MEMORANDUM

TO : CLUSTER HEADS AND C/MLGOOs

SUBJECT : CONDUCT OF INVENTORY AND TURNOVER OF

BARANGAY/SANGGUNIANG KABATAAN PROPERTIES, FINANCIAL
RECORDS, DOCUMENTS AND MONEY ACCOUNTABILITIES BY ALL
INCUMBENT BARANGAY AND SK OFFICIALS, AND THE CREATION OF THE
BARANGAY AND SK INVENTORY TEAM AND THE CITY/MUNICIPAL
ASSESSMENT AND TURNOVER TEAM, IN VIEW OF THE OCTOBER 30,
2023 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS

This has reference to the attached Memorandum from Dir. Noel R. Bartolabac, CESO V,
Officer-in-Charge, DILG Region IV-A (CALABARZON), dated March 30, 2023, regarding the subject
stated above.

Likewise, enclosed is a copy of DILG Memorandum Circular No. 2023-047 dated March
21, 2023. The said issuance provides for the following:

1. Enjoin all the incumbent Barangay and SK Officials (BSKOs) to conduct an inventory of all
government properties under their custody, and to turn over said properties to the incoming
BSKOs not later than November 28, 2023;
2. Direct the creation of the Barangay Inventory Team (BIT), Sangguniang Kabataan Inventory
Team (SKIT), and the City/Municipal Assessment and Transition Team (C/MATT) by the
Punong Barangays, SK Chairpersons and the City/Municipal Mayors;
3. Conduct of Turnover Ceremony by all outgoing and incoming BSKOs with the assistance
and/or presence of C/MATT; and
4. Ensure that barangay and SK properties and money accountabilities are properly turned over
to the incoming/elected BSKOs.

In this regard, you are hereby directed to perform the following activities, to wit:

1. Cause the immediate and widest dissemination of this Memorandum to all LGUs within your
respective areas of jurisdiction;
2. Ensure the compliance with this Circular by the concerned local officials;
3. Perform your respective duties and functions to implement this Circular within your
respective areas of responsibility; and
4. Accomplish the monitoring report accessible through the link bit.ly/RegionIV-A_Turnover
not later than December 7, 2023.
