1. Planning Information
A. Effectivity
All "Y" shank design aluminum propeller blades are affected by this Bulletin.
B. Concurrent Requirements
None
C. Reason
(1) This Bulletin was initially written as a result of blade retention radius failures in
"Y" shank aluminum blades. Since the introduction of cold compression rolling
in the late 1970s, the process has proven to be very effective in eliminating
fatigue cracking problems; however, the blade retention radius is a very critical
area that demands careful attention.
(2) During the disassembly, cleaning, and inspection process, most blades will
receive slight scratches or gouges in the retention radius area. This type of
damage, as well as corrosion or other defects in the retention radius, requires
rework. Since any surface defect or repair affects the compressive layer
generated during the rolling process, it is considered necessary that these
blades be compression rolled at each overhaul.
D. Description
(1) This Bulletin provides inspection and rework procedures for the blade retention
radius of Hartzell "Y" shank propeller blades.
(2) This Bulletin provides an alternate method of compliance for AD 2007-26-09,
paragraphs (i),(j),(l)(3), and (n).

E. Compliance
One-time blade inspection and rework procedures in accordance with this Bulletin
are required for compliance; however, standard overhaul procedures, including
optical comparator inspection and cold rolling must be performed at every overhaul
in accordance with Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33).

NOTE: Service Letter 61Y requires overhaul at specified flight hours and calendar
limits.
(1) Unless previously accomplished, all affected installations require compliance
with the Accomplishment Instructions, as specified in this Bulletin, within 50
hours from the effective date of Bulletin 118A, February 15, 1977.
(2) The following blades are considered to have met the initial requirements of
this Service Bulletin, i.e., blades have been compression rolled since new
manufacture or have been rolled in the field.
(a) Blades with serial number D47534 or succeeding letter/number.
(b) Blades with letters "PR" or "R" ink stamped on the camber side of the
blade.
(c) Blades with letters "RD" metal impression stamped on the blade butt.
(3) Propeller model HC-C2YK-( )( )/( )( )7666A-2 installed on aircraft with
undampered 200 H.P. Lycoming IO-360 series engines, including but not limited
to Mooney M20E and F and Piper PA-28R-200 type normal category aircraft,
and Pitts S-1T and S-2A aerobatic aircraft, within the next 100 hours time in
service, after June 24, 1977, remove the present propeller vibration placard, if
installed, and on the instrument panel near the engine tachometer, affix a new
permanent placard reading as follows:
(a) For normal category aircraft: "Avoid continuous operation between 2000
and 2350 RPM, and above 2600 RPM in full throttle level flight."
(b) For utility and aerobatic category aircraft: "Avoid continuous operation
between 2000 and 2350 RPM, and above 2600 RPM in aerobatic and full
throttle level flight."
(c) Mark the engine tachometer with a red arc for each restricted engine
speed range, i.e., between 2000 and 2350 and between 2600 and 2700
RPM (red line).
(d) Perform the Accomplishment Instructions as specified in this Bulletin.
(e) After compliance with this bulletin, normal category aircraft may remove
portions of the red arc "between 2600 and 2700 RPM" and placard "above
2600 RPM in full throttle level flight".

(4) Propeller models ( )HC-C2YK-( )( )/( )( )8475( )-( ) or ( )( )8477( )-( ) used on,
but not limited to, Piper PA-32-260, PA-32-300, and Siai Marchetti 208, that
have not been inspected and reworked as specified in AD 74-15-02,
AD 77-12-06, AD 2002-09-08 or AD 2007-26-09, accomplish the following
within 50 hours from the effective date of Bulletin 118A, February 15, 1977.
(a) Remove the propeller from the aircraft, modify the pitch change
mechanism, and replace the blades with equivalent model blades prefixed
with the letter "F", in accordance with Hartzell Service Letter 69.
(b) Perform the Accomplishment Instructions as specified in this Bulletin.
F. Approval
This revision has been approved by the Manager, FAA, Chicago Aircraft Certification
Office, ACE 115C, by approval document dated February 20, 2008 as an alternate
method of compliance with AD 2007-26-09, paragraphs (i),(j),(l)(3), and (n).
G. Manpower
All propellers should have complied with the initial inspection requirements of
this bulletin by this date. Additional man-hours not required if this Bulletin is
accomplished in conjunction with routine propeller overhaul.

2. Material Information

Additional materials are not required, other than the standard materials specified in
the assembly, overhaul, and disassembly procedures referenced in this Bulletin.

3. Accomplishment Instructions

CAUTION 1: THE FOLLOWING PROCEDURE MUST BE ACCOMPLISHED ONLY


BY AN APPROPRIATELY LICENSED REPAIR FACILITY.

CAUTION 2: THE FOLLOWING PROCEDURE MAY BE PERFORMED


WITHOUT COMPLETE PROPELLER OVERHAUL; HOWEVER,
SINCE EXTENSIVE DISASSEMBLY IS REQUIRED, IT MAY BE
ECONOMICALLY LOGICAL TO PERFORM PROPELLER OVERHAUL
DURING COMPLIANCE WITH THIS BULLETIN.
A. Disassemble the propeller in accordance with the applicable propeller overhaul
instruction manual (Manual 113B [61-10-13] or Manual 117D [61-10-17]).
B. Clean the retention radius of the blades in accordance with the Cleaning chapter of
Hartzell Standard Practices Manual 202A (61-01-02).

