There is a continuing need for conventional military capability in the


foreseeable future

But missions with which the use of minimal force are expected to grow
in importance.

Proficiency in MOOTW requires a much greater and somewhat different


set of skill sets than traditional war fighting.

In this context, many armed forces are developing new training programs
for small unit leaders.

These men will need to be ready to become "peacekeepers, goodwill


ambassadors and winners of hearts and minds, as well as warfighters.“

The process of educating and preparing a professional force capable of


handling a wide spectrum of operations under MOOTW requires a new
strategy.

CHARATERISTICS OF MOOTW
• MOOTW is applied to complement any combination of
the other instruments of national power.
• MOOTW driven by political objectives at every level from
strategic to tactical:
• all military personnel should understand the political
objectives and the potential impact of inappropriate actions.
• Commanders should remain aware of changes not only in
the operational situation, but also to changes in political
objectives that may warrant a change in military operations.

• MOOTW contributes to attainment of national security


objectives by supporting deterrence, forward presence
and crisis response options.

Need For Military Forces


• There will be occasions when it will be appropriate to
deploy military assets to assist in a humanitarian aid
and disaster relief (HADR) effort, either on a national
basis or as part of an international effort.
• Examples:
– Aceh, Indonesia – Tsunami Dec 2004
– East Timur – Jan 2006
– Bukit Antarabangsa – Dec 2008
– Haiti 2010.
– Lahad Datu Incident 2013.
– MH370 2014
– Human trafficking (Rohingya) 2015

DETERRENCE
• The concept of deterrence can be defined as the
use of threats by one party to convince another
party to refrain from initiating some course of
action. A threat serves as a deterrent to the
extent that it convinces its target not to carry out
the intended action because of the costs and
losses that target would incur.

Need For Military Forces


• The Global physical environment is changing and
the consequence of this is likely to be an increase
in environmental failures (droughts, floods,
famine) & natural disasters (quakes, tsunamis).
• Increasing pressure on the World’s physical
resources linked with an increased interest from
the world media and concern from leading
nations and donors make it likely
• MAF may be called upon to support humanitarian
and disaster relief efforts more frequently in the
future.

CONCLUSION
• MOOTW encompass the use of military capabilities across the
range of military operations (except of war).

• MOOTW focus on deterring war, resolving conflict,


promoting peace, and supporting civil authorities in response
to crises.
• Non-combat MOOTW often can be a simultaneous
operation with combat MOOTW.
• If at first there is war, a combat commander’s campaign plan should
include a transition from wartime operations to MOOTW…. like in
Iraq
