MEMORANDUM

SUBJECT : CMFC CMC 01/2023 “Activation of CMFC Motorcycle Patrol


Team”

1. REFERENCES:
a. Verbal Instruction of City Director during the EMPO dated May 8, 2023;
b. LOI 45/2011 “Patrulya Ng Pulis” dated October 26, 2011; and
c. LOI 63/2010 Police Integrated Patrol System (PIPS) dated November
27, 2010.

2. PURPOSE:

This CMC prescribes the operational guidelines and procedures for the
conduct of motorcycle patrol within the area of responsibility as a proactive and
reactive means in intensified police visibility, anti-criminality and police security
operations in the prevention and reduction of theft, robbery, murder, illegal activities
and other prevalent crimes in Santiago City. The Motorcycle Patrol Team (MPT) of
CFMC shall also be activated as one of the preemptive ways to support the conduct
of counter white area operations in AOR.

3. SITUATION:

Santiago City is considered as the only independent City in Region 2. It is


a highly urbanized city wherein a lot of commercial, financial, industrial, amusement,
leisure areas, resorts and educational institutions are established all throughout the
city. Because of that, volume of populace from different municipalities are migrating
or sojourning in Santiago City. Every day, people are going in and out in the city:
maybe for the purpose of job, business, studies and other personal reasons.

With this, lawless elements are taking advantage of the populated and
congested city to carry out their evil desires. As to the crime situation in AOR, for
C.Y. 2022, Santiago City Police Office has recorded a total of 169 crimes consists of
90 index crimes and 79 non-index crimes while for the C.Y. 2021, there were a total
of 134 crimes which consists of 67 index crimes and 67 non-index crimes. This
shows that the crime rate for index and non-index crimes for C.Y. 2022 increased by
35 incidents or 26.12% as compared with C.Y. 2021.
As to the insurgency situation of Santiago City, based from the most recent
social investigation and class analysis conducted by intelligence personnel of this
unit, generally, the city is categorized as white area. Thus, there were no recorded
armed conflicts between the government side and the CPP/NPA/NDF. Nevertheless,
we cannot set aside the possibility that it would still be penetrated by the Communist
Terrorist Group (CTG) as they are persistent in initiating their deceitful proganda
wherein most of their targets are the youth, women and other vulnerable groups in
the society.

The foregoing only implies that there is a call for the Santiago City Police
Office to strengthen its police intervention activities and its anti-criminality initiatives
to further prevent and control occurrence of crimes in Santiago City.

One of which is the intensification of its patrol activities through the


creation of the CMFC Motorcycle Patrol Team (MPT). The effective and efficient
conducts of patrol activities contribute great success in law enforcement and in crime
prevention. The efforts in strengthening relationship with the community also
encourage possible CTG supporters to voluntarily surrender and eventually support
the programs and activities of the government.

4. MISSION:

CMFC, concurrent with its mission and functions, shall activate its
Motorcycle Patrol Team (MPT) to undertake a more intensive police interventions
and patrol operations as means in the prevention and control of crime incidents in
AOR. The MPT shall also be activated as one of the preemptive ways to support the
conduct of counter white area operations in AOR.

5. EXECUTION:

a. Concept of Operation:

The Enhanced Managing Police Operations (EMPO) concept of policing


shall be revisited as an effective tool in ensuring the safety and security of the public
and to preempt the lawless elements in consummating their criminal intentions. The
activation land utilization of the CMFC MPT will form as added measure to support
this concept.

1) Activation of CMFC MPT

CMFC shall activate one (1) team of MPT composed of ten (10)
PNCOs from the different Mobile Force Platoon Bases under the
direct supervision of the Operations Officer. The MPT members are
tactically trained and flexible motorcycle-mounted patrollers who can
immediately respond to any incident perpetrated by criminals. They
are also tasks to conduct intensive motorcycle patrols in AOR
especially in crime prone streets to preempt would be perpetrators.
They shall also undertake PCR activities like dialogue with small
groups in the street and distribution of flyers while conducting
motorcycle patrol. This is part of their added tasks to support the
counter white area operations in AOR.

As far as practicable, personnel who had undergone Motorcycle


Riders Course or other related trainings or seminars shall be
prioritized to compose the MPT.

2) Training of CMFC MPT

CMFC through the Administrative Officer shall formulate and


undertake basic training or seminar to the designated MPT
members. The Administrative Officer shall coordinate with the
Santiago City Highway Patrol Group or the Traffic Enforcement Unit
(TEU) for the conduct of their training.

