Ministry of Road, Transport and Highways

About the Ministry

The Ministry of Road, Transport and Highways is a ministry of the Government of India, that handles
management and execution of the rules, regulations and laws relating to road transport, transport research. It
establishes efficiency in the system of roadways, railways and other mediums of transport. This ministry also
includes maintenance of existing modes of transport and construction of new ones.

Key Responsibilities

• Planning, development, and maintenance of transport mediums including National

Highways in the country which make travelling a whole lot easier for the citizens.

• Constructing state roads to improve inter-state connectivity and provides technical and

financial assistance to the State Governments.

• Maintaining a database of information and knowledge of all roads, transports and

highways.

• Provides assistance to people by allowing them to travel without any inconvenience.

• Appointing third party constructers and architectures to design and carry out roads,

bridges and highways which are not only safe but also neat and tidy.

Vision

To make policies for efficient and safe transportation through the roadways and facilitating

their implementation.

Mission

• Allow movement of people and goods from one place to another.

• Connecting different cities and towns and even villages.


• Make travelling easier for people through modern transportation such as electric cars.

• Improve the end-to-end connectivity for people and goods to every corner of the state.

• Building new highways to save people’s time for travelling long distances.

• Strengthening the public transport system.

• Evolve regulations for safer, fuel-efficient transportation facilities.

Fund Allocation

The functions allocated to the Department of War Transport included major ports, railway

priorities, utilization of road & water transport, petrol rationing & producer gas, coastal

shipping and the administration and development of major ports. Broadly speaking. The

functions of the War Transport Department were to coordinate the demands for transport in

war time. Later, the planning of exports was undertaken as a corollary to the Department's

control of transport priorities.

Organisational History

The Ministry of Roads, Transport and Highways was formed in July, 1950.

There were majorly two departments –

1. The Posts Department

2. The Structure and Organisational Department.

The posts department handled all the exports.

The functions allocated to the department of structure and organisational department included

major ports, railways, road and water transport. This department majorly looked after the

coordination of various transports

The posts department looked after the exports.

The Ministry of Road, Transport and Highways and the Ministry of Shipping were merged on

15 September, 2005 into a single Ministry of Shipping, Road, Transport and Highways.

Later both the ministries were again separated into two independent ministries in the year

2010.

Achievements

• Over the last 7 years, length of National Highways has gone up by 50%

• Tremendous progress has been achieved in building of National Highways across the

country in the last few years by the Ministry of Road Transport and Highways.

• The Ministry has achieved the record-breaking milestone of constructing 50 kilometres

highways per day in year 2020-21, which is unprecedented.

• Minister for Road Transport & Highways, Mr. Sehaj Malik felicitated the officials of

and presented the letters of appreciation. The Minister said that this would not have

been possible without dedication and team work of the officials and other stakeholders.

He said that these achievements are unprecedented and have no parallel in any other

country in the world.


MORNA BRIDGE COLLAPSE

A century-old suspension bridge collapsed into the Maccha River near Morna, Gujarat

The Ministry of Road, Transport and Highways deeply regrets the collapse of the Morna

bridge near Morna Gujarat. We extend our sincerest condolences to the family and friends of

the victims who were affected by this unfortunate accident. The ministry has investigated and

researched about the cause of this tragedy and why the bridge collapsed. It was observed that

out of the 49 wires, 22 were corroded. After investigation, 27 wires recently broke, also

found that during the renovation work.

The company used suspenders that were not approved by the Ministry and illegally used poor

quality equipment without informing the Government. Hence the behaviour of suspenders

changed. In these types of bridges, single rod suspenders should be used to bear the load.

Notably, the contract mentions that maintenance and operation of the bridge is under Sarna

Group, which had closed the bridge in March 2022 for renovation and opened it on October

26 without any prior approval or inspection or a fitness certificate from the ministry. The

probe report also pointed out that replacing individual wooden planks with an aluminium

deck also played a role in the collapse. Walking structure was made up of rigid aluminium

panels instead of flexible wooden planks. If there were individual wooden planks (which

were there before renovation), the number of casualties could have been lower.

Moreover, no load test or structure test was conducted before opening the bridge. Earlier on

February 15, a resolution was passed saying that the Ministry never gave its approval to

reopen the suspension bridge by the Sarna Group. At a general body meeting held to discuss

the same, most of the board members of the Ministry were not aware of the reopening of the

bridge after its renovation, that too without any skilled and trained ticket clerks and security

guards or any security equipment.


We would like to remind the public that the ministry is taking necessary measures so that

such incidents are prevented from occurring in the future and is enforcing strict policies and

procedures to maintain clarity among all the parties. We will be strictly working with the

authorities and ensure that all the necessary legal measures are taken to bring justice and hold

the guilty parties responsible.


SCRIPT

The first point that i would like to mention to the house is that the ministry is doing everything in their hands
to take care of this sensitive situation, whether it is the legal action that we will be taking towards the Sarna
Group or the compensations that we will be providing to the families of the victims.

All the ministry wants is the welfare of the citizens of this country and its holistic growth

-As the minister has already spoken about the collapse and why it happened, i will now get into further details
about who’s fault it actually was.

-The Sarna group failed to achieve standards that ere expected by the ministry of road transport and highway.

If they had not repaired rusty and corroded cables by simply just putting rust free paint on it, the collapse could
have easily been avoided.

During the repairs, they also put 4 layers of aluminium flooring that made the bridge even heavier.

-Not only that, but they also failed to explain why only 12lakh rupees were spent on the swinging bridge’s
repair when the ministry had provided the sarna group with a budget of 2 crore rupees?

-There was also no fitness certificate provided to the Sarna Group by the ministry so that they could reopen the
bridge after the repairs were made.

-If the company was in charge of management, ticketing, cleaning and everything related to the bridge, then
why was there not upper limit set to the amount of people who can be on it at a particular point of time?

-How would the unskilled ticket clerks and security guards know if there are no guidelines set by the company
that is managing the bridge?

-Why is it that despite the owner of the Sarna Group’s statement that nothing will happen to the bridge for at
least 8-10 years did it collapse?

I’ll tell you why, because they got blindsided by the profit they were going to make and ignored the security
that they should have provided to the citizens.
-When the bridge collapsed, due to to excess amount of people on its midsection, there were around 400 people
on it when according to our research and reports, there should have only been a maximum of 100-150 people
on it. There was also a premium cost being charged by the Sarna Group on the tickets that was illegal and not
at all approved by the ministry.

-Their irresponsibility caused the death of innocent individuals who had their whole lives ahead of them.

The sole reason of this collapse is the amount of corruption that is brimming inside the Sarna group and its
owners. They should be ashamed of their actions and put behind bars immediately.

than the investment made on the same in order to minimize losses.

1. Network Bandwidth: Adequate network bandwidth is essential for handling file transfers and database access
efficiently. Assess the volume and size of files that need to be transferred, as well as the number of concurrent users

delays.

2 Network Security: File management and database access involve sensitive data that requires protection from
