Minutes of the 31st OAC meeting held on 08.01.2020, at GSI, Gandhinagar

The GUJ_OAC_31 meeting of Geological Survey of India, Western Region, State Unit: Gujarat was held on 8th
Jan, 2020 in the Narmada Hall, GSI, Gandhinagar. The meeting was chaired by Shri Narendra V. Nitnaware,
Deputy Director General, SU: Gujarat. The proceedings of meeting in the form of minutes are as follows:
GUJ_OAC_31_1.0 Welcome address by Alok Chitranshi, Director TC, SU: Gujarat
Director (TC), SU: Gujarat, Shri Alok Chitranshi welcomed everyone to the meeting and
conducted the proceedings. In his welcome address he briefed the house about the outcome of
the Term Review meeting. He informed the house that the TR Committee appreciated the
work carried out under different items and congratulated the officers for the same. He further
briefed about the report status pertaining to FS 2018-19. He then invited Shri N.V. Nitnaware,
Dy. Director General State Unit, Gandhinagar and Chairman for his opening remarks.
GUJ_OAC_31_2.0 Opening Remarks by Deputy Director General, GSI, SU: Gujarat
Shri N.V. Nitnaware, Dy. Director General and Chairman congratulated all the supervisory
officers for the excellent presentation of the work carried out in the items under their
supervision during the Term review meeting and urged for regular monitoring and guiding the
field officers for still better output. In his address, he emphasised for preparing a road map for
the remaining part of the FS for the completion of assigned targets of FS 2019-20 within the
stipulated time frame including the implementation of recommendations of the Term Review.
He assured all possible technical and administrative support from his end. He emphasised for
circulation of all the reports as per the time schedule given by the Regional HQ and requested
the Supervisory officer for ensuring the same.
GUJ_OAC_31_3.0 Discussion on ATR of 30th OAC meeting
Director (TC), SU: Gujarat Shri Alok Chitranshi initiated the discussion on Action Taken
Report of the 30th OAC meeting held on 15.10.2019 and informed that all action have been
taken. The minutes of the OAC meeting was passed by the house.
GUJ_OAC_31_4.0 Discussion on report circulation, FSP 2018-19
Director (TC) informed that 2 reports viz. Limestone Exploration in Shepa Sheriyakhan (G3)
and REE Exploration in Northern Ambadungar Block (G2) has been sent for vetting to NMH-
II. As regards the other Mission II reports, it was informed that the respective officers are
engaged in finalisation of reports. As regards the 5 STM reports, he informed that the reports
are under various stages of modification after the comments of the Peer review and RMH-I
and shall be duly circulated once approved. Regarding the status of NGCM reports, it was
informed that the analysis of A& H packages have been received and the officers are engaged
in finalisation of reports for submission for IPR as per the time line given by RMH-I
Mission wise Review
GUJ_OAC_31_5.0 Mission_I: STM
GUJ_OAC_31_5.01Shri Prabhakar Lakra, Suptdg Geologist, Project STM informed the house that the officers
have proceeded to the field after the TR meeting and the progress of work is satisfactory. He
requested for the UV lamp as the existing one is not working. Further he informed that under
Item no. 24197 as per the NQT only one sample is to be analysed for Geochronological
studies whereas since at least six variants of Granites have been identified in the area, it
would be worth analysing all the different variants. Director TC informed that as the Term
review Committee has accepted for analysing more samples for Geochronological studies,
the matter may be pursued with the CHQ and necessary request may be sent. Regarding
petrological studies of samples, Shri Lakra requested the Chairman that since the petrological
microscope is currently non-functional, the officers may be allowed to go to WR, Jaipur for
carrying out the modal analysis and thin section study.
The Chairman agreed to the proposal, however he advised that it would be more feasible
once about 80 % coverage is achieved. Meanwhile he advised that necessary follow-up with
CHQ/Vendor may be done for early repair of the microscope. The Chairman further
suggested that in view of the likely hood of Financial constraints under some heads, the
officers may be advised to complete the assigned work by February, vis-a vis the mandatory
no of field days. He also suggested for seeking guidance from the DDG & RMH-I regarding
the STM work and ensure implementation of the suggestions provided by the DDG & RMH-
I, so that quality reports are generated.

