Permutations are arrangement ofelements, so order of the elements matters and elements cannot be listed more than once in the
arrangement. Combinations aresubsets, so the order of the elements does not matter and elements cannot be listed more than once.
The order in which the items are chosen is not important.Therefore, use combinations.
