CHAPTER I
INTRODUCTION

1.1 Background of the Study

The barangay in the Philippines' lowest political subdivision. Because it is the one closest
to the people and acts as the main conduit between the government and its citizens, it is
frequently referred to as the basic unit of government. An online barangay management system
can be used to handle the barrio's many operations. This system will make it possible for
barangay officials to keep thorough records of the barangay's operations, monitor and oversee the
provision of basic services, and track community development projects.

Camino Nuevo is a barangay in Zamboanga City. Its population as determined by


the 2020 Census was 7,421. This represented 0.76% of the total population of
Zamboanga City. As the result of the population, the barangay officials are getting
inconvenience processing of their documents of its constituent’s such as profiling of
record, processing cedula, barangay clearance, business permit, and indigency. The use of
pen and paper for recording documents is one the most vital part of a barangay
management segregating, sorting and storing is the practice of any office related process
and turnover of position and task driven activity is part of the process in making the
success of the work force of the barangay.

In this study, Barangay Management and Employment Opportunity system for


Camino Nuevo, is a website designed to assist the barangay officials to automate
previous system, managing various tasks related to governance, public services, and
community development. This system will make it possible for barangay officials to keep
through records of the barangay's operations, monitor and oversee the provision of basic
services; this is an innovative way to manage the barangay's daily operations using the
latest technology.

This system provides a convenient way to collect, store and manage resident
information, permits, certificates and other important documents and get the graph total
of people who are Senior Citizen, PWD, 4P’s/Indigenous Group to generate. It will also
provide residents with a secure platform to interact with barangay officials, making it
easier to request services or raise concerns in the barangay management system, there is
also skill filtering of the said Online Barangay Management System for Camino Nuevo,
This featured can help the barangay officials to filtered out the skills of their constituent,
It can assist them in identifying individuals within their community who possess specific
skills or expertise that can contribute to various initiatives, projects, or community
development efforts. Overall, the online barangay management system is a valuable tool
to help barangays better serves their residents while improving operations and
transparency.

1.2 Project Context

The Office of Barangay is managed through manually services that caused


consuming, lack of space, damage of the papers and lost record of the residents in
barangay.

Barangay Camino Nuevo is facing a problem where the Barangay Documentation


record is currently managed by manual process, this causes time-consuming for the
Residents and Barangay Official.

all permits that have in barangay and also can track the residents and the system will
make automate the documents and there is also skill filtering, this featured can help the
barangay officials to filtered out the skills of their constituent, it can assist them in

1.3 Purpose and Description

The goal of the Camino Barangay Management and Employment Opportunity


System is to improve the management of Barangay Affairs and the employment chances
for the region's population. The system's purpose is to create a comprehensive and
efficient digital platform that streamlines administrative procedures, enhances data
quality and accessibility, and efficiently connects job seekers with job possibilities. By
implementing the method, the municipality intends to enhance communal development,
empower its inhabitants, and promote economic progress.

The Barangay Management and Employment Opportunity system is a web-based


program meant to digitize and automate important barangay council activities while also
providing a user-friendly platform for locals looking for work. The system will include a
variety of modules and features such as Online request, Barangay Documentation,
Residents Profile, Reports Visualization, and Skill filtering that will improve overall
management and coordination of barangay activities, as well as make it easier to match
job seekers with suitable employment prospects.

The system's resident database module will act as a central repository for storing
and managing information regarding Camino Nuevo inhabitants. It will include personal
information, contact information, skills, qualifications, and other pertinent data. This
module will provide a full perspective of the resident profiles, allowing the barangay
council to better understand the community's needs, preferences, and skills.

It will also provide reports and analytics to provide insights into employment
patterns, skill gaps, and the system's overall efficacy. These reports will help the
barangay council make educated decisions, identify areas for improvement, and conduct
focused interventions to increase job possibilities and meet community needs.

1.4 Objectives of the Study

1.4.1 General Objectives

To develop an online barangay Management and employment opportunity System


for Camino Nuevo.

