 RISK ASSESSMENT REPORT

Villaggio Mall

System Description

The concept of risk assessment seeks to identify possible hazards and

define the level of threat and vulnerability of a specific location or
enterprise. For public locations, risk assessment is a critical management
aspect that ensures the safety of visitors, patrons, staff, and physical assets
within the premises. This report will define fundamental risk assessment
principles, provide reasons for carrying out assessments, and provide a
practical analysis of a Mall following basic guidelines.

Targeted Place of Risk Assessment

Villaggio Mall, one of the largest shopping centers in Doha, Qatar, is located in the
west end of the city. It has the highest mall foot traffic in the region with 50,000
daily visitors and up to 1.5 million monthly (Villaggio Mall n.d.). Shopping malls are
inherently vulnerable to numerous hazards and threats due to the large
congregation of businesses and people in a relatively limited indoor area. Security
and safety have become a significant priority in the retail industry in light of
shopping malls becoming highly hazardous public locations.

A shopping mall typically has multiple entrances
and exits that make it easier for criminals to slip
in and out without being noticed.
Countermeasures

1. Security risks are controlled by implementing patrol elements in

the building and metal detectors with cameras at all entrances.
2. Structural hazards could be mitigated by monthly evaluation of
infrastructure and public utilities. Routine checks and inspections
on electrical systems are implemented.
3. Malfunctioning equipment could be tested periodically.
Regulatory protocols for fire safety systems should be followed.
4. Staff training to ensure proper safety, first aid, and response
protocols in case of various types of emergency.

 Tecate Pa’l Norte

festival of music, art and northern traditions

Every year Pa'l Norte brings together national and international artists in a two-day
music festival. It takes place in the gardens of Parque Fundidora.

The Pal' Norte is more than just a festival, it is a unique experience that you have to
live at least once in your life. It has nine different scenarios, each with a particular
theme. In them the artists are presented in a spectacular way, accompanied by
effects and amazing scenery to give you the best experience.

The last festival was this year, 2023.

and it took place on Friday, March 31,
Saturday, April 1, and Sunday, April 2,
2023. The access times for the three
days were at 2:00 p.m.

people over the three days, which is

- Identification system: In events with invitation or with restricted access, it is

necessary to establish a clear and visible system of identification of roles
- Emergency exits and signage: make sure that the emergency exits are well
marked and that they are sufficient for the capacity of the event.
- Possible robberies or thefts: Establish a protocol in case attendees suffer a
robbery or theft and, if it is a risky situation, assign surveillance tasks to some
of the staff members, which can also be dissuasive measures. It is also
convenient to establish a lost and found point.
- Food safety: Hire personnel trained in food handling and monitor the hygienic
conditions of the premises to avoid poisoning that may affect attendees.
- Crowd control: In large-scale events, it is essential to have sufficient personnel
and operational plans to avoid disturbances, ensuring the continuous flow of
attendees, separation, and dispersion in dangerous areas.
- Contingency and evacuation plans: contingency and evacuation plans must be
drawn up in case a problem arises, such as fires or public avalanches.

PUBLIC SECURITY

Public security or surveillance is the one that depends directly on the government or
the state of the city. Public security is made up of different public bodies such as the
police, firefighters, the armed forces, these are given to the order of public officials
who are who make the call and provide care and security to society

An example of public safety is the Pal Norte festival, in which several entities that
make up the security and prevention corps participate. In a working meeting held
between authorities from Parque Fundidora, Apodaca Group and representatives of