Mission_II: Mineral Investigation
GUJ_OAC_31_5.02Shri Abir Gupta, Suptdg. Geologist presented the progress of work under Item No
23969,24992 & 24004 He informed that revised FSP proposals, in view of the change in the
block boundary, have been submitted through OCBIS, DM work has been completed in
respect of Item No. 23969 & 24992 and is in progress under Item No.24004 and shall be
completed shortly. He informed the house that till date, drilling is not initiated under item no.
23969 & 24992 for want of drilling agency. He also informed that inspite of repeated verbal
and written complaints lodged with the drilling agency, the performance of drilling is very
poor in the Jujharpur block (Item no 24004) and the same is being communicated to the
competent authority from time to time. The Chairman informed the house that the matter of
slow progress of drilling has been discussed with the Chief Engineer, CHQ and he has been
requested to look into the matter so that the work component is completed with the stipulated
time. He advised the Supervisory officer that the core recovery issue in Jujharpur block may
be addressed at the earliest and if need be, the matter may be discussed with the Suptdg
Engineer (drilling) during the RAC meeting. He also informed that as per his information,
the work order in respect of Item No. 23969 & 24992 is likely to be issued shortly and
advised for regular follow-up with the office of RMH-II for borehole approval and the
officers may be instructed to be in readiness for initiation of drilling as soon as the work
order/LOA is received.

GUJ_OAC_31_5.03Dr. Pawan Kumar, Suptdg. Geologist informed the house that the progress of work under
Item No.26256, 26260 & 24294 is satisfactory and all the targets will be achieved in time.
The Chairman advised that the officers associated with Item No 26256 may be advised to
concentrate on searching for Chromite and magnetite bearing bands for Ni and Cr
mineralisation in the area. Regarding Item, no 24294, the Director, TC suggested for carrying
out systematic channel sampling in the three blocks identified during the Geophysical Survey
carried out in the area, on priority. As regards the analysis of samples collected from the
Gossanised zone, as per the recommendation of IPR, the Chairman suggested that the
samples may be submitted for re-analysis for base metals as most of the samples have
analysed less than the crustal abundance. Moreover, in view of anomalous Au values in some
of the samples, a note may be submitted to the competent authority seeking suggestions for
taking up mineral exploration programme during FS 2020-21.

GUJ_OAC_31_5.04Dr. L.K. Thakur, Suptdg. Geologist informed the house that all the items under his
supervision (Item no 24192, 24809 & 24778) are progressing well and all the targets will be
achieved well within time. He informed that the officers have been instructed to comply with
the comments/suggestions of the TR Committee.
Deliberating further, with the permission of the Chair, Dr Thakur while briefing about the
status of GCM (MoU) item, informed the house that 4 reports pertaining to GCM (MoU)
have been completed and will be submitted by GMRDS shortly, for scrutiny by the RMH-I.
Regular follow-up with GMRDS is being done for expediting the report writing work in
respect of other toposheets.
The Chairman enquired about the status of verification of FOS in respect of GGCMP, Dr
Thakur informed that the FOS have been distributed amongst the members of the Committee
formulated for the purpose and the verification is in progress. The Chairman asked to submit
the status report before SGPB meeting scheduled on 16.01.2020.

GUJ_OAC_31_5.05Shri Alok Chitranshi, Director TC & MI, informed that the progress of work under REE
Exploration Projects (Item no 23944, 24018 & 24049) is satisfactory. The second phase of
DM work under Manka and Nakhal, REE exploration Item is proposed to be taken up in the
1st week of February 2020 and the request for surveyor has already been placed before the
Nodal Officer, (outsourced survey work). Meanwhile officers are busy in demarcating the
various lithologies and lithological contacts with the help of GPS and carrying out closed
spaced sampling and pitting trenching work.
The Chairman suggested that as per the suggestion of the TR Committee, the officers
associated with the project may be advised to prepare the borehole proposal in respect of the
area already mapped, covering all the major targeted lithologies, for taking up drilling during
this year itself, if approved by the competent authority. He further advised for regular
submission of samples for chemical analysis in respect of all the three items.