CAUTION: BLADE RETIREMENT IS REQUIRED IF MINIMUM DIAMETER


CANNOT BE MAINTAINED AFTER COMPLIANCE WITH THIS
BULLETIN.
C. Inspect the outside diameter of the blades in accordance with procedures in the
Blade Shank Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C
(61-13-33).
D. Inspect the retention radius in accordance with procedures in the Blade Shank
Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33), to
establish acceptability and/or extent of necessary rework.

CAUTION: THE ONLY PERMITTED METHOD OF DETERMINING CORRECT
RETENTION RADIUS SHAPE IS BY MEANS OF THE OPTICAL
COMPARATOR IN ACCORDANCE WITH THE BLADE SHANK
OVERHAUL CHAPTER OF HARTZELL ALUMINUM BLADE
OVERHAUL MANUAL 133C (61-13-33).
E. Using an optical comparator, inspect the blade retention radius in accordance with
the Blade Shank Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual
133C (61-13-33).
(1) The optical comparator inspection will determine if the existing retention radius
shape is acceptable. If it is unacceptable, the blade must be retired or the
radius must be reworked until it meets the proper optical comparator template
shape.
F. Perform dimensional checks of the distance from the blade butt to the retention
radius, as required in the Blade Shank Overhaul chapter of Hartzell Aluminum Blade
Overhaul Manual 133C (61-13-33).

CAUTION: IMPERFECTIONS FOUND DURING OPTICAL COMPARATOR


INSPECTION, AS WELL AS ALL VISIBLE DEFECTS, MUST BE
REPAIRED BEFORE COLD COMPRESSION ROLLING.
G. As required, rework the retention radius in accordance with the Blade Shank
Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33) to
remove nicks or damage found during visual inspection or to obtain proper radius to
match the optical comparator.

CAUTION: VERIFICATION OF BEARING CLEARANCE IS IMPORTANT. THERE
HAVE BEEN INCIDENTS WHERE A BEARING RACE HAS CREATED A
GOUGE IN A BLADE THAT RESULTED IN INITIATION OF A FATIGUE
CRACK.
H. Verification of bearing clearance
Following rework of the retention radius, verify adequate bearing-to-blade
clearances.
(1) Place the bearing to be installed on the individual blade radius.
(2) With the blade in vertical position, hold the bearing in place so that the bearing
is closed and lays flat on the blade. It must be possible to rotate the bearing in
all directions, assuring adequate bearing-to-blade clearances.
(3) Further insure the bearing-to-blade clearance
(a) Install the bearing on the blade, without the epoxy mix.
(b) With the bearing in place it must be possible to insert a 0.005 inch
(0.12 mm) brass or steel shim stock, 1/8 inch (3.1 mm) wide, to a depth of
15/32 inch (11.9 mm).

NOTE: Inserting the shim to this depth will physically assure no contact
between the blade and bearing.
I. If rework of the retention radius was required, repeat the optical comparator and
dimensional inspections as necessary to confirm that any rework remains within
acceptable limits.
J. Perform pre-penetrant etch treatment and penetrant inspection of the blade shank
in accordance with the Penetrant Inspection chapter of Hartzell Standard Practices
Manual 202A (61-01-02).
(1) Penetrant indications are not permitted in the blade retention radius area.
Suspect blades must be retired and returned to the Hartzell factory for
evaluation.

CAUTION: EDDY CURRENT INSPECTION IS REQUIRED AS A SECONDARY


MEANS (IN ADDITION TO DYE PENETRANT) OF INSPECTION FOR
CRACKS IN THE BLADE RETENTION RADIUS.
K. Perform Eddy Current inspection of the blade retention radius in accordance with the
Eddy Current Inspection chapter of Hartzell Standard Practices Manual 202A
(61-01-02).

CAUTION: COMPRESSIVE ROLLING IS A CRITICAL OPERATION THAT MUST
BE PERFORMED ONLY BY SHOPS APPROVED BY HARTZELL
PROPELLER. REFER TO THE APPROVED FACILITIES CHAPTER OF
HARTZELL STANDARD PRACTICES MANUAL 202A (61-01-02).
L. Cold compression roll the blade retention radius in accordance with Blade Shank
Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33).
M. Measure the surface finish of the rolled radius and transition area of the blade
shank, using an electronic profilometer TE436, in accordance with the Blade Shank
Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33).
N. Inspect the blade shank on the optical comparator in accordance with the Blade
Shank Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C
(61-13-33).
O. Apply chemical conversion coating in accordance with the Overhaul Procedures
section in the Blade Shank Overhaul chapter of Hartzell Aluminum Blade Manual
133C (61-13-33).
P. Paint the blade bore and balance hole in accordance with the Blade Shank Overhaul
chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33).
Q. Install the internal bearings into the blade bore in accordance with the Blade Shank
Overhaul chapter of Hartzell Aluminum Blade Overhaul Manual 133C (61-13-33).
R. Reassemble the propeller in accordance with the appropriate propeller overhaul
instruction manual (Manual 113B [61-10-13] or Manual 117D [61-10-17]).
S. Make an entry in the propeller logbook indicating compliance with this Service
Bulletin and paragraphs (i),(j),(l)(3), and (n) of Airworthiness Directive
AD 2007-26-09.
