At the outset, may we state that the Office of the Comelec Secretary has always
adhered to the principle of check and balance, hence, no one transaction begins and ends

with one and the same person. The preparation of the resolution of the Commission
involving administrative matters discussed during the en banc meeting is one of these
transactions.

As a backgtoundet, may we outline the following procedures in the preparation of a resolution:

Routing of Resolution
Resolutions are routed for approval andf

Numbering of Resolution

Once the lesolution (Formal) is fully signed by the members of the

Commission, the same is entered by the BS V, or in her absence by the BS IV,

in the logbook for the purpose and assigned a resolution number. The
same, and initials the bottom
