INTRODUCTION

Located at the northernmost part of Peninsular Malaysia, Perlis plays a vital role
in the import and export of goods trade. It connects Malaysia with neighbouring Thailand
through the Padang Besar Railway Terminal, the sole rail connection between the two
countries. With the highest sun radiance in the country, Perlis provides a conducive
environment for investment in the solar energy and agriculture industry. Many companies
have chosen to invest in solar farms as well as high-value agriculture such as rice and
superfruits. On-going projects within the state that focus on green manufacturing, halal
industries and renewable energy are set to further boost investment into the state and

transform the state’s economic landscape in near future. According to the Department of
Statistics Malaysia (2010) Kuala Perlis has a population of 20277.

Kuala Perlis is the second-largest town in and the main port of Perlis in Malaysia. It is
in extreme northwest Peninsular Malaysia, near the border with Thailand. The older part of
town has houses and mosques built on stilts over mangrove swamps. Kuala Perlis has several
public transport option. There is taxi service available at the town area. The local community
bus service, MyBAS is also available with one route going to Kangar, Perlis.
THE CONTENTS

The first project involving NCER is to upgrade the Fish Landing Site in Kuala Perlis

to become an Unloading Center Fisheries. The proposed hub is that this is an integrated
fisheries base that incorporates all that infrastructure required to carry out the following
activities namely operational efficiency, provision of fast anchoring services and oil storage
facilities to fishing boats and fish trading boats. The second is a clean handling method for
fish landing in the port. Commercial infrastructure to support fish trade and transfer. The
third is that fisheries hubs should be closely linked to the main drivers of the state’s economy
especially tourism and recreation. It should incorporate tourism -oriented commercial
infrastructure such as sales outlets fishery products, souvenir stalls and seafood restaurants

which are fisheries -based industrial areas.

The issues faced are the lack of good fish landing facilities for deep sea vessels. In
addition, the level of hygiene and compliance with food safety standard low. Next, not being
able to take advantage of the landing of fish catches and aquaculture from the surrounding

region, including Thailand and Indonesia. The offshore areas of the state are not numerous.

However, the state of Perlis is an important fish landing site in the country where it
accounts for 13% to the results of national fish landings. Most of the fish that landed came
from Thailand where it is distributed at an immediate rate abroad. However, the port faces
some constraints. Among them is a shallow estuary impeding the movement of fishing boats
in and out outside the base. Therefore the fishermen could not land their catch easily.
Landing infrastructure facilities such as jetty or port, facilities limited moorings and docks.
There is no commercial infrastructure such as handling and handling facilities as well
marketing and distribution facilities. Ease of handle and handling such as machinery for
loading unloading, cold rooms and ice plants freezing is important to protect the quality of
raw materials. Meanwhile, auction halls, distribution and packaging areas as well as
containers transportation will facilitate orderly transactions. No correlation with urban
economy/tourism.
Tourist facilities such as fish sales centers, fishing ponds, exhibition centers and food
restaurant the sea has a positive impact on the fishing industry, providing opportunities jobs

from Myanmar and Vietnam striving for landed in Kuala Perlis, but it was unsuccessful due
to constraints existing site. Upgrades to current facilities will result in an increase in the
number of fishing boat landings from Thailand, Burma and Vietnam and fish trading boats.

Next allow the state of Perlis to connect with Acheh for Indonesian fish.

The increase in the state's catch from fish landing in the port. The ability to increase
fish landings in this port will allow the development of supporting industries such as
processing-dependent a sustainable supply of high quality fish. The issue of catch quality has
received more in -depth attention in recent years lately. The seafood trade in this world is
moving in that direction adopt strict hygiene and phytosanitary standards. Such standards The
world GAP demands quality standards to be practiced from the point of origin (POL) of
marketed commodities. It is inevitable that such standards will be imposed on ports local
fisheries. The existing Port of Kuala Perlis is not designed to meet current standards.
CONCLUSION

In conclusion, Kuala Perlis which has a border with Thailand and is a strategic area to
be a maritime port area needs to be given attention either from the central government or the
state government. With the existence of this NCER region, it is hoped that Kuala Perlis will
be able to be on par with the big ports which will lead to good profits for the local economy.