1.4.2 Specific Objectives


 Gather information related to barangay and employment opportunities for
residents of Camino nuevo.
 Design and develop the Online barangay Management and employment
opportunity System for Camino Nuevo.
 Test the system

1.5 SCOPE AND LIMITATION

1.5.1 Scope
 The Online Barangay Management and Employment Opportunity System for
Camino Nuevo System will automate the current manual process and
transactions in the barangay. Apart from effective recording and monitoring of
data,
 To Filtered out the Skilled Person or the job seeker in Barangay Camino Nuevo
 The barangay is also capable of processing online documentary request.
 Registered resident, can only requests for official document.
 To generate the graph and total population of Barangay Camino Nuevo and the
members of Senior Citizen, PWD, 4P’s/ Indigenous Group.

1.5.2 Limitation

 Residents who are not duly registered in the system database can nor request
documents.
 Residents with no available internet connection cannot access the online barangay
services, hence all requests and concerns in that case must be filed personally at
the barangay office.
 The system can only be accessed by system users as authorized such as barangay
captain and the secretary.
 Constituent can voluntarily provide their information about their skills.
 The system cannot accept payment thru online for official document must be
transact personally.
1.6 Significance of the Study

Barangay - a small territorial and administrative district forming the most local level of
government.

Barangay Official - are individuals who hold positions of authority and responsibility in
the local government unit known as a barangay in the Philippines. A barangay is the
smallest administrative division in the country.

Residents - are individuals who live in a particular place or location as their primary
place of residence. They are the people who have established their homes and have a
continuous presence within a specific area, such as a city, town, village, or neighborhood.

Researchers - a person who carries out academic or scientific research.

Future Researchers - the scientific study of possible, desirable and probable future
developments and design options and their prerequisites in the past and present

1.7 Definition of Terms

PHP – is a general-purpose scripting language geared toward web development.

CSS - is a computer language for laying out and structuring web pages (HTML or XML).
This language contains coding elements and is composed of these “cascading style
sheets” which are equally called CSS files

HTML - is the standard markup language for Web pages. With HTML you can create
your own Website

XAMMP - is a free and open-source cross-platform web server solution stack package
developed by Apache Friends, consisting mainly of the Apache HTTP Server, MariaDB
database, and interpreters for scripts written in the PHP and Perl programming languages.
SUBLIME TEXT - is a shareware text and source code editor available for Windows,
macOS, and Linux. It natively supports many programming languages and markup
languages. Users can customize it with themes and expand its functionality with plugins,
typically community-built and maintained under free-software licenses.

INTERNET - a global computer network providing a variety of information and


communication facilities, consisting of interconnected networks using standardized
communication protocols.

REVIEW OF RELATED LITERATURE/STUDIES

2.1 RELATED STUDIES

2.1.1 SYSTEMS OF RECORDS MANAGEMENT

Savinau Aliaksei (2021), The work takes into account the concept of a records
management system. The capability of this notion is justified in comparison to the
concepts of "records management" and "records keeping." Many systems of records
management are taken into account on a global scale. The distinctions between western
and post-Soviet records management systems are examined. According to the report,
segmenting into records management systems makes sense. The prediction is that records
management activities will become more globally integrated and unified.

established by the Kenyan Public Service to address the issues of an overburdened,

impact on public perception.

advantages: This eases the process of handling large amounts of data that must be
performed at any given time. It reduces the risk of errors when creating documents and

offices as it is typically a paper document to find a file among the pile of files in the
warehouse. Using a base file on the premises of an office makes data easily accessible to
a wide variety of people in a short amount of time using expensive computerized
systems. It's a less laborious and faster way to collect data and information from a
particular organization, so your employees can still transact with customers.

2.1.4 RECORDS MANAGEMENT AS A FRAMEWORK FOR MANAGING

part of modern life and has been also centrally placed in the main stream of the
Zimbabwean society’s education system. It has also become the driving force in

coherent and consistent service that meets user’s needs has long been a challenge for
many organizations. It is even more challenging in the digital world of Information and
Communication Technology (ICT).

2.1.5 SYSTEMS OF RECORDS MANAGEMENT

Alexey Savinov (2021), This work deals with the concept of a system for file
management. The performance of this concept is justified in comparison with the
concepts of "record keeping" and "record keeping". Various approaches to records
management systems at the international level are being considered. Differences between
Western and post-Soviet file management systems are analyzed. This article confirms the
practical importance of breaking down your records management system. Further
harmonization and integration of records management processes worldwide is expected.
2.1.6 ASSESSMENT OF SCHOOL RECORD MANAGEMENT IN SECONDARY
SCHOOLS IN FEDERAL CAPITAL TERRITORY

O.A Odenivi, A.S Adeyaju (2020), The goal of the study was to evaluate how
secondary schools in the FCT handled student records. The discipline of administrative
management known as record management focuses on maximizing economy and
efficiency throughout an organization's whole life cycle when it comes to the creation,
upkeep, usage, and disposal of records. Implementing sound record-keeping procedures
in schools would give educational planners and administrators information and serve as a
historical record for the school's history. All current and accessible records, books, and
papers are considered school records.

