President
West Visayas State University
Luna St., La Paz, Iloilo City

Dear Dr. Villaruz,

Greetings!

The Philippine Catholic HIV/AIDS Network, (PhilCHAN) Iloilo, will hold the International
AIDS Candlelight Memorial (IACM)on May 21, 2023, 4:00-7:30PM. The said event is an annual
prayer activity to commemorate those people who have lost their lives to AIDS and those
individuals who have dedicated their lives to HIV/AIDS advocacy. Moreover, IACM serves to
provide awareness among the youth sector, which is most vulnerable to HIV/AIDS, and an
avenue for socio-civic and religious participation among the community, in stopping the spread
of the HIV and ending the stigma and discrimination attached to People Living with HIV/AIDS
(PLHIV) and their families.

In lieu of this, we would like to make a partnership with your institution to be part of this
meaningful activity. May we seek for your approval and support by lending us a space in your
school to be the venue of the candle lighting memorial, and some assistance through your
students, or student organizations, and other pertinent facilities and equipment to accomplish
this event.

We hope for your positive response to this earnest request. Thank you very much!

Sincerely yours,

MA. STELLA G. PASPE, M.D., FPPS, FPSAAI, M.M.

40th International AIDS Candlelight Memorial

West Visayas State University
Grand Stand
May 21, 2023

Rationale:

The International AIDS Candlelight Memorial, held on the third Sunday of May every
year, is not only an opportunity to remember the people we have lost but also to honor those
who dedicated their lives to helping people living with and affected by HIV and continue to
mobilize our communities in solidarity. People living with HIV started the International AIDS
Candlelight Memorial in 1983 and since then there have been thousands of events organized
across the world by community-based organizations, from motorbike rallies by women living
with HIV to uplifting ceremonies in places of worship and workplaces. Such events have helped
raise awareness about HIV and more importantly have helped break down stigma within our
communities.

The International AIDS Candlelight Memorial is also a campaign to mobilize

communities and raise social consciousness about HIV and AIDS. With almost 38 million
people living with HIV today, the International AIDS Candlelight Memorial serves as an
important platform for global solidarity, breaking down barriers of stigma and discrimination,
and giving hope to new generations. (https://gnpplus.net/project/international-aids-candlelight-