GUJ_OAC_31_5.06 Smt Monalisa Chakra, Director, MI informed that all the items under her supervision are
progressing well and the suggestions given during the TR meeting shall be followed. Smt
Chakra informed that the outsourced drilling vendor has visited the Nadri block and the
project officers have shown the area. She further informed that the 2nd phase of DM work
will commence from the third week of the month, however, in view of the tough terrain
conditions and poor visibility, survey work with total station may not be feasible therefore
requisition for DGPS survey in the area is being sent.
The Chairman advised to place requisition for DGPS with the office of RMH-II and follow-
up for the same. Regarding the outsourced drilling, he advised to be in regular touch with the
office of RMH-II.

GUJ_OAC_31_5.07 Shri Prabhakar Lakra ,Suptdg Geologist while briefing about the progress of work under
Item no 27258 & 27218 informed the house that the progress of work is satisfactory and the
DM is progressing well and is likely to be completed in both the projects soon. He informed
that the outsourced drilling agency has still not reported. The Chairman informed that as per
the information received, the work order will be issued shortly. He advised that borehole
proposal be submitted at the earliest for approval of the Competent authority.

Petrology Division
GUJ_OAC_31_6.0 Shri Prabhakar Lakra ,Suptdg Geologist while deliberating about the status of petrological
stores informed the house that till date no reply has been received regarding the requisition
sent from this office for GPS and Brunton. He further informed the house that presently
there is no stock of new geological hammer in this office.
The Chairman advised to followup with the regional HQ regarding the status of GPS and
Brunton and submit a proposal for the purchase of Geological hammer at the earliest for
purchasing the same at this end itself.

Chemical Division
GUJ_OAC_31_7.0 Dr Vineet Gupta, Senior Chemist briefed the work carried out during the last quarter in
Chemical Division, SU: Gujarat. Regarding the status of Pulveriser and Sieve machine, it
was informed that all the documents have been received by this office, only recently and the
evaluation of the Technical bids is to be done at this end. He assured the Chairman that the
evaluation shall be completed soon.
The Chairman advised to complete the evaluation formalities immediately for further
procurement process.
The matter regarding ambiguity in the quantity of samples to be submitted for Chemical
analysis came for discussion during the meeting, in view of lack of clear cut guidelines in
respect of different analytical techniques/instruments used for analysis.
The Chairman advised that guidelines in this regard be submitted by the Chemical division,
SU: Gujarat in consultation with the Regional HQ/CHQ, at the earliest so that the same may
be transmitted to the respective field officers to maintain uniformity.

Issues pertaining to 36 IGC
GUJ_OAC_31_8.0 The Chairman while deliberating upon the collection of samples from Jurassic Formation of
Kutch, as desired by the Regional IGC Cell, WR, Jaipur, advised Dr L.K. Thakur, Suptdg.
Geologist & Supervisory Officer, Project Phosphorite, to instruct the field officer to collect
the required no. of samples from the area, at the earliest so that necessary arrangements be
made for transporting the same to WR, Jaipur. Dr Thakur, informed that instructions have
already been given to the concerned field officer for collection of sample. The Chairman
advised that details regarding the specification/quantity/transportation etc may be sought
from the Nodal Officer, IGC Cell, SU: Gujarat.

Administrative Issues
GUJ_OAC_31_9.0 The issue of delay in recoupment of bills was discussed in detail during the meeting. The
Supervisory Officers informed the house that the field officers are facing lot of problem due
to this delay and requested the Chairman to kindly look into the matter.
The Chairman enquired from the Director & HoO, SU: Gujarat the reason for the delay in
recoupment who informed that the delay in recoupment of bills is at the PAO level as the
bills are processed and send to PAO timely.
The Chairman suggested to closely monitor the processing of bills at this end and regularly
follow-up with the PAO for payment of bills and if need be an official from the
Administrative division be sent to WR, Jaipur for the same. He further assured the house that
he will take up this matter with Regional HoD as well as Director (Finance) WR during the
RAC meeting.

Concluding Remarks
The DDG expressed his satisfaction over the technical work being carried out in SU: Gujarat and that the
discussions held during the meeting was fruitful and further improve the quality of work. He advised that all the
selected presentations to be made by the officers during the 36th IGC must have the approval of the DDG.
Regarding administrative issues, the Chairman suggested that all supervisory officers, before forwarding the
recoupment bills must ensure the compliance of guidelines. He was of the opinion that there is a need of mutual
coordination and desired that all administrative and technical issues are resolved through mutual cooperation.
Towards the end the DDG & Chairman appreciated the efforts put by all in the success of Term review of
items of SU: Gujarat.
