Subject: KCFD Vehicle Operations

KCFD is committed to providing the safest work environment for our employees and our citizens. In that
effort, the following changes are effective immediately.

During an emergency response, KCFD vehicle operators shall bring the vehicle to a complete stop under any of
the following circumstances:

a. When directed by other KCFD personnel (GOG 10-29)

b. When directed by a law enforcement officer (NFPA 1500)
c. At red traffic lights (NFPA 1500)
d. At stop signs (NFPA 1500)
e. At negative right-of-way intersections (NFPA 1500)
f. At blind intersections (NFPA 1500)
g. When the driver cannot account for all lanes of traffic in an intersection (NFPA 1500)
h. When other intersections hazards are present (NFPA 1500)
i. When encountering a stopped school bus with flashing warning lights (NFPA 1500)
j. When encountering a railroad crossing gate in the down position (GOG 10-29)

1. Upon arriving at unguarded railroad grade crossings during either emergency response or non-emergency
travel, KCFD vehicle operators shall come to a complete stop and ensure that is safe to proceed before
crossing the railroad tracks.

2. The use of warning devices (lights, sirens & air horns) does not automatically give the right of way to the
emergency vehicle or apparatus. Therefore, KCFD vehicle operators must make every possible effort to make
their presence and intended actions known to other drivers, and must drive defensively to be prepared for the
unexpected or inappropriate actions of others.
 3. Emergency vehicles shall not exceed the posted speed limit by more than 15 miles per hour. At no time shall
an emergency vehicle exceed the posted speed limit in a school zone during the time the reduced speed limit
applies.

4. KCFD vehicle operators shall adjust their speed to the road, traffic, or weather condition to ensure
safe operations of the vehicle during emergency response.
