1. Enhanced-School Improvement Plan (e-SIP) aims to improve the three key result areas in basic
education: Access, Quality and Governance. It is evidence-based, results-based, and child or
learner-centered and is the basis for the school's Annual Improvement Plan.
2. The Development of the e-SIP requires innovative and systems thinking, and a mindset of a
continuous improvement. Implementation of the projects from thee-SIP shall involve the active
participation of all education stakeholders in the school and community such as the school
heads, teachers, parents, community leaders, and the learners themselves, among others.
4. The Development Project Guidelines, inclusive of the templates to be followed, hereto attached.
5. The process flow of submitting Development Projects should follow the same manner Research
& Development Projects are being submitted (see Division Memorandum No. 265, s. 2017).

In accordance with the Governance of Basic Education Act of 2001 (Republic Act
9155), the Department of Education (DepEd) promotes shared governance through School-
Based Management (SBM). Under this mandate, school heads are tasked to develop the School
Improvement Plan.
The School Improvement Plan (SIP) is a roadmap that lays down specific interventions
that a school, with the help of the community and other stakeholders, will undertake within a
period of three consecutive school years. The implementation of development activities
integral to it are in the school such as projects under the Continuous Improvement Program
(CIP), the creation and mobilization of Learning Action Cells (LACs), and the preparation of
the School Report Card (SRC). It seeks to provide those involved in school planning an
evidence-based, systematic approach with the point of view of the learner as the starting
point. Ultimately, it is envisioned to help schools reach the goal of providing access to quality
education.
In like manner, the schools are envisioned to be a better and effective vehicle for change
with its battlecry to improve Access, Retention, Completion and Achievement (ARCA) for
A2LL2 (Advanced, Average, Least, Lost and Last) learners. In order for theE-SIP to be more
functional, developed project title/s must be put into action.
Development projects maybe conceptualized along the different areas of education,
namely, learners' development, teachers' development, physical plant development,
instructional materials development, among others. Development Projects should be derived
based on the processes of theE-SIP making which is the Assess-Plan-Act (APA) Phases. These
projects should answer the root cause of a certain priority improvement area (PIA). Also,
development projects must be reflected in the E-SIP following the Annex 9 (Project Work Plan
and Budget Matrix) and the Annual Implementation Plan (Annex 10).
A particular development project may be categorized as an innovation if it is a new
method, idea, and/or an innovative product that addresses priority improvement area(s) of the
School, District, Division or in the Department of Education in general. An illustrative example
maybe the Project Online Travel Order Processing System (OTOPS), Strategic Intervention
Materials, Contextualized/Indigenized Instructional Materials, Innovative Teaching Strategies
and the like.
The following are the prescribed designs for the development project:

Note: Proposed opening of a new school may fall on this type ofDevelopment Project
I. Project Title
a. Should capture the information/data with discussion and must be presented as Priority
Improvement Area (PIA). Further, the discussion should bring out the .root cause/s of
the problem. (Note: PIAs are selected areas in school management, operations, and
service delivery that need to be changed to improve the three key result areas in basic
education: access, quality and governance.)
b. Should be supported with policy guidelines such as DepEd Orders & Memoranda,
Regional & Division Memoranda, recent related studies (at least 2005) to strengthen
the need to conduct the development project.
III. Objective and Expected Outcomes
a General objectives will be stated first and be followed by specific objectives which
are Specific, Measurable, Attainable, Realistic, and Time-bound.

Describe the process of monitoring and evaluating the development project inclusing
the tools to be utilized.

b. For development projects geared towards physical development of the school, learners
and teachers' development, the Project Monitoring Report Form as use in checking and
assessing the progress of the AlP/SIP will be utilized (DepEd Order No. 44, s. 2015).

IX. Appendices
2. Acceptance report must include narrative reports, pictorials with proper captions, evaluation forms
with summary and analysis (in case of instructional materials), the developed instructional
materialls, project monitoring report forms with analysis.
Note: Proposed dev(dopment projects which are already implemented will not be given approved permit and
acceptance. Submission ofproposed projects should be submitted in the Division O{fice at least two weeks before
the implementation. .
