS TO COVER OPEN MOTOR CIRCUIT SWITCHES

DISCUSSION

Open type motor switches were previously covered under the Miscellaneous Switch (WPZX) category.
UL led a discussion with the STP as to whether these switches should be covered under a new Listing
category or should they be included under the Component Switch (WHTY2) category as a Recognized
Component.

UL indicated that these devices have been covered in the past under the miscellaneous switch
category. However, as of July 1, 2002, the miscellaneous switch category will be deleted and open type
switches will be moved to Component Switch (WHTY2). Most of these switches are installed in
industrial control panels, dead-front switchboards, and motor control centers. These switches are for
use in accordance with the National Electrical Code (NEC), Article 430, Part IX.

UL indicated that the NEC requires that the critical part of the motor control circuit, the disconnect
switch, be a Listed device. If an authority having jurisdiction (AHJ) inspects a panelboard or switchboard
and notices that it controls a motor circuit the next step would be to check which device was
responsible for disconnecting the motor circuit. The AHJ would then verify that this device was in
accordance with Article 430, Part IX of the NEC.

The miscellaneous switch category was initially established to cover quick make - quick break (QMQB)
switches to help AHJs determine whether the panelboard switch was a Listed switch. However, over
time some other types of switches were Listed under this category which did not meet the scope or the
guide card information for this category. Therefore UL has decided to propose a new Listing category
with guide information specifically written for open type switches. UL noted that if the proposal was not
accepted, then open type switches would be placed under Component Switches (WHTY2) which is a
Recognized Component category.

A STP member indicated that he believed that products that do not belong under the miscellaneous
switch category should be removed rather than creating a new category to cover open type switches.
However, UL indicated that unless a new category is created with guide card information written
specifically for open type switches there is a risk that other types of switches would be placed under the
miscellaneous category.

A straw poll was conducted to gauge support for a proposal to update UL 98 by adding requirements
for open type switches and establish the new category. The motion passed, however, subsequent to the

vote there was continued discussion. Some members indicated that they did not want to rush into a
proposal which may be flawed. They indicated that UL should re-evaluate the situation taking into
account their concerns. UL indicated that there would be an internal review of these products and that
the results of this review would be distributed to the STP within 2 weeks of the review.

Subsequent to the meeting an internal review was conducted within UL to study the implications of
re-categorizing these products. As a result of this review UL decided to create a new Listing category
(WHTY and WHTY7). In addition, UL will issue an Outline of Investigation containing the requirements
for Listing these products as open type switch devices.

DISCUSSION

This agenda item was presented by an observer at the meeting. The observer?scompany manufactures
panelboards for the recreational vehicle (RV) industry. The observer indicated that there is some
concern within the industry about some of the panelboards being installed in RV?sat the present time
and the effect on the industry.

The observer?scompany had a panelboard Listed approximately 1 year ago. Initially the product was
Listed as an enclosed panelboard which required the panelboard to be mounted in another electrical
enclosure. This is because these panelboards consist of both 120 VAC and 12 VDC sections, and the
12 VDC section contains exposed connections without any strain relief or enclosure.

UL presented the option of Listing these devices as power converter assemblies under the Standard for
Power Converters/lnverters and Power Converter/lnverter Systems for Land Vehicles and Marine Crafts,
UL 458. However, the observer indicated when a Listing agency other than UL evaluates this product
as a power converter assembly, they do not evaluate the 12 VDC section. The RV industry is looking
for a way to have a Listed enclosed panelboard that includes 12 VDC circuitry that doesn?thave to
comply with all the requirements for 120 VAC. He stated that the industry would like to propose that UL
67 be modified to allow a NEMA Type I enclosed panelboard for RV use such that the 12 VDC section
not be reviewed for enclosed connections.

The observer also indicated that the Recreational Vehicle Association (RVA) is concerned about the
safety of panelboards now being installed into RVs. The observer noted that there are panelboards
being installed into RVs now that have been Listed by organizations other than UL which are not as
safe as panelboards Listed under UL 67. The RVA is concerned at what point these panelboards would
be unsafe.

A STP member inquired as to the reason these panelboards cannot be Listed under UL 67 now. The
observer responded that the reason is because of the 12 VDC distribution section consisting of an
exposed terminal block without any strain relief or enclosure.

