Induction Training Report

1. History

 The Imperial Highway Authority (IHA) was established in January 28, 1951 under
proclamation No. 115/1951 as a semi-autonomous agency with specific duties to plan, design,
construct, and maintain roads. Responsibilities for construction and maintenance of roads remained
under a single autonomous authority (IHA) for 26 years (1951-1977).
 The Ethiopian Roads Authority has been re-established under proclamation 133/1978
incorporating, among others, the Rural Roads Department in addition to the Highway Department.
 Ethiopian Transport Construction Authority (ETCA) In 1980, the Military Government
that took power in 1974 reformed the agency into the by proclamation No. 189/1980. The
proclamation enlarged responsibility of the Authority by expanding its task to incorporate the
construction of Airports, Seaports, Railways, and Municipal Roads.
 Ethiopian road authority (ERA) was re-established by proclamation No.63/1993 with a
view to providing a strong administration under the leadership of a Board.
 Ethiopian road administration (ERA) is newly re-established and has made reforms to
further Improve its competency.
Vision – “Global Competence and best roads to prosperous Ethiopia by 2030.”
Mission – “Develop and manage sustainable roads through institutional competency and
optimal utilization of resources.”

2. Ginchi labor based technology Training center.


 Labor based technology – utilize locally available materials and maximizes opportunity
for employment of labor (skilled and unskilled) together with support of light equipment.
 The Trainings given at these training center Include.
 Surveying and setting out using Labor Based Method
 Earthwork for gravel operation
 Drainage and structure construction.
 Soil and Gravel Test
 Sealing options (Bitumen Emulsion & ultra-thin concrete pavement)
 Road and structure maintenance

 CBR Test for suitability of mat in Sub-grade, Sub-base, Base course.


 Dynamic cone Penetrometer to Determine the Liquid Limit of Soil.
 Field Compaction and Relative Compaction. Ratio of Dry density in field to Maximum dry
density in %.
 Liquid Limit the Water Content at which Soil Behaves practically like a Liquid.
 Plastic Limit where water content of soil below which it ceases to be plastic.
 Proctor (Moisture-Density relation) Test Amount of compaction in % Maximum Dry Density
Optimum Moisture Content.
 Sieve Analysis % of Material Retained on different Sieve.
 Water Content Quantitative Measure of Wetness of Soil Mass.

5. Road Project Site (Iteya – Robe - Seru Road Project)

DESCRIPTION OF THE PROJECT

The project site is located in Arsi Zone, Oromia Regional State. The site is located 150 km to the south-
east of Addis Ababa, along the Addis Ababa - Adama - Asela road.
The Project Road takes off from Iteya town to the left with T-junction and passing through flat terrain up
to Hurrutta town. The topographic set up of the route corridor can be categorized in to two, i.e flat and
rolling. Stiff slopes are present between km16Hurrutta and km 22Dikiisis as the road crosses hilly to
mountainous areas, while after this up to Robe the topography becomes flat open fertile farmland.
The general geology of the project road area as per the geological map of Ethiopia 2nd Edition (Mengesha
et al, 1996) can be represented by three major geological formations; Chilalo formation, Nazret series and
undifferentiated quaternary alluvial, lacustrine sediment deposits.

The distinct Lithological description of the Project Area roughly comprises from Km 0.000 to Km13.000
(Huruta Town) Nazret Series, Ignimbrites, unwelded tuffs, ash flows which are preferred for masonry
works, and from Km 13.000 to km 60.000 Chilalo Formation, Trachyte & Trachy-Basallt which could
possibly be excellent source for concrete aggregates for structural concrete works, Asphalt Concrete
aggregates, aggregates for Surface dressing and Rocks for stone masonry works. From Km 60.to Km 75 is
mainly comprised of Nazret Series Ignimbrites, unwelded tuffs, ash flows are suitable mainly for stone
masonry works.

The project road is to be constructed with DS3/DS4 road class with Asphalt Concrete Surfacing and it will
have a cross section of 10m (7m Asphalt Concrete carriageway and 1.5m Double Surface Treatment
Surfacing shoulder on each side) on normal rural sections and different width on super-elevated and town
sections

CLIMATE

The Mean annual rainfall record data of Iteya and Robe met stations are 962.3mm and 1057.8 mm
respectively and the highest mean totals (in August 188.9mm for Robe meteorological stations, in July
233.0mm for Iteya met-station). The Rainfall along the route is bio-modal which is dominated by the two
peak seasons with March to April (small maximum) and Jul-September (with big maxima). One of the
milestone for the project as we see is that there is a rain fall during critical project activities like base
course and Asphalt pavement laying. The climate of the area are generally tropical Climate with mean
monthly temperature ranging from a minimum of 5.2 ºc in December to a maximum 23.8ºc in February.

Activities currently undergoing

Excavation for the U dich, Red Ash laying as Bedding Material for dich, Side masonry works are in
progress for ditch, Bridge, Subbase and Asphalt pavement works are in progress.