3) Mobilization of CMFC MPT

The CMFC MPT under the direct supervision of the Operation


Officer shall conduct motorcycle patrol in AOR. They shall
complement with the mobile patrol team of CMFC and patrollers
from the city police stations and other units. There shall be specific
patrol routes and standby points provided. They are also tasked to
render daily patrol logs/ report to be consolidated by the Operation
Section of this unit. Their activities shall be supplemented by
photographs while conducting motorcycle patrol activities, dialogues
with small groups and while distributing IEC materials.

4) Maintenance of Motorcycle Patrols

CMFC MPT members shall have their respective personal


issued motorcycle patrol unit. Each motorcycle shall have one (1)
designated official driver and one (1) alternate driver. They shall be
in-charge in the taking care and maintenance of their issued
motorcycle patrol units. In case of defects, damages or any troubles
that may be encountered during the regular course of patrolling shall
be immediately reported by them to notify the Logistics Section of
this unit.

b. Tasks:

1) Administrative Officer

a) Identify CMFC members who are trained with Motorcycle Riders


Course or other related trainings.

b) Direct the Admin PNCO to prepare and issue letter order to the
selected PNCOs to compose the CMFC MPT.
c) Coordinate with the HPG-Santiago City or TEU through the Chief,
CARMU/CLDDU in the formulation of basic seminar of the MPT
members.

d) Direct and supervise the Admin PNCO in preparing program


during the conduct of basic seminar of the MPT.

e) Perform other tasks as directed.

2) Operation Officer

a) Serve as the direct supervisor of the MPT.

b) Supervise the Operation PNCO in preparing motorcycle patrol


route and identifying standby points/areas of the MPT.

c) Direct the Operation PNCO in consolidating the Daily Patrol Log


of the MPT.

d) Supervise the Operation PNCO in preparing AAR and other


necessary reports relative to the activities of the MPT.

e) Perform other tasks as directed.

3) Intelligence Section

a) Identify crime prone areas and monitor illegal activities in AOR.

b) Support the MPT by providing timely intelligence information on


the crime situation of Santiago City.

c) Identify places that are affected with white area operations by the
sectoral front organizations of the CPP/NPA/NDF.

d) Serve as covert patroller and monitoring personnel to complement


with the activities of the MPT.

e) Perform other tasks as directed.

4) PCR Section

a) Provide IEC materials to be used by the MPT members.

b) Consolidate daily action photos of the MPT.

c) Prepare AAR and other necessary reports relative to the


community and development activities conducted by the MPT.

d) Perform other tasks as directed.


5) Logistics Section

a) Provide logistical requirements during the activities.

b) Prepare request letter in case there is a need for the replacement


of parts or repair of the motorcycle patrol unit/s.

c) Ensure gas allocations for the daily activities of the MPT.

d) Conduct inventory of MPT equipment.

e) Perform other tasks as directed.

6) Finance Section

a) Allocate financial support on the provisions of basic training for the


MPT members.

b) Perform other tasks as directed.

7) TOC

a) Monitor all activities of this CMC.

b) Relay all important information in relation to the activities of the


MPT.

c) Perform other tasks as directed.

8) MPT Members

a) Conduct daily motorcycle patrol activities in AOR.

b) Conduct dialogues with small groups and distribute IEC materials


while conducting motorcycle patrol activities to complement the
counter white area operations of this unit.

c) Render daily patrol logs/ report to be consolidated by the


Operation Section of this unit.

d) Take photographs on all the conducted activities to be


consolidated by the PCR Section

e) Perform other tasks as directed.


6. COORDINATING INSTRUCTIONS:

a. The Police Operational Procedure and respect for human rights


shall always be observed.

b. Lateral coordination with the Mobile Force Patrol Bases and City
Police Stations and other units shall always be considered.

c. Security and safety of MPT members during their tour of duty must
be given utmost priority.

d. TAMANG BIHIS shall be always observed by the MPT during their


tour of duty.

e. Prompt and decisive responses shall always be undertaken in the


event that there are incidents that will transpire during the MPT’s
tour of duty.

f. Relay all untoward incidents or any important information to the


Operation Officer for subsequent information of the Force
Commander.

7. MISSION:

This CMC shall take effect immediately upon approval.