The observer indicated that he represents the viewpoint of most RV manufacturers. UL indicated that
further research had to be conducted on this subject to address the feasibility of developing
requirements for these products. UL stated that a dialogue will be established with the observer and the
RV industry to assist in making a determination as to the direction to be followed.

applications have not been considered in
the rationale for reducing the product

outlined in the Technical Issues section
below.
The UL 1008 product is a very focused
product being applied in accordance with
only NEC articles 700, 701, and 702. The
product is designed and safety
performance tested specifically for those
articles of the NEC. Testing of UL 98 and
UL 67 products must take into
consideration application and
environments in which these products are
use by the electrical industry.
The UL 67 panelboard transfer equipment
product is a combination product. The
transfer mechanism within a panelboard
is not only performing during a transfer
operation but also during normal
panelboard switching duties as well. The
rigorous endurance test required in the
UL 67 testing of this product establishes
an industry acceptable level of safety for
this application. The Technical Issues
section below will outline that
consolidating safety performance testing
in UL 1008 without increasing the UL
1008 safety requirements will actually
reduce the levels of safety performance
on the UL 67 product.

disconnecting means to the industrial
machinery disconnect. The double-throw
switch is placed in applications where it is
used more often as a disconnect rather
than just a NEC 702 transfer mechanism.
The double-throw switch levels of
performance testing have been in place
for many years establishing an acceptable
level of safety for the electrical industry.
Once again, the Technical Section will
outline that consolidating safety
performance testing in UL 1008 will
reduce the level of safety performance
testing on the UL 98 double-throw switch.
Unfortunately, the UL revisions to UL
1008 and the proposed revision to UL 67
and UL 98 have not considered product
application and the environment for the
different products involved.
Technical Issues
Square D participates in the standards
revision process to ensure the appropriate
safety components exist in the
appropriate product standard. The June
29, 2001 UL 67 / 98 Bulletin states that
“UL proposes to remove the duplicated
performance requirements for transfer
equipment for use in NEC Article 702
applications from UL 67 and UL 98 and
have UL 67 and UL 98 reference the
requirements in UL 1008.” The proposed
changes in the bulletin along with the
statement made by UL above creates
significant confusion as to exactly what
UL means by the statement above and
the intent of the change.

found in Section 20, which only impacts
that particular test. The structure of the
UL 67 product standard places the
proposed reference to UL 1008 in the
Section 24A Transfer Equipment
Panelboard Tests. Unlike UL 98, the UL
67 structure appears to require ALL UL
1008 performance safety tests to be
imposed on a panelboard being marked
for an NEC 702 application. This also
implies that UL 67 performance testing is
not necessary since the panel would have
to undergo the Performance tests in UL
1008 such as short circuit, which would
be a duplication of the UL 67 panelboard
requirement.
UL then states, "adoption of this proposal
will not require a review or retest of
presently Listed or Recognized transfer
products listed to UL 98 and UL 67." The
rationale UL has presented assumed
equality among the standards. The proper
review of the product standard and the
impact on product have not been
presented or appropriately studied.
The first safety performance test that will
demonstrate our concern is the Overload
test. A majority of products listed to UL 98
in the industry comply with one of the two
exceptions that exempt further testing to
UL 1008 due to the mechanics of the
double-throw switch. For those switches
that do not comply with an exception
must be subjected to a 50-cycle overload
test at 6 times the rating and a cycling
rate of one cycle per minute in
accordance with section 28 of UL 1008.
This is a significantly different test that is
already imposed on a UL 98 listed switch,
and no safety rationale has been
presented for imposing this change.
Furthermore, no safety information
presented by UL or industry supports the
need for this change. This example would
appear to require a "review and retest of
presently listed products" in order to
determine compliance to the proposed
--```,,`,``,,```,,``,````````,`-`-`,,`,,`,`,,`---

requirement. As a point of fact, Square D


products would not be impacted by this
change to UL 98, but UL is imposing
safety testing that may impact industry
products that have demonstrated a
longevity of safe operation.

The purpose of the Standards Technical Panel meeting is to discuss various concerns with regard to
products covered by the Standard for Panelboards, UL 67, the Standard for Enclosed and Dead-Front
Switches, UL 98, the Reference Standard for Service Equipment, UL 869A, the Standard for Dead-Front
Switchboards, UL 891, the Standard for Fused Power-Circuit Devices, UL 977, the Standard for
Transfer Switch Equipment, UL 1008, and the Standard for Pullout Switches, UL 1429. UL plans to
issue a detailed agenda no later than March 17, 2002.

Your membership on this Standards Technical Panel is on an individual basis. Thus, you are requested
to complete the attached Attendance Form and return it to the Secretary.

Agenda Item Submissions

Suggestions for agenda items are welcome. Written suggestions should be sent to the attention of
Kevin Mullahy prior to February 15, 2002 so that time can be allotted to discuss additional items.
Agenda items should be complete proposals suggested in accordance with the attached "Request for
Proposal to a UL Standard Form".

Hotel Accommodations

For your convenience, rooms have been reserved at the Melville Marriott, 1350 Old Walt Whitman
Road, Melville, New York (across the street from UL). Rooms have not been guaranteed; therefore,
should you elect the use of these accommodations, it is suggested that you contact the Melville Marriott
at (631) 423-1600 to confirm your reservations by April 1, 2002. The rate for these rooms is $175.00.
