Members of Local 241

As of July 1, 2023 the International Office is requmng an


increase in the current dues for active members under
Section 18 of the CONSTITUTION AND GENERAL LAWS. The
International required an increase that is composed of a
$1.10 increase in per capita tax, plus an increase based
upon the percentage increase in the Consumer Price Index, which
requires an additional $4.35 increase in the local union dues.
This is a total sum of $5.45 increase in union dues.

The current administration feels that this may result into a


great impact to our members and that this large of an
increase may be detrimental to you and your family.
Therefore, the Local has decided to split the cost with the
members. The new increase of union dues will be a total
of $2.50, instead of $5.45.

SUBJECT: July I, 2023 , Increase in Minimum Dues and Per Capita Tax

Under Section 18 of the CONSTITUTION AN D G E ERA L L AWS, the per capita tax and minimum
dues rate for all active members must be adj usted each July based upon the annual percentage
increase in the Consumer Price Index (CP I-W, 1982-84= 100) published by the U. S. Department
of Labor.

Per Capita Tax


(Effective Jul y I, 2023)

Beginning Jul y I, 2023, the monthly per capita tax for all active members (including members-at-
large) is due to be increased to $1 9.05 from $17.95, based upon the percentage change (6.252 1%)
in the Consumer Price Index fo r the period between December 202 1 and December 2022.
Beginning July I , 2023, the monthly per capita tax for those units who have been granted a
reduced per capita shall be $15. 00.

Minimum Local Union Dues


(Effective Jul y I, 2023)

The current minimum dues rate ($69.70) must also be adjusted, effective July 1, 2023, based
upon the same percentage increase in the Consumer Price Index (6.2521 %) by $4.35. The
specific amount by which your local union will be required to increase its dues will depend
upon the actual dues level of your local union, as follows :

(1) Local unio ns whose dues for active members as of July 1, 2022, were less
than the minimum dues rate of $69.70 must increase the dues of acti ve
members by $2.00 (plus the $1 . 10 increase in per capita tax) effective July '
1, 2023. The resulting new rate shall not, however, exceed the newly
establ ished combined total of$75. 15 ($69.70 + $4.35 + $ 1.10).

(2) Local unions whose actual dues for active members on July 1, 2022, equaled
or exceeded the minimum dues rate of $69.70 shall increase their actual
dues for active members by $5.45 (r(Wresenting the $1.10 increase in per
capita tax plus the additional $4.35 increase in the minimum local union
dues).

For organizing purposes or in other circumstances, any local union may apply to the General
Executive Board, under the provisions of Section 18.3 of the Constitution, for pennission to retain
a lower dues and/or per capita structure than would otherwise be required to be charged by the
local under the constitutional adjustment fonnulas . All chargeable increases in per capita tax
must, however, be collected by each local union.

Enclosed you will find a worksheet that will assist you in the calculation of your local's minimum
dues effective July 1, 2023 .

According to the International Constitution and General Laws, Section 21.15:

An Assessment for Grievance Legal Arbitration cost incurred for the period of
April 1, 2020 through March 31, 2023 will be deducted in the amount of $39.41
from the LAST paycheck in the month of July 2023 for all CTA Members.

PLEASE NOTE:

If there are bills that have not been submitted that reflect the above period
they will be included in the next assessment.

DUES INCREASE
Section 18 of the International Constitution and General Laws, the per capita tax and
minimum dues rate for all active members must be adjusted each July based upon the
annual percentage increase in the Consumer Price Index (CPI-W, 1982-84=100)

members shall be the top hourly average of the Motorman Operator, Customer
Assistant, Rail Janitor, Car Repairer, Car Servicer, and Trackman, times two point