School record keeping is highly valued by Nigeria's regulating agencies for


schools. School records are official books, documents, and files that include important
details about events and acts that occur in schools. These documents are retained and
preserved at the school office for future use and information retrieval. These records are
maintained by administrative personnel, teachers, counselors, and school administrators.
The goal of record keeping and management is to make sure that accurate and proper
records are kept and maintained of student growth and accomplishment, information on
school activities, and issues that support the efficiency and effectiveness of the
educational system (Philip, 2007).

2.1.7 EMPLOYEE ATTENDANCE RECORD MANAGEMENT SYSTEM (2021)

Amadu Jalloh, Mohamed Sheriffbah, (2021), One of the most fundamental and
important requirements for the entire educational system is attendance. The manual
attendance system has been used in the majority of educational institutions over the years.
This study uses Ernest Bai Koroma University as a case study to design a web-based
attendance management system that will be applied on any computer in order to solve the
issue of manual attendance. The major goal of this project is to conduct a thorough
analysis of the current attendance management system and develop a computerized
approach that will reduce storage space requirements and maintain all data in the
computer for future use. In order to retain simple access to information from the database,
this system is being built. The application utilizes MySQL.

2.2 FOREIGN AND LOCAL RELATED SYSTEM

in knowledge each and every usability features of the system. This system also allows the
barangay other related functions as those including security such as incident reporting

2.2.2 Automated Clinic Record Management System A Case Study Of Ahmadu


Bello University Sick-Bay

Nu’uman Muhammad Auchan, (2015)The main objective of this research work is


to design a computerized program covering all aspects of clinic management and
operations at Ahmadu Bello University. This computerizes the clinic's registration
process and this feature is very helpful in keeping a record of all patients and everyone
who has ever been treated at the clinic.

2.2.3 Human Resource Management System

2.2.4 Barangay Integrated Management System with Mobile Support

CHAPTER III

TECHNICAL BACKGROUND
This Chapter system's implementation, software development life cycle, and
necessary hardware, software, and networks are all covered in this chapter. The design,
technologies, and architecture of the project have been conceptualized by the project's
supporters. The technology described here, however, may yet go through changes as the
researchers work to further develop and improve the project.

3. 1 Technicality of the project

The proposed system is a web-based Barangay Management System allows will


improve the Documents in Barangay like Clearance and all permits that have in barangay
and also can track the residents and the system will make automate the documents and
there is also skill filtering, this featured can help the barangay officials to filtered out the
skills of their constituent, it can assist them in identifying individuals within their
community The project involves the use of various web-based technologies such as
HTML, PHP, Apache, CSS, MySQL, Bootstrap5, JavaScript, PhpMyAdmin, Ajax, and
Server.

3.2 Technologies to be use for developing the propose system.

 Apache MySQL, PHP, and SQLite are all included in XAMMP server. It comes
with a management interface that enables one-click server start and stop. Real-
time CPU monitoring of Apache and MySQL processes is possible with XAMMP

 A potent front-end framework for quicker and simpler web development is


Bootstrap. It comes with optional JavaScript extensions and HTML and CSS-
based design templates for many popular user interface elements, including
typography, forms, buttons, tables, navigations, dropdowns, alerts, modals, tabs,
and many others. Also, Bootstrap makes it much easier to design responsive
layouts.
 A PHP-written utility called phpMyadmin is used to manage MySQL
administration on the internet. Although databases must be set up in cPanel,
phpMyAdmin has additional capabilities, including the ability to remove
databases, alter tables, manage keys on fields, and export data in a variety of
formats.

 Hypertext Mark-up Language (HTML) is a set of mark-upsymbols or codes


entered in a file intended for display on a World Wide Web browser. The mark-up
instructs the web browser how to display the text and graphics on a web page for
the user.

3.3 How the Project Will Work
